Among the best on offer right now is the humble Ryzen 5 9600X, which is currently $208.99, a saving of $70 off the original MSRP. The deal includes AMD’s entry-level AM5 CPU and a 16 GB kit of DDR5-6000 TeamGroup T-Force DELTAα RGB RAM alongside it. So, you save a cool $70 on the CPU itself and around $75 on memory, bringing the total value of your savings to around $145. AMD’s Ryzen 5 9600X offers a good entry point for users who want good gaming performance on the modern AMD AM5 platform, without splashing out for any of their faster, fancier 3D V-cache-equipped processors, such as the Ryzen 7 9800X3D. Launched in August 2024, AMD’s Ryzen 5 9600X is a solid performer, which we’ve even listed as our best mid-range CPU for gaming. While its original MSRP might have been a tough pill to ********, the chip keeps getting cheaper, first falling to below $250, and now to just $208. Thanks the the CPU’s maturity, those brave enough can also select an alternative BIOS which can boost the chip’s TDP from 65W to 105W, which has its own benefits in certain productivity applications. Just note that despite its 3.9 GHz base clock and 5.4 GHz boost clock, the chip doesn’t come with AMD’s Wraith series coolers, so you’ll have to buy one for yourself. Luckily, the 9600X is easy to cool, as we noted in our review. Best of all, the bundle already includes RAM, so if you are moving from an older AM4 build, you won’t have to worry about purchasing another kit for your new build. While the TeamGroup RAM included in the bundle includes snazzy RGB lighting, it isn’t the fastest DDR5-6000 kit out there, but for a mid-range build, it should suffice. Considering that AM5 chips have previously been fairly pricey in the past, now could be the perfect opportunity to upgrade your older system. Furthermore, the 9600X isn’t just a solid CPU, but if you inevitably wish to upgrade it later down the line, AMD has committed to the AM5 socket until at least 2027 or beyond. Given the amount of value offered for this deal, it might be one of the better PC component deals we see on this side of Memorial Day. Maxsun has stitched two of the latter models to produce the Intel Arc Pro B60 Dual 48G Turbo, a dual-GPU solution that provides 48GB of GDDR6 memory designed to address the most challenging AI workloads. Dual-GPU graphics cards were once popular, but technological advances have made them obsolete. The last consumer-grade dual-GPU graphics card from Nvidia was likely the GeForce GTX Titan Z from 2014, while AMD’s was the Radeon Pro Duo from 2016. This means it’s been quite a while since chipmakers introduced a dual-GPU product for retail. Although the Arc Pro B60 may not revive the trend, it remains noteworthy since Intel’s first foray into the dual-GPU market. Then again, it’s an AI graphics card, not a gaming one. The Intel Arc Pro B60 Dual 48G Turbo essentially combines two Arc Pro B60 graphics cards on one board. It utilizes dual Battlemage BMG-G21 silicon, each accompanied by its own memory. The same silicon powers the Arc B580 but offers double the memory compared to the gaming counterpart. Maxsun has implemented a full-cover vapor chamber for cooling the graphics card’s components and an additional metal backplate to help with heat dissipation. The graphics card is 11.8 inches (300mm) in length, so it fits inside the workstation territory, which normally spans from 10.5 to 12 inches. The TDP for the Arc Pro B60 varies between 120W and 200W, depending on the partner design. In Maxsun’s case, the company has specified a total TDP of 400W, meaning one Arc Pro B60 is rated for 200W. For the same reason, the manufacturer has implemented a single 12VHWPR power connector for up to 600W. Each Arc Pro B60 GPU has one DisplayPort 2.1 output with UHBR20 support and one HDMI 2.01a port. Third man arrested over fires at homes linked to PM Third man arrested over fires at homes linked to PM A third man has been arrested over alleged arson attacks at properties connected to Sir Keir Starmer, the Met Police says. The 34-year-old was arrested on Monday morning in south-west London on suspicion of conspiracy to commit arson with intent to endanger life, the force said. His arrest follows that of two other men in connection with the fires. The arrests relate to three incidents: a vehicle fire in Kentish Town, a fire at the prime minister’s private home on the same street, and a fire at an address where he previously lived in north-west London. On Saturday, a 26-year-old man was arrested on suspicion of the same offence at Luton Airport. A third man called Roman Lavrynovych, 21, has already been charged with three counts of arson with intent to endanger life in connection with the fires. He appeared in court last Friday where he entered no pleas to the charges. The BBC understands that Mr Lavrynovych, a Ukrainian builder and roofer, denied arson in a police interview. He has been remanded in custody until the next scheduled hearing at the Old Bailey on 6 June. Police have been given extra time to question the man who was arrested at Luton Airport. He remains in police custody and has not been named. There are three separate incidents being investigated and ts are being led by the Metropolitan Police’s Counter Terrorism Command because of the connection with a high-profile public figure. Emergency services responded to a fire in the early hours of 12 May at the Kentish Town home where Sir Keir lived before becoming prime minister and moving into 10 Downing Street. Damage was caused to the entrance of the property, which it is understood Sir Keir still owns and rents out, but nobody was hurt. On 8 May, a car Sir Keir sold to a neighbour in 2024 caught fire on the same street. On 11 May, firefighters dealt with a small fire at the front door of a house converted into flats in nearby Islington, which the prime minister previously lived at. The awarded project encompasses the retrofitting and renovation of existing facilities, as well as the construction of two new buildings, including an administrative office, water quality laboratory, and a wellness pavilion. Trump visit bolsters Saudi AI Trump visit bolsters Saudi AI Saudi Arabia’s artificial intelligence (AI) ambitions were boosted following US president Donald Trump’s recent trip to the Middle East. The Trump administration’s import tariffs and AI chip export restrictions appear to have been behind the decision by Saudi Arabian datacentre operator DataVolt to sign a major server deal with US firm Supermicro. The company’s selection of the US firm for its $20bn investment in AI datacentre technology will secure graphics processing unit (GPU) hardware currently seen as the best way to provide the accelerated processing power AI workloads require. “Partnering with Supermicro guarantees us a US-made supply chain for critical GPU systems and positions DataVolt to accelerate our investment plans,” said Rajit Nanda, CEO of DataVolt. Supermicro said the collaboration would fast-track delivery of its ultra-dense GPU platforms, storage and rack-based systems for DataVolt’s hyperscale gigawatt-class renewable and net-zero green AI datacentre facilities. The hardware uses liquid cooling, which Supermicro said reduces power costs by up to 40%, which allows datacentres to run more efficiently with lower power usage effectiveness. “We are excited to collaborate with DataVolt to bring our advanced AI systems featuring the latest direct liquid cooling technology (DLC-2), powered by local renewable, sustainable and net-zero green technology,” said Charles Liang, president and CEO of Supermicro. Supermicro claims its latest AI infrastructure is able to lower the total cost of ownership by up to 20%. Investment Along with its Saudi AI datacentre build, Datavolt, Google, Oracle, Salesforce, AMD and Uber have said they are committed to the investment of $80bn in cutting-edge transformative technologies in both the US and Saudi Arabia. Oracle said it plans to invest $14bn over the next 10 years to deliver cloud and AI technology to Saudi Arabia. “Thanks to the decisive actions and strong leadership of President Trump and his administration, Oracle is providing the world’s most advanced cloud and AI technology to Saudi Arabia,” said Safra Catz, CEO at Oracle. “Our expanded partnership with the kingdom will create new opportunities for its economy and deliver better health outcomes for its people.” As part of Trump’s visit, Humain, a subsidiary of Saudi Arabia’s Public Investment Fund (PIF), also announced a $10bn deal with US chipmaker AMD to develop 500 megawatts of open, scalable, resilient and cost-efficient AI infrastructure that spans Saudi Arabia and the US. Through the collaboration, Humain will oversee end-to-end delivery, including hyperscale datacentres, sustainable power systems and global fibre interconnects, while AMD has said it will be providing its AI compute processors and the AMD ROCm open software ecosystem. Tareq Amin, CEO of Humain, described the initiative as “an open collaboration to the world’s innovators”. “We are democratising AI at the compute level, ensuring that access to advanced AI is limited only by imagination, not by infrastructure,” he said. A number of US tech firms have made major investments in Saudi this year, driven by the kingdom’s ambitions to boost AI. Data for the Saudi Data and AI Authority from Accenture shows that generative AI (GenAI) has the potential to elevate its gross domestic product (GDP) by approximately $42.3bn by augmenting and automating nearly a third of all jobs. In February, Accenture said it was collaborating with Google Cloud to accelerate the adoption of cloud and GenAI capabilities in Saudi Arabia to support the KSA’s local data, operational and software sovereignty needs. As part of this work, Google and Accenture announced a joint centre of excellence for GenAI. During the Leap 2025 conference, Salesforce said it would be investing $500m in Saudi, with the focus again on AI. The company announced a regional head office in Riyadh, and as part of this expansion, Salesforce said it was working with Amazon Web Services (AWS) to deliver its Hyperforce, next-generation platform architecture to the kingdom. The work with AWS means Salesforce’s global customers are able to run workloads locally through a distributed public cloud infrastructure that Salesforce said complies with local regulations. Commenting on Salesforce’s plans, Abdullah Alswaha, minister of communications and information technology, said: “We look forward to seeing Salesforce expand its presence here and welcome the investment in AI that will drive unprecedented innovation and operational efficiency, supporting the realisation of Saudi Arabia’s Vision 2030 goals.” While the White House has linked Trump’s visit to the investments major tech firms are making in Saudi Arabia, the kingdom faces a number of challenges as it fleshes out its AI ambitions. According to a March 2025 paper from the Carnegie Endowment for International Peace, Vision 2030 represents a future-orientated vision to make religion less of a focal point of its society, particularly with regards to how Saudi Arabia is perceived internationally. But the paper notes that private-sector employers face the challenge of hiring Saudi citizens to fill high-skilled jobs. “This skills gap will only worsen as the kingdom targets a wide range of highly skilled sectors, including AI startups, green technology, datacentres, e-gaming, fintech and EV production,” it says. Once operational, the system will register data, including biometric data such as facial images and fingerprints, of third‑country nationals entering and leaving the Schengen area on short‑stay visas. The aim is to improve security, speed up the border check process, and reduce queues. Roll-out over 180 days The idea behind gradual implementation over 180 days is to prevent a simultaneous launch in all countries from compromising the system. During the roll-out *******, the launch could be temporarily suspended if waiting times become too long or there are technical issues. The co-legislators adjusted the Commission’s original proposal for the plan’s timeline: 10% of crossings must be recorded in the system by the 30th day (as opposed to the 1st day) and 35% by the 90th day (as opposed to 50%). The idea is to ramp up implementation exponentially, making up for a slow start with faster progress later. MEPs succeeded in negotiating contingency measures in case of problems with the system’s central roll-out, and improved coordination between the central and national plans. It was also agreed that the gradual roll-out should remain voluntary, meaning that EU countries can roll the system out all at once if they prefer. Finally, MEPs ensured that missing entries in the EES cannot be the only justification for a decision adversely affecting a traveller. Quote Rapporteur Assita Kanko (ECR, Belgium) said: “This agreement on the Entry-Exit System marks an important step towards making the EU’s external borders more secure and ensuring that legitimate travellers don’t face unnecessary hurdles. We worked on the new law at top speed and secured a more realistic launch timetable to allow the system to be put in place as soon as possible. Now we call on the remaining member states to finish their preparations and issue declarations of readiness, so that the roll-out can begin in earnest.” Next steps The result still needs to be adopted formally by both co-legislators. On the Parliament side, this means a Civil Liberties Committee vote followed by a plenary vote. Once the legislation has entered into force, the Commission will decide when to launch the 180-day roll-out *******. Background The Entry-Exit System (EES) is one of the EU’s interoperable databases for border management and security. Once it is fully operational, physical stamping of passports will be replaced by entries in the EES, to be accessible for real-time consultation by other Schengen area member states, in line with their security needs. The EES has been developed by the European Union Agency for the Operational Management of Large-Scale IT Systems in the Area of Freedom, Security and Justice (eu-LISA), which will also develop the central roll-out plan. Dragon Quest 3 isn’t the only JRPG on ***** at major retailers this week. We’ve included a list of notable game deals below. Dragon Quest 3 HD-2D Remake recreates the original 1988 version of the game with all-new visuals, reorchestrated music, and even some new gameplay tweaks, while maintaining the content of the original. The original Dragon Quest 3 was notable for having one of the first class-switching systems in a console RPG, and a non-linear, open-world structure. The game still holds up well today, and the HD-2D Remake gives it a beautiful visual upgrade along with numerous quality-of-life features. Narratively, Dragon Quest 3 takes place before Dragon Quest 1 and 2, so you don’t need to worry about playing Dragon Quest 1 or 2 first. It comes two months after the company filed for bankruptcy protection in the US. 23andMe said Regeneron had committed to comply with its privacy policies as part of the deal, and that Regeneron has security controls in place to protect user data. Last month, the firm agreed to have an ombudsman oversee the protection of user data in response to demands by several state attorneys general in the US. The officials expressed concern over the potential for unscrupulous buyers to wield the data against consumers. Regeneron will acquire nearly all of 23andMe’s assets, the company said in a statement. Its subsidiary Lemonaid Health will be wound down under the agreement. 23andMe will continue to operate as a wholly-owned unit unit of Regeneron, which said it would use the firm’s data for drug development. “We are pleased to have reached a transaction that maximizes the value of the business and enables the mission of 23andMe to live on, while maintaining critical protections around customer privacy, choice and consent with respect to their genetic data,” said 23andMe’s board chairman Mark Jensen. The company declined to comment further when approached by the BBC. A company’s struggles 23andMe was co-founded in 2006 by Anne Wojcicki who served as CEO until stepping down in March. Over the years, the company received high-profile endorsements from celebrities including Oprah Winfrey, Eva Longoria and Snoop Dogg. 23andMe went public in 2021, which saw its value top $6bn – but it never turned a profit. The once-celebrated company has struggled amid weak demand for its testing kits and never managed to redefine its business model. A subscription service failed to gain traction with customers and efforts to use its massive trove of data to move into drug development also faltered. Then in 2023 the company experienced a data breach that exposed the genetic data of millions of users. The firm ultimately settled a lawsuit alleging it failed to protect the privacy of nearly seven million customers whose personal information was exposed. Hackers gained access to family trees, birth years and geographic locations, by using customers’ old passwords, but the company maintains the data stolen did not include DNA records. Two months after the settlement, it slashed 200 jobs – about 40% of its workforce. Ms Wojcicki tried to take the company private but was not open to a third-party takeover. Legacy of Data When 23andMe filed for bankruptcy protection in March, attorneys general from multiple US states advised its customers to purge their information from the firm’s database. At the time, the company said it would continue to protect customer data as laid out in its privacy policy, and any buyer of the company would have to abide by laws that apply to how customer data is treated. But its privacy policy also included language which allowed for personal information to be accessed, sold, or transferred if it was “involved in a bankruptcy, merger, acquisition, reorganization, or ***** of assets”. 23andMe agreed to a court-appointed overseer of customer genetic data after several states alleged the company was failing to take data security seriously enough. Josh here — In today’s report we’re going to talk about where the strength is in this market and, just as importantly, where it isn’t. Industrials are on the leaderboard in a major way this week, thanks to aerospace and defense stocks breaking out to all-time highs. Some of the names in this group are already extended technically, but we’ll show you two set-ups that aren’t. Utilities are another story. Earlier this year the utility trade was working beautifully thanks to a combination of its defensive characteristics, as well as continued enthusiasm for the AI trend. But the market has changed character since the April low and these stocks have now fallen out of favor. Sean is going to show you what’s happening broadly and dig into the rotation a bit. Then I’ll chime in with a pair of defense companies worth keeping on your radar, pun intended. The market is constantly rotating, and we just saw the early innings of a shift under the surface. During the first few iterations of the Best Stocks in the Market, the utilities sector was the most populous sector on our list. On May 5th and May 12th, there were 14 utility firms on the list, making them the first and second strongest sector for those weeks, respectively. Utilities are considered a defensive sector within portfolios because they provide essential services that customers would not (or cannot) turn off. Electricity, water, gas — consumers will continue to use regardless of economic conditions. From the first trading day of the year through April 3rd (Liberation Day) investors had been buyers of utilities and sellers of the S & P 500: At the bottom on April 8th, on a total return basis, utilities were down 3% for 2025 while the S & P 500 was down 15%. Being defensive paid off. However, from the bottom, we have seen a lightning fast V-shaped recovery, and momentum is swinging back to the higher growth categories. Tech is up an extraordinary 30% from April 8, while consumer discretionary stocks and industrials are up 22% from that date, rounding out the top 3 best performing sectors from the bottom. Digging into tech a bit further – from the market bottom, the VanEck Semiconductor ETF (SMH) was up 36.7%, marking the best 28-day return for the SMH since inception in 2011. This is a great example of momentum and an interesting use case for keeping a list of momentum-oriented names. This list gives us a market barometer, measuring what’s going on under the surface. And right now, the market is rotating out of its defensive posture. On May 13 last week, five utility sector stocks fell below their 200 day moving average, removing them from our list: AEP, AWK, DUK, ED, SO. As it stands, industrials, tech, and financials are all flashing signs of momentum, while utilities have fallen to fourth on our sector dashboard. We aren’t making predictions as to where the market will go next, but we are taking note as to what’s working well and what isn’t, and utilities are lagging while growth-oriented areas of the market are taking their leadership back. Best Stocks in the Aerospace & Defense industry: Josh: Now let’s take a look at where the strength is. As Ed Yardeni wrote this week, President Trump has gone from “Tariff Man” to “Sales Man” during his whirlwind trip through the Middle East and a major airplane order was one of the highlights. UAE’s Etihad Airlines committed to buying 28 wide-body Boeing aircraft with GE engines for $14.5 billion. In the table below, a list of the Aerospace & Defense names on the Best Stocks list at the moment. GE Aerospace, Boeing and Howmet Aerospace have been on a monster run but they look overdone in the short-term, with screaming-hot RSI readings approaching 80 (most technicians consider 70 or above to be overbought). But there are two names on our list that are just now breaking out and haven’t gotten as far as the others yet: Axon Enterprise (AXON) Josh: First up, a company whose products you’ve heard of even if you don’t know the name. Axon Enterprise (AXON) is a public safety technology company headquartered in Scottsdale, Arizona, best known for its TASER conducted energy weapons, body-worn cameras, in-car video systems, and cloud-based digital evidence management platform, Axon Evidence. Their products and services are primarily sold to law enforcement agencies, federal and military organizations, corrections departments, and increasingly to private sector clients in industries like retail and logistics. During its last earnings report, Axon raised revenue guidance for the full year to between $2.6 billion and $2.7 billion thanks to strong demand for both hardware and software from its customers. Risk Management: Josh: As you can see below, this is a breakout in progress. Short-term traders would use $700 as a pivot point. Investors may want to set a stop at the top of that gap around the $600 level. A pullback on light volume could help the stock work off its slightly overbought momentum and may provide a good entry. RTX Corp (RTX) Josh: I also want to show you RTX, which is the merged company formed when Raytheon acquired United Technologies back in 2023. RTX has three core businesses — Pratt & Whitney, Collins Aerospace, and Raytheon. They sell aircraft engines, avionics, missile defense systems, satellites as well as cybersecurity solutions. RTX’s customers include government defense agencies, commercial airlines and space programs. This year they’re projecting 2025 revenues of up to $84.0 billion and earnings per share between $6.00 to $6.15. RTX is on the verge of breaking out. As you can see below, the $135 level had been resistance this spring but the stock is back at that high and challenging. Momentum is solid on this retest and not yet overbought. Risk Management: Josh: I like the rising 200-day at $122 as a trailing stop. I would revisit it every Friday at the close. So long as the stock stays in that uptrend on a weekly closing basis, I think you can be long. Labour ministers have agreed a 12-year deal which extends existing access for EU boats in exchange for reduced checks and restrictions on food exports. The agreement was described as “disastrous” by the Scottish Fishermen’s Federation (SFF) while Deputy First Minister Kate Forbes said it was a “great betrayal of our fishing fleet”. But fish farming body Salmon Scotland welcomed the deal as a “slashing of red tape” which will allow Scottish products and people easier access to the EU. The prime minister officially announced the deal as part of the first ***-EU summit, describing it as a “win-win”. He said the fishing agreement would protect *** access with no increase in EU vessels, while other measures meant shellfish could now be sold again in Europe. The new sanitary and phytosanitary agreement (SPS) would also benefit other agricultural exporters while holidaymakers will be able to use eGates at some airports to cut down on passport ****** wait times, Starmer added. Forbes welcomed closer co-operation which “unpicks a small part of the damage that Brexit continues to inflict”. But she criticised the lack of consultation with the Scottish government over the fishing deal. “Given the importance of fishing to Scotland it is also astonishing that the Scottish government was giving no warning of this great betrayal of our fishing fleet,” she said. PA Media The *** government has agreed a 12-year fishing deal with the EU But SFF chief executive Elspeth Macdonald said she was worried the agreement would end any “leverage” the *** has in future negotiations. She told BBC Radio’s Good Morning Scotland programme: “This is not a roll over, it’s a total capitulation to the EU and a disastrous outcome for the Scottish fishing fleet. “The EU have clearly reneged on a deal that they signed up to in 2020 and have said that they require to have another multi-year deal. “But in doing so the *** loses all its negotiating capital and all its leverage, so the EU continues to take a far ******* share of the resources in our waters than they are entitled to. “We’ve always been in this position where fishing seems to be the expendable price for something else that the *** wants.” Cutting ‘red tape’ While the deal has been criticised, it has also been welcomed in other parts of Scotland’s fishing and food production industries. Tavish Scott, chief executive of Salmon Scotland, said the new agreement would help cut the time taken to get products into the EU market. “This breakthrough will ease the burden on our farmers, processors and the communities they support,” he said. “Scottish salmon is the ***’s largest food export, with strong demand in the EU, the US and beyond.” The deal also benefits shellfish producers after the EU banned British fishermen from selling live mussels, oysters, clams, cockles and scallops to its member states in 2021. Under those rules, fishermen were previously not allowed to transport the animals to the EU unless they had already been treated in purification plants. ‘Sold down the river’ Mike Park, chief executive of the Scottish White Fish Association, described the deal as an “utter betrayal”. He said it was the “third time” the fishing industry had been “sold down the river,” citing decisions by former prime minister Ted Heath, who took the *** into the EU in 1973, and Boris Johnson, who negotiated its exit in the aftermath of Brexit in 2020. Mr Park said: “We understand the free flow of food products, the EU benefit from that and the *** benefit from it. “But here we have a massive fleet coming into *** waters and the *** fishing industry gets nothing out of it.” Mr Park said the deal was an “utter betrayal” of the fishing industry Scottish Conservative MP for Gordon and Buchan, Harriet Cross, described the deal as a “surrender” and “one of the biggest acts of betrayal that our fishing industry has seen in Scotland.” She said: “Our fishermen have been used as a pawn by Keir Starmer, which will result in catastrophic consequences for our coastal communities.” The *** government also announced a £360m fund to invest in coastal communities as part of the agreement. It said that would go towards new technology and equipment to modernise the fleet, training to upskill workforces and help to “revitalise” coastal communities. In 2022, it brought £335m into the Scottish economy, more than half of which came from Aberdeenshire, including the ***’s largest fishing port at Peterhead. The fish farming and aquaculture industries account for about 2,200 jobs and brought in £337m to the Scottish economy in 2022. In France, Scottish salmon became the first non-French product to carry the “Label Rouge” mark, given to products deemed to be of a “superior quality”. Keir Starmer has described this ***-EU deal as a “win-win” but that is not necessarily how it is viewed by every part of the Scottish fishing industry. The sharply contrasting reactions of the Scottish Fishermen’s Federation – which has accused the *** government of “capitulation” – and Salmon Scotland, which has welcomed an agreement it believes will “slash red tape”, underlines the fact that any deal involves trade-offs. The *** government is trying to offset the disappointment of some in the fishing industry with a £360m fund for coastal communities. There are aspects of closer cooperation between the *** and EU that the Scottish government is happy to welcome. However, there was never going to be a package that would satisfy SNP ministers, as they favour a return to the EU. They argue the best way for that to be achieved is through Scottish independence. But that debate has lost much of its previous energy. An earlier “reset” in relations between the *** and devolved governments has improved how they work together. But Scottish ministers argue that they should have been consulted on today’s deal, despite foreign affairs being a matter reserved to Westminster. The debt downgrade put immediate pressure on bond prices, sending yields higher on Monday morning. The 30-year U.S. bond yield traded above 5% and the 10-year yield topped 4.5%, hitting key levels at a time when the economy is already showing signs of strain from President Donald Trump’s unfolding tariff policy. Treasury bonds influence rates for a wide range of consumer loans like 30-year fixed mortgages, and to some extent also affect products including auto loans and credit cards. “It’s really hard to avoid the impact on consumers,” said Brian Rehling, head of global fixed income strategy at Wells Fargo Investment Institute. Moody’s lowers U.S. credit rating The major credit rating agency cut the United States’ sovereign credit rating on Friday by one notch to Aa1 from Aaa, the highest possible. In doing so, it cited the increasing burden of the federal government’s budget deficit. Republicans’ attempts to make President Donald Trump’s 2017 tax cuts permanent as part of the reconciliation package threaten to increase the federal debt by trillions of dollars. More from FA Playbook: Here’s a look at other stories impacting the financial advisor business. “When our credit rating goes down, the expectation is that the cost of borrowing will increase,” said Ivory Johnson, a certified financial planner and founder of Delancey Wealth Management in Washington, D.C. That’s because when “a country represents a ******* credit risk, the creditors will demand to be compensated with higher interest rates,” said Johnson, a member of CNBC’s Financial Advisor council. ‘Downgrades can raise borrowing costs over time’ Americans struggling to keep up with sky-high interest charges aren’t likely to get much relief any time soon amid Moody’s downgrade. “Economic uncertainty, especially regarding tariff policy, has the Fed — and a lot of businesses — on hold,” said Ted Rossman, a senior industry analyst at Bankrate. Atlanta Fed President Raphael Bostic said on CNBC’s “Squawk Box” Monday that he now sees only one rate cut this year as the central bank tries to balance inflationary pressures with worries of a potential recession. Federal Reserve Chair Jerome Powell also recently noted that tariffs may slow growth and boost inflation, making it harder to lower the central bank’s benchmark as previously expected. Douglas Boneparth, another CFP and the president of Bone Fide Wealth in New York, agreed that the downgrade could translate to higher interest rates on consumer loans. “Downgrades can raise borrowing costs over time,” said Boneparth, who is also on CNBC’s FA council. “Think higher rates on mortgages, credit cards, and personal loans, especially if confidence in U.S. credit weakens further,” he said. Which consumer loans could see higher rates Some loans could see more direct impacts because their rates are tied to bond prices. Since mortgage rates are largely tied to Treasury yields and the economy, “30-year mortgages are going to be most closely correlated, and longer-term rates are already moving higher,” Rehling said. The average rate for a 30-year, fixed-rate mortgage was 6.92% as of May 16, while the 15-year, fixed-rate is 6.26%, according to Mortgage News Daily. Although credit cards and auto loan rates more directly track the federal funds rate, the nation’s financial challenges also play a key role in the Federal Reserve’s stance on interest rates. “The fed funds rate is higher than it would be if the U.S. was in a better fiscal situation,” Rehling said. Since December 2024, the overnight lending rate has been in a range between 4.25%-4.5%. As a result, the average credit card rate is currently 20.12%, down only slightly from a record 20.79% set last summer, according to Ted Rossman, a senior industry analyst at Bankrate. Credit card rates tend to mirror Fed actions, so “higher for longer” would keep the average credit card rate around 20% through the rest of the year, Rossman said. ‘We’ve been through this before’ Before its downgrade, Moody’s was the last of the major credit rating agencies to have the U.S. at the highest possible rating. Standard & Poor’s downgraded the nation’s credit rating in August 2011, and Fitch Ratings cut it in August 2023. “We’ve been through this before,” Rehling said. Played by Tony Dalton (Marvel’s Daredevil: Born Again, Better Call Saul), Javier is tough on his sons and a cop who tries his best to keep them out of trouble. There’s a link, though, in how Javier raised his sons and Joel’s temperament when coming to raising Ellie and keeping her safe for the past five years. In a flashback sequence, we see Joel attempting to take the blame for Tommy trying to buy drugs and getting into a brawl with the dealer. Expecting a beating, the young Joel (Andrew Diaz) is offered a beer by his dad instead. “What Joel has done now is different,” Druckmann explained to EW. “He used violence to protect his tribe, to protect Tommy, and now it’s almost like there’s something for them to relate to, and they connect on this level. What the dad ultimately says is, ‘I think I’ve done the right things, but I’m not entirely sure. I just know that I did things better than my dad, who beat me even worse.’ His insecurity about that stays with Joel as well. Joel’s doing the best he can with the tools that are in front of him, but he loves Ellie unconditionally.” Druckmann added that there was another layer to the scene and something he wanted for Joel. “As we kept working on that scene, it became about something else, which is not only generational trauma, but generational repair and hope.” The rest of the episode is a series of flashbacks that eventually end in the present day with Ellie in Seattle. It covered Ellie’s 16th birthday with the museum–a famous scene in the game–but also her 17th (the origins of her tattoo), and the moments leading up to discovering that Joel had lied to her about there being dozens of immune people in the world. The latter deviated from the original game’s narrative, which involved Ellie exploring the hospital where the final scene took place. As he confesses to Ellie on his porch, she tells him that she doesn’t think she can forgive him for this, but would like to try. There’s a different dichotomy between them in that moment where it’s not just a surrogate father/daughter relationship, but an understanding of the real-world stakes Joel tampered with and the secret they have to share. Nintendo will be attending Gamescom 2025 Nintendo will be attending Gamescom 2025 Nintendo has announced that it will be taking part in Gamescom this year, following its decision to skip last year’s event. The company chose not to attend Gamescom in 2024. It was believed at the time that this was due to Nintendo focusing on the then-unannounced Nintendo Switch 2 system. Now, the publisher has confirmed it will return to the show, which takes place in Cologne, Germany, from August 20 until August 24. A post on Nintendo’s official ******* account on X reads: “Mark it in red on your calendar – Nintendo will be back at Gamescom in 2025. We look forward to welcoming you from August 20 to 24 in Cologne.” Nintendo hasn’t announced what it will show at Gamescom, but the publisher has numerous games planned for release this year. Gamescom will take place around two months after the launch of the Nintendo Switch 2, giving players who haven’t purchased Nintendo’s new console a chance to try the system. Donkey Kong: Bananza is due for release in July, with Drag X Drive also expected this Summer. Nintendo Switch 2 versions of Pokémon Legends Z-A and Metroid Prime 4: Beyond are also due this year, and could be included in Nintendo’s Gamescom offering. Switch 2 is due to launch on June 5. Camera Icon2025 BMW X3 20 xDrive Credit: CarExpert Longer and wider but not as tall as the mid-size luxury SUV it replaces, this new BMW X3 has been given a major overhaul both inside and out. Inside, there’s now BMW’s Curved Display, which includes a 12.3-inch digital instrument cluster and a 14.9-inch touchscreen infotainment system running BMW’s Android-based Operating System 9.0. Following the local media launch of the new-generation X3 earlier this year, we spent a week with the entry-level 20 xDrive on more familiar roads. Is it the pick of the range? Read along to find out. How much does the BMW X3 cost? The 20 xDrive is the entry point to the Mk4 X3 lineup in Australia, priced at more than $86,000 before on-road costs. As with many crossover SUVs, it’s easy to get into the X3’s cabin, demonstrating why many people with poor mobility like these types of cars because you don’t need to climb up or bob down into the cabin. There’s so much electric adjustment available, including for under-thigh support, an extendable seat cushion, lumbar support and side bolstering, among others. This means people of all different sizes and statures will be able to find their desired seating position. There is also a range of different upholstery choices available, including Veganza leatherette, an Alcantara and Veganza combination, and full Merino leather. Our tester was equipped with the Espresso Brown Veganza faux-leather upholstery, which is a no-cost option. It looks properly cool and is a great alternative to boring ******. My personal favourite is still the Amber/Atlas Grey Merino leather trim, which is a tan colour that verges on orange, but the $4000 asking price for it hurts. Ahead of the driver is a chunky, flat-bottomed M Sport steering wheel that verges on being almost too thick. This is common to BMW steering wheels. Camera Icon2025 BMW X3 20 xDrive Credit: CarExpertCamera Icon2025 BMW X3 20 xDrive Credit: CarExpert The physical buttons and scroll wheels on the wheel are greatly appreciated, but because they’re on panels finished in glossy piano ******, they look grotty quickly. This is disappointing for a premium vehicle because you frequently interact with the steering wheel buttons. Behind the steering wheel is the centrepiece of the new X3’s interior – a 12.3-inch digital instrument cluster and a 14.9-inch touchscreen infotainment system melded together into one curved display. It runs BMW’s iDrive 9.0 operating system, which is Android-based. There’s also a head-up display on top of the dashboard that’s big and has plenty of configurability. While it’s great to have critical information like your current speed available at a glance, it can sometimes get a little distracting with all the other elements. Thankfully, you can opt for a minimalist layout if this suits you more. And the digital instrument cluster looks fantastically clear and bright. It can also be customised in many different ways, ranging from layouts and widgets. It can even display Apple Maps when connected with Apple CarPlay, and Google Maps when connected with Android Auto. Camera Icon2025 BMW X3 20 xDrive Credit: CarExpert Moving across, the 14.9-inch touchscreen infotainment system is properly huge. It’s a fair reach from the driver’s seat to interact with the far left-hand side of the screen, and sometimes I needed to lean out my seat to do so. Thankfully, there’s rotary iDrive controller on the centre console, providing an additional way to interact with the infotainment system. It’s the first time the BMW iDrive 9.0 operating system has been paired with an iDrive controller. It’s fairly easy to navigate around the infotainment system’s native user interface after you’ve had a poke and prod around the menus. It can be a little overwhelming at first, however, especially if you’re not tech savvy. You do need to use the screen a lot for key functions, including for the climate controls. And there is no easy way to adjust the distance setting with the adaptive cruise control on the steering wheel. Instead you need to click a shortcut button on the centre console, then tap through at least two different menus on the touchscreen to change the setting. Camera Icon2025 BMW X3 20 xDrive Credit: CarExpert There are a few other shortcut buttons under the touchscreen or around the iDrive controller that take you to key sub-menus in the infotainment system, but this is nowhere near as functional as a button on the wheel. It seems that minimalism has taken a step too far, as it impedes functionality. As standard, there are wired and wireless forms of both Apple CarPlay and Android Auto. With my iPhone 15 Pro Max connected wirelessly, I didn’t experience any notable dropouts. However, around half the way through my loan the CarPlay projection flipped so the home button was on the passenger side, like in left-hand drive cars. Weird… There’s a wireless charger at the front of the centre console, which is ventilated and allowed my phone battery to charge up while using smartphone mirroring. This isn’t always the case with non-ventilated wireless chargers as they typically make mine overheat and not charge. There’s only one wireless charger, though, so if you need more charging points, there are a wealth of USB-C outlets scattered throughout the cabin. Camera Icon2025 BMW X3 20 xDrive Credit: CarExpertCamera Icon2025 BMW X3 20 xDrive Credit: CarExpert Looking around the cabin, it does look special and extremely high-tech, though it is let down by the odd hard plastic surface in areas you wouldn’t expect, such as around the dashboard and on the door cards. Our tester was equipped with the optional knitted texture finish, which is very similar to what’s offered in current Mini models and does disguise some of these harder finishes. You need to pay $1200 for the privilege, though. The knit texture has a subtle blue tinge which doesn’t pair with every single upholstery option, and it also has a coarse texture which mightn’t be to everyone’s tastes. Another flashy element of the X3’s interior is the ambient lighting setup. It spans across the dashboard, and also encompasses certain sections of the front door cards and centre console. When you change drive modes the panels change colour, but you’re also able to manually select different colours and combinations. It’s a nifty feature that’s cool to show off to your passengers. Camera Icon2025 BMW X3 20 xDrive Credit: CarExpertCamera Icon2025 BMW X3 20 xDrive Credit: CarExpert Something that does grate, however, is the air vent setup, which is similar to the ones in the current 5 Series and i5. Rather than being able to change the air vent direction using an adjuster on the vent itself, there are disconnected little knobs and also touch-sensitive sliders to control the air vent flow. It’s not the most intuitive setup and can sometimes be a little fiddly. If the ambient lighting doesn’t provide enough light, there’s a panoramic glass sunroof available as an option on the base 20 xDrive. Our tester came fitted with it and it does flood the cabin with a lot more light, but unfortunately it’s a fixed glass panel and doesn’t have a tilt and slide function to allow more air flow. In terms of storage up front, it’s adequate. There are two cupholders, a centre console box with a decent amount of space, as well as a small glove box that can only really fit the owner’s manual. Moving to the second row, there’s an obvious step down in terms of wow factor. It’s an okay space to spend time in, but if you want to get the full effect of the curved display and ambient lighting, it’s best to sit up front. Camera Icon2025 BMW X3 20 xDrive Credit: CarExpertCamera Icon2025 BMW X3 20 xDrive Credit: CarExpert At a leggy 182cm, I had a decent but not amazing amount of space behind my own driving position. There are plenty of other mid-size SUVs with more second-row space, but in the premium price bracket it’s on par with the competition. Two adults would be able to fit in the second with ease and be comfortable, though pushing it to three would make things squishy. And the person in the middle seat would have to contend with a sizeable driveline hump, which is disappointing but also common. Second-row amenities are fewer and far between when compared to the first row, but include a touchscreen on the back of the centre console for controlling the climate control, air vents, USB-C ports, and a fold-down armrest with cupholders. It’s pretty standard in terms of standard fit, though our tester came equipped with optional heated second-row seats and sun blinds as part of the Comfort package. Around the back, there’s a power tailgate that opens swiftly and quietly, as it should. The boot space on offer is generous, though the amenities in here are fairly standard. These include a light, bag hooks, cargo blind and, in our tester, a luggage compartment net as part of the optional Comfort package. Camera Icon2025 BMW X3 20 xDrive Credit: CarExpert Disappointingly, the X3 20 xDrive doesn’t come with a proper spare wheel or even a space-saver spare. As standard, the car rides on run-flat tyres, but if you opt for the larger 20-inch alloy wheels it gets regular tyres instead, and picks up a tyre repair kit that lives under the boot floor. All fourth-generation X3 variants have electrified powertrains, and the 20 xDrive comes with a four-cylinder turbo-petrol engine with 48V mild-hybrid assistance. Pressing the glossy ****** starter button on the centre console sees the four-cylinder turbo-petrol engine fire up with little fuss. While the engine is warming up, its idle sound is noticeable but never gruff like some Mercedes-Benz models can be. Camera Icon2025 BMW X3 20 xDrive Credit: CarExpert Setting off, this engine is blissfully quiet and refined. In fact, you can barely hear the engine working away in everyday driving situations. Mash the throttle or activate the Boost mode by holding down the downshift paddle, and it’ll make its presence known. Generally, however, it’s typically just in the background working away. In the normal driving mode, the digital instrument cluster displays the percentage of power being fed back into the system rather than a typical tachometer. If you flick to Sport mode it then shows a rev gauge, which for me is a lot more intuitive. I don’t really care how much power I’m inputting. I just want to see how much the engine is or isn’t revving. Likely one of the main reasons for the car not displaying a tacho as standard is because it’s a mild-hybrid. The petrol engine is augmented by a small electric motor which helps with short bursts of acceleration and can also take some load off the engine. It also allows for more seamless engine idle stop/start functionality, and can allow the engine to switch off when coasting. In fact, you can barely even tell when the engine switches off and on, which is rare, even for mild-hybrids. Camera Icon2025 BMW X3 20 xDrive Credit: CarExpert As a package, this 48V mild-hybrid turbo-petrol powertrain is a gem. It’s not the quickest thing out there, but you’ll easily be keeping up with traffic from the lights. This is likely all the car and power you’ll ever need, though the flagship M50 xDrive’s inline-six turbo-petrol engine is downright delicious. Even though the X3 20 xDrive isn’t a performance weapon, the platform it’s based on is a proven recipe for success. Plus, having all-wheel drive as standard means you won’t be struggling for grip, even if the road gets slippery. Another benefit of having mild-hybrid assistance in this car is that fuel consumption is fantastic. Even with a heavy bias of urban driving during my testing, I well and truly recorded less than the 7.5L/100km claim for this car. The steering in this car does lean on the lighter side, but it still feels direct. It’s fun to toss this medium SUV around on city streets as the car is communicative and agile. Camera Icon2025 BMW X3 20 xDrive Credit: CarExpert As standard, this car has adaptive suspension, which soaks up pretty much all of the urban road imperfections you can throw at it. Even harsher bumps and speed bumps don’t faze it. Despite this, it still has a sporty edge to its ride. This is because all X3s come with the M Sport package in Australia, which means they have a sportier suspension tune. Out on the open road, this car can stretch its legs and become a great highway tourer. It’s so quiet at highway speeds that you’d almost think you’re driving an EV. The downside is that other noises, like a rattle over on the passenger side in our test car, are more noticeable. Another benefit of this car’s fuel-sipping abilities is that you can theoretically travel over 1000km on a tank of petrol, based on my as-tested fuel consumption of 6.9L/100km. You’d typically see this kind of fuel range in a diesel-powered car. Camera Icon2025 BMW X3 20 xDrive Credit: CarExpert On the safety front, the X3 20 xDrive is fully loaded, as it should be at this price point. The adaptive cruise control is brilliant and, honestly, a benchmark. The way it’s able to manage the distance between the car ahead is very natural. It also doesn’t drastically overreact when a car cuts in front of you. It still grates, though, that you need to adjust the adaptive cruise distance settings deep in touchscreen sub-menus. The car’s lane-keep system isn’t instrusive and only intervenes when it absolutely needs to, and its lane-centring function, which works in conjunction with the adaptive cruise control, is top-notch and reduces driver fatigue on long journeys. With the latter, there’s also an assisted lane change function, which is a little aggressive for my liking, but it’s also a helpful aid to make boring freeway journeys easier. It’s also a major benefit that this engine is so efficient. Lastly, there’s the price. On June 10, Rainbow Six Siege X, an overhaul of the first-person shooter, will arrive. It adds a new 6v6 mode called Dual Front, updates several maps, improves player onboarding, and more. On Sunday, Ubisoft also revealed that Siege X will include a dedicated in-game esports tab and that PC players will be able to test out all of these upgrades early through a test server session that will be live between 6 AM PT / 9 AM ET on May 20 and 6 AM PT / 9 AM ET on June 9. Richard told a jury in Manhattan federal court that Combs issued the threat the day after she witnessed the Bad Boy Records founder try to hit Casandra “Cassie” Ventura with a skillet and then beat her. She said he told her and another woman who saw the attack that “we could go missing” if either revealed what they saw. Assistant U.S. Attorney Mitzi Steiner asked Richard what she took “we could go missing” to mean. “That we could die,” Richard responded, saying she was shocked because all of this happened just as she was beginning to record with “Diddy — Dirty Money,” a musical trio she formed with Combs and another R&B singer. Combs, 55, is on trial in New York on sex trafficking and racketeering charges alleging that he exploited his status as an entertainment power broker to abuse women, including Cassie, through threats and violence. He has pleaded not guilty and his lawyers have argued that prosecutors compiled proof of domestic violence, but not federal crimes. In four days on the witness stand last week, Cassie testified that she wanted a loving relationship with Combs during their nearly 11 years together but was instead subjected to weekly drug-fueled “freak-offs” with male sex workers that left her too exhausted and damaged to pursue her music career. Shortly after Cassie finished testifying on Friday, Richard began her stint on the stand, saying she witnessed Combs attack Cassie on multiple occasions, including during a visit to Combs’ home recording studio in 2009, when Richard said she and another woman saw Combs hit Cassie “on the head and beat her on the ground.” She said Combs tried to hit Cassie over the head with a skillet, but Cassie was able to deflect it. On Monday, Steiner asked Richard how frequently she witnessed Combs beat his girlfriend. “Frequently,” Richard said. “He would punch her, choke her, drag her, slap her in the mouth. I saw him kick her, punch her in the stomach.” Richard said that on other occasions, she saw Combs punch Cassie in the face with a closed fist and that she saw him punch her in the stomach during an argument at a restaurant. Cassie used makeup, clothing and sunglasses to cover up injuries, which included bruising on her face, eyes, lip, arms and knees, Richard said. Richard testified that the beatings sometimes occurred when Cassie spoke up for herself, “if she had an opinion about something.” At other times, she said, “it could be random. We wouldn’t even know where it came from.” Richard, who also performed in the group Danity Kane, said Combs’ staff, including his bodyguards, also witnessed violence. “They wouldn’t react. They wouldn’t do anything,” Richard testified. Richard supported Cassie’s testimony that Combs had stifled Cassie’s fledgling singing career, saying she heard Combs tell Cassie that he “owned her” and that any success she had would be on his terms. “It would come when he said it would come,” Richard said. Speaking to Dexerto, Stephen A. Chang–who played Jesse in The Last of Us–said Naughty Dog is being quite secretive about the project. Change said he knows “probably as much as you” about it. In fact, Chang said he wasn’t even sure the game was Intergalactic and not a new Last of Us game when he signed on. “I saw the trailer, maybe a week before they released it. I didn’t really know what to expect. I have a friend who’s working on the game too. She’s like, ‘Is this Last of Us Part 3 that we’re doing?’ So we didn’t even really know what we were getting into,” he said. Despite claiming to know very little, Chang said he believes Intergalactic will be Naughty Dog’s “next big thing.” He also discussed how Naughty Dog is going about trying to keep story details from leaking online. He said some people on the game don’t get full scripts but only small pieces of the script, which was how The Last of Us: Part II was produced as well. “You’d film in sections. You’d get pieces of the script. Sometimes it’s not even chronological,” he said. “I’m looking forward to hopefully getting another script and seeing where it goes. I’m trying to put the pieces together just like everyone else,” Chang said. Intergalactic is Naughty Dog’s first new IP in a decade. It’s been in development since 2020 and more than 250 people at Naughty Dog alone have worked on it over the years, in addition to external development support. Legal Aid Agency breach may encompass millions of people Legal Aid Agency breach may encompass millions of people The Legal Aid Agency (LAA), a Ministry of Justice-backed civil and criminal legal aid and advice service covering England and Wales, has fallen victim to a cyber attack that appears to have led to the compromise of personal data on anybody who applied for legal aid through its digital service in the past 15 years. The body said it first became aware of a cyber attack on its online digital services – used by legal aid providers to log their work and receive payment from the government – on 23 April 2025. These services were quickly taken offline. Following this, working alongside the National Crime Agency (NCA) and the National Cyber Security Centre (NCSC), the agency’s IT team took action to reinforce security while the wider LAA reached out to the providers affected. The LAA’s investigation initially appears to have shown that only legal aid providers were affected. However, on 16 May, it became apparent that the attackers had dug themselves far deeper into its systems than was first thought and accessed data on legal aid applicants dating back to 2010. This includes not just those facing criminal prosecution, but individuals involved in family law cases, victims of domestic violence, and more. It said the data includes contact details and addresses, birthdates, national ID numbers, criminal history, employment status and financial data. According to the Guardian, the intruders have stated they have accessed 2.1 million data points, although this is not verified. “I understand this news will be shocking and upsetting for people, and I am extremely sorry this has happened,” said LAA CEO Jane Harbottle.
