McCoy | Bloomberg | Getty Images The federal weather and oceans agency touches people’s daily lives in unnoticed ways, so massive firings there will likely cause needless deaths and a big hit to America’s economy, according to the people who ran it. The first round of firings started Thursday at the National Oceanic and Atmospheric Administration, a government agency that monitors the oceans, the atmosphere where storms roam and space, and puts out hundreds of “products” daily. Those products generally save lives and money, experts say. NOAA’s 301 billion weather forecasts every year reach 96% of American households. The firings are “going to affect safety of flight, safety of shipping, safety of everyday Americans,” Admiral Tim Gallaudet told The Associated Press Friday. President Donald Trump appointed Gallaudet as acting NOAA chief during his last administration. “Lives are at risk for sure.” Former NOAA Administrator Rick Spinrad agreed. “We’re getting into prime tornado time. We’re getting into planting season for the agricultural season for the bread belt,” Spinrad said. “It’s going to affect safety. It’s going to affect the economy.” That’s because “NOAA sort of gets forgotten, until it’s very important,” said private meteorologist Ryan Maue, a conservative and a NOAA chief scientist under President Donald Trump. “This throws sand in the gears” of an agency that is understaffed but doing “a Herculean job,” Maue said. Elon Musk has repeatedly defended federal workforce cuts by his Department of Government Efficiency as “common sense.” “The people voted for major government reform, and that’s what the people are going to get,” Musk said from the Oval Office this month. “That’s what democracy is all about.” What does NOAA do? The agency creates daily weather forecasts from 122 local offices, issuing warnings for deadly tornadoes, hurricanes, tsunamis, wildfires and floods. Disaster and local officials use those to advise the public on how to avoid danger. Farmers use seasonal outlooks for crop advice. Pilots use aviation forecasts. Forecasts from private weather apps on phones, on television and elsewhere are based on NOAA satellites, data and forecasts. “That’s an amazing undertaking to monitor that. You can’t count on TV meteorologists to fill this gap and you can’t count on private meteorology,” Maue said. “You can’t count on your weather app to call you up and alert you” to tornadoes, severe thunderstorms and floods in your area. What is the potential impact of the dismissals? In the west, dozens of NOAA meteorologists provide firefighting crews with up-to-the-minute forecasts on wind and other shifting conditions that affect fires and could mean life or death, said Elbert “Joe” Friday, a former director of NOAA’s National Weather Service. They also are key in avalanche warnings. In the water, ships use the agency’s weather forecasts and mapping of water channels for safety, while NOAA manages fisheries worth hundreds of billions of dollars and stunning ocean sanctuaries. Gallaudet, who was a Navy rear admiral, said NOAA guidance on weather and shipping channels will be so hurt by the firings that America could see more accidents like when a massive container ship ran into Baltimore’s Francis Scott Key Bridge in 2024. It was NOAA’s quick work that enabled the reopening of Baltimore’s economically critical port after a only a couple months, Spinrad said. In Alaska, the city of Nome wants to create a deep water port, but it needs NOAA to do a channel survey first, he said. NOAA provides the science expertise in the response to major oil spills in coastal areas, including 2010’s BP Deepwater Horizon, Spinrad said. In space, NOAA forecasts help prevent satellites — including those belonging to Musk’s SpaceX — from colliding. The agency also watches for solar flares that can knock out parts of the electrical grid and hurt air traffic communications, officials said. NOAA owns or operates 18 satellites in orbit. “Three years ago, SpaceX lost 40 satellites due to their ignorance of space weather implications and upper atmosphere density impacts. They immediately came to NOAA and said, ‘Hey, help us out,’ ” Spinrad said, calling it “an object lesson there for Elon Musk himself” on the agency’s value. The National Weather Service is worth $102 billion a year to the U.S. economy, according to a 2022 study by the American Meteorological Society and economist Jeffrey Lazo. Before the current Trump administration, NOAA had a $6.7 billion budget, including nearly $1.4 billion for the National Weather Service, one of six sub-agencies. How many NOAA workers were dismissed? NOAA officials would not reveal how many people were fired Thursday or are being let go, citing privacy. Current and past NOAA leaders and employees have given various estimates on job cuts, ranging from 580 to 1,200. Senator Chris Van Hollen, a Maryland Democrat, said the latest figure he has is 650 terminations. Jane Lubchenco, another former NOAA chief, said the firings “are a national disaster and a colossal waste of money.” These are not high-paying jobs, but it’s work being done by people who love it, so cutting NOAA is like going after coins in the couch, Maue said. “These are people who just live and breathe this work. These are the kind of people who come in on a day off because there’s a big weather event and they want to help out,” said Holy Cross University environmental sciences professor Keith Seitter, the former director of the American Meteorological Society. “People don’t go into meteorology because they want to get rich.” Seitter said there will “be things that fall through the cracks where they shouldn’t,” because of the dismissals, warning “those things lead to situations that could be deadly” Gallaudet, appointed by Trump, called the cuts “self-defeating,” saying “I could personally never work for Trump again. Clinically, this is known as a transient ischemic attack, or TIA. Some experts take issue with this phrasing, mostly because a TIA is every bit as serious as a stroke and should still be treated. According to the American Heart Association, nearly 1 in 5 people who have a suspected transient ischemic attack will have a full-blown stroke within 90 days. “TIA symptoms are strokelike symptoms that generally last minutes due to an interruption of the blood supply to a portion of the brain,” said Dr. Larry Goldstein, the co-director of the Kentucky Neuroscience Institute. While the traditional definition of TIA symptoms says that they resolve within 24 hours, the majority of TIAs are brief and last less than an hour, he said. The good news is that “the risk of having a stroke can be decreased dramatically with targeted treatment,” explained Goldstein. But Trump would not budge, and U.S. officials repeatedly said Zelenskyy would not be welcome to meet with the president to discuss Trump’s push for negotiations with Russia until it was signed. After weeks of browbeating, Zelenskyy’s government on Wednesday formally agreed to the proposal, clearing the path for Friday’s meeting. It started off cordially enough, as Trump and Zelenskyy spoke politely, even with admiration, of one of another for the first half-hour of the meeting. Trump even suggested he would continue some military assistance to Ukraine until he could secure an enduring peace deal with Russia. But when the Ukrainian leader raised alarm about trusting any promises from Putin to end the fighting, Vice President JD Vance rebuked him for airing disagreements with Trump in public. It instantly shifted the tenor of the conversation. Zelenskyy grew defensive, and Trump and his vice president blasted him as ungrateful and “disrespectful” and issued stark warnings about future American support. South Carolina Sen. Lindsey Graham, both a defense hawk and a strident ally of Trump’s, said he had warned Zelenskyy ahead of the meeting “not to take the bait” in his dealings with Trump, who has repeatedly shown a penchant for throwing criticism but a deep resistance to receiving it. It was Vance — a longtime critic of American support for Ukraine — who dangled it, when he insisted diplomacy was the only pathway forward. “What kind of diplomacy, JD, you are speaking about?” Zelenskyy said, listing Russia’s past violations of ceasefires. “What do you mean?” “I’m talking about the kind of diplomacy that’s going to end the destruction of your country,” Vance responded before tearing into the Ukrainian leader. “Mr. President, with respect, I think it’s disrespectful for you to come into the Oval Office to try to litigate this in front of the American media.” Trump then let loose, warning the Ukrainian leader, “You’re gambling with World War III, and what you’re doing is very disrespectful to the country, this country that’s backed you far more than a lot of people say they should have.” At another point, Trump declared himself “in the middle,” seeming to formally break from years of American support for Ukraine. He went on to deride Zelenskyy’s “hatred” for Putin as a roadblock to peace. “You see the hatred he’s got for Putin,” Trump said. “That’s very tough for me to make a deal with that kind of hate.” “It’s going to be a very hard thing to do business like this,” Trump said to Zelenskyy as the two leaders talked over each other. The episode was just the latest instance of Trump’s brazen moves to shift long-held American policy positions in his first six weeks back in office, portending even more uncertainty ahead for longtime American allies and partners who have already felt pressed to justify their place in Trump’s eyes. It comes just weeks after Trump floated a permanent relocation of Palestinians in Gaza and an American takeover of the territory, and as he has doubled down on plans to put stiff tariffs on goods from Mexico and Canada starting next week. After the Oval Office dustup, Zelenskyy was asked to leave the White House by top Trump advisers — scrapping plans for a lunch, a joint press conference and the signing of the economic agreement, even as the Ukrainian leader and his aides pushed for a “reset” on the meeting. Trump later told reporters he didn’t want to “embolden” the Ukrainian leader if he didn’t want “peace” with Russia — flipping what Ukraine had seen as an inducement for security guarantees into a cudgel. “You can’t embolden somebody who does not have the cards,” Trump said. After the disastrous encounter, Zelenskyy appeared on Fox News on Friday evening and told Bret Baier that his public spat with Trump and Vance was “not good for both sides.” But Zelenskyy said Trump — who insists Putin is ready to end the three-year grinding war — needs to understand that Ukraine can’t change its attitudes toward Russia on a dime. They describe a down-to-earth, chatty man who supported local businesses and enjoyed its flourishing arts scene. Everyone here has a story to tell about Hackman, who was found dead alongside his wife and their dog at their home in the quiet desert city earlier this week. ‘You didn’t realize that you were talking to a celebrity’ Hackman was a lover of the arts and a painter himself, so he fit in well: Santa Fe is known for its iconic adobe architecture and is home to more than 250 galleries. Everything in Santa Fe is colourful, from the woven tapestry hanging on shop walls to the clothes people wear and even their personalities. There are murals in almost every alley and metal street art lining the roads. Hackman immediately got involved with local art museums, most notably sitting on the board of directors at the Georgia O’Keeffe museum, while Arakawa had a luxury home-goods store, and collaborated with artists on various projects. Hackman’s paintings are displayed prominently at local restaurants, and there are a few lucky residents who have them hanging in their home. One of those people is Stuart Ashman, the executive director of the Artes de Cuba gallery. Santa Fe is home to more than 200 art galleries Mr Ashman first met Hackman at a community arts meeting. He was running late and there was one seat left when he arrived: next to the Hollywood star. They shook hands and that started two decades of friendship. “He was so down to earth that you didn’t realize that you were talking to a celebrity. He was more interested in you than in telling you about himself,” Mr Ashman said. While both men supported the arts community, their real bond came through Pilates workouts when they took back-to-back private lessons. When asked who was better, Mr Ashman laughed. “I think we’re both pretty bad,” he said. “Our teacher said I was lazy and he was older and stiffer.” Stuart Ashman enjoyed two decades of friendship with Gene Hackman Mr Ashman said Hackman often got in trouble for being too much of a chatterbox. “Gene, are you going to workout or do you just want to talk to Stuart today?” Mr Ashman recalls their Pilates teacher asking. Those who knew him speculate his health and age made mobility too difficult to wander down the hill into town. But everyone still had a story about Hackman. James Roybal, a native of Santa Fe, once signed up for a pastel painting class in the 1980s and when he arrived Hackman was also there. They painted next to each other for a bit, making small talk. Mr Roybal couldn’t believe the celebrity would want to be there. He took a picture from a ways back because he didn’t think anyone would believe him. He still boasts about the image. He always bought Seiko watches from my store for his friends and family. “He invested in local restaurants and grocery stores, and showed up to openings for art museums. The victim’s mother was in the courtroom listening to the proceedings, bowing her head as a lawyer referenced the final blow that killed her son. “I have talked to Dotty many a time regarding her and her son’s case, obviously this is a very difficult matter, she’s been living this for 25 years,” said Jackley. Jackley says the claims by Piper’s lawyers have already been heard and rejected by a trial judge and the South Dakota Supreme Court and it is time to move this case forward. “Which is why I authorized the motion to dismiss all remaining claims, move this matter to the 8th Circuit Court of Appeals, we are fine with a certificate of appealability of all these issues, because we feel strongly in our positions and we feel this case needs to move forward after 25 years,” said Jackley. Ransomware: from REvil to ****** Basta, what do we know about Tramp? Ransomware: from REvil to ****** Basta, what do we know about Tramp? September 2020: An affiliate of the ransomware company REvil reveals the details of a cyber attack he carried out a few months earlier against the French company Elior. At the time, ransomware was already a significant threat, but nowhere near the scale it was about to take on. It was at this time, however, that journalists at Computer Weekly’s French sister site, LeMagIT, began to monitor developments on a monthly basis. Some of the major players in this threat who are active today were already active at that time. The following account sheds new light on how they are likely to profit from their gains, as well as the level of protection they can claim – rightly or wrongly – to escape justice. Yerevan, June 2024 On Friday 21 June 2024, on American Street in Yerevan, the adventure is about to take an unexpected turn for the man who appears to be one of them. Oleg Nefedov was arrested by the local police at 11am on the street in the Armenian capital that leads to the US embassy and runs alongside the river Hrazdan. At 1.30pm the next day, the public prosecutor requested that he be remanded in custody. In the meantime, Armenia had obtained and had translated the documents required for his extradition. He was the subject of an Interpol Red Notice – which was not made public. The hearing is scheduled for Monday 24 June at 10am. Sufficient, in theory. The Armenian media site 168.am, which reported the events, explains that the decision to remand him in custody must be made within 72 hours of the arrest – before 11am on 24 June. But the deadline was missed, for reasons that were not specified. At 4pm, Oleg Nefedov was released. The Prosecutor General’s Office confirmed the facts in a press release dated 20 September. The news passed almost unnoticed. On 16 December 2024, a source contacted LeMagIT. He was positive that the man who used the pseudonym Tramp – a former member of the late Conti and one of the leaders of the ****** Basta ransomware gang – was the same Oleg Nefedov who had been arrested in Yerevan at the end of the previous June: “I also know Tramp under the name Oleg Y. Nefedov”, he says, adding that he used to work with him. “He has the best protection in Russia. He has friends in the security services. He even pays the FSB and the GRU”, this source explains. These are the Russian intelligence services. “Nobody has that kind of money or that level of security anymore,” the source added. This is indeed what Tramp, also known by the pseudonyms AA and GG, told one of his partners, dd, on 14 November 2022: “I have guys from Lubyanka [FSB headquarters in Moscow] and the GRU, I’ve been feeding them for a long time,” according to a log of private exchanges that probably took place on the encrypted messaging service Tox. These exchanges were provided to LeMagIT on 30 December 2024, as well as to colleagues at ******* magazine Der Spiegel (see image, below). LeMagIT Tramp boasts contacts with the FSB and GRU. But is Tramp really Oleg? Other sources have said so, on condition of anonymity. There is plenty of evidence to support these assertions. Tramp questioned An analysis of the activity associated with the pseudonym GG in exchanges on the Matrix instance of ****** Basta is troubling – it shows a total absence of activity from 21 June 2024 to 2 July inclusive. When Tramp came back online on 3 July, he said he had a new computer and had changed his Telegram account. He explained that he had lost his previous computer, “and not just that. It’s a long story”, he says: “it’s been difficult in real life. I don’t know where to start…” But, as researcher and human intelligence specialist Liontamer pointed out, Tramp confided in gang member Chuck, whom he had known for “so many years”, a few hours later: “The cops caught me”. He mentions a reward for “information on TR [potentially Trickbot, but the pseudonym Tramp has also been openly designated by the American justice system]. 10 million”. He goes on to say that he had seen his file, “but they didn’t show me everything”. He had to be extradited. LeMagIT Tramp says he called on high-level support to avoid extradition to the United States. The same day, Chuck says he wants a holiday: “Don’t go anywhere. Stay at home”, Tramp advises him. Chuck says he has booked tickets to Kaliningrad. Tramp insists: “We have to protect everyone now”. Chuck finally gives up his plans: “I’m cancelling; I’m going to Karelia”. Tramp explains that he has seen all the pseudonyms of the members of ****** Basta in the file presented to him. He says he benefited from very high-level protection, “at the level of our number 1”: “I managed to call. I just asked for a pass. They immediately took off for me”. Highly placed relations Any further details? “I can’t say anything about how I got out and who helped. But I’ve been told that the number 1 knows me and that, without his agreement, they wouldn’t have done anything,” assures Tramp. Chuck then asked: “Putin, right?” Tramp would say no more. He said that an unspecified “they” had “total access to Apple. They are connected to the whole planet. They know everything”. As a result, “Apple is dead. […] We have to clean everything up over there”. But Chuck is worried: someone has told him that he is wanted by the US law enforcement agencies. Someone he pays every month to protect him in case the FSB come looking for him. He fears that the Russian services will “start to extort [them] or force [them] to work for them, in exchange for protection”. He may have a point. On 16 September 2024, YY called Tramp. In doing so, he revealed an alias under which he was known for his activities with the late Conti: “Hi Tramp, it’s bio. I’ve been released, sorry I couldn’t warn you. The masked raiders nearly broke every bone in my body when they came in, but luckily I had time to disconnect from the server. LeMagIT Bio, an ex-Conti member, talks to Tramp about his run-ins with the police. According to him, it was a cryptocurrency exchange that betrayed him: “They couldn’t find anything other than my last three transactions (around 3 btc). In short, they kept me in pre-trial detention and then released me. For the time being, I feel I’m being watched, so I’m keeping a low profile. It’s a shame they confiscated the car and seized the house […], but I hope to get them back soon. Bio will then request several payments of a few hundred dollars from Tramp. On 10 November 2024, he will consolidate 20 bitcoins at Kraken. A lavish lifestyle Oleg will shortly be celebrating his 35th birthday. He comes from Iochkar-Ola, a town of over 260,000 inhabitants 850km east of Moscow and 60km from the Volga, capital of the Mari Republic. An account on btc-e.com has been associated with him. This foreign exchange service suffered a data breach in 2014. In 2017, he worked at Bitsoft, which then presented itself as “the largest Russian company in the field of cloud-mining of Ethereum, Litecoin, and Zcash”. He registered several domain names, including one in July 2017. LeMagIT tracked them down using historical Whois data and a phone number. The address? Iochkar-Ola. From this data, LeMagIT also found a telephone number that was, for a time, directly linked to the name “Mr Tramp” in TrueCaller, but also listed elsewhere as Oleg Nefedov, as well as the address associated with his Apple iCloud account. Oleg declares income from Bitsoft until 2021. Over the *******, this income is hardly impressive: 60,000 roubles in 2017 and 2018, or around €900 a year. It’s a little better in 2019, with more than 261,000 roubles, or around €3,600 at the average exchange rate for that year. After that, he will receive income from Polis, a company that will be wound up at the end of 2023. Bitsoft will suffer the same fate in August 2024. DAIMLER AG Mercedes-Benz G 63 AMG, an SUV for over €80,000. That didn’t stop him from driving a BMW X6 M50D in 2019. In 2021, he was caught speeding in a Mercedes AMG S63 4MATIC – more than 60km/h over the limit. He also drove a Porsche Macan. In early 2024, he had the papers replaced on his Mercedes V-class van. At that time, he also had a Mercedes GLE 400 D 4MATIC. A few months earlier, he had the address changed for his G-Class AMG G63 SUV. Since at least 2022, Oleg has been investing in top-of-the-range lounges under a brand in which it owns a share of the intellectual property. The brand is present all over the world, from Dubai and Abu Dhabi to Baku, Moscow and Bali. At the end of August 2024, he founded a charity called Rodina – Motherland in Russian. Tramp, golden boy of ransomware According to LeMagIT analysis, Tramp has at least 20 bitcoins to his name and controlled at least 2,000 in January 2023 – half a surprise. In autumn 2021, LeMagIT had tracked the millions of dollars in ransomware payments obtained by Conti over the preceding months. In November 2023, Elliptic and Corvus Insurance estimated that ****** Basta had done no worse, collecting more than $100m in ransom payments in almost two years of activity. In France, ****** Basta attacked Oralia in April 2022, followed by H-Tube, Villa Florek, Envea, Dupont Restauration and Baccarat. In all, more than 520 victims of ****** Basta are publicly known, compared with more than 350 for Conti. In the exchanges provided at the end of December last year, Tramp was asked twice to make payments in bitcoins. At least one of the payments came from an address known to be controlled by Tramp. But Tramp, who is also known by the pseudonym “p1ja”, didn’t arrive in the world of ransomware with the appearance of Conti, the cyber-extortion business that fell apart in 2022, shortly after Russia invaded Ukraine. According to LeMagIT’s information, he has been involved in such activities for much longer. In extracts from private discussions between Tramp and ssd, in November 2022, there is a reference to a Windows system name: WIN-7PV24JSN83C. Red Hot Cyber noted this machine name in August 2022. LeMagIT observed it for 28 victims claiming to be LockBit – 2.0 and 3.0 – throughout that same year. Presumably corresponding to a hosted virtual machine, this name was not very widespread at the time – in August 2022, the specialist search engine Shodan counted around 200 occurrences, including more than 190 on IP addresses geolocated in Russia. A conflict with REvil And that’s not all. Whether in the exchanges disclosed in February 2025 or in those sent at the end of December 2024, Tramp appears to regularly use the password 123123 to protect files that are relatively insensitive or only temporarily available. And it’s pretty much the only one. LeMagIT observed this behaviour in two negotiations under the REvil banner at the beginning of 2021, then two more under the Conti brand a few months later. Prior to this, the Crysis 3 source code leaked by Egregor in 2020 had been in an archive protected by the same password. LeMagIT When Tramp worked with REvil. In May 2021, on one of the forums well known to be frequented by cyber criminals, p1ja requested arbitration for a dispute with another user: “I’m a pentester and I worked with the REvil affiliate programme”. His access to the negotiation interface with his victims had just been withdrawn. On this same forum, Tramp was also active under the pseudonym “washingt0n32”. He registered there in August 2020. At the time he claimed to have “more than 10 years” experience in penetration testing. LeMagIT and Der Spiegel jointly sought comment from Oleg Nefedov, without success. The ****** Basta website and trading interface have been inaccessible for almost two weeks at the time of publication. According to corroborating sources, some members of the group have already moved on to Akira and Cactus, among others. Over the past 20 years, March has been a stronger month than January and February on average, according to S & P 500 return data from FactSet. March also outperforms February over a 10-year time horizon, and the two months are nearly even over a 15-year *******. However, March is not as strong as some of the best months, including April, July and November. The U.S. election being close in the rearview mirror is another reason to not get too optimistic, Christopher Mistal, director of research at Stock Trader’s Almanac, said in a note. “Usually a solid performing month, March has tended to be softer in post-election years as it is the last month of the historically weak Q1,” Mistal said. Additionally, the Nasdaq tends to underperform the S & P 500 during the postelection March periods, he added. The postelection year also tends to have a different trading pattern throughout the month of March. “In the recent 21-year *******, March has tended to open softly but then suffer weakness through mid-month before rallying to its finish. Post-election year Marchs tend to open well and exhibit strength until just after mid-month before struggling to close out the month,” Mistal said. There are plenty of potential market-moving events on deck for March as well. The latest nonfarm payrolls report is due out on March 7, and Federal Reserve officials are set to meet on March 18-19 to discuss potential interest rate changes.
