A new bipartisan bill would cap them at a dramatically lower figure, but experts say it may not be a win for consumers. Senators Bernie Sanders, I-Vt., and Josh Hawley, R-Mo., introduced a bill this week that would cap credit card interest rates at a 10% annual percentage rate (APR) for five years. It’s an idea President Donald Trump floated at campaign rally in New York in September. “Capping credit card interest rates at 10%, just like President Trump campaigned on, is a simple way to provide meaningful relief to working people,” Hawley said in a statement. The average APR on credit cards for January 2025 was 24.26%, according to LendingTree. Almost half of credit card holders carry debt from month to month, according to a recent survey by Bankrate. In 2022, credit card companies charged consumers more than $105 billion in interest and more than $25 billion in fees, according to a 2023 study by the Consumer Financial Protection Bureau. “We cannot continue to allow big banks to make huge profits ripping off the American people. This legislation will provide working families struggling to pay their bills with desperately needed financial relief,” Sanders said in a statement. Limiting credit card interest rates is not a new idea This isn’t the first time these senators have proposed the idea of a rate cap. In 2023, Hawley proposed an 18% rate cap, while Sanders proposed a 15% rate cap in 2019. Neither had adequate support to advance the proposals. Around three-quarters, or 77%, of Americans surveyed said they support a cap on the interest rates financial institutions can charge on a credit card, according to a recent survey by LendingTree. But that support is down from 80% in 2022, and 84% in 2019. The legislation has a long way to go before it could become law, and experts say its fate may depend in part on what happens with inflation, and whether Trump continues to support the measure. “If pricing stays stable, I think it’s going to be much tougher to advance this kind of legislation,” said Jaret Seiberg, a policy analyst for TD Cowen. Fees, rate structure may still make credit expensive While a 10% rate cap may sound appealing, experts say the intricacies of how it is structured are important, with consideration for periodic interest rates, fees and the repayment structure. “You could have zero interest and still have an incredibly expensive product,” said Chi Chi Wu, a senior attorney at the National Consumer Law Center. The proposal also seems at odds with the Trump administration’s interest in eliminating the Consumer Financial Protection Bureau, she said. “If policy makers want to show that they actually care about protecting consumers’ wallets and keeping them from being abused by high-cost credit, they would make sure we have a strong Consumer Financial Protection Bureau,” Wu said. Rate caps could limit access to credit The banking industry opposes the idea of a rate cap. Seven financial groups representing banks and credit unions of all sizes have joined forces to oppose the measure. They say it will limit consumers’ access to credit and push them into higher-priced, less-regulated products like payday loans, which can have an average APR of 400%. “There’s no evidence that APR caps make consumers better off or save them money,” said Lindsey Johnson, president and CEO of the Consumer Bankers Association. There are already a few federal caps on interest rates. In 2006, Congress passed the Military Lending Act, which put a 36% interest cap on revolving loans for active duty service members and their families. Federal credit unions are typically restricted to a 15% APR maximum, but the rate can be increased to protect the safety and soundness of the credit union. The maximum is currently 18% through March 10, 2026. Bankers say a rate cap inhibits lenders and reduces access to credit for higher-risk consumers. “Providing an all-in APR is a flawed tool for measuring the true cost of the loan, because to maintain the safety and soundness of the lender and ensure that credit availability is offered to a broad range of consumers, banks have to price their loan products commensurate with a risk for each borrower,” Johnson said. New bill may not apply to existing debt For consumers who are already carrying debt, this proposal may not be the lifeline it appears. “If you already have a lot of debt, this legislation probably doesn’t help you,” said Seiberg. The six-time Olympic cycling champion, 48, disclosed last year that he had been diagnosed with prostate *******, which had then become terminal with doctors giving him between two and four years to live. Speaking to BBC Breakfast on Friday, the former professional athlete said hearing of other men getting checked off the back of his announcement “helps me make sense of my situation”. His latest project is a new cycling initiative, Tour de 4, aimed at challenging perceptions of people with ******* and raising money for ******* charities. Sir Chris said a friend in his mid-50s who had no symptoms and “no previous issues at all” would not have got a prostate-specific antigen (PSA) test – which looks for signs of prostate ******* – if he had not made his own diagnosis public. “Off the back of my diagnosis [he] went to his doctor, his doctor said ‘you don’t really need one’ or ‘there’s no symptoms, come back when you’ve got any problems’,” he said. “And he pushed the issue and he had a test and he has prostate *******. He’s being treated and he caught it early, so he’s doing really well. But if it had been left for another few years, who knows what might have happened.” When the 11-time world track cycling champion announced his diagnosis following a routine scan, it brought messages of praise and support from other British athletes and public figures. Prime Minister Sir Keir Starmer said at the time that “the whole country is behind him and his family”. Prostate ******* is the most common type of ******* among men, with around one in eight in the *** being diagnosed with it in their lifetime. Sir Chris described the first few months after finding out as “an emotional rollercoaster”, but said he had now “got my head around it”. He added: “When you find out a friend is in a similar situation, it’s really difficult. But it has lifted me, it’s given me a purpose.” BBC Breakfast also spoke to John Lee, who was diagnosed with prostate ******* a few weeks ago after having no symptoms. He said the Olympian’s diagnosis may have saved his life. “To have someone like that with that level of fitness and looking after themselves get prostate *******, it suddenly occurred to me that I needed to get a test done,” he said. Mr Lee added that his positive diagnosis had been “devastating”, but that getting the test when he did meant it was “caught in time”. Watching on, Sir Chris said: “This is the kind of story – and there are quite a few of these that I’ve had via email or on social media – [that] makes sense of the situation. It’s not in vain. It’s not futile.” Sir Chris won six Olympic gold medals between 2004 and 2012 – the second highest total by any British Olympian – before retiring as an athlete in 2013. But he is still cycling – this time in preparation for the first Tour de 4 rally on 7 September for people affected by *******, which will start and finish at the velodrome in Glasgow named after the Scot. “I hope it’s an uplifting event,” he said. House GOP still has big problems to solve on its budget House GOP still has big problems to solve on its budget House Republicans are still far from finalizing several key details of a budget blueprint that Speaker Mike Johnson is pledging to advance in the House next week, with negotiations expected to continue through the weekend as the Senate races ahead with its own plans. While House GOP leaders trumpeted tremendous progress coming out of a White House meeting with President Donald Trump on Thursday, key holdouts on Trump’s sweeping agenda of tax cuts, border security and energy initiatives indicated Friday that they remained unconvinced about the level of spending cuts in the bill. Separately, Republican tax writers continue to struggle with the ballooning costs of Trump’s wishlist, which includes not only an extension of his 2017 tax cut package, but also new income tax exemptions for tips, overtime earnings and Social Security benefits. Meanwhile, Senate Budget Chair Lindsey Graham released a plan Friday that would get border and energy policies out the door first and save the thorny tax questions for later. That is directly at odds with House leadership plans to roll everything into a single bill. House Republican hard-liners continued to push for deeper spending cuts. One prominent budget hawk complained that several key lawmakers were cut out of the White House meeting. Leadership “failed to talk to us,” said Rep. Tim Burchett (R-Tenn). “They go to the White House and they take all the people that are going to be for it, and there’s four of us that are pretty consistent, and we’ve let our views be known,” said Burchett, naming Reps. Andy Biggs (R-Ariz.), Victoria Spartz (R-Ind.) and Thomas Massie (R-K.y.) as the other critical holdouts. “No surprise to me, because nobody ever wants to share any time with the president,” Burchett said. Johnson, who had previously said Republicans would release a plan Friday, will now work through the weekend with other leaders to try to finalize an agreement. Senior Republicans aren’t expecting any final details until Monday — adding another delay to the speaker’s ambitious timeline. Leaving the Capitol on Friday, Johnson confirmed in a brief interview that he hadn’t yet spoken with Burchett or similar holdouts. “We’re gonna get everybody there,” he quickly added. Asked about the group saying they still have concerns about the level of spending cuts, Johnson replied: “Everybody does.” Winning over Burchett and Massie is particularly critical. Neither lawmaker has ever voted to increase the debt limit, and Massie recently decried the fact that the GOP was considering enacting tax cuts at all. In an interview Thursday night, Massie was noncommittal about Johnson’s latest plan, saying he’d have to “see if it’s reasonable at the end of the day.” But Johnson is now trying to wedge a debt limit hike into the massive budget package after Trump again pressed for it to be dealt with quickly during the White House meeting Thursday, according to two people who were in the room who were granted anonymity to discuss the private meeting. That’s on top of the difficult tax-related issues that House Republicans have to sort through. Trump on Thursday announced new proposals to increase taxes on Wall Street money managers and sports team owners, alongside reiterating his desire for the income tax exemptions he campaigned on. All of that adds to the pressure on the Ways and Means Committee to assemble a tax package that can remain fiscally palatable to Republicans who do not want to add to federal budget deficits. Already, leaders are looking at counting economic growth effects alongside spending cuts to keep the overall package’s costs in line. GOP leaders had tentatively decided on Thursday they’re going to provide instructions to the House Ways and Means Committee that would allow tax writers $4.7 trillion leeway to enact Trump’s tax policies, according to a person familiar with the discussions who was granted anonymity to discuss the private deliberations. The number has not been finalized and could change as negotiations continue. “I think it’s getting the Ways and Means [budget] instruction just right,” said House Republican Conference Vice Chair Blake Moore (R-Utah) of the biggest obstacle to getting a plan finalized. “I think we’re all committed to finding the necessary spending reform and spending reductions.” A longer-standing issue also hasn’t been resolved. Rep. Mike Lawler (R-N.Y.), who has been pushing to increase the deduction for state and local taxes, commonly known as SALT, huddled with Johnson for several hours Thursday night. Blue-state Republicans have indicated that they won’t vote for a tax bill without an increase to SALT, but other members in the conference detest the deduction and say that any increase to the $10,000 cap needs to be paid for. Lawler said on Friday that no agreement on SALT had been reached yet. “The whole tax bill has to be paid for,” Lawler said. “It’s not just SALT. The president wants to do tax on tips and that has to be worked out.” No matter what Congress’ official revenue scorer, the Congressional Budget Office, says about the costs on the GOP’s tax bill, Republicans have emphasized that they will be running their own economic models to determine how much growth would be stimulated by the various tax provisions. That, in turn, would lower the cost of their plan. House Majority Leader Steve Scalise indicated Friday that Republicans were close to coming to an agreement on what those growth numbers look like. Notably, head rebel Rep. Chip Roy (R-Texas) sounded optimistic Friday. But he added there was more work to do. “I think we’re in the ZIP code. There’s still some variables that I’m trying to study to figure out whether I think that’s correct. The US president, whose administration is pressing for a rapid end to Ukraine’s war with Russia, said on Monday he wanted Ukraine to supply the US with rare earths and other minerals in return for financially supporting its war effort. “If we are talking about a deal, then let’s do a deal, we are only for it,” Zelenskiy said on Friday, emphasising Ukraine’s need for security guarantees from its allies as part of any settlement. Ukraine floated the idea of opening its critical minerals to investment by allies last autumn, as it presented a “victory plan” that sought to put it in the strongest position for talks and force Moscow to the table. Zelenskiy said less than 20 per cent of Ukraine’s mineral resources, including about half its rare earth deposits, were under Russian occupation. Rare earths are important in the manufacture of high-performance magnets, electric motors and consumer electronics; Zelenskiy said Moscow could open those resources to its allies North Korea and Iran, both sworn US enemies. “We need to stop Putin and protect what we have – a very rich Dnipro region, central Ukraine,” he said. Russian troops have been gaining ground in the east for months, throwing huge resources into an unrelenting offensive while Kyiv’s much smaller army grapples with a shortage of soldiers and frets over future weapons supplies from abroad. Zelenskiy unfurled a map on a table in the heavily-defended president’s office in Kyiv, showing numerous mineral deposits, including a broad strip of land in the east marked as containing rare earths. Around half of it looked to be on Russia’s side of the current frontlines. He said Ukraine had Europe’s largest reserves of titanium, essential for the aviation and space industry, and uranium, used for nuclear energy and weapons. Many of the titanium deposits were marked in northwestern Ukraine, far from the fighting. Ukraine has rapidly retuned its foreign policy approach to align with the transactional world view set out by the new occupant of the White House, Ukraine’s most important ally. But Zelenskiy emphasised that Kyiv was not proposing “giving away” its resources, but offering a mutually beneficial partnership to develop them jointly: “The Americans helped the most, and therefore the Americans should earn the most. And they should have this priority, and they will. I would also like to talk about this with President Trump.” He said Russia knew in detail where Ukraine’s critical resources were from Soviet-era geological surveys that had been taken back to Moscow when Kyiv gained independence in 1991. In addition, Zelenskiy said Kyiv and the White House were discussing the idea of using Ukraine’s vast underground gas storage sites to store US liquefied natural gas. “I know that the Trump administration is very interested in it … We’re ready and willing to have contracts for LNG supplies to Ukraine. And of course, we will be a hub for the whole of Europe,” he said. The interview comes days before the February 14-16 Munich Security Conference, which Keith Kellogg, Trump’s special envoy for Russia and Ukraine, is expected to attend. The Ukrainian leader said it was essential that he met Trump in person before the US president meets Russian President Vladimir Putin, “otherwise it will look like a dialogue about Ukraine without Ukraine”. Trump said on Friday that he expected to talk to Zelenskiy next week. Zelenskiy said his own priority would be raising Ukraine’s need for security guarantees as part of any deal, to prevent Russia launching another invasion in the future. In general though, it was vital the West determined a broad strategy before entering into talks with Moscow. Trump’s peace push comes as advancing Russian forces threaten the major Ukrainian logistics hub of Pokrovsk. On the battlefield, Zelenskiy confirmed for the first time that his troops had launched a new offensive on Thursday, advancing 2.5 km further into Russia’s Kursk region. Russia had reported a Ukrainian attack in the area that day, but said it was repelled. The vision is certainly exciting, but the implementation of these features might introduce serious issues that only become apparent after extended use. Filed in August 2023, the patent reveals a magnetic mechanism that would allow the Joy-**** controllers to attach to the console via magnets instead of the traditional rail system. The document goes into detail about the mechanics, with diagrams showing how the Joy-**** fits on the Switch 2 and is secured by magnetic forces. This system would replace the rail system that has been a staple of the Switch design since its launch. At first glance, this patent makes the Switch 2 sound sleek and futuristic. However, as appealing as this concept may sound, it also raises many concerns when it comes to actual gaming performance. The first major issue is reliability, can the magnetic connection stay secure during gameplay? The last thing any gamer wants during a high-stakes match is for their controller to unexpectedly detach mid-action. While this is not guaranteed to happen, the risk remains and this doesn’t include the fact that the recess is prone to damage. For a console that aims to provide seamless and secure integration of Joy-**** controllers, this could be a dealbreaker. Is Switch 2 a death sentence for hardcore gamers? But a question remains: Was it necessary to swap the perfected rail system for a magnetic one? If drifting Joy-Cons weren’t enough of an issue for gamers, these new features only increase the number of issues (the pro option doesn’t save here). In addition to the concerns surrounding connection stability, there’s another glaring issue: power consumption. With the new mouse functionality, combined with the magnetic connection system and beefed-up hardware, the device would require significantly more power, draining the battery faster. Hardcore gamers, who are used to long play sessions, may find themselves constantly connected to a charging cable or searching for a portable charger just to keep their games running. It may seem like things are looking grim for the Switch 2, hopefully, these issues don’t exist at all. But we won’t have full clarity until Nintendo reveals more details and players get their hands on it. A Nintendo Direct is set to take place on April 2, 2025, where more details about the console will be revealed. We may also see new games showcased, providing more clarity on whether the highly anticipated device can live up to its promise. Until then, it’s unclear whether these new features will be refined or cause lasting issues for hardcore gamers. Wall Street is in for a quieter economic calendar in the week ahead, but investors will still pay great attention to the January consumer and producer price indexes after Friday’s economic data revived concerns around inflation. The January jobs report showed stronger wage growth, an inflationary signal, while a drop in consumer sentiment reflected growing concerns of rising pricing pressures from tariffs. Treasury yields spiked higher on those worries. Overall, markets should take the datasets in stride, as they are unlikely to move the needle as to what the Federal Reserve will do with interest rates. The CME FedWatch Tool shows just one quarter-point cut is priced in for the balance of the year, possibly coming at mid-year. Still, investors re main concerned about the possibility of an out-of-consensus inflation number that threatens the current interest rate outlook. “You’d need something relatively above consensus to put much of a scare in markets,” said Art Hogan, chief market strategist at B. Riley Financial. “I think that’s the only fear we have right now. On the face of it, piloting an uncrewed system like a drone might seem to bear a lot of resemblance to video games with their headsets and joystick-like control systems, but it gets far more complicated when you’re forced to take into account potential sabotage such as signal-jamming or attacks on your drone. Typhoon operators also need to consider the terrain and the real-time battlefield situation, as well as communicate and coordinate with command. Speaking to Business Insider, members of Typhoon have said that, despite the massively heightened stakes in conflict, gamers sometimes possess more transferable skills than you might assume. “People might think flying a military drone is like playing Call of Duty, until they realize there’s no restart option,” an operator says. In Call of Duty, players can equip the Breacher Drone, which is a pocket-sized drone that flies in a straight line until it either collides with something or detects an enemy and explodes. The prevalence of remote work ballooned during the Covid-19 pandemic. Many experienced telework perhaps for the first time in their careers; employees cite work-life balance as by far the biggest perceived benefit, according to Pew Research Center. Some researchers have quantified the financial value workers assign to telework. For example, about 40% of workers say they’d accept a pay cut of at least 5% to keep their remote job, according to a recent study by researchers at Harvard University, Johns Hopkins University and the University of Illinois at Urbana-Champaign. About 9% would trade at least 20% of their salaries to preserve telework, said researchers, who polled more than 2,000 workers. Put another way, workers see the ability to work from home — even two or three days a week — as equivalent to getting a raise, according to Nick Bloom, an economics professor at Stanford University who studies workplace management practices. Data that Bloom has collected in recent years suggests the average worker equates remote work to about an 8% raise, he said. “That figure seems remarkably stable” over time, Bloom said in an e-mail. “For some subsets of workers you can find higher numbers,” relative to the pay cut they would accept, Bloom said. For example, a National Bureau of Economic Research working paper published in January that looked at workers predominantly in the technology field found they’d accept an average 25% pay cut for a job that offers fully or partially remote work. “The reality is: It is a very attractive feature of a job,” said Zoe Cullen, an assistant professor of business administration at Harvard Business School, who co-authored the NBER research. Big companies like Amazon, AT&T, Boeing, Dell Technologies, JPMorgan Chase, UPS and The Washington Post have initiated return-to-office mandates for at least some employees. President Donald Trump also issued an order Jan. 20 to terminate remote work for federal employees and require full-time in-office attendance, with some exceptions. That said, on a national scale, employers don’t seem to be retrenching en masse, according to labor economists. The number of paid days worked from home during the workweek has held steady for the past two years, at between 25% and 30% — more than triple the pre-Covid rate, according to WFH Research. Employees aren’t the only ones who get a benefit: Remote work is also a profitable arrangement for businesses, according to labor economists. For example, employers may save money on real estate by downsizing office space. They may also hire job candidates from across the country, potentially at a lower relative salary, depending on geography.
