Windows Update will soon add app updates to its functionality Windows Update will soon add app updates to its functionality Windows Update has been a part of the Windows Operating system for decades but it wasn’t until recently that Microsoft has expressed any interest in expanding the platform to support individual application updates. An announcement was recently shared by Annie Chen from Microsoft, explaining that the new Windows Update orchestration platform will make it possible for Devs to implement software updates using the Windows Update platform and corresponding tools. It’s important to note that the new Windows Update orchestration platform has not yet been made available to the public. If you want to check it out now, you have to sign up for the private preview program intended for both developers and teams that need to roll out application updates to Windows. You may like In the announcement, Chen provides Visual Studio as an example of a given application that must be updated independently. With the new Windows Update orchestration platform, it and other Windows components, as well as third party apps, could be updated centrally from one location. The Windows Update orchestration platform comes with additional features beyond the application update support. Some of the confirmed features include what Microsoft calls “eco-efficient scheduling”. This uses an amalgam of data, including things like user activity to determine the best time to update the machine. It also includes tools that allow devs to send software update notifications using the notification tools built into the platform. The platform also aims to provide users with a centralized location for viewing important data. Users can explore the update history for all of the supported applications as well as view any error logs that are generated when updates fail. Microsoft also mentions administrator support which allows admins to set deadlines for specific updates. Again, this new platform has not been made publicly available so only developers and app teams who sign up for the preview program will be able to check it out for now. The U.S. now accounts for more than a third of the world’s millionaires and billionaires, as tech companies and startups mint ever larger fortunes. The U.S. has more than 6 million liquid millionaires, or those with investable assets of more than $1 million, up 78% over the past decade, according to a report from Henley & Partners and New World Wealth. They account for 37% of the global millionaire total. The number of U.S. centimillionaires, or those with $100 million or more in investable assets, reached 10,835 in 2024 — more than four times the number for second-ranked China. There are now 867 American billionaires, representing a third of all global billionaires. “America is the undisputed world leader when it comes to high-growth tech sectors such as software, microchips, online retail, internet hosting, social media, search engines and AI,” said Andrew Amoils, head of research at New World Wealth. Along with its own millionaire growth, the U.S. also benefits from overseas millionaires moving to America. Last year, about 3,800 millionaires from overseas moved to the U.S., including 95 centimillionaires, according to the report. The report said most of migrating millionaires moved to California (for the tech companies), Florida and Texas. While the traditional wealth hubs in the U.S. continue to dominate, with New York, the Bay Area and Los Angeles home to the most millionaires, many of the fastest-growing wealth centers are in the sunbelt. Scottsdale, Arizona, is the fastest-growing U.S. city for millionaire growth, with its millionaire population surging 125% over the past decade, to 14,800. West Palm Beach, Florida, ranked as the second-fastest growing, up 112% to 11,500, with the Bay Area ranking third and Miami fourth. The race between the Bay Area and New York for millionaires is getting closer each year. New York’s millionaire count, at 384,500, is now just above the Bay Area’s 342,400. The Bay Area’s millionaire population grew 98% over the past decade, compared with New York’s 45%. With artificial intelligence injecting new fortunes and wealth creation into the Bay Area, it may not be long before it takes the crown from the Big Apple. However, two other costs, Obducite and Gold, will stay the same. While the Obducite, a material earned from specific endgame activities, makes sense, it’s the Gold cost that players are still taking issue with. Masterworking, and resetting ranks to get perfect rolls in particular, is a massive Gold sink, one that can easily add up to hundreds of millions of Gold for a single item for those looking to min-max. As players on places like the Diablo 4 subreddit have noted, the upgrade materials other than Gold and Obducite have never felt like much of a problem, and therefore many players aren’t feeling much of a change. Some are confused by the fact that it still costs so much Gold, having read that Masterworking became cheaper and just assuming the change meant Gold costs. Many players on Reddit cite the RNG involved with getting perfect Masterwork rolls, and the exorbitant costs, as one of the main reasons for giving up on their character each season, something that the new update does little to address. Whether Blizzard will make more changes to Masterworking in the future remains to be seen, but the only other major change in the patch is the disabling of the DirectStorage setting on PC so Blizzard can investigate potential performance issues. City of Rome growing, looking toward future with new opportunities, new legacy City of Rome growing, looking toward future with new opportunities, new legacy Though Rome has had a tough year after a tornado ripped through its heart, its future is looking bright as new projects and strong foundations are being laid for the future. From a successful cleanup and continued work on damaged or destroyed properties, to the reveal of the Michael E. Jensen Recreation and Civic Center, Rome Mayor Jeffrey Lanigan went over all the strides and future projects at the 2025 State of the City, held at the Griffiss Institute and livestreamed. “Just a year ago, our city was tested by an EF2 tornado,” Lanigan said on the livestream. “It could have broken our spirit, but it didn’t. We came together. We rebuilt. And today, we look forward with hope, with confidence, and with purpose.” City of Rome Mayor Jeffrey M. A tornado and its aftermath On July 16, 2024, an EF2 tornado struck the city of Rome, carving a path of destruction that irrevocably damaged many lives in an instant. Lanigan said over 400 properties were damaged and 82 were deemed unsafe or unfit to live in. Some people were trying to clean up the day after, with trees still lodged in their homes. “To date, 31 properties were unable to be saved and have now been demolished, either publicly or privately,” Lanigan said. “And, unfortunately, there are still another 13 to come down.” City officials estimated damages to city property, the loss of infrastructure, and the loss of trees totaled around $23.6 million. County damages were estimated at approximately $8 million, just short of the FEMA threshold. Clean up was quick and efficient, with the city spending over $800,000 in payroll and just over $500,000 in other expenses. The cost was offset by a $1 million New York State emergency operating expenses grant. They worked tirelessly, logging over 17,000 hours to clear nearly 30,000 cubic yards of debris- much of it downed trees,” Lanigan said. “Our city streets were clear in just under five days, which is a true testament to the hard work and dedication of our DPW crews, working alongside multiple agencies who came to assist. We cannot thank them enough for their efforts.” The Rome Victim Recovery Fund, in partnership with Oneida County and the Community Foundation of Herkimer and Oneida Counties, provided $1.3 million in emergency assistance to 500 residents. Additionally, Rome, Oneida County, and the Rome Chamber of Commerce partnered to create the Rome Emergency Business Fund, assisting 50 local businesses in their recovery, totaling $231,301.76. And through all the municipal work distributing funds and assistance, Lanigan said the most powerful force was the people of Rome. “We can never fully recognize the number of people, businesses, and organizations that stepped up to help this community,” Lanigan said. “It was difficult, and it was emotional. But Rome was strong. Rome is strong, and we proved it together. What we know Road to recovery Thanks to a $1 million grant in emergency funding from the New York State Assembly, Lanigan said the city of Rome is launching a recovery strategy at the site where the tornado first touched down. Step one is the Erie Boulevard Brownfield Opportunity Plan, which extends from south Rome to Erie Boulevard. A comprehensive flood and drainage strategy will be implemented for South Rome and a new streetscape project is in the works on South Madison Street. Trees are also expected to be removed and replaced to create a new “urban canopy” as the city starts its sidewalk repairs and expansion. “This will be a significant targeted investment to improve and transform that corridor into a vibrant and walkable neighborhood,” Lanigan said. Oneida County has provided $500,000 of recovery funds to the project. And this is only one part of the major plans the city has in store. “For industrial recovery, we applied for a $3.5 million New York State RESTORE grant to help rehabilitate the buildings at 220 South Madison Street and 522 Henry Street, both tornado-damaged properties,” Lanigan said. “We are very happy that we just received notice last week that our application for funding was approved.” Once rehabilitated, 220 South Madison will be, according to the mayor, the largest available industrial property in the Utica-Rome area at 180,000 square feet. Creating a new legacy Among the new announcements was what would happen to the YMCA property on Floyd Avenue. Lanigan said the new facility was “abandoned” and its absence left a major gap in services and opportunities for residents. And so, Lanigan has revealed that the city is moving forward with The Legacy Center, the Michael E. Jensen Recreation and Civic Center.” “Named in honor of Michael E. Jensen, a Rome native and heroic Syracuse Police Officer who gave his life in the line of duty, the Legacy Center will serve as a lasting tribute to those who have shaped and served our city,” Lanigan said. “At its heart will be Legacy Hall, where community members will have the opportunity to honor individuals whose knowledge, talent, and service have left an enduring mark on the city of Rome.” Lanigan said the Legacy Center will feature the region’s largest single indoor turf field — capable of supporting 11×11 soccer, field hockey, lacrosse, and other field sports in all four seasons. “The Legacy Center will feature many amenities requested by residents, including an indoor walking track, fitness center, and community space for public use,” the mayor said. Rome is looking at a new future At the end of April, the Greek yogurt company Chobani announced its intention to build a $1 billion facility at the Griffiss Triangle Site in Rome. “A few weeks ago, I had the incredible honor, alongside my good friend County Executive Picente, of officially welcoming Chobani to our great city,” Lanigan said. “What an amazing time to be a Roman.” The mayor said this will bring jobs, growth, and new opportunities for families, Rome’s workforce, and local businesses. “This is more than a single investment — it’s a spark. A transformational force that has the power to shape the future of Rome for the next 50 years,” Lanigan said. The city of Rome is working closely with Chobani’s engineering team to ensure infrastructure is ready and in place to support operations. “With an aggressive construction timeline already in motion, we anticipate seeing shovels in the ground within months and the completion of this significant project in 2026,” Lanigan said. From dark days to a new hope On a dark day in July last year, Rome’s skyline was changed forever as the EF2 tornado tore down buildings and broke many a spirit. But now, Lanigan said the city isn’t just imagining a better future, it’s building it. “This is a proud moment, but it is also a defining responsibility. We understand that this project will reshape Rome’s economy, our skyline, and our story. And we are more than ready to lead that transformation,” he said. “Here at City Hall, we’re energized by what’s ahead. We’re focused. We’re united. But getting to work on securing long-term financial stability now will pay off over time, as the magic of compound interest and the benefits of being in the market over the long term add up. “When you’re exiting school, it is the absolute best time to set yourself up to be a multi-millionaire effortlessly,” said Brad Klontz, a financial psychologist and author. You don’t need to have a brilliant investment idea or do hours and hours of stock market research to get ahead. Setting-it-and-forgetting-it, as the investing mantra dictates, is the only piece of intelligence that you need to get started. Right now, it might seem like an iffy time to get started if you’ve seen the recent headlines about volatility in the market. But ignore the noise. The U.S. stock market plunged in April, but it’s already recovered all of those losses. And the point is, the more time you have to invest, the less the short-term noise matters. “I recognize that it might be very difficult to stay invested right now, to start investing right now … there’s no way to tell exactly when it’s a good time to invest,” said Lan Anh Tran, a manager research analyst for Morningstar Research Services. But she added a point that is more important, and core to success as an investor: “Time in the market beats timing the market.” Klontz says getting started, getting into the routine of investing at a young age, is key. “It’s sort of just recognizing that anyone can do it. You know, it’s actually pretty easy. You know, if you could put away $100 every month, do that because in the long run you’ll be rewarded,” said Sohn. Index funds, including exchange-traded funds, that invest in a broad market index of stocks, such as the U.S. stock market and international stock markets encompassing several key global regions, can help new college grads get started on a diversified long-term plan. Investors should be more heavily tilted to stocks, also called equities, when they are younger as long as the goal in long-term investing returns. A smaller percentage of investing dollars can be invested in bond funds for diversification across both the stock and fixed-income market. Warren Buffett, the most famous investor of the 20th century, has said in the past that a reasonable plan is to place 90% of investment dollars in stocks and 10% in bonds to “smooth out” returns over time. That’s because the value of bonds typically rises during periods of time when stocks are going down as investors seek safety. That should change over time, and the older you get, the more that may be allocated to bonds, though current investing wisdom is that even investors nearing retirement, or in retirement, should maintain significant exposure to stocks. For the recent college grad, that’s a decision for another day. For now, “I would start with anything that is low cost,” said Sohn. “And low cost is going to be from companies like iShares or from Vanguard or from State Street. In fact, as long as a core, diversified investment plan is in place, taking risk on the edges of the portfolio can add considerable value over time. Sohn said new investors can start researching themes that they are passionate about, whether that be AI or natural resources or cryptocurrency, and consider more targeted investments that could produce outsize returns. There’s more risk than investing in a diversified fund, but if limited to a smaller percentage of overall investment dollars, say 5% to 10% at most, the approach can pay off — but it does require more research than investing in a few core stock funds. Whatever an investor chooses to put their money into should be informed by what is referred to as risk tolerance. Over the long term, investors should not be concerned about any short-term dip in the market, but each investor does need to learn what they are comfortable with, so they don’t make emotional reactions to market swings. There are ways to calculate risk tolerance, but the main question to ask yourself is, “Will market volatility affect my comfort? And if so, how much?” While risk may seem like a scary word, or even one that has a negative connotation, risk is exactly what a young investor wants to be taking in the market so they can generate solid returns over a long-term time horizon. That circles back to the set-it-and-forget-it mindset, and the “time in the market” mantra. Small steps on the road to becoming a market multi-millionaire Klontz says that there are small steps these investors can take every day to start earning their financial freedom, and that starts when you get your first full-time job paycheck. Whether or not that check makes you feel rich, it’s a pivotal moment in an investor’s life. “It’s really at that moment in time that you can set yourself up to retire early, a multi-millionaire, or sort of sentence yourself to a lifetime of being the average American, struggling,” he said. There may be thinking about how much to spend an apartment, a wardrobe, a car, but how much to allocate to the markets has to be part of the debate. “It’s the mindset that X percent of every dollar I get is going to be invested for my financial freedom.” Klontz said. Although retirement may seem far away, everyone needs to think of it as being a real part of their lives. “It’s so easy to say ‘I’ll worry about that later.’ And so I think it’s sort of human nature to do that in general, especially when it comes to abstract things.” Klontz said. “And the problem is that it’s really, really abstract, this abstract notion of retirement.” And that highlights what may be the most important advice of all when it comes to getting started. The disaster that has befallen Blatten is the worst nightmare for communities across the Alps. Climate change is causing the glaciers – frozen rivers of ice – to melt faster and faster, and the permafrost, often described as the glue that holds the high mountains together, is also thawing. Drone footage showed a large section of the Birch glacier collapsing at about 15:30 (14:30 BST) on Wednesday. The avalanche of mud that swept over Blatten sounded like a deafening roar, as it swept down into the valley leaving an enormous cloud of dust. Glaciologists monitoring the thaw have warned for years that some alpine towns and villages could be at risk, and Blatten is not even the first to be evacuated. In eastern Switzerland, residents of the village of Brienz were evacuated two years ago because the mountainside above them was crumbling. Since then, they have only been permitted to return for short periods. In 2017, eight hikers were killed, and many homes destroyed, when the biggest landslide in over a century came down close to the village of Bondo. The most recent report into the condition of Switzerland’s glaciers suggested they could all be gone within a century, if global temperatures could not be kept within a rise of 1.5C above pre-industrial levels, agreed ten years ago by almost 200 countries under the Paris climate accord. Many climate scientists suggest that target has already been missed, meaning the glacier thaw will continue to accelerate, increasing the risk of flooding and landslides, and threatening more communities like Blatten. They were killed over the weekend when debris from a Russian cruise missile slammed into their home in Korostyshiv, a city of 24,000 residents about 100 kilometers (60 miles) west of Kyiv, during an aerial barrage. It struck at 3 a.m. as they slept in their beds. “I saw destruction, great destruction. All the houses were razed and shattered,” said Volodymyr Demchenko, the family’s 77-year-old neighbor, recalling the night when the missile landed 500 meters (yards) from his home. The children’s deaths underscore the mounting toll on Ukrainian families as Moscow ramps up its strikes amid faltering peace efforts. It was one of several recent tragedies in which children and teenagers have died, revealing a grim pattern as hopes for a ceasefire fade and Russian attacks continue to target civilian areas. “The three kids were incredibly bright, incredibly polite, the smartest, best students, always ready to help, always ready to support others,” said 22-year-old Yuliia Skok, the eldest sibling’s teacher.
