Cotton has reportedly agreed a three-year deal with the Sixers, which could be confirmed as soon as Friday. Adelaide appeared to hint at the American guard’s signing in a social media post on Thursday evening. The post included apparent references to Cotton’s five NBL MVP seasons and his six tallies of 40 or more points in the most recent campaign. Cotton has ties to the Sixers through coach Mike Wells, who was an assistant at NBA team Utah Jazz when the sharpshooter was there. Adelaide also have plenty of salary cap space after Kendric Davis joined the Sydney Kings. Fellow import and former NBA player Montrezl Harrell is not signed for next season. A move to the Sixers would be a significant backflip from Cotton, who previously declared he would not play for another *********** team. “Nah, I don’t think that’s a possibility for me,” Cotton said in March after ending his nine-year association with Perth. The Wildcats had reportedly offered Cotton a deal that would have made him the highest-paid player in NBL history. After turning it down, Cotton was widely tipped to move overseas and was linked with a move to Japan under former Wildcats coach Trevor Gleeson. Cotton, a three-time championship-winner, is widely considered one of the greatest players in league history. He has won the Andrew Gaze Trophy as the NBL’s MVP five times, with only Gaze himself named the league’s best player more often (seven times). Cotton was the Wildcats’ club MVP a record seven times and is an eight-time NBL scoring champion. He is coming off one of the greatest individual seasons in NBL history, when he averaged 28.1 points per game. Cotton’s remarkable scoring run included six games with 40 or more points in the regular season, including 59 against NZ Breakers in December. Cotton has been playing on a short-term deal for Mets de Guaynabo in Puerto Rico since the NBL season ended in March. Here’s what to know LONDON (AP) — The governments of Britain and Mauritius have reached a final deal to settle the future of the Chagos Islands, the contested archipelago in the middle of the Indian Ocean that’s home to a strategically important U.S. military base. But they have been barred from signing it, at least temporarily, by a British judge. The agreement would transfer sovereignty of the Chagos Islands from the U.K. to Mauritius — though Britain would retain control of the largest of the chain of islands, Diego Garcia, which hosts the American naval and bomber base. The two countries reached an initial agreement in October, but it was put on hold after Britain said it had to wait for the approval of U.S. President Donald Trump. The deal also became stuck after a change of government in Mauritius, amid quarrels over how much money the U.K. should pay for the lease of Diego Garcia. The U.S. pays Britain an unspecified amount to operate the base. Here’s what to know about the disputed islands. What are the Chagos Islands and why are they contested? The remote chain of more than 60 islands is located in the middle of the Indian Ocean off the tip of India, south of the Maldives. The Chagos Islands have been under British control since 1814, when they were ceded by France. The archipelago is best known for the military base on Diego Garcia, which has supported U.S. military operations from Vietnam to Iraq and Afghanistan. In 2008, the U.S. acknowledged it also had been used for clandestine rendition flights of terror suspects. Britain split the Chagos Islands away from Mauritius, a former British colony, in 1965, three years before Mauritius gained independence, and called the Chagos archipelago the British Indian Ocean Territory. In the 1960s and 1970s Britain evicted as many as 2,000 people from the islands so the U.S. military could build the Diego Garcia base. The U.S. has described the base, which is home to about 2,500 mostly American personnel, as “an all but indispensable platform” for security operations in the Middle East, South Asia and East Africa. Most recently, the U.S. deployed several nuclear-capable B-2 Spirit bombers to Diego Garcia amid an intense airstrike campaign targeting Yemen’s Houthi rebels. In recent years criticism grew over Britain’s control of the archipelago and the way it forcibly displaced the local population. The United Nations and the International Court of Justice have both urged Britain to end its “colonial administration” of the islands and transfer their sovereignty to Mauritius. What is in the deal and why was it delayed? In October Britain’s government announced that it was finalizing details of a treaty to hand sovereignty of the islands to Mauritius, with the exception of Diego Garcia, which will remain under British control for at least 99 years. The deal was hailed by then-U.S. President Joe Biden as a “historic agreement” that secured the future of the Diego Garcia base. But Britain’s opposition Conservatives slammed the government for surrendering control of the territory, saying that the decision exposed the U.K. and its allies to security threats. Last year the now-Secretary of State Marco Rubio also said it posed “a serious threat” to U.S. national security. In January, Britain’s government confirmed that the Trump administration was reviewing a renegotiated deal, without providing details. In February, Trump suggested he was in favor of the agreement when he met with British Prime Minister Keir Starmer in Washington. Meanwhile voters in Mauritius ousted the government that made the deal, and new Prime Minister Navin Ramgoolam backed away from it, citing financial concerns. Ramgoolam suggested that the initial deal — which would reportedly see the U.K. pay 90 million pounds ($116 million) a year to Mauritius for the continued operation of the Diego Garcia military base — was a “sellout.” The U.K. government has not disclosed how much it will pay to lease the base. After more negotiations, a final deal was set to be signed by the two countries’ leaders on Thursday. But hours before the ceremony, a High Court judge imposed an injunction stopping the handover. Judge Julian Goose ordered the British government “to maintain the jurisdiction of the United Kingdom over the British Indian Ocean Territory until further order.” What does the deal mean for displaced islanders? An estimated 10,000 displaced Chagossians and their descendants now live primarily in Britain, Mauritius and the Seychelles. Many of them want to return to the islands, and some have fought unsuccessfully in U.K. courts for many years for the right to go home. Chagossians say they were left out of the political negotiations, which have left them unclear on whether they and their descendants could ever be allowed to return to their homeland. Human Rights Watch has said that Britain’s forced displacement of the Chagossians and ongoing refusal to let them go home “amount to crimes against humanity committed by a colonial power against an Indigenous people.” The draft deal stated a resettlement fund would be created for displaced islanders to help them move back to the islands, apart from Diego Garcia. But details of how that will work remain sketchy. Two Chagossian women, Bernadette Dugasse and Bertrice Pompe, challenged the handover deal in the British courts. Analyst Robert Ohmes downgraded the big-box retailer to neutral from buy and lowered his price target on the stock by $40 to $105. The new target suggests roughly 12.9% potential upside for the stock, which is down 31% this year. Target shares slid 5% on Wednesday after the company cut its full-year sales outlook and posted weaker-than-expected first-quarter results. The retailer cited consumer uncertainty exacerbated by tariffs and backlash to the rollback of key diversity, equity and inclusion efforts for the weak report. “Despite valuation near 10-year lows, we see increased uncertainty as top-line weakness continues and the timing of comp recovery gets pushed out, with softer sales driving higher markdowns and thus incremental margin pressure for TGT,” Ohmes wrote in a note to clients, adding that Target is now “well underperforming peers” such as Walmart. “Longer term, we think that growth in high-margin businesses, such as marketplace and digital advertising, could support greater margin stability,” he continued. Getty Images Governments borrow to fund “day-to-day” spending and infrastructure projects like the Elizabeth Line The *** government generally spends more than it raises in tax. To fill this gap it borrows money, but that has to be paid back – with interest. Why does the government borrow money? The government gets most of its income from taxes. For example, workers pay income tax and National Insurance, everyone pays VAT on certain goods, and companies pay tax on profits. It could, in theory, cover all of its spending from taxes and that sometimes happens. But, if it can’t, the government covers the gap by raising taxes, cutting spending or borrowing. Higher taxes mean people have less money to spend, so businesses make less profit, which can be bad for jobs and wages. Lower profits also mean companies pay less tax. So, governments often decide to borrow to boost the economy. They also borrow to pay for big projects, like new railways and roads. How does the government borrow money? The government borrows money by selling financial products called bonds. A bond is a promise to pay money in the future. Most require the borrower to make regular interest payments. *** government bonds – known as “gilts” – are normally considered very safe, with little risk the money will not be repaid. Gilts are mainly bought by financial institutions in the *** and abroad, such as pension funds, investment funds, banks and insurance companies. The government sells short and long-term gilts to allow it to borrow money over different time periods, with varying interest rates. How much is the *** government borrowing? The amount the government borrows fluctuates from month to month. For instance, it tends to borrow less in January, when many people pay a large chunk of their annual tax bill in one go. So, it is more helpful to look across a whole year, or the year-to-date. In the last full financial year, to March 2025, the government borrowed £148.3bn. Borrowing in April alone stood at £20.2bn, which was £1bn more than a year earlier. The total amount the government owes is called the national debt. It is currently about £2.8 trillion – or £2,800,000,000,000. That is roughly the same as the value of all the goods and services produced in the *** in a year, known as the gross domestic product, or GDP. The current level is more than double that seen from the 1980s through to the financial crisis of 2008. The combination of the financial ****** and the Covid pandemic pushed the ***’s debt up. But, in relation to the size of the economy, *** debt figures are still low compared with much of the last century. They are also less than the equivalent figures for some other leading economies. How much money does the government pay in interest? The larger the national debt, the more interest the government pays. That cost was not as great when interest rates were low during the 2010s, but became more noticeable after the Bank of England started raising interest rates in 2021. The amount of interest the government pays on national debt also varies from month to month. It was £9bn in April 2025, a fall of £500m compared with the previous year. In early January 2025, interest rates for long-term borrowing rose to their highest levels this century, before falling back. Why does it matter if governments borrow more and pay more interest? If the government has to set aside more cash for paying debts and interest, it may mean it has less to spend on public services. Some economists fear the government is borrowing too much, at too great a cost. Others argue extra borrowing helps the economy grow faster – generating more tax in the long run. The increase in projected long-term interest rates seen in January prompted some economists to warn that the government was on course to miss its own borrowing targets. Labour decided to stick to a rule followed by the previous government that the total amount of money owed must have fallen as a proportion of the *** economy in five years’ time. In October’s Budget, Chancellor Rachel Reeves changed the definition of debt that the government would use in the target to enable her to raise more money for investment. It will now track a different, broader measure of debt called public sector net financial liabilities (PSNFL). This includes, for example, the money the government gets from people repaying their student loans. In case you forgot – unlikely, I know – Recall is the controversial feature for Copilot+ PCs that provides an AI-powered deep search in Windows 11. It does this by taking regular screen grabs of the activity on your PC, and you can see where the conflict comes in if the feature screenshots messages sent via a privacy-focused app like Signal. As a counter to this, Signal announced in a blog post (picked up by The Verge) that it’s introducing a new ‘screen security’ setting for its Windows 11 app, and this will be turned on by default for users of the desktop OS. This functionality is rolling out now. You may like What the developer has done here is activate a DRM flag on the Signal app window as a fudge to stop Recall from capturing screenshots. It’s using that workaround because Microsoft failed to offer “granular settings for app developers that would enable Signal to easily protect privacy” with Recall, the blog post observes. Signal notes: “We are enabling an extra layer of protection by default on Windows 11 in order to help maintain the security of Signal Desktop on that platform even though it introduces some usability trade-offs. Microsoft has simply given us no other option.” What’s the usability trade-off? Blocking screenshots from every angle using this DRM fudge means legitimate use of screen grabbing is ruled out, and also some screen reading tools (like Narrator in Windows 11) or other accessibility features may not work properly. So, that’s far from ideal, but Signal argues that Microsoft has left it no choice. Analysis: Clear Signal (Image credit: Signal) This does seem to be an important part of the equation that’s missing with Recall. Famously, Microsoft pulled the feature after it was first revealed a year ago, and took it back to the drawing board, tightening up security and privacy in numerous ways. But that was a case of fixing and smoothing over weaknesses, rather than strengthening measures – Recall was launched way too early, and without enough thought, worryingly. And still after all that time, there are software developers out there like the maker of Signal pointing out a basic flaw in Recall that Microsoft should have addressed at this point. Remember that this doesn’t apply to you if you don’t have a Copilot+ PC, though, as only those devices get Recall (it requires a beefy NPU for locally accelerating AI workloads to ensure the feature works smoothly enough). While the new setting is enabled by default for Signal in Windows 11, you can turn it off by going to Signal Settings > Privacy > Screen security (you’ll be warned that you’re about to disable the ability). It’ll certainly be worth watching this space going forward, and I’m hoping Microsoft will implement a proper way to let developers control how Recall interacts with their apps, as this only makes sense – particularly for privacy-related software. The text also provides for a 6.5% tariff on fertilisers imported from Russia and Belarus, plus duties of between €40 and €45 per tonne for the 2025-2026 *******. The proposed measures will reduce EU imports of the goods concerned significantly, whether they originate in the two countries or are exported directly or indirectly by them. The legislation also tasks the Commission with monitoring price increases and any possible damage to the internal market or the EU agriculture sector, and with taking action to mitigate the impact. The regulation was adopted by 411 votes in favour and 100 against, with 78 abstentions. The law enforcement agency is currently part of the Department of Justice, and among other things, it is tasked with protecting federal judges, courthouses and court workers. Sen. Cory Booker, a New Jersey Democrat who is leading the effort, said the change would help insulate U.S. Marshals from possible interference and politicization by the Trump administration. Democrats have accused President Trump of endangering the judiciary by publicly denouncing judges and their rulings on social media. The president’s critics have also accused the administration of attempting to defy court orders and undermine the courts. Booker said, “Since 1789, the U.S. Marshals have valiantly protected our nation’s judges and enforced court orders. But their dual accountability to the executive branch and the judicial branch paves the way toward a constitutional crisis.” “To ensure these necessary functions are carried out, Congress must act to move the bureau into the judicial branch. Federal judges in Washington, D.C., described a wave of threats against them during the prosecutions of approximately 1,600 cases from the Jan. 6, 2021, U.S. Capitol siege. A Texas woman was charged with making racist death threats against U.S. District Judge Tanya Chutkan in the days after Chutkan was assigned Mr. Trump’s federal criminal case in Washington, D.C., tied to efforts to overturn the 2020 election results. Marshals have also investigated a recent wave of doxxing incidents that targeted federal judges at their homes. In about two dozen cases nationwide, judges have gotten unsolicited pizza deliveries with the recipient listed as Daniel Anderl, the late son of U.S. District Judge Esther Salas, the New Jersey judge told CBS News. Anderl was killed at the family’s New Jersey home in 2020 by a disgruntled gunman who was targeting Salas.
