A Northern California airport will lose its air traffic controllers after workers and airport officials couldn’t come to an agreement over pay. News outlets in San Francisco report that the tower at San Carlos Airport, a small airport in the flightpath of San Francisco International Airport, will be understaffed starting February 1. The reason is a dispute over a new contract that was negotiated with the FAA. This new contract didn’t include a cost of living increase for the workers. Because of that, the workers declined the contract. From The San Francisco Standard: The crisis emerged after Robinson Aviation, or RVA, won the Federal Aviation Administration contract for the airport over longtime provider Serco but declined to match the $18,000 housing stipend controllers receive to offset Bay Area living costs. The FAA and RVA did not immediately respond to requests for comment. “RVA offered a match for hourly pay but did not provide for a stipend for [housing],” said Davi Howard, San Mateo County airport spokesman and former air traffic controller. “The controllers turned down the offer.” Airport officials issued a statement saying that while airport operations will continue normally, the tower will be understaffed. “The Airport, in collaboration with SCAPA and SCFC, has been in continuous communication with the FAA regarding the transition of air traffic service providers for the San Carlos Federal Contract Tower. This morning, we were informed by FAA Headquarters that the SQL tower will be unstaffed (ATC-Zero) starting Saturday, February 1st,” the statement reads. It’s not all bleak, though. Officials say there’s currently last minute negotiations between the two parties so that airport operations can resume normally. Just in case those negotiations fall through, officials say they “requested temporary staffing” from the FAA to cover the positions but were declined. Things are serious, however, and it’s even gotten the attention of some local lawmakers. In a statement to NBC News, U.S. Rep. Kevin Mullin (D-San Mateo) said he’s on the side of the workers and that officials should account for the area’s high cost of living in salary negotiations. “It is well known that the San Francisco Bay Area has a high cost of living, and federal agencies need to account for regional differences when evaluating how to establish contracts for critical services,” said Mullin. AI Designed Computer Chips That The Human Mind Can’t Understand. “Hearst Magazines and Yahoo may earn commission or revenue on some items through these links.” A new neural network process has designed wireless chips that can outperform existing ones. This convolutional neural network analyzes the desired chip properties then designs backward. Much of AI news is hype, but this is open access, peer reviewed research in a reputable journal. Our world runs on computer chips. From the chips that run new cars to the chips that help your phones and computers process information to the microchips that help track lost animals, there’s very few aspects of modern human life that are not touched by chips. As a result, there’s a huge and consistent push to make better and more innovative chips as fast as possible—sometimes by any means necessary. And apparently, that sometimes means taking a portion of the design control out of human hands. A group of scientists recently explained their process of letting artificial intelligence technology (AI) design and test a more efficient computer chip. The lead author—electrical engineer Kaushik Sengupta of Princeton University’s Sengupta Lab—was recently awarded an IEEE fellowship for his wireless chip and network research. In publicity around this new paper, he has been careful to explain that the goal is to supplement human productivity rather than replace it. By publishing open access, peer reviewed research (in the multidisciplinary journal Nature Communications) instead of silo-ing his findings into a startup’s proprietary lockbox, Sengupta is helping to advance interesting uses of AI technologies like his team’s convolutional neural networks (CNNs). At the same time, there are strong limitations to even groundbreaking uses of AI—in this case, the research team is candid about the fact that human engineers can’t and may never fully understand how these chip designs work. If people can’t understand the chips in order to repair them, they may be… well… disposable. To build a new kind of chip, the researchers began with a philosophy called bottom up design, or inverse design. In hardware engineering, inverse design starts with the nitty gritty details and desired outcomes of a piece of hardware. From there, researchers work backward in order to package all the resulting pieces into a functional piece of technology. Computer algorithms don’t require the same linearity or structure that the human brain usually does, so deciding the order or shape of chip components doesn’t matter to AI the same way it does with human engineers. In fact, the researchers say, our reliance on existing templates or form factors for chip design is quite limiting. And even with these limiting tools, engineers need years of training and experience to even begin trying to improve wireless chip design. The right algorithm, they say, could suggest new paradigms in a matter of minutes. From there, engineers could use these paradigms as innovativ starting points for their own ideas. Sengupta’s team used a convolutional neural network (CNN). “Convoluted” has come to mean overly complicated, but it originally simply meant for something to be folded, twisted, and overlapping. CNN’s name hints at how the program outperforms the human mind in certain specific tasks: at every step, the computer can consider moves that are more foldy and twisty than a human brain can. Our chip designs look very orderly, but the CNN’s designs look chaotic and blobby. “Classical designs carefully put these circuits and electromagnetic elements together, piece by piece, so that the signal flows in the way we want it to flow in the chip. By changing those structures, we incorporate new properties. Before, we had a finite way of doing this, but now the options are much larger,” Sengupta said in a Princeton University statement. And, he explained, even the best neural network still has problems like hallucinations—when an AI asserts something that is not based in truth or reality. It may also suggest things that are not possible in real life, for some reason. “There are pitfalls that still require human designers to correct,” Sengupta said in the statement. “The point is not to replace human designers with tools. The point is to enhance productivity with new tools. The human mind is best utilized to create or invent new things, and the more mundane, utilitarian work can be offloaded to these tools.” Human designers may simply want to choose designs that are more efficient yet still graspable for the human mind. Based on Sengupta’s comments and the open nature of this research, he imagines his CNN process helping engineers have “aha!” moments as they work on new designs. Joining the two skillsets could lead to breakthroughs that can still be understood and, more importantly, retooled or repaired if need be. Because of its transparency, this research will join the scientific discourse in a way many AI technologies never do. That, alone, is a major benefit. Time will tell if these more inscrutable chip designs end up powering the wireless networks that blanket our world. Upheaval Dome is a rock formation in Utah with jagged peaks carved into concentric rings. Astronauts on board the International Space Station photographed the structure in 2007, sparking comparisons between the giant dome and a belly button. Upheaval Dome stretches 3 miles (5 kilometers) across and 1,000 feet (300 meters) high. Its origin remains somewhat controversial, but the presence of shocked quartz crystals at the site suggests the dome mushroomed after a meteorite smashed into Earth 60 million years ago. Some scientists believe that Upheaval Dome was formed by a mountain of salt rising beneath southeastern Utah’s sandstone layers. A thick layer of salt originating from ancient landlocked seas sits beneath Canyonlands National Park. Salt is relatively light and can move around in rocks, much like ice can migrate at the bottom of a glacier, according to the National Park Service (NPS). Salt is also less dense than sandstone, so it could have created a giant “bubble” that shoved the rocks aside as it surged upwards, according to the NPS. Instead, the dome’s center is considered to be a rocky base that formed beneath the salt bubble due to rocks falling into cracks around the edges of the bubble. These rocks may have rolled down along the sides of the bubble and piled up beneath the salt, creating the craggy feature we see today. If true, the salt bubble theory would make Upheaval Dome the most deeply eroded salt structure in the world. But the discovery of the shocked quartz crystals is the last published investigation into the origins of Upheaval Dome. It’s unclear whether research is ongoing to settle the case once and for all. That shows the city of Cleveland has invested more than half a billion dollars. This comes to light with a court fight going on over the Browns moving to a dome. The city has gone to Cuyahoga County court to keep the Browns playing on the lakefront. The Browns have gone to federal court to clear the way for them to move to a new dome in Brook Park. Now, a new report shows the city of Cleveland’s investment reaching $573,420,895. That involves everything that has gone into the place fans have called home for nearly three decades. It also includes some projections for the next few years. Local organizations monitoring bird flu, taking precautions The Browns plan to move at the end of their lease after the 2028 season. Councilman Mike Polensek ordered the new analysis. “Taxpayers have a right to know what this facility cost us,” he said. Polensek said he wanted a look at more than the cost of construction. For instance, a look at the cost of repairs, interest paid, insurance and even property taxes. “Far exceeds the estimates that have been thrown out there. Let’s have an honest, deep-dive discussion of what this cost is,” the councilman said. Of course, talk of the cost also leads to talk of profit. Last summer, the I-Team filed a records request trying to get some idea of what comes into the city on Browns game days. In other words, what comes in from taxes on parking, as well as hotels, bars and restaurants. The city has estimated it collects $900,000 to $1 million a game. “Why they can’t figure that out is beyond me, but I’m hoping that they will,” Polensek also said. So, what does all of this mean for building a dome in Brook Park? No specifics have been announced yet concerning public money for the project, but the mayor of Brook Park told the I-Team this week, he’s convinced his town would be able to help pay for a dome and maintain it using tax money generated by games and events. “We’ll use every avenue that we have to to be able to pay for the stadium, and to also provide for revenue for the city of Brook Park to operate,” Mayor Ed Orcutt said. Councilman Polensek says he also wants to add up the cost of running water and sewer lines as the stadium was being built. The Sacramento perch has an unusual conservation status. Though rare in its natural habitat, it has been successfully introduced into lakes and ponds across Western states. Lynette Williams Duman, a doctoral candidate, and Mason Rogers, a staff biologist, of the University of California Davis described the perch’s expatriation as “a story of hope in an era that desperately needs it.” As Duman and Rogers noted, the changes to the perch’s environment are irreversible, but the situation is far from hopeless. It may not be viable to fully restore the environment the Sacramento perch once thrived in, but there is still a great deal that can be done regarding environmental reconciliation. Such efforts are an important way to combat biodiversity loss caused by environmental degradation. In addition to contributing to human needs such as food, fuel, and shelter, a vibrant ecosystem provides key services such as pollination, seed dispersal, and climate regulation. Elsewhere, Hearts romped to a 6-0 win away to Dundee to make it six games unbeaten and to move within a point of the top six. Two goals in as many minutes from Lawrence Shankland and Blair Spittal had Hearts in control at halftime and they turned the ****** after the break with a brace from Elton Kabangu and further strikes from Musa Drammeh and Kenneth Vargas. The win leaves Hearts just behind Motherwell in the table, having moved three points clear of Dundee. Sleepy driver smashes car into Waffle House Sleepy driver smashes car into Waffle House MEMPHIS, Tenn. — A driver told police he fell asleep at the wheel and woke up inside a Waffle House in northeast Memphis. The restaurant in the 1500 block of Sycamore View suffered heavy damage to its front entry after a Buick Enclave drove through the doors around 11 Friday night. Police say the driver of the Buick drove over a concrete barrier and between two poles, striking the building with his front bumper and ending up inside the business. The driver said he fell asleep in his car in front of the Waffle House, and the next thing he knew, he was inside the restaurant. No one inside was injured.
