Go to your pharmacy. Demand an 85% reduction on your drug prices. The Rand report also revealed that in 2022, the U.S. accounted for 62% of global drug sales, despite making up just 24% of total prescription volume. Meanwhile, generics in the U.S. cost less than abroad, averaging about 67% of international prices. His relationship with the victim wasn’t immediately clear. Russell Maxwell Phay was arrested after a standoff with deputies during which he locked himself inside a bathroom before jumping from a second-floor window, the Santa Barbara County Sheriff’s Office said in a statement. The resident of Henderson, Nevada, pleaded not guilty to multiple charges including attempted *******, kidnapping, assault and burglary. A lawyer for Phay couldn’t be located and the public defender’s office didn’t immediately reply to an email asking whether one of its attorneys is representing him. Prosecutors said Phay had numerous prior convictions and had served time in prison or jail, but the details of his criminal history weren’t immediately available, the Times said. He was being held on $100,000 bail. Officials did not identify a possible motive or say whether the suspect knew the victim. The investigation is ongoing. Here’s what to know WASHINGTON (AP) — A federal court in New York handed President Donald Trump a big setback Wednesday, blocking his audacious plan to impose massive taxes on imports from almost every country in the world. A three-judge panel of the U.S. Court of International Trade ruled that Trump overstepped his authority when he invoked the 1977 International Emergency Economic Powers Act to declare a national emergency and justify the sweeping tariffs. The tariffs overturned decades of U.S. trade policy, disrupted global commerce, rattled financial markets and raised the risk of higher prices and recession in the United States and around the world. The U.S. Court of International Trade has jurisdiction over civil cases involving trade. Its decisions can be appealed to the U.S. Court of Appeals for the Federal Circuit in Washington and ultimately to the Supreme Court, where the legal challenges to Trump’ tariffs are widely expected to end up. Which tariffs did the court block? The court’s decision blocks the tariffs Trump slapped last month on almost all U.S. trading partners and levies he imposed before that on China, Mexico and Canada. On April 2, Trump imposed so-called reciprocal tariffs of up to 50% on countries with which the United States runs a trade deficit and 10% baseline tariffs on almost everybody else. He later suspended the reciprocal tariffs for 90 days to give countries time to agree to reduce barriers to U.S. exports. But he kept the baseline tariffs in place. Claiming extraordinary power to act without congressional approval, he justified the taxes under IEEPA by declaring the United States’ longstanding trade deficits “a national emergency.” In February, he’d invoked the law to impose tariffs on Canada, Mexico and China, saying that the ******** flow of immigrants and drugs across the U.S. border amounted to a national emergency and that the three countries needed to do more to stop it. The U.S. Constitution gives Congress the power to set taxes, including tariffs. But lawmakers have gradually let presidents assume more power over tariffs — and Trump has made the most of it. The tariffs are being challenged in at least seven lawsuits. In the ruling Wednesday, the trade court combined two of the cases — one brought by five small businesses and another by 12 U.S. states. The ruling does leave in place other Trump tariffs, including those on foreign steel, aluminum and autos. But those levies were invoked under a different law that required a Commerce Department investigation and could not be imposed at the president’s own discretion. Why did the court rule against the president? The administration had argued that courts had approved then-President Richard Nixon’s emergency use of tariffs in a 1971 economic and financial crisis that arose when the United States suddenly devalued the dollar by ending a policy that linked the U.S. currency to the price of gold. The Nixon administration successfully cited its authority under the 1917 Trading With Enemy Act, which preceded and supplied some of the legal language later used in IEPPA. The court disagreed, deciding that Trump’s sweeping tariffs exceeded his authority to regulate imports under IEEPA. It also said the tariffs did nothing to deal with problems they were supposed to address. In their case, the states noted that America’s trade deficits hardly amount of a sudden emergency. The United States has racked them up for 49 straight years in good times and bad. So where does this leave Trump’s trade agenda? Wendy Cutler, a former U.S. trade official who is now vice president at the Asia Society Policy Institute, says the court’s decision “throws the president’s trade policy into turmoil.” “Partners negotiating hard during the 90-day day tariff pause ******* may be tempted to hold off making further concessions to the U.S. until there is more legal clarity,” she said. Likewise, companies will have to reassess the way they run their supply chains, perhaps speeding up shipments to the United States to offset the risk that the tariffs will be reinstated on appeal. The trade court noted that Trump retains more limited power to impose tariffs to address trade deficits under another statute, the Trade Act of 1974. But that law restricts tariffs to 15% and only for 150 days with countries with which the United States runs big trade deficits. For now, the trade court’s ruling “destroys the Trump administration’s rationale for using federal emergency powers to impose tariffs, which oversteps congressional authority and contravenes any notion of due process,” said Eswar Prasad, professor of trade policy at Cornell University. “The ruling makes it clear that the broad tariffs imposed unilaterally by Trump represent an overreach of executive power.” _____ AP Writer Lindsay Whitehurst contributed to this story. His comments came just hours after the Manhattan-based Court of International Trade ruled that President Donald Trump overstepped his authority by imposing sweeping duties on imports from nations that sell more to the US than they buy, which would include Australia’s trade surplus with its biggest ally. Mr Trump’s announcement on a sweeping base line 10 per cent levy on *********** exports to the United States overshadowed the first week of the Federal election campaign and was denounced by Prime Minister Anthony Albanese as “not the act of a friend”. Mr Trump cited “trade barriers” such as Australia’s biosecurity laws — singling out the prohibition of imported American beef — as the reason for what he called a “reciprocal tariff”. But the Government has repeatedly argued that the US has enjoyed a trade surplus with Australia since the Truman Administration, in the years immediately following World War II. “President Trump referred to reciprocal tariffs. A reciprocal tariff would be zero, not 10 per cent,” Mr Albanese said immediately after the shock White House decision. On Thursday, Senator Farrell, who is leading efforts to lift the tax on *********** goods, re-upped the “consistent” Government position that “these tariffs on *********** imports into the US are unjustified.” “We will continue to engage and strongly advocate for the removal of tariffs,” he said. “The Albanese Government will always stand up for Australia’s national interests, including *********** jobs and *********** industries.” The US court rejected the White House argument it can rely on presidential emergency powers to safeguard the economy, citing the constitutional provision that gives Congress exclusive authority to regulate commerce with other countries. “The court does not pass upon the wisdom or likely effectiveness of the President’s use of tariffs as leverage. That use is impermissible not because it is unwise or ineffective, but because [federal law] does not allow it,” a three-judge panel said in the decision. The Trump administration minutes later filed a notice of appeal. In a statement, the White House said it is “not for unelected judges to decide how to properly address a national emergency”. Top Trump adviser and Deputy Chief of Staff for Policy Stephen Miller reposted the judgement on X with the comment, “the judicial coup is out of control”. But it is the latest setback in the Trump administration’s much-criticised “America First” trade agenda that created shockwaves around the world in April and has since faced multiple legal challenges over the economic fallout. Although Australia, which sends less than 5 per cent of its exports to the US, would not face a severe direct impact, economists have warned the economy would have to weather the consequences of the wider global and regional damage of the tariff overhaul. Wednesday’s ruling came in a pair of lawsuits, one filed by the nonpartisan Liberty Justice Centre on behalf of five small US businesses that import goods from countries targeted by the duties and the other by 13 US states. Oregon Attorney General Dan Rayfield, a Democrat whose office is leading the states’ lawsuit, said the ruling “reaffirms that our laws matter, and that trade decisions can’t be made on the president’s whim.” At least five other legal challenges to the tariffs are pending. (WHNT) — A woman is paralyzed from the chest down after a tree fell on her car during severe storms that rolled through the Shoals on May 20. For 28-year-old Angel Gatrey, the day that changed her life started out just like any other day. She was driving her brother and son to an appointment when the storms struck. From Mess to Ministry: Huntsville barber gives haircuts and a little hope in hard times “By the time we were finished with their doctor’s appointments, it started to rain and we kind of got caught up in it,” Gatrey said. Severe storms hit the Shoals area that afternoon, hard and fast. “The storms just let out immediately, it went from 0-100 quick, it started with extreme rain, I could barely see, and I started to slow down,” Gatrey said. Gatrey was driving down Reservation Road in Muscle Shoals when a large tree fell and landed on her car. “It just seemed like it fell out of the sky, it came from the other side of the road, so I didn’t see any trees shifting or anything like that, all I seen was the rain, and next thing I know, a huge tree landed on us,” Gatrey said. Her brother and son were safe, but she was pinned under the weight of the tree, entrapped and pinned inside. “It was like the tree folded my car into the back of my head, so I was folded forward, and that’s why I couldn’t talk, so the tree wasn’t on my body,” Gatrey said. After being taken to an area hospital, where they realized how badly she was hurt, Gatrey was taken to Vanderbilt Hospital in Nashville. She underwent spinal cord surgery immediately to try and see what they could. “I have a class A spinal cord injury, so I’m not able to feel from my chest down, and my hands are still coming back into functioning,” Gatrey said. She says it was by the grace of God that she’s alive. “I’m so grateful to be alive, and I am excited and curious to see how god works through this situation because it felt like a freak accident, but I know God is sufficient in all circumstances,” she said. Its last remaining stores — 9101 Johnson Drive in Mission, 10137 Metcalf Ave. in Overland Park and 10630 Parallel Parkway in Kansas City, Kansas — have all closed. The company’s website still lists a location as “coming soon” at 740 NW Shoal Creek Parkway. Jack in the Box did not respond to The Star’s request for comment Tuesday to say whether or not that location would open. Signs on the doors and windows of the Mission restaurant read: “Thank you, Kansas City, for your support over the years. We’ve truly appreciated being part of the community.” The California-based chain has experienced financial hardship in the past few months. In April, after the KC area locations closed, the company announced that it would close 150-200 under-performing stores in an effort to save the brand. The company called the initiative the “JACK on Track” plan, saying it seeks to run an “asset-light business model.” In the company statement, Jack in the Box said it was “exploring strategic alternatives” for Del Taco, a fast-food brand it acquired in 2022. Property tax relief was not a part of Kehoe’s Tuesday morning news conference though when it comes to what will be discussed during the special session. “But he and I have had discussions,” Nicola said of his conversations with Governor Kehoe. “I’ve discussed it with leadership with the Speaker of the House, and my property tax bill is supposed to be part of the Special Session, so that’s what I’m pushing for and fighting for, and I think we have the consensus in the Senate to get something passed.” Nicola’s bill would give the State Tax Commission authority to withhold up to 50% of all taxes that Jackson County is due if they’re ordered to lower assessments. Missouri Republican Congressman Mark Alford said that a domed stadium would be great for the Chiefs to try to get a Super Bowl.
