Diogenes Archangel-Ortiz, 49, was removed from the hospital by security the previous night after becoming irate and emotionally overwrought following a diagnosis that there was no other treatment available for his wife, the official said. It is not clear whether she has died. York County District Attorney Tim Barker said at a news conference Saturday that Archangel-Ortiz had “contact previously in the week in the ICU for a medical purpose involving another individual,” but his office declined to provide additional information Monday. Archangel-Ortiz returned to the hospital Saturday morning, carrying a backpack with a firearm, zip ties and duct tape, and held staff members hostage before being killed in a shootout with police. The gunman opened fire and struck three officers, killing one who was later identified as West York Borough Police Department Officer Andrew Duarte. The 30-year-old officer’s death was ruled a *********, the York County Coroner’s Office said in a news release posted to social media on Monday. Duarte died after being shot in the torso, the news release said. A service celebrating Duarte’s life is set for Friday, Feb. 28, at Living Word Community Church in Red Lion, Pennsylvania, according to an obituary published in The York Dispatch on Monday. In addition to his parents, Duarte is survived by his girlfriend and several extended family members, the obituary said. An intensive care unit doctor, nurse and custodian suffered gunshot wounds, and a fourth employee was injured in a fall, according to Barker. As of Sunday, they were “medically stable and progressing in their recovery,” the hospital said in a statement. No patients were injured, Susan Manko, a spokesperson for UPMC Memorial told CNN. The Pennsylvania State Police are leading the investigation with the assistance of the York County District Attorney’s Office. A spokesperson for the state police said no additional information will be released until the investigation is completed, but said all details of the incident will be investigated. Flagship crime plan unveiled by government Flagship crime plan unveiled by government Police will be given new powers targeting knife crime and anti-social behaviour and be allowed to search homes for stolen mobile phones without a warrant under major legislation to be unveiled in parliament. The Crime and Policing Bill is at the heart of what the government calls its “Safer Streets mission” and ministers want it to become law by the end of the year. Home Secretary Yvette Cooper said the bill would take back “our streets and town centres, restoring respect for law and order”. The Conservatives say the plans have been “copied and pasted from the last government’s announcements”. The Crime and Policing Bill pulls together many measures set out in Labour’s general election manifesto. But they come amid questions over whether police have the money to make the government’s plan work. Ministers say that the enormous piece of legislation will target the crimes that communities want prioritised to make their areas feel safer and to bear down on behaviour that has gone unpunished. The bill includes the government’s proposed “Respect Orders”. These court-imposed restrictions will be similar to the Anti-Social Behaviour Orders (Asbo) developed in the Tony Blair era, then scrapped by the Conservatives and Liberal Democrats coalition a decade ago. While Asbos were popular with voters, critics say the restrictions often became unworkable or poorly enforced. The proposed Respect Orders allow courts to impose restrictions on an individual’s behaviour, just like an Asbo. But they would also be able to compel them to attend programmes such as addiction treatment or anger management courses to change their ways. Under the bill, police gain the power to enter and search a property without a court warrant for a stolen mobile phone, or other items that have been electronically tracked such as laptops or Bluetooth-tagged bikes. The power means that victims of mobile phone thefts, who are tracking their device while it is in the hands of a criminal, can call on police to recover it quickly. Other measures previously announced in the bill include: Scrapping a 2014 law that classified shoplifting of items worth under £200 as less serious than other retail theft – making them less of a priority for the police.An offence of assaulting a shop worker – also a Conservative commitment before the 2024 General Election.A new police power to seize without warning off-road bikes or e-scooters.A new offence of spiking drinks, separate to current assault laws.Giving judges the power to issue a Stalking Prevention Order against a suspect, even if they are not convicted of a crime. Another already announced power to be added as the Bill goes through Parliament will compel online retailers to alert police to bulk or suspicious sales of knives. The Home Office says the bill’s aims will be delivered by recruiting 13,000 additional neighbourhood officers by 2029 – and the department has pledged £200m specifically towards that. But some forces have already warned they will have to cut officers this year because of a wider budget crisis. The National Police Chiefs Council (NPCC ) said last year that forces faced a £1.3bn funding gap, and the available cash was not being shared evenly between forces due to outdated rules. The Home Office has since confirmed it is putting £1.1bn extra into policing up to April 2026. But the NPCC has warned that if it is to deliver the “Safer Streets” plan, forces would need a pay settlement that would help them to attract and retain the best possible officers. Looking through the comments on her social media posts can be an emotional rollercoaster for Miah Carter. The 21-year-old influencer posts makeup, body positivity and lip-sync content for her 3.3m followers on TikTok, but says her success online comes with constant abuse. Speaking to Radio 5 Live, Miah says she receives abusive comments “every second, every day… the trolling I get is disgusting”. Miah is sharing her experience as Ofcom releases new draft guidance aiming to improve the experience of women and girls online. Messages left under Miah’s posts include comments encouraging her to take her own life, and personal attacks on her appearance. “When I first started social media, my following came really quickly,” she said. “With that, the hate [comments] came coming in. “Back then, I didn’t understand it. I didn’t know how to deal with my emotions. It really affected my mental health and I had suicidal thoughts. “Now I’ve learned to ignore the comments and if I can be bothered, I delete them.” Chief executive of Ofcom Dame Melanie Dawes Chief executive of Ofcom, Dame Melanie Dawes, has said the draft guidelines issued on Tuesday, will, if tech firms adopt them, be a “proper blueprint” for protecting women and girls online. The broadcasting watchdog’s draft guidance ranges from measures to tackle online misogyny and domestic abuse, to pile-ons and intimate image abuse. Ofcom has previously issued guidance to tech firms around protections for children online and on dealing with ******** online content. Speaking to Radio 5 Live, Dame Melanie said the organisation would “absolutely” name and shame companies who didn’t comply with their guidance, so the public would know which companies were “not taking [user’s safety] seriously”. The regulator wants sites and apps to adopt these measures voluntarily in what they call “a safety by design approach”. For example, they could adopt “abusability” testing to identify how a service or feature could be exploited by a malicious user. Rules in the Online Safety Act, due to come into force this year, will compel social media firms to show that they are removing ******** content – such as child ******* abuse, material inciting violence and posts promoting or facilitating suicide. The law also says companies have to protect children from harmful material including ************. Content creator Harriet Maynard has also experienced abusive comments, which sometimes escalate into pile-ons – where a large number of people harass a person online. Her Instagram posts are aimed at a female audience and relate to issues around parenthood and lifestyle content. Despite having mainly female followers, when a video of Harriet’s goes viral, she says she receives “an influx of negative messages, primarily from men”. “I normally don’t let it bother me, but when you get a wave of online abuse, it can get you down. “In a ‘normal’ workplace, if you were being bullied or harassed, then there’d be an HR department to deal with it accordingly. But for us making content online for a living, there’s nothing like that.” ‘Tech platforms do the absolute minimum’ Nicole Jacobs, domestic abuse commissioner for England and Wales, welcomes the draft guidance. “I’m pleased that Ofcom are stepping up to start the process of providing guidance to tech companies to tackle this,” she said. “It’s now on these firms to implement these recommendations and ensure that perpetrators can no longer weaponise online platforms for harm. “By taking meaningful practical action, not only will people be safer online, but it will demonstrate that tech companies are ready to play their part in tackling domestic abuse.” Prof Clare McGlynn, an expert in ******* violence, online abuse and the legal regulation of ************, says she feels the guidance, which has no legal force, will struggle to make meaningful change. “Experience shows that tech platforms do the absolute minimum necessary to comply with the law and little more. In the current climate, this is unlikely to change,” she said. “We urgently need to do more by strengthening regulation, making many of these recommendations legally binding. A dedicated Online Safety Commission which prioritises online harms would be a positive next step. “ Some of the suggestions to tech companies from Ofcom include: “Abusability” testing to identify how a service or feature could be exploited.User prompts asking people to reconsider before posting harmful or abusive material.Easier account controls, such as bundling default settings to make it easier for women experiencing pile-ons to protect their accounts.Removing geolocation by default.Training moderation teams to deal with online domestic abuse. While a report from Ofcom shows women are five times more likely to suffer intimate image abuse and are more likely to report being negatively affected by harms experienced online than men, Dame Melanie said the guidance was not about “women versus men or demonising men”. “I think many men are really concerned about this as well. And that wider culture that’s going on online, I just don’t think it’s healthy for anybody. “The misogyny that’s becoming normalised in some parts of the internet, that’s not great for boys. It’s not going to help them to form proper, strong, healthy relationships as they grow up. So I really hope men will get involved in this too.” ‘I’d like to see tech companies do more’ Harriet believes some of the suggestions by Ofcom would be ineffectual, such as popups on screen to make users consider if they wish to post abusive comments. “I don’t think these kind of people worry if they’re going to offend someone by doing what they’re doing. They hide behind their keypads. Complete cowards,” she says. However, she would welcome more protections for women experiencing pile-ons if they were built into social media platforms, adding users should be able to protect themselves from “pure abuse”. Miah feels the guidance may make some difference, if companies choose to follow it. “I’d like to see tech companies do more,” she says, “[Ofcom has] a huge challenge, but real change is possible if they hold platforms accountable. “Right now, reporting hate often leads nowhere – there needs to be stricter enforcement and actual consequences for harmful behaviour.” In a statement given to the BBC, Meta, which owns Instagram and Facebook, said: “We remove any language that incites or facilitates serious violence, disable accounts, and work with law enforcement when we believe that there is a genuine risk of physical harm or direct threats to public safety. “We continue to work with women’s safety groups to understand the different ways harassment towards women can show up, while improving our technology to find and remove abuse more quickly.” The BBC has also contacted other social media companies, including TikTok and X, for comment. NurPhoto via Getty Images If you rely on your iPhone as an alarm clock, you are hardly alone ― but you should be aware of a potential issue that could lead to oversleeping, missed appointments or tardiness. Over the past month, several iPhone users on TikTok have shared their experience with an apparent bug that impacts the device’s alarm function, with a few of the videos going viral on the platform. Basically, some are claiming that their alarms are either failing to activate or are going off with no sound. “I’ve been using the iPhone alarm for 10 years ― never had an issue. Well, two days ago I woke up an hour and a half late for work to a phone call from my boss saying, ‘Hey, you coming in today?’” TikTok user @brunson_state shared on the app. “If your alarms have not been going off and you have an iPhone and you think you have been sleeping through them, you are not in the wrong,” said Alexie Armour, another user, who added that the alarm problem caused her to miss her airport transportation and subsequently have to pay $500 to park her car at the airport. The comments section for both videos is filled with responses from people who’ve had similar experiences and thought their brains were malfunctioning; “I THOUGHT I WAS CRAZY” is a common comment. Both TikTok users believe they’ve identified the source of the issue: a feature called “Attention Aware,” which was first introduced in 2023 with the release of iOS 17. The feature utilizes the iPhone’s TrueDepth camera to determine whether or not a user is actively paying attention to their device and then automatically adjusts certain settings and behaviors accordingly. So if you’re looking at your phone, the display brightness won’t dim, and the volume of the sound for your alerts lowers. But, as some have pointed out, the feature may mistakenly register someone as awake and looking at their phone when they are actually asleep ― thus leading to the silent alarms. “It’s basically like AI, and it naturally detects if it should put the alarm off or not, or it will dim the sound of it,” Armour said in her TikTok video. “Why would you put a feature that turns off alarms on its own?” The alarm problem first surfaced in April 2024 when users started sharing their experiences on social media. At the time, NBC News correspondent Emilie Ikeda and Wall Street Journal columnist Joanna Stern both confirmed that Apple was aware of the issue and working on a solution. Still, it seems the problem has persisted for some people in subsequent iOS versions; it’s unclear if it’s the same issue from last year or a different one leading to the same problem. (Apple did not immediately respond to HuffPost’s request for an update.) Fortunately, users have shared helpful workarounds. The main one is to disable the “Attention Aware Features” function on your iPhone. To turn it off on your device: 1. Open “Settings” 2. Go to “Accessibility” 3. Tap “Face ID & Attention” 4. Toggle off “Attention Aware Features” You can also find this feature under “Voice Control” in “Accessibility.” Additionally, you’ll want to check on your alarm volume and potentially adjust the slider for “Ringtone and Alerts” under “Sound & Haptics” in your settings. Toggle off the “Change with Buttons” option below that if you don’t want to accidentally lower alarm volume over the course of your regular iPhone use. Setting multiple alarms on different devices or apps can lower your odds of oversleeping if your regular iPhone alarm fails.
