Sitting before the Senate Committee on Homeland Security and Governmental Affairs, Noem repeated a recent claim made by Stephen Miller, a Trump administration official, that they are “looking at” suspending habeas corpus in order to deport undocumented immigrants. Habeas corpus allows people to challenge the legality of their detainment, and has been a right in the United States since 1789. But when asked by Senator Maggie Hassan to define it, Noem claimed it is “a constitutional right that the president has to be able to remove people from this country.” Hassan interrupted Noem, declaring, “That’s incorrect.” Habeas corpus is a constitutional right awarded to all people in the United States, including immigrants, to challenge their detention by the government. When invoked, the government must provide a reason for the detainment. Secretary of Homeland Security Kristi Noem repeated claims that President Donald Trump could suspend habeas corpus (AP) Earlier this month, Miller told reporters the president had the authority to suspend habeas corpus under a rarely-used exception: “in cases of rebellion or invasion.” When asked if she supports habeas corpus on Tuesday, Noem affirmed she does, but echoed Miller’s claim. “I support habeas corpus, I also recognize that the president of the United States has the authority under the Constitution to decide if it should be suspended or not,” Noem said. Hassan interrupted Noem again to assert that it had “never been done.” To suspend habeas corpus, the administration would need to prove the country was under the threat of rebellion or being invaded. There have been very few occasions in history when habeas corpus has been suspended, and not without intense debate. Noem recalled that former president Abraham Lincoln suspended it nationwide during the Civil War; however, Congress later passed a statute permitting it, which Hassan mentioned. Immigration enforcement officials have detained and deported immigrants whom they allege are members of Tren de Aragua – some have refuted that claim (via REUTERS) The Trump administration has sought multiple avenues to expedite the removal of undocumented immigrants, even bypassing typical due process. The president did this by invoking the Alien Enemies Act, declaring an invasion by the Venezuelan gang Tren de Aragua, in order to remove alleged gang members quickly. However, multiple judges have blocked removals under the act. The Supreme Court has permitted the administration to move forward with deportations but reaffirmed that they are still are entitled to submit habeas corpus petitions. Immigration authorities may have sent up to a dozen people from several countries to Africa, they told a judge. Those removals would violate a court order saying people must get a “meaningful opportunity” to argue that sending them to a country outside their homeland would threaten their safety, attorneys said. The apparent removal of one man from Myanmar was confirmed in an email from an immigration official in Texas, according to court documents. He was informed only in English, a language he does not speak well, and his attorneys learned of the plan hours before his deportation flight, they said. A woman also reported that her husband from Vietnam and up to 10 other people were flown to Africa Tuesday morning, attorneys from the National Immigration Litigation Alliance wrote. They asked Judge Brian E. Murphy for an emergency court order to prevent the deportations. Murphy, who was appointed by President Joe Biden, previously found that any plans to deport people to Libya without notice would “clearly” violate his ruling, which also applies to people who have otherwise exhausted their legal appeals. A hearing in the case is set for Wednesday. The Department of Homeland Security and the White House did not immediately return messages seeking comment. Some countries do not accept deportations from the United States, which has led the Trump administration to strike agreements with other countries, including Panama, to house them. The Trump administration has sent Venezuelans to a notorious prison in El Salvador under an 18th-century wartime law hotly contested in the courts. South Sudan has suffered repeated waves of violence since gaining independence from Sudan in 2011 amid hopes it could use its large oil reserves to bring prosperity to a region long battered by poverty. Just weeks ago, the country’s top U.N. official warned that fighting between forces loyal to the president and a vice president threatened to spiral again into full-scale civil war. The situation is “darkly reminiscent of the 2013 and 2016 conflicts, which took over 400,000 lives,” Nicholas Haysom, head of the almost 20,000-strong U.N. peacekeeping mission. The U.S. State Department’s annual report on South Sudan, published in April 2024, says “significant human rights issues” include arbitrary killings, disappearances, torture or inhumane treatment by security forces and extensive violence based on gender and ******* identity. The U.S. Homeland Security Department has given Temporary Protected Status to a small number of South Sudanese already living in the United States since the country was founded in 2011, shielding them from deportation because conditions were deemed unsafe for return. At one stage he was using 15 pouches a day, although the 16-year-old has now cut back to five. Health experts say the pouches – small sachets that fit between the top lip and the gum, nicknamed “snus” by some teenagers – are addictive and may have other harmful side effects. They are largely unregulated in the *** and there is currently no law to stop children buying them. Some campaigners fear that the ban on disposable vapes which comes into effect on 1 June could see more young people turning to the stronger nicotine pouches. Johnpaul started using the pouches as a coping mechanism, and to help him get off vapes. “It just led to another addiction,” he said. “It’s just an instant hit. It makes me forget my surroundings. “I’m not going to say I don’t enjoy that, I do, but there are still a lot more negatives to it than there are positives.” Johnpaul is working with other young people to raise awareness about nicotine pouches as part of a project with the charity Fast Forward and the Skills Training Programme at West Lothian Council. While packs contain age restriction warnings, Johnpaul says he has no problem buying them. “At the moment, I really don’t want to stop, but I definitely want to cut down and cut down the amount of milligrams I’m taking. “Just keep it as low as I can, so it’ll be a lot easier to quit when I feel that I’m ready to.” Lee wishes he had never started using the pouches Lee, 16, says he and most of his friends use nicotine pouches – although he wishes he had never started. “Most times people wouldn’t know because it’s tucked away in your gum and sometimes you can push it up so people really can’t see it,” he said. “I’ve tried to stop before, but it’s something you can get highly addicted to, which is quite a bad thing. “If I could go back and not start, I would.” Aleksandra, 16, has tried nicotine pouches, but says they’re not for her. “It was fine for the first five minutes and after you ******** your ***** it doesn’t taste good. “It burns and it makes you feel sick. Getty Images The use of nicotine pouches is thought to be higher among young men Leigh Ronald from Fast Forward, which offers health and wellbeing support, says young people are increasingly talking about pouches and looking to find out more information. She says it is likely that they will look for alternatives, like nicotine pouches, when the ban on disposable vapes comes into effect across the *** on 1 June. Most pouches contain six to 20 milligrams (mg) of nicotine, while some contain 50mg – about five times stronger than an average **********. The pouches are often referred to as snus, although that is a different product which contains tobacco and has been banned in the *** and EU since 1992. The general use of nicotine pouches remains low in Great Britain. Research suggests that about 5% of adults and 3% of under-18s have tried them – but use appears to be increasing and is higher in some groups, particularly young men. He says his firm operates a Challenge 25 policy and that its aim is to help people quit smoking. He said: “If you’ve not smoked before, if you’ve not vaped before, there’s absolutely no need to buy a pouch. None whatsoever. “It’s a harm reduction technique and it’s for current smokers to find a way to stop using combustible cigarettes.” Dr Zoe Coyle has concerns about young people using nicotine pouches Dr Richard Holliday, senior lecturer at the School of Dental Sciences at Newcastle University, says nicotine pouches are less harmful than cigarettes – but not risk free. His team recently published an article on nicotine pouches in the British Dental Journal that was downloaded more than 250,000 times. It says more research is needed and that there may be an impact on oral health – such as gum recession. “The paper has obviously touched a nerve. I think a lot of people are looking for information on this topic,” he says. Dr Zoe Coyle, a lecturer at the Dental Institute in Edinburgh, also warned that repeated use of nicotine pouches can lead to gum recession and other issues with teeth and lips. “I would be concerned particularly about young people using nicotine pouches,” she says. Ash Scotland Sheila Duffy from Ash Scotland says the pouches are highly addictive Sheila Duffy, chief executive of anti-smoking charity Ash Scotland, says teachers have raised concerns about the pouches, which retail at “pocket money prices”. “It’s very fast absorbed, it can easily be twice the level of nicotine in nicotine replacement therapy. So this is very highly addictive,” she said. “Addiction to nicotine in any form opens you up to the whole profile of products – industry knows this. “So a kid that starts using nicotine pouches, which are easily concealed, which may be highly flavoured and attractive because they’ve been pushed through social media, that child is much more at risk of ending up as a smoker.” ***-wide legislation is being proposed to ban the ***** of nicotine products – including pouches – to under-18s. It is a first-person shooter that takes place in the canonical universe of the previously Mac-exclusive Marathon games and is shaping up to be quite the release. Given that it is a modern AAA title, though, expect state-of-the-art visual fidelity, tweaks, and optimizations to further augment the overall experience. To this extent, Bungie has thankfully provided a list of PC system requirements in advance, but how does it compare to Escape from Tarkov, one of its direct competitors? Marathon PC system requirements revealed As mentioned earlier, Bungie has finally lifted the curtain off the PC system requirements for Marathon. The system requirements are surprisingly light, which actually makes total sense when you consider that Marathon is poised to be a multiplayer game, where accessibility trumps everything else. Controversies aside, both games are built on top of very different game engines and cannot be compared in an apples-to-apples manner. The 10 million figure includes rides in Austin, Los Angeles, San Francisco and the Phoenix area. Waymo is delivering more than 250,000 paid robotaxi rides a week, Alphabet said in its April earnings report. On Monday, Waymo said it had won approval to expand its autonomous ride-hailing service to more parts of the San Francisco Bay Area, including San Jose. The robotaxi company is part of Alphabet’s “Other Bets” unit. There is almost nothing there. The 300 or so inhabitants live in a cluster of small, wooden houses. They fish in the clear, turquoise waters, and grow what vegetables they can in the sandy ground. But they are not alone in these disputed waters: just off shore, to the west, lies an armada of ships. These are all ********, from the navy, the coastguard or the so-called maritime militia – large fishing vessels repurposed to maintain ******** dominance of this sea. As our plane approached the island we counted at least 20. For the past 10 years, China has been expanding its presence in the South China Sea, taking over submerged coral reefs, building three large air bases on them, and deploying hundreds of ships, to reinforce its claim to almost all of the strategic sea lanes running south from the great exporting cities on the ******** coast. Few of the South East Asian countries which also claim islands in the same sea have dared to push back against China; only Vietnam and the Philippines have done so. The militaries of both countries are much smaller than China’s, but they are holding on to a handful of reefs and islands. Pagasa – also known as Thitu and other names, as it is claimed by several other countries – is the largest of these. ******** ships are a permanent intimidating presence to the people of Pagasa What makes it exceptional, though, is the civilian population, found nowhere else on the islands of the South China Sea. From the point of view of the Philippines this, and the fact that Pagasa is solid land, not a partially submerged reef or sandy cay, strengthens its legal claims in the area. “Pagasa is very important to us,” Jonathan Malaya, assistant director-general of the Philippines National Security Council, tells the BBC. “It has a runway. It can support life – it has a resident ********* community, and fishermen living there. “And given the size of the island, one of the few that did not need reclaiming from the sea, under international law it generates its own territorial sea of 12 nautical miles. “So it is, in a way, a linchpin for the Philippine presence.” Reaching Pagasa is a two-to-three-day boat ride from the Philippines island of Palawan, or a one-hour plane ride, but both are at the mercy of frequent stormy weather. Until they surfaced the runway two years ago, and lengthened it to 1,300m (4,600ft), only small planes could land. Now they can bring in big C130 transport aircraft. Travelling in them, as we did, is a bit like riding a bus in rush hour. Everything has to be brought from the mainland, which is why our plane was packed, floor to ceiling, with mattresses, eggs, bags of rice, a couple of motorbikes and piles of luggage – not to mention lots of military personnel, most of whom had to stand for the entire flight. All supplies have to be brought in from the mainland including motorbikes A lot has changed in recent years. There is a new hangar, big enough to shelter aircraft during storms. They are building a control tower and dredging a small harbour to allow ******* boats to dock. We were driven around the island by some of the Philippines marines who are stationed there, though given its size it hardly seemed necessary The Philippines seized Pagasa from Taiwan in 1971, when the Taiwanese garrison left it during a typhoon. It was formally annexed by the Philippines in 1978. Later, the government started encouraging civilians to settle there. But they need support to survive on this remote sliver of land. Families get official donations of food, water and other groceries every month. They now have electricity and mobile phone connectivity, but that only came four years ago. Aside from government jobs, fishing is the only viable way to make a living, and since the arrival of the ******** flotillas even that has become difficult. Fisherman Larry Hugo has lived on the island for 16 years, and has chronicled the increasing ******** control of the area. He filmed the initial construction on Subi Reef, around 32km (20 miles) from Pagasa, which eventually became a full-size military air base. One of his videos, showing his little wooden boat being nearly rammed by a ******** coastguard ship in 2021 made him a minor celebrity. The island of Pagasa is home to some 300 people But ******** harassment has forced him to fish in a smaller area closer to home. “Their ships are huge compared to ours. They threaten us, coming close and sounding their horns to chase us away. They really scare us. So I no longer go to my old fishing grounds further away. I now have to fish close to the island, but the fish stocks here are falling, and it is much harder to fill our tubs like we used to.” Realyn Limbo has been a teacher on the island for 10 years, and seen the school grow from a small hut to full-size school teaching more than 100 pupils, from kindergarten to 18 years old. “To me this island is like paradise,” she says. “All our basic needs are taken care of. It is clean and peaceful – the children can play basketball or go swimming after school. We don’t need shopping malls or all that materialism.” Pagasa is really quiet. In the fierce midday heat we found most people snoozing in hammocks, or playing music on their porches. We came across Melania Alojado, a village health worker, rocking a small baby to help it sleep. “The biggest challenge for us is when people, especially children, fall ill,” she says. “If it is serious then we need to evacuate them to the mainland. I am not a registered nurse, so I cannot perform complicated medical tasks. But planes are not always available, and sometimes the weather is too rough to travel. “When that happens we just have to care for them as best we can.” Pagasa has both a sleepy charm and the feel of a garrison community But she too values the tranquillity of island life. “We are free of many stresses. We get subsidised food, and we can grow some of our own. In the big city everything you do needs money.” We saw a few new houses being built, but there really isn’t room for Pagasa to accommodate many more people. With very few jobs, young people usually leave the island once they finish school. For all of its sleepy charm, and stunning white-sand beaches, it has the feel of a garrison community, holding the line against the overpowering ******** presence which is clearly visible just offshore. “The ******** at the airbase on Subi Reef always challenge us when we approach Pagasa,” the pilot says. “They always warn us we are entering ******** territory without permission.” Do they ever try to stop you? “No, it’s a routine. We tell them this is Philippines territory. We do this every time.” Jonathan Malaya says his government has made a formal diplomatic protest every week to the ******** Embassy over the presence of its ships in what the Philippines views as the territorial waters of Pagasa. This is in marked contrast to the previous administration of President Rodrigo Duterte, which avoided confrontations with China in the hope of getting more investment in the Philippines. “I think we will get more respect from China if we hold our ground, and show them we can play this game as well. But the problem of democracies like the Philippines is policies can change with new administrations. The Airbus A330 bound for Honolulu had just pushed back from the gate around 8:45 a.m. Monday when “a flight attendant informed the flight’s captain that a passenger reported a possible bomb onboard,” according to a statement from Port of San Diego Harbor police. The captain called police and SWAT officers, and the FBI responded to search the aircraft. Nothing suspicious was found, and there was no threat to travelers, the police statement said. Hawaiian Airlines said in a statement that “a guest was overheard making a threat to the safety of our aircraft” and the captain alerted authorities as a precaution. “An arrest has been made,” Port of San Diego spokesperson Brianne Mundy Page said in an email. There was no immediate information about a suspect or possible charges, but Page said more details would be released later Monday.
