Bloomberg | Bloomberg | Getty Images As the Indian government walks a tight rope between fiscal prudence and reviving growth, experts suggest it will likely favor cutting deficit in its annual budget over spending aimed at turbocharging Asia’s third-largest economy. For the fiscal year ending March 2026, the Indian government could lower the fiscal deficit target by 50 basis points to 4.4% of the country’s gross domestic product from the 4.9% target for the current fiscal year, economists at investment bank UBS said. They also projected the government would set a nominal GDP growth target of 10.5% for the next fiscal year. Indian Finance Minister Nirmala Sitharaman will present the national budget on Feb. 1, in what would be the coalition government’s first full-year budget after assuming power in June. The budget comes against the backdrop of a growth slowdown in the world’s fifth-largest economy, weak domestic demand, a depreciating rupee and rising global uncertainties. The slowdown in the economy has largely been attributed to factors such as unseasonal rainfall, fiscal tightening and tepid credit growth in the private sector as the central bank took steps to curb unsecured lending growth. The upcoming budget is likely to re-emphasize on jobs growth in the labor-intensive manufacturing sector, while promoting rural housing programs and additional steps to control prices volatility, Goldman Sachs said. Against the backdrop of slower domestic consumption and activity, the budget might focus on “fine-tuning existing measures and medium-term demand boost,” said Radhika Rao, senior economist at DBS. “Tax relief [also] tops this list … even though a reduction in the personal income tax rates or standard exemption will impact a small part of the population, some support is likely in the pipeline,” Rao added. To give consumption a boost, the central government is expected to lower personal income tax for middle-income households, she said, while continuing to prioritize spending on infrastructures, upgrading the country’s roads, railways, airports and highways. Deficit focus After surging to 9.2% of GDP during the pandemic, the Indian government has been steadily lowering its budget deficit in recent years, a key requirement for the country to win a credit rating upgrade. S&P Global Rating raised in May India’s sovereign rating outlook to “positive” from “stable” while retaining the country’s credit rating at “BBB-” — its lowest investment grade level — citing the country’s robust economic expansion, political commitment to fiscal consolidation. The finance minister pledged in her July budget speech to narrow the deficit to 4.9% in the current fiscal year, and 4.5% next fiscal year. “From 2026-27 onwards, our endeavor will be to keep the fiscal deficit each year such that the central government debt will be on a declining path as percentage of GDP,” she said. The government is expected to achieve a deficit of less than 5% in the current fiscal year, in part thanks to a $25 billion record dividend from the central bank. Subscribe now Over the last seven years, the Indian government has consistently fallen short of fully utilizing the budgeted and additional expenditures approved through supplementary grants, using on average around 80% of the total available funds each year, according to a Goldman Sachs calculation. The shortfall has narrowed post-pandemic, when the government overshot its budgeted subsidies expenditure to cover rising food prices, it said. The investment bank projected the government’s public expenditure to shrink further in the coming years, slowing to 3.2% of the GDP in fiscal year 2025-26. That fiscal discipline would “remain a drag on growth in the next fiscal year,” it said, suggesting that “the fastest growth pace in public capex is behind us … overall, there is not much room to boost ******** spending.” Economic slowdown The world’s fastest growing major economy has seen a growth downturn. India has been steadily cutting its full year real GDP forecasts after economic growth missed expectations in the quarter ending September, when its grew by 5.4% — its slowest expansion in nearly two years. The government has trimmed its economic growth outlook for the current fiscal year to the slowest level in four years, after three rounds of cuts brought estimates to 6.4% earlier this month from 7.2% in October. For the next fiscal year, Nomura analysts said the government might set a nominal GDP growth target of 10.3%, up from 9.7% for the current fiscal year ending March 2025. Still, hopes that Sitharaman will deliver a large fiscal package to pull the economy out of its recent soft patch in the upcoming budget are likely to be disappointed, Shilan Shah, deputy chief emerging markets economist at Capital Economics said in a note. While some additional “accommodative tax and spending measures are on the cards,” they are likely to be “piecemeal,” Shah added. Monetary easing The Reserve Bank of India has held the interest rate steady since February in 2023, however, a sharper-than-anticipated slowdown in India’s economic growth has made the central bank’s task tougher. With the rupee hitting record lows against the greenback, any cuts to the bank’s policy rate could spark a further rise in domestic inflation, putting further pressure on the currency and likely triggering capital outflows. India’s consumer price inflation has fallen within the central bank’s tolerance ceiling of 6%, coming in at 5.22% in December and 5.48% in November — it had breached the upper limit in October — offering the RBI some room to lower rates. The RBI faces a “tough choice,” said Tanvee Gupta Jain, chief India economist at UBS, adding that she expected a “shallow monetary easing cycle” of about 75 basis points, starting the February policy meeting. The central bank, however, said last month that monetary conditions could remain tight for some time while it looked at further curbing inflationary pressures. India-watchers have also been on tenterhooks over possible actions by President Donald Trump, who had floated the idea of universal tariffs during his campaign trail. With a trade surplus of nearly $42 billion with the U.S., India faces heightened scrutiny under Trump’s policy focus on reducing trade deficits. The U.S. trade policy framework under Trump’s second presidency could strengthen the dollar and Treasury yields, keeping the U.S. interest rates elevated for longer. That has complicated the policy decisions for central banks in Asia, including the RBI, as boosting growth by loosening policy would mean widening the rate differentials. Disinvestment goal One part of the budget that investors will be focused on is the government’s divestment of stakes in state-run entities. India is looking to cut its disinvestment and asset monetization goals by 40% — or to less than 300 billion rupees ($3.47 billion) from 500 billion rupees — for the current financial year, domestic media outlet The Economic Times reported earlier this month. Divestment receipts have “lagged this year” and stood at 90 billion rupees compared to the government budget estimate of 500 billion rupees, said UBS’ Jain. She expects the government to lower the target “towards 300 billion” rupees for the next fiscal year. Community raises more than $80,000 for family of Borger student who died in accident Community raises more than $80,000 for family of Borger student who died in accident The Borger community and surrounding area has rallied in support after last week’s accident in a school drop-off zone took the life of a young student — raising funds, offering counseling and prayers and wearing pink in solidarity of her family, friends and peers impacted by the tragedy. An online fundraiser supporting the family of an 8-year-old Borger girl who died in the tragic drop-off accident at Gateway Elementary School has surpassed $80,600, according to the campaign’s GoFundMe page. More than 1,400 donations had been made as of Wednesday afternoon. Other collections were taken at area games, and an account was also set up at Pantex Federal Credit Union in the girl’s name. Stuffed animals lined the sign of the elementary in a makeshift memorial set up after the horrific turn of events ended the school day early Friday. A memorial set up on the campus of Gateway Elementary School in Borger to honor Serenity Campos, a second grader who died Jan. 24 after her coat got caught in a vehicle during school drop off. The child, identified as second-grader Serenity Campos, died Jan. 24 after her coat became stuck in a vehicle door during morning drop-off, police said. A senior school official attempted to intervene, but the incident “happened so quickly that it could not be stopped,” according to a news release from the Borger Police Department. “Our hearts go out to all those affected by this horrible accident,” the department said, adding that there is no reason to believe criminal charges will be filed. The GoFundMe page states that Serenity’s parents, Daniel and Daniela Campos, are caring for three other children and face significant expenses in the wake of their daughter’s death. Organizers set a $75,000 goal, and donations have already exceeded that amount. Loved ones described Serenity as a caring, spirited child with a “contagious smile” who “hated to see anybody crying or sad.” She is survived by her parents and siblings, Braylee, Haisley and Asher. And her school has shared messages about Serenity using the hashtag, “LoveLikeSerenity.” A vigil was set up outside Gateway Elementary School, where community members placed stuffed animals in Serenity’s memory. A separate plan announced Wednesday calls for aggressive action to fight antisemitism on college campuses, promising to prosecute offenders and revoke visas for international students found to be “****** sympathizers.” Both plans were outlined in executive orders signed by Mr. Trump on Wednesday. The measures seek to fulfill some of the Republican president’s core campaign promises around education, though it’s unclear how much power he has to enact the proposals. His order on K-12 schools declares that federal money cannot be used on the “indoctrination” of children, including “radical gender ideology and critical race theory.” It says civil rights laws barring discrimination based on sex and race would be used to enforce the order, calling critical race theory an “inherently racist policy.” Examples cited in the order include a policy at Harrisonburg City Public Schools in Virginia requiring teachers to use students’ preferred names and pronouns. Another policy at Madison Metropolitan School District in Wisconsin says schools should “disrupt the gender binary” by teaching students to embrace different gender identities, according to the order. The Education Department’s Office for Civil Rights investigates allegations of civil rights violations and can impose sanctions up to a total loss of federal money, though that penalty has almost never been used and must be approved by a judge. The order is an attempt to suppress teaching about race and racism, said Trey Walk, a researcher and advocate with Human Rights Watch. “Students have a right to learn about how discrimination can be entrenched in law and society. If the US denies young people this knowledge, it has little hope of eradicating racism,” he said. Mr. Trump also directs the education secretary to craft a strategy within 90 days to “end indoctrination in K-12 education.” Mr. Trump has appointed billionaire professional wrestling mogul Linda McMahon as his education chief, but her Senate confirmation hearing has not been scheduled. During his campaign, Mr. Trump said he would sign an order “on day one” to cut federal money for schools that push critical race theory or other “inappropriate” content. The federal government provides billions of dollars to schools every year, though the vast majority of their money comes from state and local sources. The measure taps into a wave of conservative anger that has taken aim at classroom lessons that some see as too liberal. A growing number of Republican states have adopted laws or rules barring the teaching of critical race theory or “divisive concepts” in public schools and universities. Opponents say the rules impose vague restrictions on teachers and create a chilling effect on discussions about history and other subjects. The term “critical race theory” is sometimes used by conservatives as a catchall for subjects they don’t want to be taught in the classroom, though, in reality, it refers to a complex academic and legal framework centered on the idea that racism is embedded in the nation’s systems. Mr. Trump’s plan to fight antisemitism would “marshal all federal resources” and bring immediate action from the Justice Department to investigate and punish offenders on U.S. campuses. It calls for the deportation of nonresidents who “violate our laws,” citing previous threats by Mr. Trump to revoke student visas for international students who attended pro-************ protests. Trump’s action promises to “protect law and order, quell pro-****** vandalism and intimidation, and investigate and punish anti-Jewish racism in leftist, anti-American colleges and universities.” It drew swift backlash from civil rights groups who said campus protests have mostly been peaceful and are protected by constitutional free speech rights. Edward Ahmed Mitchell, national deputy director for the Council on American-Islamic Relations, said the action is discriminatory and wrongly characterizes protesters as “pro-jihadist” or “pro-******.” “These college students were Jewish, *******, ******, ************ and various other races who were simply protesting what they viewed as a genocide in Gaza,” Mitchell said. “They are no different than the students who protested Vietnam or segregation or apartheid in South Africa.” Tensions over the Israel-****** war led to emotional demonstrations on U.S. campuses, including a wave of pro-************ tent encampments that led to some 3,200 arrests. The Biden administration opened more than 100 investigations into alleged antisemitism and Islamophobia at schools and universities after ******’ Oct. 7, 2023 attack on Israel. A flurry of schools reached deals to settle the cases before Mr. Trump took office amid fears that he would issue heavier sanctions. The White House on Wednesday also reinstated an order from Mr. Trump’s first term establishing the 1776 Commission to promote “patriotic education” in U.S. schools. Biden revoked the order and the commission’s guide for teaching history. The guide played down America’s role in slavery and argued that the civil rights movement ran afoul of the “lofty ideals” espoused by the Founding Fathers. Courtesy of Jake Kassan When Jake Kassan sold his company for $100 million at the age of 27, he thought the money would make him happy. Though it did temporarily, it eventually took away his sense of purpose and threw him into cycles of anxiety and depression, he said. In 2018, Kassan sold his Los Angeles-based accessory brand MVMT Watches — pronounced “movement” — to the Movado Group in a deal that left him walking away a multi-millionaire. The company, which he had started as a 21-year-old college dropout, granted him the financial freedom he sought. “The North Star when I was younger, was always financial freedom,” Kassan told CNBC Make It. “So my purpose, I always felt was: I wanted to make money.” “Then you sell [your company] and then … for the first time in years, I don’t want to talk about MVMT anymore, but I also didn’t know what to talk about, and I couldn’t find anything that felt as important as that entrepreneurial journey,” he said. “I think I lost purpose.” Today, the 33-year-old is working on regaining his sense of purpose and redefining what happiness means to him. College dropout turned millionaire entrepreneur As a kid, Kassan said, he was never particularly good at school. Instead, he saw more value in making money. “Academically, I’ve just never done [well]. I’ve always been probably just a little below average,” Kassan said. “Call it ADD (Attention Deficit Disorder) or whatever they want to label it as these days … I’m very good at being hyper focused, and it’s a strength and a weakness of mine, to be honest.” “I found that if there’s something I’m interested in, I’m extremely focused and almost obsessive over that thing to the point that you kind of will it into being successful, but also sometimes you sacrifice other areas of life,” he said. By college, he had already gained years of business experience. Before starting MVMT, he launched an interactive glow-in-the-dark T-shirt business in 2008. At the time, he was studying at the Santa Barbara City College, before dropping out after his first year. “I just didn’t know why I was doing it. I was doing the routine, going in circles … after a year of [going to classes] and having a business at the same time, I dropped out to pursue that business,” he said. Unfortunately, he said, that company, which relied mostly on a brick-and-mortar storefront, failed after competitors taking a digital-first approach entered the space. But that taught him a big lesson that would feed into the success of his next venture: focus on e-commerce instead. Money’s impact on mental health By June 2013, Kassan founded MVMT Watches — which took an online approach — with his college roommate Kramer LaPlante, and over about five years, the two dropouts amassed a million followers on the brand’s Instagram, built a team of 45 employees and ultimately sold the company for $100 million. “Fast forward to the day where it happened … you wake up and you look at the Chase app that you’ve always opened, and now you see your bank account looks like a phone number,” he said. “In some ways, a lot changes. In some ways, nothing changes.” It was great at first, because I was just enjoying being in the moment. But at some point … it just felt like Groundhog Day. It’s like, there’s got to be something more. Kassan, who had struggled with anxiety and panic attacks before, said his mental health worsened in the years after selling his company. “It was great at first, because I was just enjoying being in the moment. But at some point … it just felt like Groundhog Day. It’s like, there’s got to be something more,” he said. “As time passed, I couldn’t help but start to feel this void growing inside me,” Kassan said in his recent YouTube video. “I finally climbed to the top of my mountain, but I didn’t find what I was looking for.” Jake Kassan, 33, co-founder of MVMT Watches. On top of that, Kassan said, he struggled to find the right person to talk to about how he felt. “I turned 30, I [had] just gone through a breakup … I had friends and stuff, but still, just finding people who understood [how] lonely it felt at times … it just felt emotionally depleting,” Kassan told CNBC Make It. “How do you empathize with someone who is rich and depressed?” he said in the video. Eureka moment One night in 2024, Kassan was on a trip in Australia with friends when he had a panic attack in his hotel room. “I’ve had panic attacks before, but this was … completely out of left field,” he said. “It was the first one that I had in years. Rather than being so concerned over the destination, he decided he would simply start working again like he did when building MVMT. “I think the gym is the best analogy for it. If you don’t see results after week one or week two … when you’re months down the road, you start to actually see all the benefits from your work,” he said. He also learned that what made him so fulfilled while building MVMT and his other entrepreneurial endeavors was the fact that he could be creative. That discovery led him to zero in on videography and storytelling. Today, Kassan is working on building his YouTube channel. He is also an angel investor for companies on the side. Businesses he’s invested in include prebiotic soda company Olipop and sauce company Truff. “I can’t buy more peace of mind,” he said. “That’s my relationship with money. I’m grateful for it. Settling the lawsuit is the latest step Zuckerberg and Meta have taken to appease Trump, who at one point during the campaign threatened the Facebook founder for “plotting” against him. Following the election, Zuckerberg ended Meta’s longtime and rolled back content moderation standards dehumanizing language and slurs targeting immigrants and LGBTQ people. He also ended programs and added Trump backer and UFC CEO Dana White . Zuckerberg had a prominent seat at Trump’s inauguration, alongside other tech CEOs. News of Meta’s settlement broke just as the company released its latest earnings results. Citing sources within the federal government, WIRED reports that some former employees of Neuralink, Tesla, and xAI (all companies owned by Musk) have taken on high-ranking positions at the OPM, the federal government’s version of a human resources department. According to the outlet, the agency’s new chief of staff is slated to be Amanda Scales, a previous employee of Musk’s who worked in talent at his artificial intelligence company xAI. WIRED’s sources also claim that the OPM’s new senior advisor to the director will be Riccardo Biasini, a two-time previous Musk employee who worked as an engineer at Tesla and later took on a director of operations role at Musk’s tunnel-building operation, The Boring Company. Another staffer, who WIRED did not name because of his age, graduated from high school last year and will report directly to Scales. While the outlet did not identify the employee, it did note that his previous experiences included a stint as a camp counselor and, more notably, a summer position at Neuralink—Musk’s neurotechnology company that develops implantable brain-computer interfaces. The teen is not the only young staffer on the team. A 21-year-old—who WIRED again did not identify because of his age—is reportedly slated to assume an advisor role. He comes to the OPM from Palantir, a software company founded by former Musk associate Peter Thiel. Thiel and Musk were both involved with PayPal, which Thiel also co-founded. Three women stalked by the same man say police ignored red flags that resulted in repeat offending. Far-right supporter Callum Parslow, who had already served time for stalking, was jailed earlier this month for attempted *******. Mercy Muroki, one of those speaking out against him, said she had “no doubt” he would have tried to kill her if he had her address. Police said any victim who was dissatisfied with the service they received should make a formal complaint. Warning: This story contains language which some readers might find upsetting The three women were each contacted by Parslow on anonymous online accounts between 2017 and 2023. He sent personal and graphic messages about *****, necrophilia and violence. Ms Muroki, a political commentator and former GB News presenter, received racist and sexist messages in 2023. “The most concerning was where he talked about how no self respecting paedophile would touch my daughter, and it was a racist comment,” she said. West Midlands CTU Parslow shared extremist, neo-Nazi, racist and anti-Semitic views online The police advised her to block the accounts but, after doing so for a while, she then ignored their advice. “I could see his behaviour was escalating and that every time I blocked him he was still going to find a new way to contact me and I was worried, where would that end?” West Mercia Police said in December 2023 Callum Parslow was arrested on suspicion of racially or religiously aggravated harassment. Parslow was released on bail but, at the time, Ms Muroki still did not know his identity. “At that point I felt most unsafe because he knew he was potentially going back to prison and he knew I was the reason for it,” she said. She asked police if he was a physical threat to her or her daughter, but she feels they dismissed her concerns. “Police said he was a bit of a loner and didn’t have access to a car, so it was very unlikely that he would have the means to physically access me. “The point wasn’t the ease that he could get to me, it was could he?” Ms Muroki said, while one female officer went above and beyond, she felt some male officers were insensitive and did not take far-right content on his account as seriously as they should have. While on bail, Parslow went on to stab an asylum seeker in what the sentencing judge said was “undoubtedly a terrorist attack”. At Woolwich Crown Court on 17 January, Parslow was given a minimum prison term of 22 years and eight months for attempted *******. Parslow also pleaded guilty to offences connected to Mercy’s case which included a ******* offence and two charges of sending electronic communications with intent to cause distress and anxiety. Sara says her stalker got a new identity without her being informed This was not the first conviction for Parslow, who was jailed in 2018 for 30 months for seven counts of stalking and causing fear of violence, and three counts of sending indecent or offensive communications. He sent “********* graphic and extremely violent” messages to 13 different women. BBC Wales spoke to two of them, who found out about his recent conviction in news articles but were “shocked” to see him using a different surname. Sara Manchipp, from Port Talbot, said: “I was just totally flabbergasted that somebody who has caused so much torment and distress in our lives, could just come out of prison, have a new identity and just go on to reoffend.” She said she should have been notified of his name change and reoffending. “I was upset and angry as I feel we had a right to know, he had a massive effect on our lives but the victims are still living with the trauma he caused, and in this case it was totally wrong.” Sophie – not her real name – now struggles with PTSD as a result of the ordeal and said it was triggering to see Parslow again in the news. “The police completely dismissed me when I reported his behaviour in 2017 and again it feels like my safety has been ignored,” she said. In December 2024, the Home Office introduced new stalking measures which included changes to Stalking Protection Orders requiring police to be informed of name or address changes, with failure to do so being a criminal offence. But Mercy, Sara and Sophie felt this should go further to ensure victims were notified. Sussex PCC PCC Katy Bourne would like to see a stalking register introduced to protect victims Katy Bourne, police and crime commissioner for Sussex, is the lead for stalking in Wales and England and has also been a victim of stalking herself. She said, in this case, she felt police missed red flags, adding: “There are high harm indicators – like online exposure, previous offending and far-right material. “If the police had really looked and joined up those dots they’d see a much greater pattern of risk and potential harm there.” Ms Bourne supported the calls for a change in legislation, describing a convicted stalker changing their identity as “effectively putting on a disguise to enable you to probably do the same thing again”. She said a stalking register which would allow police to monitor perpetrators and prioritise victims’ safety in the same way as is already done for other ******* offences. It is an idea that has been debated by government several times, most recently in 2021 during the introduction of the domestic abuse bill, however it was rejected. The Home Office said it had announced six new measures to tackle stalking, including Right to Know statutory guidance to help victims know who was stalking them online. West Mercia Police said it carried out an investigation into Parslow which “progressed at pace and remained ongoing” at the time of the attempted *******. The force “praised the bravery of his victims” and added it would “encourage anyone who is dissatisfied with the service they have received from West Mercia Police to make a formal complaint, and this will be investigated”. Additionally, allegations from Musk that “the Biden administration left them there” and Trump that the astronauts “have been waiting for many months” both misstate the situation. To understand the circumstances onboard the ISS, it’s important to note that crews rotate onboard the orbiting research laboratory. For 25 years, the ISS has been continuously staffed by crews called Expeditions — each typically lasting about six months, with a mix of primarily U.S. and Russian crew members. Since SpaceX began regularly flying crews for NASA in 2020, the agency has been sending up four astronauts at a time. Each group works until the next arrives at the ISS, when a ceremonial “handover” occurs before the departing crew heads back down to Earth. NASA deemed Boeing’s Starliner too risky to return Wilmore and Williams. Starliner was initially expected to be in space for about nine days, but it spent roughly three months at the ISS while Boeing investigated an issue with the capsule’s thrusters. Instead, it decided to remove astronauts Zena Cardman and Stephanie Wilson from the September launch of SpaceX’s Crew-9 mission. That meant Wilmore and Williams, who were already on the ISS, would stay on as part of Expedition 72. They would then return on SpaceX’s Dragon alongside astronaut Nick Hague and Russian cosmonaut Aleksandr Gorbunov. Notably, NASA recently delayed the launch of SpaceX’s Crew-10 mission by a month, to “late March” from February. The agency said it and SpaceX required more time to “complete processing” of the newly built Dragon capsule.
