The decision declaring DOGE’s actions at USIP “null and void” is the latest in a series of judicial rebukes of efforts by President Donald Trump and the so-called Department of Government Efficiency to slash the size of the federal government. DOGE has been led by Trump advisor Elon Musk. The ruling came two months after DOGE team members took over the headquarters of USIP with the help of law enforcement. That move came after Trump signed an executive order that said that the independent non-profit group created by Congress 40 years ago to promote conflict resolution was “unnecessary.” DOGE then replaced USIP’s acting president, George Moose, with DOGE officials and terminated nearly all of its staff. The Trump administration removed USIP’s board members. Judge Beryl Howell, in her ruling Monday in U.S. District Court in Washington, D.C., ordered the reinstatement of Moose, calling the officials who replaced him “illegitimately installed.” Howell wrote that the administration’s “severe actions to dissemble USIP, including terminating its appointed Board members, its expert management, its dedicated staff and contractors located in both Washington, D.C. and around the world, and dispersing its assets and headquarters building … were unlawful.” She also wrote that “Congress’s restrictions on the President’s removal power of USIP Board members are squarely constitutional.” Howell noted that Trump used force and “threats of criminal process” to take over the USIP headquarters, even though the agency is not part of the government’s executive branch. “Instead, USIP supports both the Executive and Legislative branches as an independent think tank that carries out its own international peace research, education and training, and information services,” Howell wrote. But “USIP’s existence outside of the Executive branch is the end of the inquiry,” Howell wrote. “As explained earlier, the President has no constitutional removal authority outside of the Executive branch. President Trump’s removal of the ten board members here was thus unlawful.” The White House did not immediately respond to a request for comment on Howell’s decision. The proposal will be debated at Tuesday night’s council meeting on May 20 and comes after the City of Bunbury in March rescinded a motion to move Foodbank WA’s Bunbury headquarters to the library, creating a community hub. The city pledged to deliver a report detailing the operational and resourcing needs to restore the library to pre-COVID service levels, which have dwindled since 2020. At the agenda briefing session, city chief executive Allan Ferris said they were seeking council endorsement for the additional funding which would be included in the 2025-2026 budget. “That’s the operating funding as the report suggests,” he said. “There’s still more work that needs to be done in terms of the capital requirements of that building. We all understand there’s work that probably needs to be done on the air conditioning system and some of the other equipment.” Mr Ferris said the report suggested increasing the library’s operating hours up to 28 hours per week, but the city would work with the community on the finer details, such as what times it would be open. “The idea is to do further consultation with the community and work in an operating model that is going to suit,” he said. “The additional costs are to have permanent staff as currently we take staff from the city library to fill in at the Withers Library.” According to Mr Ferris, the plan would see new services commence at the library on September 30, after budget considerations and community consultation were completed. But if you take a second to look at the fight closely, you might be surprised at what you find. For longtime Soulsborne fans, Consort Radahn’s fighting style seems familiar. Some players even dodged his move like they’d already faced him before. That’s because Radahn’s design seems to have been inspired by Dark Souls 3‘s Pontiff Sulyvahn, who is also considered one of the hardest bosses in Soulsborne history. It’s really a nonstop dance of dodging and countering, a dance which is eerily similar to another fight. We fast forward to Elden Ring’s Shadow of the Erdtree DLC, where we faced a similar type of moveset. But this time it’s from the hands of Promised Consort Radahn, the DLC’s final boss. Radahn has always been a fan-favorite since his appearance in the base game, but the way he attacks us and his terrifying pressure screams “Pontiff Sulyvahn 2.0.” Fans and players on Reddit have shared their discoveries regarding the similarity between the two FromSoft bosses. One user shared their experience of the fight with Sulyvahn, saying they instinctively dodged one of the boss’s attacks out of sheer muscle memory because it was similar to Radahn’s. Players are calling this fight even harder than Malenia, and with good reason. The speed, reach, and unpredictability of Radahn’s dual-blade attacks require you to be quick and perceptive. Otherwise, you’ll never be able to dodge his attacks. It’s clear that Consort Radahn is meant to symbolize the culmination of FromSoftware’s entire legacy. Hidetaka Miyazaki and his team knew exactly what they were doing. He is the spiritual successor to some of the most iconic Soulsborne bosses. No wonder he’s so tough. Harvey Connect member Brian Kealley said it was the first time the event had been hosted for volunteers within the community. He said is was uplifting to see so many people in attendance, though recognised volunteering was becoming more difficult for so many. “I’m sure all the other organisations are the same, we are all facing the same problems, we are an ageing population and the younger ones aren’t coming through in the extent that we came through when we were their age,” he said. “Life’s changed, people having families longer, both parents have to work — all those sorts of things.” Mr Kealley said the breakfast was a recognition of the hard work and dedication of so many, often with nothing in return. However, every once in a while, a new name changes this view through sheer efficiency, quality, and financial growth, making it a bad portfolio decision not to include it in a core holding. In today’s restaurant wave, shares of CAVA Group Inc (NYSE:) make it stand out for many reasons. Still, the main one is that its business model is similar enough to that of Chipotle ******** Grill Inc (NYSE:). to lead it into a similar bull run that could last years into the future, but also unique enough to justify this Mediterranean food restaurant to sustain its success while competing with the leaders. Now that the company has released its latest quarterly earnings figures, investors should track several key performance indicators (KPIs) as they build their thesis for a potential buy in one of the sector’s fastest-growing stories. They should catch it before its size becomes too big to keep pushing out the sort of growth rates that are being experienced today. CAVA Runs Hot Everywhere It’s not just the Harissa hot sauce that spices things up at CAVA; investors can also see their portfolios turn hot with any company that manages to disclose some of the numbers that this restaurant chain has reported inside its quarterly investor presentation. Starting with one of the most important indicators for retail stocks, comparable sales, CAVA reported a net 10.8% growth rate over the year. With net store count growth of 4% over the past quarter alone, the actual revenue and earnings growth would have been much higher, though still 10.8% is significantly attractive during a time when the average American consumer has become budget-conscious due to inflation pressures. With this in mind, profits also matter, and that is where CAVA’s 25.1% gross profit margin comes into play, pushing higher from last quarter’s 22.4%. And it seems that everyone has been doing a great job at this, judging by the reported $25.7 million in net income for the quarter, which is a near double compared to last year’s $13.9 million, something that investors would be pleased about when they saw net earnings per share (EPS) reach $0.22, also a near double from last year’s $0.12. Has CAVA Growth Been Priced In Already? Most investors know that where EPS growth goes, so does the stock price, but in the case of CAVA, the stock has already gone on a 25% run over the past 12 months, so the question becomes whether all of this financial growth has already been potentially priced into this rally. The short answer is not really, as judged by the $123.4 consensus price target set by Wall Street analysts today. This target calls for a further rally of up to 24.4% from where the stock trades today. There’s an argument that this consensus might have to be pushed out even higher. Inside the corporate presentation, investors will see that management gave some guidance for the entire 2025 fiscal year, which included a boost to the expected earnings before interest tax depreciation and amortization (EBITDA), otherwise a proxy for net earnings, where management now sees $2 million more in earnings to push for nearly 10% more than today’s reported $25.7 million. That double-digit growth rate in earnings should make its way through to EPS, therefore helping CAVA earn a higher valuation by Wall Street analysts, and where the additional upside for investors comes from. And now comes the subtle message markets are sending investors about CAVA stock today, hidden in its price-to-earnings (P/E) ratios. CAVA stock trades at a 215.4x , a massive premium to the retail sector’s average valuation of only 25.1x. Value investors would call this an expensive stock due for a pullback; however, seasoned market operators will remind them that the market always has a good reason to overpay for the stocks it believes can outperform the peer group and the market. In the case of CAVA, the financials seem to speak for themselves as to why markets are so willing to pay up to have exposure to this name and its future earnings. PC Stephen Smith emptied almost a full can of pepper spray into Donald Burgess’s face when he refused to drop an item of cutlery similar to a butter knife, Southwark Crown Court heard. Mr Burgess, who had one leg, was then Tasered by PC Rachel Comotto, police body-worn camera footage shown to jurors appeared to show. PC Smith, 51, denies two counts of assault by using Pava spray and a baton, and PC Comotto denies one charge of assault by discharging her Taser. Mr Burgess was a resident at a home in St Leonards-on-Sea, East Sussex, when staff called police on 21 June 2022 after they failed to persuade him to hand over the knife, which had a specially adapted handle. Paul Jarvis KC, prosecuting, told jurors the officers made no attempt to talk to staff, and instead approached Mr Burgess, trying to interact with him. He said instead of trying to calm the situation down they inflamed it, using force that was unjustified and unlawful. Jurors were told there was nobody within arm’s reach of Mr Burgess at the time, and that it should have been clear he was not mobile. “It ought to have been obvious by the fact he had one leg that this was a man who wasn’t going to be mobile,” Mr Jarvis said. “This was an elderly, vulnerable man who may not have understood what was going on. “Rather than being met with understanding and sympathy, he was confronted by irritation and annoyance on the part of the defendants.” The following video contains distressing scenes. In the body-worn camera Mr Burgess was repeatedly asked to put down the knife. Mr Jarvis KC, told the court Mr Burgess was suffering from a ******** tract infection on the day of the incident, a condition that can make a person confused, agitated, or even aggressive. He told the jury Mr Burgess was asked to hand over the knife after he had used it to flick food and poke a member of staff in the stomach. Mr Jarvis said managers had spent 30 minutes trying to get him to put the knife down. Mr Burgess, who suffered from multiple health conditions including diabetes and carotid artery disease, had been a resident at the home since 2018. He had not been diagnosed with dementia, but the care home specialised in support for people with the condition. ‘Unnecessary and excessive’ The court was told that one minute and 23 seconds elapsed between the officers arriving and Mr Burgess being Tasered. In the body-worn camera video PC Smith can be heard repeatedly asking Mr Burgess, who was a right leg amputee, to put down the knife. When he doesn’t move, PC Smith sprays him with Pava, before using his baton and 12 seconds later, Mr Burgess can be seen crying out in pain when PC Comotto uses her Taser gun. PC Smith then takes the knife from Mr Burgess. Mr Burgess was taken to hospital after the incident and later contracted Covid. He died 22 days later. Mr Jarvis told the jury: “I want to make it clear – these defendants are not responsible for his death. “He was an elderly gentleman who was unwell.” But he added: “The force used was unnecessary and excessive in the circumstances. “The defendants assaulted Mr Burgess, causing actual bodily harm.” The trial was adjourned until Tuesday. Businesses in turn often pass the cost of tariffs along to consumers in the form of higher prices. In April, U.S. President Donald Trump enacted sweeping tariffs of varying rates affecting more than 180 countries and territories. Last week, the U.S. and China struck a deal to temporarily suspend most tariffs on each other’s goods. The U.S. also recently unveiled a trade agreement with the United Kingdom. Despite the recent trade agreements and deals, consumers still face an overall average effective tariff rate of 17.8%, the highest since 1934, according to a recent report by the Yale Budget Lab. James Lee, president of the Identity Theft Resource Center, said it’s not unusual for scammers to take a government action — whether that’s a new program or policy — and use it for the basis of a scam. Scammers “will use the fact that people don’t know a lot about tariffs,” Lee said. The PreCrime Labs team at BforeAI, a cybersecurity company, discovered about 300 domain registrations from cybercriminals related to tariffs in the first few months of the year. Some spread misinformation while others are financial scams aimed at businesses and consumers. One site the company found was a newly registered phishing domain positioned to lead consumers to believe they are required to make payments to a legitimate governmental entity. “Such payment requests are likely to be spread using email or messaging campaigns with a theme of urgent, pending payments, directing victims to the fraudulent site where their actions will result in financial losses,” researchers noted. Some package payment requests are real There are some cases where consumers might legitimately pay for products purchased from another country, namely, customs duties. Sometimes the U.S. Customs and Border Protection will charge consumers a processing fee in order to release an imported good. “That’s not common, but it’s also not unusual,” said Lee. “It really does depend on what it is, where it’s coming from.” Some consumers have also recently reported receiving legitimate payment requests from carrier companies after a purchase in order to receive their shipments, the Washington Post reports. Some carriers are acting as the importer of record, meaning they are responsible for any duties, taxes and fees that are applied to the delivery, said Bernie Hart, vice president of customs of Flexport, a logistics firm. If the carrier did not collect those additional fees for the product up front, the carrier will charge the end consumer those additional costs through a follow-up bill, he said. This tactic might not last, because it creates a lot of inconvenience for both companies and shoppers, Hart said: “It’s not good for anybody in this process to give somebody a surprise bill.” Tariff scam red flags It’s easy for anyone to fall victim to a fraud scheme, said Ruth Susswein, director of consumer protection at Consumer Action. If tariff policies continue to be in flux for longer, criminals will have more time to craft sophisticated attacks on consumers, said the ITRC’s Lee. Your top priority is to avoid sharing personal information like Social Security numbers, bank details or account login credentials, especially under the guise of “tariff processing,” said Payton. Here are three red flags to watch out for, according to scam experts: 1. Unsolicited and urgent messages Emails, texts, or social media ads promising “tariff relief,” “vouchers,” “exemptions,” or urgent offers like “pay now to avoid tariffs” are likely scams, Payton said. Not only are legitimate retailers unlikely to encourage tariff evasion tactics, but also the urgency is meant to pressure consumers into accepting, she said. Also question unsolicited phone calls, emails or text messages about a package held up in the post office because of an unpaid fee, said Lee. If you receive a request to pay import fees or duties on a purchase, look for the form 7501, which is an official government document detailing the import, said Hart. 2. Suspicious site links, emails Scammers will create fake websites, emails and phone numbers to mimic retailers or government agencies, Payton said. If you receive a message, check for misspellings and URLs or email addresses that don’t match that of the supposed company or entity — say, a message from a “U.S. government official” that does not come from a dot-gov email. You can use tools like WHOIS, a database that stores information about registered domain names and IP addresses, to authenticate the website and confirm registration details, she said. 3. Due to biosecurity concerns, the hatchery cannot take the chicks back. The spokesperson said it would have been best if USPS, after discovering the chicks, had completed delivery as the recipients would have been adequately equipped to handle the birds — even malnourished ones. For more than two weeks, the surviving chicks have been nursed and cared for at First State Animal Center and SPCA, said John Parana, executive director. Last Tuesday, the shelter began offering the birds for adoption, but only a few hundred out of thousands have been picked up. There is no complete count of the chicks, as the shelter has no feasible way to do so, but Parana estimates there to be more than two thousand available. Some have inquired about buying the birds for meat, but, as a no-kill shelter and SPCA, those were refused. The strain has turned the animal care center into a 24/7 operation and necessitated a staffing increase, Parana said. Money remains the biggest concern for the donation-reliant nonprofit. Some employees have begun spending their money to support the operations, he added. Among the birds were young turkeys, geese and quail, but the vast majority were Freedom Ranger chicks. One concern for the shelter, Parana explained, was the increasing demand for space and feed over time, as Freedom Rangers take about ten weeks to reach maturity. The Delaware Department of Agriculture, after a call from USPS, directed the animals to the shelter, which shares a memorandum of understanding with the animal center as a state vendor. The department said it is responsible for assisting the shelter with funds — for chickens, the rate was $5 each per day. The department’s chief of planning, Jimmy Kroon, said negotiations were ongoing, but Parana claims that the department communicated that they had no funds to allocate for the chicks. However, savvy investors will likely require much more than just price action and some short sellers closing their positions as they see the stock start to rally over the past month, there must also be a mix of fundamental reasons to back a potential buying thesis that bets against the long-term bearish trend that NIO has gone under. Fundamentals Back a NIO Rebound Even though the economy is not looking great in China, which is arguably going through a declining or even recessionary cycle currently, spending habits have not left the electric vehicle scene. The latest quarterly earnings report from NIO showed that vehicle sales for the fourth quarter of 2024 rose by 13.2%. Not only did sales increase, but gross profit margins also increased as a result of economies of scale being achieved at the company. This enabled NIO to report a much higher margin of 11.7% compared to 7.5% for the same quarter last year. This higher margin is also a proxy for the company’s pricing power and ability, despite a tough economic environment. With this in mind, NIO is creating a scenario where its future operating earnings might take a similar path, which will inevitably end up showing in the bottom line earnings and, therefore, valuations in the stock price. That is exactly what is meant by fundamentals quietly expanding while stock prices remain compressed, such as they are today. On a more recent note, NIO released its delivery numbers for the month of April 2025, showing up to 23,900 units to represent an astonishing growth rate of as much as 53% on an annual basis, again not something that is synonymous with an economy that is as bad as everyone makes it to be in China. Markets Agree on a Higher Price All of these factors might have played a role in today’s $5.05 consensus price target set for NIO stock, which, compared to today’s prices, would imply a net upside potential of as much as 26.2%. Ultimately, one of the big reasons the stock is kept this low today is the effect of President Trump’s trade tariffs, primarily focusing on ******** goods. However, it is crucial to remember that NIO mainly serves its ******** domestic market and some Asian and Latin American regions. The prime minister’s official spokesman said these were “administrative costs”. He insisted they would not be “big” but refused to put a figure on how much the *** would pay. Every morning and every night, I open and sniff each one in turn, savouring the scents as they hit my nostrils. First, the sharp ***** of lemon, followed by the abrasive chill of eucalyptus, the ********** of rose and the metallic warmth of clove. My new routine – training what is, for most of us, a neglected sense – was inspired by some striking research linking our noses’ sensitivity to our cognitive performance. For one thing, studies have shown that the worse your sense of smell is, the worse you perform in cognitive assessments. Olfactory dysfunction has also been linked to more than 100 conditions, including ALS (motor neurone disease), multiple sclerosis, Parkinson’s disease, Alzheimer’s disease and general age-related cognitive impairment. The high court granted an emergency application filed by the administration, meaning officials can move forward with reversing a decision made at the tail end of the Biden administration to extend protections for more than 300,000 Venezuelans under the federal Temporary Protected Status program. The brief order noted that liberal Justice Ketanji Brown Jackson would have denied the application. Litigation will now continue in lower courts. As a result of political instability in Venezuela, the Biden administration in March 2021 said Venezuelans were eligible for temporary protected status under the federal program that has existed since 1990 to provide humanitarian relief to people from countries reeling from war, natural disasters, or other catastrophes. People accepted into the program have legal status in the United States and can get work authorization for up to 18 months, subject to extensions. At issue before the Supreme Court was a subsequent designation made in October 2023 and extended in January just before Trump took office. It is set to expire in October 2026. In February, Homeland Security Secretary Kristi Noem sought to unwind those determinations, meaning the protections would expire this year instead. A judge in the Northern District of California blocked the move, citing concerns that the decision was based in part on racial animus. Solicitor General D. John Sauer wrote in the administration’s emergency application that the courts could not review Noem’s decision. “The court’s order contravenes fundamental executive branch prerogatives and indefinitely delays sensitive policy decisions in an area of immigration police that Congress recognized must be flexible, fast-paced and discretionary,” he said. The National TPS Alliance and individual Venezuelans challenged the move in court. Their lawyers wrote that the Trump administration was essentially seeking to evade judicial review on the scope of its own powers. “It should be unremarkable that federal courts say what the law is,” they added.
