California Highway Patrol in El Centro pulled the thing over, only realizing afterward it’s legally a bicycle, not a car or motorcycle. But the reason for the traffic stop has people rolling their eyes. Are cyclists becoming the new biker gangs? The state law enforcement agency posted a photo of the Quatrevelo as well as a CHP cruiser with lights activated sitting behind it. Trying to play the whole thing off as just a funny incident, whomever is in charge of the Facebook account said “our Officer wanted to make sure the rider was safe and hydrated as he continued on his journey.” Even though it was hot, over 100 degrees on May 22 when this stop was done, people aren’t buying CHP was just wanting to make sure the guy inside the weird contraption was hydrated and safe. Instead, many accused the agency of trying to find a reason to write a citation, then turning it into some public good will move when officers realized the thing isn’t technically a motor vehicle. We’re not attorneys, but we’re pretty sure police can’t pull someone over because they’re concerned about their electrolyte levels. Instead, we wouldn’t be surprised if an officer thought the Quatrevelo might be an ******** and unregistered vehicle. In case you’re not familiar with the Dutch-built Quatrevelo, it’s a velomobile or a faired cycle where the rider is reclined while pedaling. This one has four wheels whereas other velomobiles often have three. For the state of California, and pretty much everywhere else we know of, they’re considered bicycles, not motorcycles or cars. Even though this one is painted and even has stickers to make it look somewhat like an old racecar, it’s far from such a thing. Why do you think CHP pulled this thing over? Dardanup Horse and Pony Club committee member Tegan Piacentini said the event was especially important for racehorses who were no longer racing to be involved in a competition. “It’s always rewarding to see retired racehorses performing confidently across disciplines,” she said. “Events like this are so important in giving them opportunities in their second careers — and helping riders build strong partnerships with these amazing animals.” Ms Piacentini said the event was both inclusive and professional. “Our goal was to keep costs down while still delivering a standout experience, and the support from Racing WA helped us a long way in achieving this,” she said. “We were thrilled to see such a diverse group of riders come together in such a supportive and well-run event. It really reflects the spirit of our club and what we want this event to stand for.” The Racing WA Community Fund provided a grant for the event which helped make it more accessible by lowering the entry costs. The two-year-old is “a freak” when it comes to working sheep, an agile and clever pup who gets the herd moving like a dog beyond his years, owner Daniel Pumpa said. “I’d be absolutely stuffed without him,” Mr Pumpa told AAP. The bond between the farmer and his four-legged offsider runs much deeper than their work on a property near Yeoval in central western NSW. Ripper is the offspring of Mr Pumpa’s beloved working dog Turbo, who died suddenly in 2024. “I did go off dogs for a bit after losing Turbo – (Ripper) was there to pick up the pieces,” Mr Pumpa said. “If you don’t have a bond with your working dog, you’re not going to get the best out of them.” Mr Pumpa, also a respected trainer, fondly remembers life with Turbo, including competing in the national Cobber Challenge three times. Ripper took the mantle from Turbo for the 2024 competition, covering 322km over 30 hours and coming in fourth place. A dog named Bear from Dirranbandi, in southwest Queensland, won that challenge, notching up 570km while farmer Tom Perkins mustered 4500 ewes. Mr Pumpa said the competition gives farmers valuable data about how hard their dogs work. “You know your dog is doing a big day, but once you see he’s done 30 to 40km in half a day it allows you to rest and manage them a bit better.” Working dogs have captured Australians’ hearts in recent years, with their skills showcased on the ABC TV show Muster Dogs. Driven by their intense herding instincts and energy, working dogs are increasingly an alternative to hiring labourers amid shortages in the agriculture sector. Dogs are also helping people in the cities better understand country life, Mr Pumpa said. When he hosts demonstrations in front of city audiences, many ask whether farmers are forcing their dogs to work. “If a dog doesn’t want to work, it’s not going to,” he said. “These dogs, they love it, and that helps us prove that we’re looking after our animals, whether it be dogs or sheep or cattle.” Turbo’s dad and Ripper’s grandad, a 14-year-old red kelpie named Benji, is testament to how much the dogs are loved, even in their twilight years. The Trump administration has made deep staffing cuts at the Social Security Administration, closed field offices, and made other service changes — and then backpedaled on some of those reforms — leaving many seniors on edge. In fact, worries about the program may be one reason there’s been an uptick in new applications for initial benefits — with many people filing earlier than they had planned. Given the worry in the air, let’s review when and how checks are delivered to you. If your sister has received her Social Security check this month, but you haven’t, there’s nothing to panic about. Payments are sent out in bundles based on birthdays, and for most people, they’re electronically directly deposited into a federally insured bank account. By law, all federal benefit payments — including Social Security and Supplemental Security Income benefits — must be made electronically with few exceptions. Your monthly benefit is either sent via an electronic transfer into your bank account via Direct Deposit or put onto a Direct Express Debit Mastercard. In a blog post, Microsoft announced that Windows 11 Canary build 27852 and higher now support post-quantum cryptography, through PQC algorithms, allegedly securing them against quantum computers’ unmatched crypto hacking power (against traditional crypto algorithms). Specifically, Microsoft has upgraded SymCrypt (Microsoft’s cryptographic library) to support ML-KEM, and ML-DSA (on top of PQC) through its Cryptography API: Next Generation libraries and certificate and cryptographic messaging functions. ML-KEM is aimed at helping secure keys against the “harvest now, decrypt later“ threat. That’s a threat where attackers focus on collecting targeted data today, then store it and wait for quantum computers to become fast enough to break the encryption on the targeted data in the future. You may like ML-DSA is designed for scenarios that require verification of identity, as well as maintaining the integrity of digital signatures. With PQC embedded into SymCrypt, Microsoft is preparing its entire ecosystem of Windows operating systems and other products against future attacks from quantum computers. For now, this tech is being tested in Windows 11 with the aforementioned 27852 Canary build (or newer), but PQC will also be coming to Linux in the near future. Microsoft did not say if or when BitLocker might get a PQC update, but due to its complexity and hardware demands, don’t expect it to arrive anytime soon. Attacks from quantum computers are a real threat. Last year, ******** researchers successfully cracked military grade encryption with a D-Wave quantum computer. This attack was done as a test, but nonetheless, it shows that quantum computers already have enough computing power to crack some of the most complex classical cryptography in the world. China comes calling in debts of developing nations China comes calling in debts of developing nations Developing nations, including those in the Pacific, will pay China $A34 billion this year as Beijing comes calling for repayments on project funding. China is now “the world’s largest single destination for developing country debt payments” and outstripping the whole of the West, says a new report shows from *********** think tank The Lowy Institute. Under its Belt and Road Initiative, China has rapidly increased investments in infrastructure since 2013, partnering with dozens of nations primarily in the developed world. In more recent years Beijing has changed tack, providing a heavier portion of grants – which do not need to be repaid – into its mix of development assistance. However, with standard lending terms including the delay of payments for several years before a maturation of loans at 15-20 years, it appears crunch time has arrived for repayments. “China’s earlier lending *****, combined with the structure of its loans, made a surge in debt servicing costs inevitable,” report author Riley Duke said. “Because China’s Belt and Road lending spree peaked in the mid-2010s, those grace periods began expiring in the early 2020s. It was always likely to be a crunch ******* for developing country repayments to China.” Mr Duke says some of the world’s poorest people are likely to bear the brunt. “The high debt burden facing developing countries will hamper poverty reduction and slow development progress while stoking economic and political instability risks,” he said. The analysis is incomplete, given data is only available for 54 of 120 developing countries and China does not routinely disclose funding. Mr Duke says this means his figure of $US22 billion ($A34 billion) to be repaid in 2025 to China and its many state-controlled lending arms is likely an understatement. It is also unclear whether China would defer debt repayments as it did during the COVID-19 pandemic, when it joined with G20 nations to provide relief. That move was helpful at the time, according to Mr Duke, but the effect was to mount costs into a heightening of the current repayment spike. Several countries across the Pacific, which have benefited from ******** investment in infrastructure, are likely to be among the countries affected. The report comes ahead of a significant summit between China and the Pacific in Xiamen, beginning on Wednesday when Foreign Minister Wang Yi hosts representatives of 11 nations. Kiribati Prime Minister Taneti Maamau and Niue Premier Dalton Tagelagi will join with the foreign ministers of Tonga, Nauru, Micronesia, Solomon Islands, Vanuatu, Papua New Guinea and Cook Islands, and representatives from Fiji and Samoa for the two-day meeting. “There will be an in-depth exchange of views on interactions and cooperation between China and Pacific island countries (PICs) in all aspects and international and regional issues of mutual interest,” China foreign ministry spokesperson Mao Ning said. “China highly values its ties with PICs and hopes that this meeting will help drive the implementation of the important common understandings reached between leaders of the two sides, enhance solidarity and coordination, unite efforts for development and prosperity, and galvanize an even closer community with a shared future.” The 11 nations attending the summit make up the entire Pacific Islands Forum membership, excepting the three countries with diplomatic ties to Taiwan, the two France-aligned nations, Australia and New Zealand.
