(Photo by Sarah Ladd) A Kentucky child who was unvaccinated for influenza has died from the flu, the Kentucky Department for Public Health announced Friday. This is the first pediatric flu death this season, according to the department. Nothing else about the child is known. This comes as flu vaccination is down around the state, with 17% of Kentucky children receiving a flu vaccine this season, the department said. Louisville health department officials said earlier Friday that nearly 3,000 children had tested positive for flu this week in Jefferson County, where fewer than 30% got their updated flu shot this season. “Influenza is on the rise across Kentucky,” Dr. Steven Stack, Kentucky’s public health commissioner, said in a statement. “Unfortunately, viruses like influenza and COVID-19 are serious diseases that can be deadly to some people, including children. Vaccination is the best way to prevent severe illness and death.” The Centers for Disease Control and Prevention recommends that everyone 6 months old and older get their annual flu and COVID-19 vaccines. “It is important for people who have not been vaccinated this season to get their updated influenza and COVID-19 vaccines as soon as possible, along with other recommended immunizations, to protect themselves and others,” Stack said. Other steps people can take include washing hands with soap and water often, covering coughs and sneezes and staying home when sick. Most flu and COVID-19 cases involve mild illness, the department said. Some may experience serious symptoms including difficulty or fast breathing, seizures, bluish lips or face, fever higher than 104, cough that improves but then comes back or gets worse or dehydration. Border taxes were imposed on ******** e-bikes following Brexit, keeping the *** in line with the EU, but the Business Secretary Jonathan Reynolds has accepted a recommendation to lift them on non-folding e-bikes from Friday. The Trade Remedies Authority, the body responsible for reviewing tariffs, said the move allowing cheaper ******** imports could save consumers £200. But ***-based companies have called the decision “strange” saying it’s a blow at a “very scary time” for the industry. British based e-bike companies expressed concerns about the impact of a potential “flood” of cheap ******** e-bikes entering the ***. James Metcalfe and his brother Lyle run e-bike company Volt and have a factory in Milton Keynes. They previously manufactured their bikes in China, before moving operations to a factory in Poland, and then shifting manufacturing to the *** following Brexit. “I think this is an odd decision, and a kick in the teeth for *** manufacturing,” Metcalfe told the BBC. “We brought our manufacturing here with assurances that this [tariffs on ******** bikes] was a long term change. We’ve invested a lot in it. We’re a small business, family-owned, and trying to do the right thing by building a quality product,” he said. The *** was already a very competitively priced market for bikes, with little need to bring in cheaper bikes from China, he added. “What’s the benefit? I don’t see any. The government are saying there’ll be savings for the *** consumer, but for years we’ve been pushing government to put through alternative savings like grants and subsidies for customers.” “Why not do what everyone else has done across Europe? Provide grants and invest in bike infrastructure in the ***,” he added. Metcalfe also questioned why tariffs for folding e-bikes from China remained in place. “I’m all for protecting the whole industry and I find it odd that they’re protecting one small part of it,” he said. On Thursday, the government said it had accepted a recommendation from the Trade Remedies Authority to revoke anti-dumping tariffs on ******** e-bikes of between 10.3% and 70.1%, and taxes designed to counteract subsidies of 3.9% to 17.2%. A government spokesperson said: “Defending *** industry from unfair competition is important, which is why we’ve taken the decision to continue protecting *** folding e-bike producers based in the ***, whilst also lowering prices for consumers and importers of other products.” The spokesperson added that the government was “continuing to take action on unsafe e-bikes” and had recently launched a campaign “to raise awareness of the risks of dangerous e-bike batteries and scooters”. ‘A scary time for the industry’ The *** bike industry has endured a tough few years following a ***** during the Covid pandemic, which saw an increase in outdoor exercise and many people choosing cycling over public transport. Post-Covid sales dropped dramatically, and many companies were left with stock they struggled to shift. A number of companies struggled, including Mercian and Orange Mountain Bikes, or went bust, such as Islabikes. David Miall, who runs e-bike company Wisper Bikes, said *** firms had been heavily discounting in recent years to try and attract new customers. He said the latest move by the government, which he described as a “very strange decision”, would bring a “flood” of cheaper ******** imports to an already overstocked market. “It’s a very scary time for the industry right now, and this will cause a lot of trouble for a lot of companies,” he said. David’s company designs its bikes in the ***, but manufactures them in Taiwan and Portugal. He said he had already been contacted by ******** bike manufacturers offering very low prices for their products. “They’ve overstocked too, and they now see the *** as a place to dump their bikes,” he said, adding that he may now consider focusing solely on fold up e-bikes. “I think the government are thinking ‘Let’s give e-bikes a boost’ but this has been badly thought-through by people who don’t understand the industry,” he said. The Bicycle Association, which represents firms who make and sell standard and fold up bikes, said it was helping its members to respond to the new rules. “This is a significant decision and it may take some time for the implications for the *** cycle industry and its supply chains to become clear,” a spokesman said. “We have for example already requested official clarification of the precise definition which HMRC will be using to identify ‘folding e-bikes’, which are still subject to these measures.” What is an e-bike? Electric bikes – or ‘e-bikes’ – are an increasingly popular way to get around for hundreds of thousands of people in the ***. The broad term ‘e-bike’ is commonly used for any electric-powered bike, but it can actually refer to very different types of equipment which are covered by different laws. When most people think of an e-bike, they picture what is essentially a normal push bicycle with a small chargeable motor fitted to make it easier for the user to turn the pedals. But there are also far more powerful electric-powered bikes on the market which are sometimes lumped in with e-bikes – for example, some models can hit 60mph and are designed for off-road riding in rugged terrain. In an interview with Kinda Funny Games, Ted Price, said, “We did pitch that one. It was a wonderful concept, and in terms of timing and market opportunity, it didn’t work out.” When asked whether Resistance 3’s poor sales at the time impacted the decision to move on from the series, Price didn’t answer directly. “Resistance 3 was intended to end that chapter of the Resistance franchise,” he explained. “With the way we ended with [protagonist] Capelli and closed a lot of loops on various smaller story items…we wanted to do that so we could have more options in the future, whether we would go ahead with more Resistance games or taking another turn.” Resistance 3 was released in 2011 for PS3. While Insomniac was an independent studio back then, the Resistance franchise was published by Sony. A PlayStation Vita entry was released in 2012 called Resistance: Burning Skies, but it was created by another developer, Nihilistic, (now known as nStigate Games). Back in 2012, Price confirmed that Insomniac wouldn’t be making any more Resistance games, but later said in 2013 that the studio “seriously considered” a fourth entry. However, Insomniac during that time chose to create the third-person co-op shooter game Fuse instead in order to avoid franchise fatigue. Insomniac Games went on to create Ratchet & Clank (2016), Marvel’s Spider-Man, Sunset Overdrive, and Song of the Deep before being acquired by Sony in 2019. Defence Minister Richard Marles met with US Secretary of Defence Pete Hegseth in Washington on Saturday during a series of high-level meetings to strengthen the Australia-US alliance. It is the first foreign counterpart Mr Hegseth has hosted since his confirmation in the role on January 29. “I look forward to reaffirming Australia’s commitment to the Alliance, governed by our shared interests for a secure, stable and prosperous Indo-Pacific,” Mr Marles said ahead of the meeting. Mr Marles revealed Australia had made a $US500 million ($797 million) down payment for AUKUS, well ahead of a June 30 deadline. The funds are part of a larger package to speed up the faltering US submarine industry so it can supply between three and five Virginia-class boats to Australia by the early 2030s. Mr Marles also met with key supporters of the AUKUS deal inside US Congress, including Democrat Joe Courtney. Key members of the new Trump administration have backed the AUKUS, which will cost Australia up to $368 billion over 30 years. But the returning president himself is yet to publicly endorse it, amid concerns he may try to renegotiate it. The Congressional Research Service has previously warned of cost blowouts and delays as the US submarine industrial base comes under increasing pressure. Such a soft robot could be further developed to carry out medical procedures inside the body and then pass safely through it. Soft robotics is a growing field because there are a number of applications where a hard, rigid device would be unsafe or unwelcome, such as when working in extremely tight spaces in machinery or in close proximity to – or even inside – people. Most experimental soft robots are made with synthetic materials such as silicon rubber. Now, Hanqing Jiang at Westlake University in Zhejiang, China, and his colleagues have created a simple version from cellulose derived from cotton and gelatin from pigs, which then biodegrades harmlessly. It can be controlled by a computer and even act as a controller itself. To make it, the researchers created a Kresling origami shape, forming a tube that can be compressed and bent side-to-side, and joined four of these modules together to make a rudimentary robotic arm 240 millimetres long. By tightening or loosening three equally-spaced threads running inside this arm, they were able to manipulate it in any direction using external motors. The gelatin also acts as a sensor, changing electrical resistance under bending. By recording these resistance values, the scientists could determine exactly what position the arm was in at any time. They even demonstrated that a smaller construction of modules could be used as a joystick to input signals in a similar way, by passing changing resistance values to a small computer, and these signals could in turn be used to control another soft robotic arm. “In the future we may have more robots on the planet than human beings, so there’ll be lots of waste,” says Jiang. “In landfill is where we need these robots to disappear.” Jiang says that the robot’s current materials degrade harmlessly in the environment, but slightly different ones would be needed for it to break down entirely within the human body. Kaspar Althoefer at Queen Mary University of London says that soft robots could be useful in a range of applications, such as squeezing into tight spaces in industrial processes, interacting safely with people or even in medical procedures, particularly surgery. “You could in such a scenario leave your tools behind, so to speak, without a problem,” says Althoefer. “I strongly believe soft robotics can go much further than where we are now. Using real-time air quality data, LED lights atop the Astra Tower will provide an “easy-to-understand” forecast for air quality in Salt Lake City. Officials say it’s a first in the United States as cities typically feature buildings with lights that reflect the weather but not air quality. The rooftop lights will begin illuminating Salt Lake City’s skyline starting Thursday evening, Feb. 20. As air quality worsens or improves, the light will change. Controversial bill barring public unions from collective bargaining passes Utah Senate An orange light will signal the air is unhealthy for sensitive groups and precautions should be taken while red, purple, and maroon lights will indicate hazardous conditions, encouraging Utahns to stay inside. Officials with the Utah Clean Air Partnership (UCAIR) say the light will provide an easy-to-understand forecast and a reminder that what we do impacts Utah’s air quality. In a video address on Friday, Volodymyr Zelensky said the Russian army had “brought back in North Korean soldiers” who were carrying out “new assaults” in the region partially occupied by Ukraine. He added “hundreds of Russian and North Korean military” personnel had been “destroyed”. In January, Western officials told the BBC they believed at least 1,000 of the 11,000 troops sent from North Korea had been killed in the past three months. North Korea and Russia have not commented. Russian President Vladimir Putin launched a full-scale invasion of Ukraine in February 2022. Last week, Ukrainian special forces fighting in Kursk told the BBC they had not seen any North Korean troops there for the past 21 days. A spokesman said it was probable they had been pulled out after suffering heavy combat losses. The spokesman added that he was only referring to areas where his forces were fighting, without giving any details about how long that front line was. Recent reports attributed to South Korean intelligence have suggested the North Koreans soldiers are unprepared for modern warfare, and are especially vulnerable to Ukrainian drones. Military experts say the reports of North Korean casualties, if they continue at this pace, are unsustainable. Sen. Lindsey Graham, a South Carolina Republican, released a 61-page budget resolution on Friday, setting the groundwork for the Senate to later pass a budget reconciliation bill focused on border security, defense and energy priorities. “This budget resolution jumpstarts a process that will give President Trump’s team the money they need to secure the border and deport criminals, and make America strong and more energy independent,” Graham, who leads the Senate Budget Committee, said in a statement. The resolution would direct the Judiciary Committee and the Homeland Security Committee to each propose $175 billion in additional spending. The Armed Services Committee could propose $150 billion in new spending, while the Commerce, Science and Transportation Committee would be allotted $20 billion and the Environment and Public Works Committee $1 billion. Several other committees would be instructed to find at least $1 billion in cuts. According to Graham, the resolution would increase annual spending by $85.5 billion, which would be paid for by the same amount in spending cuts. Graham announced that his committee will meet Wednesday and Thursday to debate and vote on the resolution, which sets a March 7 deadline for the committees to make their proposals. “Senate Republicans are ready to roll,” Senate Majority Leader John Thune of South Dakota wrote. Under the budget reconciliation process, Senate Republicans can avoid the 60-vote threshold typically required in the upper chamber and pass the bill without any Democratic support. Graham unveiled the plan ahead of Senate Republicans’ dinner with Mr. Trump on Friday night at Mar-a-Lago and a day after House Republicans spent hours at the White House trying to pull together their own framework. House Republicans have been at odds with their Senate colleagues, preferring to pass one major bill that also includes extending tax cuts enacted during Mr. Trump’s first term and potentially a debt ceiling suspension. Senate Republicans believe the tax legislation should be part of a second bill. But House Republicans believe putting everything into one bill gives it the best chance of passing their divided conference. Johnson, a Louisiana Republican, said Friday that the House’s framework could be released this weekend. “The expectation is that we’ll be marking up a budget early next week,” he said, adding that he and Graham had been playing phone tag for a day and a half.
