Search and rescue boats have been deployed to the Potomac River
A passenger plane carrying 64 passengers and crew has crashed into a river in Washington DC after it collided in mid-air with a US Army helicopter.
Eighteen bodies have been pulled from the Potomac River so far, where search and rescue teams are scouring the waters in freezing temperatures, according to the BBC’s broadcast partner, CBS.
US authorities are investigating and the nearby Ronald Reagan Washington National Airport has grounded all flights.
Here is what we know so far about the incident:
What happened?
At around 21:00 local time (02:00 GMT) on Wednesday, a PSA Airlines jet operating as American Airlines 5432 collided with a US Army helicopter as it approached Ronald Reagan Washington National Airport, according to the Federal Aviation Administration.
The passenger plane, a Bombardier CRJ700, departed from Wichita, Kansas and was carrying 60 passengers and four crew, according to American Airlines.
The Pentagon said the helicopter involved was a Sikorsky H-60 that took off from Fort Belvoir in Virginia. Three US soldiers were on board, according to CBS.
The FAA said it would investigate the incident, together with the National Transportation Safety Board (NTSB).
Were there casualties?
There has been no official word on casualties. However, CBS reported that 18 bodies have been pulled from the water.
Early reports on US media said the passenger plane could be seen split in half on the Potomac River, while the helicopter was upside down in the water.
Police and fire department have been searching the water for survivors in freezing temperatures, with police boats assisting, CBS News reported.
The search and rescue could be seen from Ronald Reagan Airport, which is near the river.
What are eyewitnesses saying?
Ari Schulman told NBC Washington that he saw the plane ****** while driving on the George Washington Parkway, which runs along the airport.
He said the plane’s approach looked normal, until he saw the aircraft bank hard to the right, with “streams of sparks” running underneath, illuminating its belly.
At that point, he said he knew that it looked “very, very wrong”. Having seen plane landings there in the past, he said a plane’s underside should not have been visible in the dark.
The sparks, he said, resembed a “giant roman candle” and went from the plane’s nose to its tail.
Jimmy Mazeo said he saw the ****** while having dinner with his girlfriend at a park near the airport.
He recalled seeing what looked like a “white flare” in the sky. He said planes flying into Ronald Reagan Airport appeared to have been flying in “irregular patterns”.
Mr Mazeo said he did not think much of what he saw until emergency services started arriving at the scene.
What are US officials saying?
President Donald Trump said he had been fully briefed on the the “terrible accident” and that he was monitoring the situation closely.
“May God Bless their souls,” he said in a statement.
“Thank you for the incredible work being done by our first responders,” he said.
Vice-President JD Vance asked for prayers for those who were in the incident.
Defense Secretary Pete Hegseth and Transportation Secretary Sean Duffy, whose appointments were just recently confirmed, also said they were monitoring the situation.
American Airlines CEO Robert Isom expressed his “deep sorrow” about the collision in a video which has been posted to the airline’s website.

Unfazed devotees shrug off stampede at India mega-festival
Swarming throngs of devotees bathed in rivers at the world’s biggest religious gathering in India on Thursday, undeterred by a stampede a day earlier that killed at least 30 people.
The Kumbh Mela attracts tens of millions of Hindu faithful from around India every 12 years to the northern city of Prayagraj, but has a woeful record of deadly crowd incidents.
Wednesday’s pre-dawn disaster, which saw a surging crowd spill out of a police cordon and trample bystanders, prompted some spooked pilgrims to leave the festival.
But many more were still arriving in the stampede’s aftermath to participate in what they said was a matter of religious obligation.
“We’ve obviously heard about the stampede,” 21-year-old Naveen Pradhan, who arrived at the festival with his family hours after the disaster, told AFP.
“But this is a holy thing, a religious thing, something we should do as Hindus, and my family wouldn’t have missed this no matter what.”
The six-week Kumbh Mela is the single biggest milestone on the Hindu religious calendar, and Wednesday marked one of the holiest days in the festival, coinciding with an alignment of the Solar System’s planets.
Despite the early morning disaster, saffron-clad holy men continued with the day’s rituals hours later, leading millions into a sin-cleansing bath by the confluence of the Ganges and Yamuna rivers.
“The journey was challenging — the trains were packed, the train stations were packed,” pharmacist Padmabati Dam, who travelled by train for more than 1,000 kilometres (600 miles) to reach the festival, told AFP.
“We were tired after such a long journey but as soon as we took a dip in the river we just felt so fresh and happy. It was as if all that inconvenience was really worth it.”
– Mythological battle –
The Kumbh Mela is rooted in a mythological Hindu battle between deities and demons for control of a pitcher containing the nectar of immortality.
Organisers have likened the scale of this year’s festival to a temporary country, forecasting up to 400 million pilgrims would visit before the final day on February 26.
Authorities waited nearly 18 hours after Wednesday’s stampede to give an official death toll, an apparent effort to minimise disruption to the day’s events.
Even before the latest incident, attendees have fumed over what they said was poor crowd management.
Reserved pathways and cordoned-off areas reserved for eminent attendees have been a source of vehement complaint at the festival for reducing the amount of space for common pilgrims.
Police this year installed hundreds of cameras at the festival site and on roads leading to the sprawling encampment, mounted on poles and a fleet of overhead drones.
The surveillance network feeds into an artificial intelligence system at a command and control centre meant to alert staff if sections of the crowd get so concentrated that they pose a safety threat.
More than 400 people died after they were trampled or drowned at the Kumbh Mela on a single day of the festival in 1954, one of the largest tolls in a crowd-related disaster globally.
Another 36 people were crushed to death in 2013, the last time the festival was staged in Prayagraj.

Rescuers race to pull out truck driver stuck in Japan sinkhole for three days
Rescue workers in Japan are trying to pull out a truck driver from a sinkhole that appeared on Tuesday and has since widened.
The sinkhole appeared in Yashio city in Saitama prefecture, near the capital Tokyo, swallowing a truck.
Rescue efforts have been hampered by road collapses, and officials have ordered scores of households in the area to evacuate their homes.
The 74-year-old driver was last heard responding to rescuers on Tuesday afternoon, according to local media.
While emergency crews managed to remove the truck bed from the pool-sized sinkhole, the driver’s cabin remains buried under soil and debris.
The hole measuring about 10m (33ft) wide and 5m deep first appeared on Tuesday morning at a road junction.
It is believed to have been caused by an underground sewage pipe rupturing.
Officials said that as waste water from the damaged pipe flooded the hole, it caused a second sinkhole to appear on Thursday.
Video footage showed a lamp post and a restaurant signboard falling in that collapse.
The road then collapsed further, merging the two sinkholes together to become a 20m-wide crater, further complicating the rescue operation.
The massive sinkhole also contains a gas pipeline, prompting fears of a potential leak. Officials have issued evacuation orders for 200 households in the surrounding area.
They have also urged residents in and around the city to use less water.
Sinkholes are increasingly common in Japanese cities, as many have ageing sewage pipeline infrastructure.
In 2016, a giant sinkhole in Fukuoka swallowed a five-lane street in Fukuoka, disrupting power, water and transport. No serious injuries were reported.
Last August, a search for a woman who disappeared into a pavement sinkhole in Kuala Lumpur’s city centre was called off after a week. Authorities deemed it “too risky” to continue deploying divers into the underground sewer network, which had strong currents and hard debris.

Five teens and a 21-year-old man have been arrested and charged with attempted ******* for an alleged targeted shooting that hit the “wrong” victim.
The botched alleged hit job happened at an Andrews Farm address in Adelaide’s outer north in the early morning of December 16.
South *********** Police Acting Assistant Commissioner John DeCandia, speaking with media on Thursday, said three shots were fired through a rear bedroom window, with one bullet hitting an 18-year-old person in the leg in an alleged gangland hit gone wrong.
“It was confirmed in the early stages of the investigation that the offenders had attended the wrong address and shot a person with no links to these people whatsoever,” he said.

The police will allege the six arrested males are members of the notorious 051 street gang, and their target was a member of the rival KBS gang.
The person who was shot is not a member of any gang and only happened to live nearby, the police said.
“It is quite clear that they were an innocent target, and the (alleged) offenders understand that as well. That they got the wrong address,” Mr DeCandia said.
He alleged more than one gun was used in the botched hit and at least two different calibre bullets were fired.
On Thursday, investigators searched seven addresses and arrested three 17-year-old males, two 19-year-old males and a 21-year-old male.

All have been refused bail and are expected to appear in court on Thursday afternoon.
The police also seized mobile phones, a shotgun suspected to have been used in previous shootings and a large quantity of tablets suspected to contain MDMA.
“To have six people charged with attempted ******* indicates a reasonable level of planning and contact between them,” Mr DeCandia said.
The victim of the shooting has fully recovered.
The police have also notified the intended target of the alleged failed hit job.

Robert F Kennedy Jr. once told his second wife it was her own fault he had cheated on her at least 37 times with different women, newly surfaced audio recordings have revealed.
Kennedy, who was accused of multiple infidelities spanning a decade by Mary Richardson Kennedy, reportedly also claimed his actions were due to being “abused at home.”
According to outlet Mother Jones, which obtained the recordings but has not released them due to the nature of some of the allegations, the comments were made by Kennedy during an argument in June 2011.
He had reportedly set up audio recording devices in the couple’s house during their divorce. The pair were married in 1994 and Kennedy filed for divorce in 2010. Richardson died by suicide in 2012.
“I want to be in a monogamous relationship. I don’t want to be in a polygamous relationship. I think that’s wrong,” Kennedy told her in 2011, Mother Jones recounted.

“But then why have you done it for 10 years?” asked Richardson, who had found a diary listing 37 of her husband’s infidelities.
“I did it because I was being abused at home,” Kennedy reportedly replied on the audio.
The outlet reported that that specific conversation was one of 60 that had been secretly recorded by the nominee to head the Department of Health and Human Services. At least one recording appeared to have been made when Kennedy was in California, a state that requires both parties to consent to a recording.
The Independent has reached out to Kennedy’s response to the report.
The Mother Jones report comes as Kennedy faced a grilling from senators on Wednesday during his confirmation hearing, during which he was asked about his previous public anti-vax stance, and abortion.

On Tuesday Kennedy’s cousin Caroline Kennedy accused him of being “perverse” and a “predator” who is not qualified to serve as the country’s health secretary.
In a searing letter urging the Senate not to confirm her cousin, President John F Kennedy’s only surviving child blasted RFK Jr as a recovering heroin addict who had “gone on to misrepresent, lie, and cheat his way through life.”
“I’ve known Bobby my whole life. We grew up together. It’s no surprise that he keeps birds of prey as pets. Because Bobby himself is a predator today,” Kennedy said. “Bobby is addicted to attention and power.”

A Ferrari worth half a million dollars has been stolen from a home in Melbourne’s west, while three other cars were also stolen following a string of break-ins.
Police believe a group of three unknown offenders entered a Cottee Rd home about 1.40am Wednesday through an open garage and stole a 2010 white Toyota RAV4 wagon (registration XRR797), as well as a 2012 maroon Toyota Kluger (registration ZAG867).

A group of offenders then entered a home on Everton Rd between 2am and 9am and stole a 2014 white Lexus (registration KIENG) along with headphones, house keys and a wallet.
Police believe four unknown offenders attended a Semaphore Rd home in a stolen white Lexus GS250 — believed to be the same one stolen from Everton Rd — about 2am on Thursday.
They then forced their way into the home and stole a ****** Ferrari worth half a million dollars, with the registration 488OO.

Detectives released photos of the cars, as well as CCTV vision of a group of offenders on Semaphore Rd before a Ferrari can be seen being driven away.
The 2012 Toyota Kluger was later found on Berkshire Ave in Truganina, while the Ferrari was found about 3pm on Thursday at Bonview Circuit in Truganina.
The RAV4 was also earlier found on Gallop Court in Truganina at 12.30pm.
However police are still searching for the Lexus.
Anyone with information or footage has been urged to come forward.

Washington plane ******: Passenger plane plunges into river after colliding with helicopter
Bodies have been pulled from the freezing waters of the Potomac River as authorities continue a desperate search for survivors of a horrific ****** between a passenger plane and a US Army ****** Hawk helicopter in Washington DC.
The plane was approaching the runway to land at Reagan National Airport on Wednesday night local time when the aircrafts collided in a fireball.
Law enforcement sources confirmed to local media that there had been multiple fatalities and no survivors had yet been found.
The plane is in pieces in the water and the helicopter is nearby.
Regional airline PSA was operating Flight 5342 for American Airlines, which had departed from Wichita, Kansas, according to the Federal Aviation Administration.
American Airlines has confirmed that 60 passengers and four crew were on board the flight.
A US defense official claims the ****** Hawk,which is believed to have been on a training flight at the time, had a crew of three aboard, according to CNN.

Video from an observation camera at the nearby Kennedy Center shows two sets of lights consistent with aircraft appearing to join in a fireball.
Police said multiple agencies were involved in the difficult search and rescue operation in the river which borders the airport but that there was no immediate word on casualties.
Maryland State Police has sent divers to the scene to aid the search for survivors. Temperatures in Washington are expected to drop to 2C overnight.
Multiple helicopters, including those from the US Park Police and the D.C. Metropolitan Police Department and US military, were flying over the scene of the incident in the Potomac River.
The airport said all takeoffs and landings had been halted as emergency personnel respond.

Hamaad Raza told local station WUSA his wife was aboard the plane and he had received a text message 20 minutes before the plane was meant to land.
When she didn’t then respond to his texts he thought something must be wrong.
“I’m just praying that someone is pulling her out of the river right now as we speak.”
Witness Ari Schulman told CNN he saw the plane “banked all the way to the right… past 90 degrees.”
“I could see the underside of it. It was lit up a very bright yellow, and there was a stream of sparks underneath it,” he said, adding that “it was high off the ground.”
“I didn’t see any helicopter. It’s a very, very dark night out tonight. So anything that’s not illuminated, you can’t really see. So I didn’t see the other aircraft, but I saw the plane banking at an angle that a plane shouldn’t bank. And I saw sparks flying.
“I didn’t see the plane hit the ground. I didn’t see flames or an explosion or smoke. I didn’t see emergency lights. It was so brief.”
US President Donald Trump has been briefed on the incident, according to White House press secretary Karoline Leavitt.
“There are many agencies that are working on this response right now, both federal and local law enforcement are working together on the ground, to try to save as many lives as possible. And the President will continue to monitor this situation,” she said.
“The thoughts and prayers of the entire Trump administration are with all those involved.”

The National Transportation Safety Board said it was gathering more information on the incident.
American Airlines has launched a hotline for people who believe their loved ones may have been aboard the doomed flight.
“If you believe you may have loved ones on board Flight 5342, call American Airlines toll-free at 800-679-8215. Those calling from outside the U.S. can visit news.aa.com for additional phone numbers,” it said in a statement to X.
“Family members in Canada, Puerto Rico or the U.S. Virgin Islands can call 800-679-8215 directly.”
There have been a string of close calls at Reagan International Airport and other airports since the beginning of 2023, The Washington Post reports.
In May 2024, an American Airlines flight aborted a takeoff at National Airport after it was at risk of colliding with a private jet.
There had been a similar incident the previous month involving a Southwest Airlines plane and a JetBlue Airways flight.

The Metropolitan Police Department said in a statement that multiple agencies are currently coordinating a search and rescue operation in the Potomac River and “there is no confirmed information on casualties at this time.” DC Fire and EMS added that there are fireboats on the scene.
The four people were removed from the river and taken to a local hospital, per NBC 4.

The FAA said in a statement that the incident involved a PSA Airlines Bombardier CRJ700 regional jet and a Sikorsky H-60 helicopter. CNN reported that it was an Army ****** Hawk helicopter, citing two U.S. defense officials. The New York Times also reported it was an Army ****** Hawk helicopter, citing an Army official.
“PSA was operating as Flight 5342 for American Airlines. It departed from Wichita, Kansas. The FAA and NTSB will investigate. The NTSB will lead the investigation,” the statement said.
The collision occurred as they were approaching Runway 33 around 9 p.m. local time.

American Airlines confirmed the news in a statement on X. “We’re aware of reports that American Eagle flight 5342, operated by PSA, with service from Wichita, Kansas (ICT) to Washington Reagan National Airport (DCA) has been involved in an incident. We will provide information as it becomes available,” the statement read.
Maryland Gov. Wes Moore said in a post to X that the state of Maryland and local authorities are “engaged in response.”
“@MDMEMA has raised its Emergency Operations Center to ‘Enhanced’ status in support. @MDSP have deployed divers to the scene to assist with rescue missions. @MarylandDNR police are also on scene. There are no operational restrictions on BWI at this time,” Moore wrote.
Kansas Governor Laura Kelly also posted on X, saying she is aware of the flight that was inbound from Wichita, Kans. “I am actively in contact with authorities. My thoughts go out to those involved. I will share more information as it becomes available.”

Opposition Leader Peter Dutton has accused the Prime Minister of playing a “two-card trick” over the so-called Nature Positive laws, despite warnings the bill is a “threat to jobs”.
Anthony Albanese declared the bills in their current form “should not be progressed” in November, after intense lobbying from industry as well as WA Premier Roger Cook — but the legislation has been listed on the Senate’s notice paper for next week.
The Nightly understands the office of Environment Minister Tanya Plibersek has been lobbying industry to support the bill after the Prime Minister intervened to torpedo a deal struck she struck with the Greens in November.
“The Prime Minister has been playing this two-card trick which has not worked and the fact is that the Prime Minister, I think, is being deceitful with the population,” Mr Dutton said on Thursday.
“If the Prime Minister is trying to stitch up a secret deal before the election, he should release those details so that people know about it before they vote at the election.”
Mr Cook blamed “east coast MPs” for the bill’s revival on Wednesday, and warned them “the reason why you can afford your long mac and your lattes is because of WA industry.”
But in Perth on Thursday, two Federal WA frontbenchers appeared to refute the Premier’s claim the current bill is a “threat to jobs”.
“My view is that we need sensible environmental reform at the national level,” assistant minister for climate change Josh Wilson said.
He rejected industry claims the nature positive laws go further than Labor promised in 2022.
“We could have made progress on those reforms if the Senate had seen fit to support them,” he said.
“The Coalition have wanted to throw it in the dust bin because, frankly, they want to wreck and block everything.”
Minister for Veterans’ Affairs Matt Keogh said it would be up to the Senate to decide whether the legislation progressed.
“The legislation does exactly what WA industry has been asking for, which is to provide more streamlined processes for environmental approvals,” he said.
“That’s what we support in the Senate and we don’t support any changes that would detract from that.”
Without Coalition support, the Albanese Government needs the Greens’ 11 votes and support from three cross-benchers to get legislation passed in the Senate.
The Greens said on Thursday their position has not changed, demanding an end to native forest logging in return for their votes.
Ms Plibersek said on Wednesday that the Government was “working to fix John Howard’s broken environment laws so they are better for nature, and better for business”.
“The Government currently has a Bill before the Senate to establish Australia’s first Federal Environment Protection Agency, and I’d urge every Senator to vote for it,” she said.
The WA Chamber of Commerce and Industry, Chamber of Minerals and Energy, Minerals Council of Australia and the Association of Mining and Exploration Companies have all spoken out to demand more consultation before the legislation is put to a vote.
“It is unclear what deal has been cut for Nature Positive to be back on the table,” AMEC acting CEO Neil van Drunen said.
“There is substantial concern in industry that a climate trigger has been reheated or there has been an increase in green tape.
“It’s unclear what paint job the Government has given Nature Positive, but underneath the hood nothing’s changed.”

The Brief
Six students were charged after police say they engaged in a fight at their high school in Newark.
Two of the students were treated for injuries.
A motive for the fight has yet to be released.
NEWARK, Del. – What began as a fight at a local high school earlier this month has ended with several male students being charged, some with assault.
What we know
Police say the fight broke out between two 16-year-olds and four 17-year-olds in a hallway at Glasgow High School in Newark on January 15.
The School Resource Officer and school staff quickly broke it, and separated the students.
Two of the students were kicked during the fight. One was treated at a local hospital, while the other was evaluated by the school nurse.
They were all turned over to their guardians as police investigated.
What’s next
On Monday, a 16-year-old and 17-year-old turned themselves in after arrest warrants were issued. They are facing felony assault charges.
All six students were issued criminal summons for offensive touching and disorderly conduct. A second 17-year-old was also charged with third-degree assault.
What we don’t know
Police have yet to say what spurred the fight, and if the students will face any punishment from the school.

Toyota Motor sold 10.8 million vehicles in 2024, it said on Thursday, remaining the world’s top-selling automaker for a fifth straight year.
The Japanese automaker posted a 3.7% drop in global group unit sales last year, including those of compact car maker Daihatsu and truck unit Hino Motors.
The decline was largely due to a steep slump in sales in Japan where the automaker faced fallout from governance issues over certification test procedures, especially at Daihatsu.
Second-ranked ******* rival Volkswagen Group earlier this month reported a 2.3% decline in unit sales last year to just over 9 million vehicles, as it seeks to cut costs at home and fight a price war in key market China.
Sales of Toyota’s parent-only vehicles, which include those of its namesake and Lexus brands, fell 1.4% from a year earlier in 2024 to 10.2 million vehicles due to a double-digit decline in Japan.
While Toyota sold a record number of cars overall, thanks in part due to demand for its hybrid vehicles in the United States, it saw unit sales in China decline by 6.9% amid heavy price competition in the world’s top car market.
Of its parent-only sales, gasoline-electric hybrids made up a record 40.8%. Battery electric vehicles accounted for 1.4%.

The Southport Killer Was Fixated on Extreme Violence. But Was it Terrorism?
On Oct. 4, 2019, a 13-year-old British boy called a child ******** hotline from his home in Banks, a village in northwest England, and asked: “What should I do if I want to kill somebody?”
The teenager, Axel Rudakubana, said that he had started taking a knife to school because he was being bullied. After counselors from the hotline called the police, he told officers that he thought that he would use the weapon if he became angry.
It was the first of several warnings about Mr. Rudakubana, now 18, and his increasingly violent tendencies. But five years after that call, on July 29 last year, he was able to commit one of the worst attacks on children in recent British history, murdering three girls at a Taylor Swift-themed dance class in Southport, a town near Banks, and attempting to kill eight other children and two adults who tried to protect them.
Last week Mr. Rudakubana was sentenced to life in prison, bringing a small degree of closure to the atrocity that provoked outrage across Britain. In other ways, however, the reckoning has only begun, as the country faces profound questions raised by the attack.
How did he slip through the nets of multiple agencies — including a counterterrorism initiative called Prevent, to which he was referred three times? How should the authorities deal with young people who become fixated on violence for its own sake, rather than in service of Islamist or other extremist ideologies, and who access a torrent of graphic content and encouragement online? And do laws crafted in the wake of the terrorist attacks of Sept. 11, 2001, “need to change to recognize this new and dangerous threat,” as the British prime minister, Keir Starmer, suggested last week?
‘Poisonous Online Extremism’
In police interviews, Mr. Rudakubana refused to give any motive for his knife attack. The ensuing riots that broke out across England were fueled by false claims that it was an act of Islamist terrorism committed by a recently arrived undocumented migrant.
In fact, Mr. Rudakubana was a British citizen, born in Wales to a Christian family from Rwanda. At his sentencing last week, the prosecutor, Deanna Heer, said: “There is no evidence that he ascribed to any particular political or religious ideology; he wasn’t fighting for a cause. His only purpose was to kill.”
The police later found 164,000 documents and images across his digital devices, including images and videos of dead bodies, torture and beheadings, demonstrating a “longstanding obsession with violence, killing and genocide,” Ms. Heer said.
His research spanned a chaotic range of conflicts, including those involving Nazi Germany, Gaza, Ukraine, Sudan and the Balkans. He had also downloaded an Al Qaeda training manual which included knife attack methods. He had made ricin, a biological toxin, and kept it in a plastic lunchbox under his bed.
Teachers concerned about his interest in violence had reported him to Prevent three times, when he was 13 and 14. Prevent, which started in 2003, aims to identify people who show early signs of terroristic leanings and divert them from violence before it happens. But its focus is on ideology, and after each referral of Mr. Rudakubana, officials closed the case because he appeared to lack any ideological motivation.
Diagnosed with autism at 14, he had become increasingly reclusive, anxious and aggressive in the years before the attack. He received mental health treatment for four years but “stopped engaging” with clinicians in 2023, officials said in a statement. But his defense lawyer said there was “no psychiatric evidence which could suggest that a mental disorder contributed” to his actions.
Counterterrorism officials have warned for some time that they are seeing more individuals with amorphous, ill-defined extremist traits. Ken McCallum, the head of MI5, Britain’s domestic security service, said last year that “very young people are being drawn into poisonous online extremism,” and that would-be terrorists had a “dizzying range of beliefs and ideologies.”
Earlier this month, another British teenager, Cameron Finnigan, was sentenced to jail after being part of an online Satanist group with neo-Nazi links called 764, which has been the subject of a public warning by the F.B.I. The group blackmails other children into filming or livestreaming self-harm, violence and ******* abuse. Mr. Finnigan, 19, used the Telegram app to encourage contacts to commit ******* and suicide.
And in 2021, a 22-year-old man, Jake Davison, murdered his mother in Plymouth, England, before roaming the streets with a shotgun and killing a three-year-old girl, her father and two other passers-by before killing himself. Mr. Davison was immersed in online communities of incels — so-called “involuntary celibates” who blame women for their perceived inability to form relationships.
Like Mr. Rudakubana, Mr. Davison had previously been reported to the Prevent program. A careers adviser who made the referral told an inquest that a Prevent official had said Mr. Davison did not meet the criteria for intervention.
While each case was unique, in all three, isolated young men were able to access a wealth of material online glorifying mass *******, and then encouraged or carried out real world violence. Yet none would fit neatly into Britain’s current definition of terrorism, which requires a purpose of “advancing a political, religious, racial or ideological cause.”
Britain’s Home Office, which oversees Prevent, said that in the case of Mr. Rudakubana, “opportunities were missed to intervene,” and Mr. Starmer has announced an inquiry into “our entire counterextremist system,” saying he understood why the case made “people wonder what the word ‘terrorism’ means.’”
But proposals to expand the definition of terrorism are contentious. Jonathan Hall, Britain’s independent reviewer of terrorism legislation, warned in an opinion article last week that broadening the definition to include “violence clearly intended to terrorize,” as Mr. Starmer suggested, would risk “too many false positives.” He also worried it would stretch counterterror resources. Mr. Hall called instead for “a wholly new capability to deal with those motivated by noninstrumental extreme violence.”
‘Mixed, Unclear and Unstable Ideology’
Islamist terrorism remains the largest security threat facing Britain, responsible for approximately 75 percent of counterterrorism work by M15, the agency says, while extreme right-wing terrorism is responsible for most of the rest.
But Vicki Evans, the U.K.’s senior national coordinator for counterterrorism policing, acknowledged that authorities had been grappling with an emerging cohort of people that the Prevent program labeled “mixed, unclear and unstable ideology,” which Mr. Rudakubana fell into. “There are a growing number of young people with complex fixations with violence and gore in our casework, but with no clear ideology other than that fascination,” she said.
Prevent has since split the “mixed, unclear and unstable” category into several parts, including incels and school shooting obsessives. But almost one in five people referred in the year to March 2024 were still simply categorized as “conflicted.”
Gina Vale, a University of Southampton criminologist who studies teenage terror offenders, said the trend has grown internationally for several years. “There are less clearly defined ideological fault lines, particularly among young people — that’s a reality that we now need to adapt to,” she said.
A 2024 study of 140 convicted terrorists in England and Wales found that 57 percent of lone attackers had some form of “mental illness, neurodivergence or a personality disorder,” and that the internet was “found to play an important role in radicalization pathways and attack preparation.”
Teenage terror offenders are often socially isolated, Dr. Vale said, and for many, “violence in whatever form is seen to be the answer — to gain status, to connect with a network, to have a feeling of belonging, to seek revenge, whatever it is.”
A review into Prevent’s response to Mr. Rudakubana is set to be published within days. Yvette Cooper, the home secretary, has already told Parliament that the review concluded that “too much weight was placed on the absence of ideology” without considering his obsession with extreme violence.
But amid the debate over whether his attack could have been prevented, experts note that a small subset of individuals have always been capable of appalling violence.
“People don’t need a coherent worldview to embark on mass violence,” said Tim Squirrell, who researches violent movements at the Institute for Strategic Dialogue, a research institute in London. “We cannot prevent every single case but we need to be looking at mass violence as a problem in itself rather than as a subset of terrorism.”
