That morning officials with FEMA’s parent agency, the Department of Homeland Security, had called FEMA’s security team to order them to revoke Hamilton’s security pass and ******* him from the building, three people familiar with the matter told Reuters. A tense back-and-forth ensued, with FEMA officials warning that Hamilton, the agency’s acting administrator, would need to cancel his planned congressional testimony. That could fuel the perception of instability at the disaster relief agency, the FEMA officials cautioned, the three people said. DHS officials relented and Hamilton testified that afternoon, telling lawmakers he did not support the dismantling of the agency, contradicting the position of President Donald Trump, who had said he was considering abolishing FEMA altogether. Hamilton’s dismissal the following day was widely seen as punishment for his testimony, a view the White House did not contradict in its statements on his departure. But the sources familiar with the situation told Reuters that Trump’s allies already wanted him out for what they saw as insufficient action to strip down an agency where many staff increasingly viewed him as something of a protector despite being a Trump appointee. “Cameron wasn’t fired for his testimony at that congressional committee hearing. He knew well in advance,” Matt Strickland, a longtime friend of Hamilton, told Reuters. Hamilton did not respond to requests for comment. “This is lazy gossip,” a DHS spokesperson said in response to questions about Hamilton’s removal. The spokesperson said Hamilton was not fired and is now a senior adviser at the Department of Education. A spokesperson for the Education Department said Hamilton was working on school safety issues and foreign influence on university campuses. AGENCY ROILED BY DEPARTURES Strickland said Hamilton had clashed with long-time Trump adviser Corey Lewandowski, a key aide to Homeland Security Secretary Kristi Noem. The tensions included the fallout over a disbursement of grants to New York City to cover the cost of housing migrants that FEMA later clawed back. Strickland said he was fired as a government contractor for DHS this month after he posted a message on social media defending Hamilton. In a response to his post, DHS said on X that Strickland could only be fired by the contractor who employed him. Lewandowski contested that clashes with Hamilton contributed to Hamilton’s ouster from FEMA. “None of this is true,” Lewandowski said in a text message. “Cameron Hamilton chose to take a new opportunity at the Department of Education advising on school security.” The previously unreported behind-the-scenes drama sheds new light on the circumstances of Hamilton’s dismissal, which came just over three weeks before the June 1 start of what forecasters say will be an above-normal hurricane season. The agency, which coordinates the federal response to natural disasters, has been roiled by the loss of hundreds of staff and low morale. Last week a raft of senior executives exited en masse, raising further questions about the agency’s preparedness for hurricane season. Hamilton’s dismissal highlights Trump’s determination to overhaul FEMA and a willingness to jettison even loyalists who do not move fast enough. The move is not without political risk for Trump, whose Republican Party could face the wrath of voters if hurricane relief efforts go poorly and the turmoil at FEMA is blamed. Experts have warned that shrinking or reorganizing FEMA could leave local and state governments more vulnerable to facing natural disasters alone. Hamilton was replaced by David Richardson, a Marine Corps veteran with no emergency management experience and who was serving as assistant secretary of the DHS’ office for countering weapons of mass destruction. In his first address to staff, Richardson vowed to implement Trump’s wishes and “run right over” employees who got in his way. In a subsequent address he told staff he believed the agency was well prepared for hurricane season. POLYGRAPHS AND LEWANDOWSKI Hamilton, who worked in the State Department during Trump’s first term and has been an unflinching backer of the president, came into the acting FEMA administrator position skeptical of the agency’s mission and staff, the three sources said. But, as he toured FEMA’s offices and got to know its employees, he came to believe that while FEMA needed reform it still had an important role to play in disaster response, the sources said. In his first statement to staff after being appointed in January he acknowledged “you are the foremost experts in this critical work,” and that “I am here to serve as an advocate for you,” according to a copy reviewed by Reuters. That nuanced view increasingly put him at odds with Noem and Lewandowski, who had made it known to others at DHS they felt Hamilton was being “too nice” to FEMA staff, even as he oversaw the elimination of hundreds of agency jobs, two of the sources said. The first outward sign of tension came in late March when several FEMA employees were given a polygraph test to determine who leaked to the press information about a private meeting that included Hamilton, Noem and Lewandowski, according to two of the sources. Noem had discussed radically shrinking FEMA and shifting costs for disaster response to the states, Politico and CNN reported at the time. Lewandowski called Hamilton and accused him of being the leaker, two of the sources said. Soon after, Hamilton received an email from DHS’ office of the chief security officer stating that his candor and character were in question and that he was required to submit to a polygraph examination, one of the sources said. While Hamilton was cleared by the test, he continued to clash with Lewandowski over FEMA’s direction, and in late April Hamilton told some senior FEMA staff it was possible he would be fired, two of the sources said. On the morning of his testimony, Hamilton put all his belongings into bags, ready to pick up after he got back from the Hill, one of the sources said. But he would last one more day. He was fired on May 8 by Lewandowski and Deputy Homeland Security Secretary Troy Edgar during a short meeting at DHS headquarters, two of the sources said. In reaction to the Q1 print, Baird analyst Shrenik Kothari reaffirmed a buy rating on CYBR stock and increased the price target to $460 from $450. The analyst highlighted that the company reported strong results and surpassed ARR, revenue and free cash flow (FCF) expectations. Kothari added that Q1 results aligned with his preview and checks and reflected identity’s criticality and CyberArk’s solid execution. He noted that CyberArk’s extensive identity security platform continues to attract customers, with Venafi and now Zilla seeing robust early traction. The analyst stated that despite macro pressures, CYBR indicated zero disturbance to deal flow and steady demand, with the company not seeing any impact on its business, as identity security remains a top priority within IT budgets. “While confident in current momentum, CYBR acknowledged a prudent posture embedded in FY25 outlook assumptions, reflecting general macro caution without seeing impact to date,” noted Kothari. Kothari ranks No. 43 among more than 9,500 analysts tracked by TipRanks. His ratings have been successful 77% of the time, delivering an average return of 27.8%. The company posted market-beating earnings and revenue for the third quarter of fiscal 2025, but its adjusted gross margin lagged expectations. Reacting to the Q3 FY25 results, TD Cowen analyst Shaul Eyal reiterated a buy rating on Palo Alto stock with a price target of $230. The analyst stated that the company delivered strong results at the top range of its guidance on most metrics, including revenue, operating margins, earnings per share and remaining performance obligations (RPO). He noted PANW’s significant product revenue growth and next-generation security (NGS) tailwinds. Eyal also pointed out the accelerated adoption of the company’s platformization strategy. Notably, PANW had about 1,250 platformization customers in Q3 FY25, with 90 net new platformization deals in the quarter. “PANW remains focused on its LT [long-term] $15B ARR target through the expansion of its platform strategy targeting 3,000 at mid-pt to reach its FY30 $15B ARR goal,” said Eyal. He also mentioned the robust adoption of AI solutions and a solid Q4 FY25 pipeline, which would drive a strong finish to the year. Overall, Eyal’s investment thesis is based on his expectations that Palo Alto will remain the market leader in next-gen firewalls and the rapidly growing secure access service edge market. Russia’s defence ministry said its air defences had shot down 110 Ukrainian drones overnight. Russian strikes hit locations across Ukraine on Saturday night into Sunday, from the southern coast and east to the west. Four people were reported dead in the western Khmelnytskyi region, four in the Kyiv region, and one in Mykolaiv in the south. Serhiy Tyurin, the deputy head of the Khmelnytskyi military administration, said in a Telegram post: “Last night, the Khmelnytskyi region came under hostile Russian fire, which resulted in the destruction of civilian infrastructure … Unfortunately, four people were killed.” Emergency services said four people had been killed and 16 injured in the Kyiv region, including three children in the “massive night attack”. The attack on Kyiv began with Tymur Tkachenko, the head of the city’s military administration, warning “the night will not be easy” as residents tracked waves of launches on air raid warning apps. At one point Tkachenko reported more than a dozen Russian drones were flying around the capital. “Some of the drones over Kyiv and the surrounding area have already been dealt with. But the new ones are still entering the capital,” he posted. Ukraine and its European allies have sought to push Moscow into signing a 30-day ceasefire as a first step to negotiating an end to the war. In a blow to their efforts, Trump this week declined to place further sanctions on Moscow for not agreeing to an immediate pause in fighting, as Kyiv had wanted. GE Vernova — A diversified manufacturer of power equipment, GE Vernova has a small modular reactor design that has been approved for construction in Ontario, Canada. The company sees an opportunity to add as much as 5 gigawatts of nuclear-generated energy in the U.S. through the end of the decade. Goldman rates GE Vernova a buy with a price target of $500, implying upside of more than 7%. Vistra — The independent power producer owns a generation portfolio of 41 gigawatts, including6.5 gigawatts of nuclear. Vistra is considered a candidate to strike a power agreement with a data center or other large customer for nuclear. Goldman is neutral on Vistra with a price target of $134, implying 15% downside. Mitsubishi Heavy Industries — Nuclear power is one of the Japanese company’s key business segments. Mitsubishi is focused right now on restarting the nuclear plants in Japan that were closed in response to the Fukushima accident. The restarts and maintenance work will lift Mitsubishi for the foreseeable future, according to Goldman. President Donald Trump reignited market turmoil on Friday and gave investors reason again to seek out these types of durable investments. Let’s review how the list is doing so far this year: (Values are accurate as of May 23 1:00 pm ET) A stock market rebound from the turmoil in April, bringing the S & P 500 back almost into the green for the year, has overall hurt the performance of the list. These are stocks for a tumultuous market and economy and will probably do best if the S & P 500 starts to struggle again. Nonetheless, there are plenty of winners in the group with Netflix the best among them, a stock we chose because it has become America’s affordable entertainment option of choice. Waste Management, with its resilient revenue line, is also a winner and got an upgrade on Friday from JPMorgan. The worst performer, albeit not by that much, is the durable dividend stock exchange-traded fund. I think in normal rough markets that fund would be doing much better, but rising yields are making dividend stocks less attractive. Why buy a dividend stock when a 10-year Treasury will give you 4.5%? Typically, rates fall during rough stock market periods and dividend stocks become a safe haven, but that hasn’t been the case this year. New addition: AutoZone AutoZone (AZO) was upgraded by Bank of America to buy from hold on Wednesday and the firm raised its price target to $4,800 from $3,900. That would represent a gain of about 25% from current levels. AutoZone is a consistent stock winner gaining every year since the pandemic and Bank of America believes that consistency will continue this year even with a cash-strapped consumer, a slowing economy and higher tariff rates raising the cost of imported auto parts. On the tariffs specifically, Bank of America sees that as a potential tailwind even as it raises costs for AutoZone. “The auto aftermarket could benefit from lower new car sales and higher used car pricing, as consumers may hold onto and repair existing vehicles,” wrote analyst Robert Ohmes in the Monday note. “We think consumers will be more willing to pay the extra cost to fix their existing vehicles than purchasing new vehicles, especially when the auto tariffs could mean a $3,285 increase on average for US-assembled vehicles and higher for imported vehicles.” AZO YTD mountain Autozone, YTD But what Ohmes found about AutoZone’s trading history is what really caught our eye. He pointed out that the stock, along with competitor O’Reilly Automotive, were up more than 100% versus the S & P 500 during 2008 to 2009. “If unemployment rises and new car sales fall, these trends will drive people into new behavior,” wrote Ohmes. Do-it-yourself “could feel a stronger tailwind as consumers realize they can save labor cost if they perform a job on their own.” AutoZone is well liked by most of Wall Street with 23 buy ratings and zero sell calls, according to CNBC Pro’s analyst tool. This Denver couple is suing developers, city over alleged property encroachment This Denver couple is suing developers, city over alleged property encroachment Jorge Cardenas and Griselda Barbosa Martinez from the West Colfax neighborhood of Denver have filed a 50-page lawsuit against the City of Denver, a property developer and a construction company, accusing them of violating the family’s rights and threatening their property, reports CBS News Colorado. The couple claims that, due to the construction next door, the alley beside their property was shifted closer to their home, which endangered a retaining wall and several mature trees. Yet, according to the lawsuit, neither the city nor the developers could define the boundary of the alley and no due process was followed. Don’t miss “This is our home,” Barbosa Martinez told CBS News Colorado in Spanish. The couple have lived in the house for 20 years and have reconstructed it during that time. As new apartment and townhome developments rose around them, they’ve turned down multiple unsolicited offers from developers, including one for $180,000 in 2022, even though homes nearby were selling for more than half a million. Later that year, the construction started. When it did, “they received a letter on their door advising them that in another week, this construction company would be coming onto their property and knocking down all their trees and that the City of Denver had given authorization for it,” Anna Martinez, the couple’s attorney, told CBS News Colorado. “You could never go to your neighbor’s house and say, ‘Your trees are in my yard, so I’m chopping them down.’ But that’s essentially what the threat was,” she said, adding that the lawsuit is about basic rights, protecting the couple’s home and whether a private company can exercise city authority. “You can’t displace someone from their property. You can’t chop down their trees. You can’t trespass onto their land if you don’t know where the line is,” she said. The city and the developer declined to comment because of the ongoing litigation. The case is awaiting a decision by the courts as to whether it will proceed. What is a property encroachment? “Technically, any physical feature (from a building extension to landscaping) that crosses the legal boundary line is an encroachment if it’s on your property without your permission,” Alexei Morgado, CEO and founder of Lexawise Real Estate Exam Prep, told Realtor.com. These features can include such things as fences, tree limbs and structural overhangs. “Property encroachments, though they might sound like a minor concern, can significantly impact the value of your home,” Indianapolis law firm Katzman & Katzman, P.C. says in a blog. The firm explains that these encroachments can make your home harder to sell — appraisers might lower the value of the home, which can reduce the price you can sell it for. And the legal costs of fighting an encroachment “can eat into your home’s equity.” In most states, you’re required to disclose any encroachments to prospective buyers. If it’s unknown and discovered during the sales process, it may affect the buyer’s ability to get financing and could delay the *****. In the worst case, the neighbor could claim adverse possession, which would grant them title to the encroached area and reduce your property value. If you got a deed or survey when you bought the home, you can check this. Or, you may be able to find information at the local land record office. However, you may need to commission a professional survey prepared by a licensed surveyor. Many encroachments are unintentional, so a good approach is to start with a calm, friendly conversation. If you’re unable to resolve the dispute, send a formal letter notifying the neighbor of the encroachment, providing details and demanding a remedy by a certain date. If this still doesn’t bring about a solution, then you may need to consider taking legal action. The laws vary by state so consult a lawyer who specializes in real estate law. Alternatively, you can allow the encroachment to remain through an easement agreement or a revocable license. An easement agreement is a legal agreement that will allow the neighbor to use the portion of your property that is being encroached for a specific purpose and *******. A revocable license will allow your neighbor to keep the encroachment, but this permission can be revoked at any time. It differs from an easement because it’s much harder to revoke an easement. An easement or revocable license can still hurt your property value because it’s a hassle many buyers don’t want to deal with. On Sunday, the Observer reported that Sir Keir Starmer had privately backed abolishing the limit and requested the Treasury find the £3.5bn to do so. The policy prevents most families from claiming means-tested benefits for any third or additional children born after April 2017. Asked on Sunday with Laura Kuenssberg if she would like to see the cap go, Rayner said: “I’m not going to speculate on what our government is going to do.” She added that the government had established a Child Poverty Taskforce, which had been considering, among other measures, whether to remove it. “We’re looking in the round at the challenges. That is one element,” she said. It follows the delay of the government’s child poverty strategy, being worked on by the taskforce, which had been due for publication in the spring. The BBC has been told the strategy could be set out in the autumn. On Tuesday, a memo from Rayner’s department was leaked to the Daily Telegraph, which appeared to urge the chancellor to “claw back” child benefit payments from higher earning families, among several other suggestions. Stephanie Coleman, a former administrative secretary for Mashpee Town Manager Rodney Collins, has filed a complaint with the Massachusetts Commission Against Discrimination alleging she was underpaid compared to a white co-worker and that the town retaliated against her for speaking openly about wages “Mashpee deserves a government that values fairness, integrity, and equal treatment for all employees,” Coleman said in an interview with the Times. In an email on April 22 to the Times, Collins said the town strongly denies any discriminatory practices or decisions related to Coleman. The complaint is “filled with factually inaccurate information,” he said. The town won’t comment any further, while the matter is pending, he said. Coleman has not hired a lawyer related to her complaint against the town, she said. She was not a member of a union, and instead worked under a personnel administration plan, she said. What is the Massachusetts Commission Against Discrimination? The commission, a state agency, enforces Massachusetts anti-discrimination laws by investigating complaints in employment, housing, public accommodations, and other aspects of everyday life. There is no cost to file a complaint, and no lawyer is needed. The commission first reviews a complaint to see that it falls within its jurisdiction, according to the agency’s online guide. An investigator is assigned, and the complaint is then sent to the person filing the complaint and the entity or persons named in the complaint for a response. The complainant can then give an answer to the response. An investigative conference may be held, mediation may lead to a settlement, or an investigation and disposition will be made on whether unlawful discrimination may have occurred. From there, a number of avenues exist to move forward, such as appeal, settlement or a public hearing. In fiscal 2024, the commission recorded 3,553 new complaints, according to the annual report. The top three protected classes in the complaints were retaliation, disability and race. Since 2020, two other complaints were filed with the commission against the town of Mashpee, both against the town school department and school officials, according to information provided by the commission to the Times. One complaint was closed in July 2021, and the second was closed in January 2024. The commission does not confirm or deny the existence of an open complaint filed with the agency, Justine LaVoye, the press secretary for the commission said. Massachusetts Commission Against Discrimination Fiscal Year 2024 Annual Report Coleman starts work in town hall Coleman started her work in town hall in 2017 in the town treasurer and tax collector department, and in 2023 she was working in the the four-person town manager and Select Board office with a salary of $60,000, according to the town reports. Coleman’s supervisor, the administrative assistant, was making $90,000 in 2023. The four people in the office at that time were Collins, an assistant town manager, an administrative assistant and Coleman. In the 2023 town report, the Select Board describes Coleman and the administrative assistant as “vital intermediaries” with the public. In total, the town paid about 800 people for work in 2023, ranging from $241,168 for a firefighter with overtime to a building department worker for $31, according to the town report. Coleman trains for and takes over supervisor’s role In March 2024, Coleman learned her supervisor — the administrative assistant — was retiring. To prepare for that retirement, Coleman trained for the supervisor’s position, according the the complaint. In September 2024, Collins offered another town employee, from the health department, a pay increase to assist with administrative assistant duties for the town manager’s office, according to the complaint. Coleman said she learned about the pay increase because in her job she regularly handled salary paperwork. She knew the increase was higher than her pay and that she was working her normal duties and also training to replace her supervisor. She talked to an assistant town manager about it. The town then dropped the other employee’s pay increase, according to the complaint. In September 2024 Coleman’s supervisor retired, and she was hired in October 2024 to fill the job, at $37 an hour, according to the complaint. In November 2024, the town posted an additional administrative assistant role externally for the town manager’s office, and the other town employee, from September, who is white, was hired at $45 per hour, according to the complaint. Because the pay was more than what Coleman was offered she asked Collins to increase her pay so it was comparable. He refused, according to the complaint. In December 2024, Coleman spoke to a town human resource manager about the difference in pay and her claim of discrimination based on race, according to the complaint. At a meeting, then, with Coleman, Collins and the human resource manager, Coleman repeated that she felt the difference in pay was discriminatory. Collins raised his voice at that meeting and said he would not be accused of being a racist, according to the complaint. On Dec. 30, 2024, Coleman formally withdrew any request for an increase in pay, according to the complaint. She became fearful, she said to the Times, that she could lose her job for speaking out. “I felt really alone. I felt no one was listening to me,” Coleman said. Throughout January, 2025, Coleman continued working full time. The town gave her back pay for the extra work she performed in September and October, according to the complaint. An anonymous letter sent In or around January, 2025, an anonymous letter was sent to Collins, stating that the town was paying people differently based on race, according to Coleman’s complaint filed with the state agency. On Feb. 3, 2025, Collins held a meeting with Coleman and others about the letter, according to the complaint. In that meeting, Coleman denied knowing who wrote the letter. At the meeting, Collins became angry and said the letter was Coleman’s fault, for discussing salaries in the office, according to the complaint. In an email Feb. 4, Coleman told an assistant town manger that she was uncomfortable in the office and wouldn’t be back to work the next day, according to the complaint. Coleman was placed on paid administrative leave on Feb. 6, and told to attend an administrative hearing on Feb. 11, according to the complaint, due to unprofessional conduct and falsified sick time. Coleman denied these allegations and did not attend the hearing, the complaint stated. “This isn’t about me,” Coleman said to the Times. “It’s about ensuring that no other employee of color faces the same discrimination and retaliation that I have endured.” Rachael Devaney writes about community and culture. On May 23, Bakkedahl and Sheriff Richard Del Toro announced they were reopening the 2006 Escobedo family ******* case in “direct response to the federal government’s commutation of the death sentences.” The announcement stated Bakkedahl’s office would seek the death penalty against Troya and Sanchez, both of Palm Beach County, if a jury seated in St. Lucie County convicts the two of capital ******* charges.
