President Trump has slammed federal funding for electric vehicle chargers as “an incredible waste of taxpayer dollars.” But the administration may need an act of Congress to freeze the states’ spending, and it’s not clear there will be one. Industry leaders say customer demand will continue to drive growth in the charging network, regardless of federal funding. The Tesla Supercharger network — led by CEO Elon Musk, now leading Mr. Trump’s Department of Government Efficiency — has received millions of dollars through the program that was just halted. But it also has a massive footprint of chargers across the country. Tesla will continue expanding its network regardless of federal money and is likely to benefit from its competitors receiving fewer funds. Trump and EV charging On his first day in office, Mr. Trump paused billions in funding for a nationwide buildout of fast electric car chargers that had been allocated to states through the National Electric Vehicle Infrastructure Formula program. Then the Federal Highway Administration, the Transportation Department agency that administers NEVI funding, told states Thursday to stop carrying out their plans, pending new guidelines. It’s part of the broader effort to dismantle many environmental policies and incentives put in place by the Biden administration. Some states, like Alabama and Rhode Island, had already suspended their programs in response to the Inauguration Day order, but Thursday’s directive is a further push from the Trump administration to halt federal efforts to electrify the roads and reduce planet-warming emissions from transportation. States that currently have NEVI-funded projects up and running mostly have been reimbursed by the federal government. But the new memo means states with projects in the works, or those currently contracting for them, are to be halted immediately, and they don’t know if or when they will be able to proceed and request reimbursement. Impact on EV drivers in the U.S. NEVI was created through the Biden administration’s Bipartisan Infrastructure Law, passed by Congress in 2021, to fill gaps in the EV charging infrastructure network. It addresses the concern many car buyers have for road trips where charging stations are too far apart. The NEVI program awards states $5 billion over five years, but they’ve struggled with permitting delays, complicated electrical upgrades and contracting. Estimates suggest $3.3 billion of NEVI funding had already gone out the door to states. Uncertainty for charging stations along highways This announcement creates uncertainty, said Ryan Gallentine, managing director at business association Advanced Energy United. “Most of the unawarded money is sitting in state Department of Transportation bank accounts ready to be spent,” Gallentine said in a statement. States are under no obligation to stop these projects based solely on this announcement, he said. “We call on state DOTs and program administrators to continue executing this program until new guidance is finalized.” Others say the effort is sure to trigger legal battles. The administration has “no legal basis” for stopping plans that have already been approved and funded, said Andrew Wishnia, former deputy assistant secretary for climate policy at the DOT who helped author the NEVI program. Loren McDonald, chief analyst at Paren, a company that tracks EV charging data, predicted EV range concerns will linger for drivers. “If you don’t have convenient access either where you live or where you work or in between, why would you get an EV? It just doesn’t make sense,” he said. Money that was leftover after states met their highway obligations was meant to fill other gaps in charging: areas where there are low rates of EVs, including low-income areas or areas with a lot of apartment buildings where it hard for people to charge. The road ahead for U.S. highway EV charging The federal buildout is not the only effort to build EV charging across the nation. Private companies have collectively spent billions on this infrastructure. EV industry executives say that the demand from drivers for EV chargers will propel companies to build more of them. “I think the trend will continue. Maybe it’ll slow down over the next four years … but it’s going to continue,” said Bassem Ammouri, the chief operating officer at EV Connect, a major EV charging platform. But some fear that delaying critical charging infrastructure could have a domino effect on the EV transition, because it could slow sales, said Matt Stephens-Rich, director of programs at the non-partisan group Electrification Coalition. “As the world is shifting to electric vehicles, any slowdown will put the U.S. auto industry further behind,” Stephens-Rich said. Trump officials exerting unprecedented control over CDC scientific journal Trump officials exerting unprecedented control over CDC scientific journal Trump administration political appointees have taken steps in recent weeks to exert unprecedented influence over the Centers for Disease Control and Prevention’s flagship medical research publication, the Morbidity and Mortality Weekly Report, multiple federal health officials tell CBS News. The interference included dictating what to cover and withholding studies on the growing bird flu outbreak. The Trump administration’s moves to control the research published by the agency ends a decades-long streak of independence for the journal, known as the MMWR. Health officials and experts have long considered the MMWR as the “voice of CDC” and a respected source where federal scientists release research of public health importance. It ranks as among the most-cited health journals in the world. “The MMWR has lost its autonomy,” one health official told CBS News. Efforts by Trump officials to control the publication have stalled the release of three studies about bird flu for weeks, as the virus continues spreading through wild birds, poultry farms and cows around the country. That delay was initially attributed to the communications “pause” ordered by the Department of Health and Human Services, which stalled many releases across the government. Spokespeople for the CDC and HHS did not immediately respond to requests for comment. Trump officials initially said the gag order was needed for the administration to catch up in staffing its public relations team to oversee the vast amount of communications coming out of the nations’ federal health agencies. But as that pause has started to lift, Trump officials at HHS, and acting CDC Director Susan Monarez, refused repeated requests by career health officials to publish the completed research, officials say. The stalled research includes findings about **** cats owned by dairy workers being infected with bird flu, plus wastewater testing results and antibody testing of cow veterinarians. Instead, health officials say Monarez relayed orders by the Trump administration to come up with research to publish this week about the health risks from wildfires, days after President Trump criticized California’s Democratic Governor Gavin Newsom’s handling of fires in the state. Federal scientists say they scrambled to find studies to comply with the order, which was unexpected and not related to any studies that had been scheduled to come out. The research that was ultimately published looked at exposure to worrying chemicals for firefighters who responded to the 2023 wildfires in Hawaii and emergency room visits in Los Angeles during the wildfires. Multiple health officials said they complied fearing their jobs. Scientists within the agency say they have been bombarded with daily requests to accept the “fork in the road” offer to resign by the Trump administration’s Department of Government Efficiency, or DOGE, task force, headed by Elon Musk. Glimpse at a study taken offline A technical glitch resulted in a table from one of the bird flu studies accidentally being published on Thursday, before officials scrambled to take it down. That bird flu study was supposed to lay out the details of an investigation into how two indoor cats could have contracted the virus. One of the cats’ owners was a dairy worker who transported unpasteurized raw milk, which health officials warn is one of the main ways that H5N1 bird flu virus is spreading between farms in the U.S. Multiple federal health officials and outside experts have unsuccessfully lobbied the Trump administration to allow the publication to maintain its independence, citing the importance of allowing federal public health researchers to publish their findings without fearing political interference. While researchers often have to jump through multiple hoops of “clearance” within the agency to satisfy questions and concerns raised by scientists and career health officials about the accuracy of their research, officials said political appointees usually steered clear of meddling in its content. Now health officials fear that a precedent has been set for the Trump administration to cross further lines in its attempts to influence the research and data published by the CDC. Previous efforts by Trump-appointed officials to exert control over the publication came under scrutiny during the COVID-19 pandemic, in Mr. Trump’s first term, after aides sought to influence reports at the time. It is now unclear to co-authors of the bird flu research outside the agency when the research will ever be published, weeks after it was ready to go. “The study is completed and was to be published in MMWR last month until the order from the new administration halted communication from CDC,” K. Fred Gingrich II, executive director of the American Association of Bovine Practitioners, said in an email. The association had worked with Ohio’s health department and the CDC to sample the blood of veterinarians who treat cows at an annual conference late last year, looking for antibodies that would help answer an outstanding question: had bird flu cases infected veterinarians under the radar? “I do not know when it will be allowed to be published,” said Gingrich. Not only was the megadeal the biggest the area has ever seen, but it was also one of the most unusual: The ***** included a mansion swap, bespoke furniture, elaborate chandeliers, art, alcohol and even a miniature Ferrari 250 Testa Rossa sports car. According to public records, the buyer was a trust linked to William Cafaro, the co-president of a retail property development company in Niles, Ohio. The trust purchased the seven-bedroom, nine-bathroom residence — and paid millions more for all of its furnishings — with a combination of cash and real estate valued at $55 million. The trust paid the home’s architect and developer, Aldo Stark of Prestige Design Homes, $24.5 million along with the deed to Cafaro’s almost-18,000 square foot mansion located at 9200 Rockybrook Way in Delray Beach, which, according to public record, was valued at $26 million. “This was a highly complex transaction, involving two mega trophy real estate properties, cash and numerous moving parts with multiple stakeholders,” said listing agent Senada Adzem, who brokered both transactions, but would not go into detail about specifics. The two mansions sit less than 1,000 feet apart in Delray Beach’s Stone Creek Ranch neighborhood, one of the town’s most luxurious gated communities. The Rockybrook home that Stark received sits on 2.5 acres and has seven bedrooms and 10 bathrooms. The developer has already begun making major improvements to the home, and Adzem told CNBC that Stark plans on putting the estate up for ***** soon. “They are incorporating exotic materials, bespoke lighting fixtures and all-new custom furnishings,” she said. Marketing material for Villa Spectre shows the car gallery filled with pricey Aston Martins and a Bond-inspired Rolls-Royce Spectre. Before the home was officially listed for *****, it was purchased last month in an off-market deal. “The moment the clients stepped inside, they were left speechless,” said Adzem, who also brokered the Villa Spectre *****. Public records show Villa Spectre traded for $36.8 million. It was also sold fully furnished, so many millions more were paid to Stark for things such as furniture, art, alcohol and the Rolls-Royce, which came from Stark’s personal collection. According to Adzem, the sum paid for Villa Spectre and all of its furnishings took the total deal value closer to $55 million. While Adzem would not comment on the buyer’s identities in any of the transactions, records show Villa Spectre was bought by a trust linked to Barry M. Smith, a retired tech CEO. Villa Spectre. While Casa Maranello’s new owners do not have a Ferrari collection of their own, they paid extra to have Stark leave the six-figure miniature behind. The judge issued a restraining order that would block 2,200 employees from being put on administrative leave as was scheduled by midnight Friday. USAID employs about 10,000 people, two-thirds of whom work overseas. Attorneys for employees of the agency, which is the US government’s main overseas development organisation, filed an emergency petition aiming to halt the plan to place the vast majority of its workforce on leave. Some 611 employees would have been kept working under the plan by Trump and billionaire Elon Musk. Trump has singled out the agency as he is a long-term critic of overseas spending, arguing that USAID is not a valuable use of taxpayer money. It is one of many federal agencies the Trump administration is targeting as it works to slash federal spending in the US. Trump campaigned on overhauling the government and formed an advisory body named the Department of Government Efficiency (Doge) – led by Musk – to slash the budget. Friday’s order by US District Judge Carl Nichols in Washington DC came after a lawsuit was filed by American Foreign Service Association and American Federation of Government Employees – two unions representing employees of the agency. Judge Nichols, who was nominated by Trump during his first term, said the written order would be issued later. The lawsuit argued that the president was violating the US Constitution and federal law by attempting to dismantle the agency. “Not a single one of defendants’ actions to dismantle USAID were taken pursuant to congressional authorization,” it said. “And pursuant to federal statute, Congress is the only entity that may lawfully dismantle the agency.” On Thursday, the Trump administration sent notice to employees at USAID that it planned to keep on 611 essential employees. A justice department official, Brett Shumate, told the judge that Trump “has decided there is corruption and fraud at USAID”. According to government data, the US spent $68bn (£55bn) on international aid in 2023. That total is spread across several departments and agencies, but USAID’s budget constitutes more than half of it at around $40bn – that’s about 0.6% of total US annual government spending of $6.75tn. Former USAID chiefs have criticised the reported cutback plan.
