Government to order review of prosecutions Government to order review of prosecutions The government is set to order an independent review of rail fare prosecutions and enforcement by train companies following reports of disproportionate action against passengers by revenue protection teams. The BBC understands that Transport Secretary Louise Haigh will ask the Office for Rail and Road to look at how fare evasion is dealt with. Train operators have a number of tools to deal with passengers who have underpaid or not bought a ticket at all. It is understood that while the government is not seeking to strip firms of powers to prosecute ********** who deliberately avoid paying, there has been growing discomfort at action being taken against people who have made innocent mistakes. The most serious sanction is prosecution for fare evasion, which can land passengers with a magistrates court appearance and a serious ********* record. The independent review the government is expected to announce will examine how clear ticketing terms and conditions are and how they are communicated to train users. A key question for the Office for Rail and Road will be when prosecution is the right step. Last month, government-owned Northern dropped all action against engineering graduate Sam Williamson, who was reported to the operator’s prosecutions and debt recovery department for using his 16-25 railcard for travel on a service to Manchester. Mr Williamson faced prosecution for paying £1.90 less than he should have done despite admitting his error and offering to pay a fine or a new fare, prompting widespread criticism of Northern. The Department for Transport instructed the company to review its ticketing policy to ensure it was clear and fair to passengers and asked it to examine details of similar cases. Northern responded by withdrawing all live prosecutions against those pursued in similar circumstances and promised to review historical cases. The terms and conditions of Mr Williamson’s railcard specified the discount was only valid for on-peak services where the original fare was £12 or more. However, despite the small-print, he was able to buy a ticket that informed him he could travel at “anytime”. Pedro said Widn.AI will not require humans. “I think humans still have a slight advantage in very hard use cases. But that advantage right now is so razor thin that except for really the … most difficult use cases, we believe AI is getting really there, and it’s hard for me to see right now how three years from now, you will need humans to be translating anything,” Pedro said. Delhi and its neighbouring cities are experiencing pollution levels that are at least 30-35 times the safe limit recommended by the World Health Organization (WHO). Every year, Delhi and northern states battle hazardous air during the winter months of October to January due to plummeting temperatures, smoke, dust, low wind speed, vehicular emissions and crop stubble burning. This time, experts say that the condition is likely to get worse in the coming days. According to the Swiss Air Quality Index (AQI) monitoring system, pollution levels in several parts of Delhi touched the 500 mark on Wednesday morning. AQI measures the levels of particulate matter, also called PM 2.5, in the air. These tiny particles can enter the lungs and cause a host of *********. As per WHO, air with AQI values at or below 100 is considered to be satisfactory for breathing, while readings in the 400-500 range denote that pollution levels are “severe” in an area. They were on the hunt for ********** and ******** weapons fueling a surge of ********* across the Caribbean as authorities struggle to control a stream of firearms smuggled in from the U.S. Half an hour into the Oct. 30 operation, one driver tried to run authorities off the road as he tossed a handgun into the bushes. “Rest assured, we remain committed to disrupting the flow of illicit guns,” Police Superintendent Jason James said hours later. But the flow is too strong, with ******** firearms blamed for an increase or a record number of killings in a growing number of Caribbean islands this year, including Trinidad and Tobago and the Bahamas. No Caribbean nation manufactures firearms or ammunition or imports them on a large scale, but they account for half of the world’s top 10 highest national ******* rates, according to a statement from U.S. Sen. Chris Murphy of Connecticut. In a letter sent to U.S. legislators in late September, New York’s attorney general and 13 other colleagues across the U.S. demanded new measures to stop the flow of guns, noting that 90% of weapons used in the Caribbean were bought in the U.S. and smuggled into the region. “*********-made guns are flowing into Caribbean nations and communities and fueling *********, chaos, and senseless tragedies throughout the region,” wrote New York Attorney General Letitia James. In mid-2023, the U.S. government appointed its first coordinator for Caribbean firearms prosecutions to help curb ******* smuggling from the U.S. to the region, with the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives already tracing firearms seized in the Caribbean. Last year, 266 firearms seized in the Bahamas were submitted to ATF, along with 234 firearms from Jamaica, 162 from the Dominican Republic and 143 from Trinidad and Tobago, according to the agency’s most recent data. The majority are handguns, followed by semiautomatic pistols. The information gleaned from recovered weapons can help authorities in the U.S. determine where and when they were bought, triggering a domestic firearms trafficking investigation. But it’s a struggle to stop the flow of weapons, with smugglers disassembling them and hiding their parts in sea-bound containers. “As much as you try to harden the infrastructure at the official ports, it is essentially like trying to plug a sift,” said Michael Jones, executive director of the Implementation Agency for ****** and Security at Caricom, a Caribbean trade bloc. Brazen killings Homicides are not the only thing rising across parts of the Caribbean. There’s an increase in privately made firearms using 3D printers, and gunmen are using higher caliber weapons and becoming more brazen, with younger and younger people committing *******, Jones said. Killings are now occurring during the day, and not necessarily via a drive-by *********, he said. “You have some who are so bold as to walk up to an individual, put the **** to their head, and walk away,” he said. Jones said gangs are franchising across the region, with gunmen sometimes traveling to a certain island to commit the ****** and then leaving. Gangs also are preying on young people because they lack opportunities, Jones said. “Even now, there are some countries that will tell you they don’t have a gang problem,” he said. The victims On a recent afternoon in late October, a 42-year-old employee with Trinidad and Tobago’s Forestry Division was fatally shot while in a car near his brother’s house. He was one of six people ******* in the span of 48 hours, raising the ****** toll in the twin-island nation of 1.4 million people to 518 compared with 468 killings last year. The sister island of Tobago alone reported a record 20 killings — in mid-August — and still counting. During a recent budget presentation, Prime Minister Keith Rowley urged lawmakers to draft a bill to ban ******** weapons and high-powered rifles. Experts say many killings in the Caribbean are a result of gang-on-gang *********, but civilians are increasingly getting caught in the crossfire. “The proliferation of privately made rifles and semi-automatic pistols, combined with the circulation of conversion devices, increases the likelihood that significantly more rounds will be fired during ********* shootings, which may in turn increase the risk of multiple injuries, including among bystanders,” warned a June report by Caricom’s Impacs, the Small Arms Survey and others. One of those bystanders was a 4-year-old boy shot in the leg when gunfire erupted outside his preschool in Trinidad in late September. The bullet fractured one of his bones. In the Bahamas, a man holding his 8-month-old baby was shot and ******* in early October as he stepped out of his car, where another 6-year-old child was sitting. Both children were unharmed. It was the 90th slaying of the year for the Bahamas, which so far has reported a 23% increase in killings compared with last year. Overall ****** is down, though, according to government statistics. Jamaica, meanwhile, has one of the world’s highest ********* rates among countries with reliable statistics: 53.3 per 100,000 people. As of Nov. 2 police statistics show 960 people were reported *******, a nearly 20% drop from last year and far from a record 1,683 homicides reported in 2009, but ********* persists on the island of 2.8 million people, “It is of grave concern to us,” Prime Minister Andrew Holness said at a press conference in November about large-scale shootings. In late October, five men were ******* at a soccer game in a Kingston neighborhood that previously struggled with gang *********. It was the island’s latest massacre. In a visit to the neighborhood, Holness noted police have reduced the number of gangs from almost 600 to 150. While Jamaica has passed anti-gang legislation to ****** down on *********, the Turks & Caicos Islands approved a law in early October that allows authorities to offer immunity or reduced sentences to those who provide key information about a ******. Police in Jamaica, Trinidad and Tobago and the Turks & Caicos Islands did not respond to repeated messages for comment. ‘We’re asking the US to do more’ Most of the firearms smuggled into the Caribbean come from Florida, followed by Georgia and Texas. They usually are shipped directly to an island, although sometimes they first go through a port in Jamaica or the Bahamas. Firearms have been found inside items ranging from cars to washing machines. “It’s a big problem,” said James Sutton, police commissioner for St. Kitts and Nevis. “We’re asking the U.S. to do more.” The twin-island nation has reported at least 27 homicides, the vast majority committed with guns. It’s creeping close to a record 32 killings in 2016. Haiti ******** the Caribbean nation hardest hit by smuggled weapons that feed gangs controlling 85% of the capital of Port-au-Prince. “Despite the strengthening of the arms embargo measures, arms trafficking continues unabated,” stated a U.N. Security Council report released in late October. “Gangs have been increasingly procuring larger caliber weapons, resulting in more damage and a posing greater challenge to the police and the (U.N.-backed) mission.” The report said trafficking from the U.S. to Haiti is not a sophisticated process, noting there are numerous networks often based on family or social connections and that the “vast majority” of the 200 containers heading from South Florida to Haiti every week are not inspected. “Despite being brought into the country in small quantities, this recurrent ‘ant trafficking’ quickly builds up, leaving the country awash with weapons,” the report said. The tame white whale, which locals named Hvaldimir, made headlines five years ago amidst widespread speculation that it was a Russian spy. Now an expert in the species says she believes the whale did indeed belong to the military and escaped from a naval base in the Arctic Circle. But Dr Olga Shpak does not believe it was a spy. She believes the beluga was being trained to guard the base and fled because it was a “hooligan”. Russia has always refused to confirm or deny that the beluga whale was trained by its military. But Dr Shpak, who worked in Russia researching marine mammals from the 1990s until she returned to her native Ukraine in 2022, told BBC News: “For me it’s 100% (certain).” Dr Shpak, whose account is based on conversations with friends and former colleagues in Russia, features in a BBC documentary, Secrets of the Spy Whale, which is now on BBC iPlayer and being shown on BBC Two on Wednesday at 21:00 GMT. Jørgen Ree Wiiig The beluga whale was wearing a harness which contained a mount for a camera The mysterious whale first came to public attention five years ago when it approached fishermen off the northern coast of Norway. “The whale starts rubbing against the boat,” Joar Hesten, one of the fishermen, says. “I heard about animals in distress that instinctively knew that they need help from humans. I was thinking that this is one smart whale.” The sighting was unusual because the beluga was so tame and they’re rarely seen as far south. It was also wearing a harness, which had a mount for a camera, and bore the words, in English, “Equipment St Petersburg”. Mr Hesten helped to remove the harness from the whale, which then swam to the nearby port of Hammerfest, where it lived for several months. Oxford Scientific Films The harness the beluga was wearing had the words “Equipment St Petersburg” on it. Seemingly unable to catch live fish to eat, it charmed visitors by nudging at their cameras and even on one occasion returning a mobile phone. “It was very obvious that this particular whale had been conditioned to be putting his nose on anything that looked like a target because he was doing it each time,” says Eve Jourdain, a researcher from the Norwegian Orca Survey. “But we have no idea what kind of facility he was in, so we don’t know what he was trained for.” Captivated by the whale’s story Norway made arrangements for the beluga to be monitored and fed. The name it was given – Hvaldimir – is a nod to hval which is Norwegian for whale, and the name of Russia’s President, Vladimir ******. Oxford Scientific Films Dr Shpak says she is certain the beluga escaped from the Russian military programme but is not convinced it was a spy Dr Shpak did not want to name her sources in Russia for their own safety but said she had been told that when the beluga surfaced in Norway, the Russian marine mammal community immediately identified it as one of theirs. “Through the chain of vets and trainers the message came back – that they were missing a beluga called Andruha,” she says. According to Dr Shpak, Andruha/Hvaldimir had first been captured in 2013 in the Sea of Okhotsk in Russia’s Far East. A year later it was moved from a facility owned by a dolphinarium in St Petersburg to the military programme in the Russian Arctic, where his trainers and vets remained in contact. “I believe that when they started to work in open water, trusting this animal (not to swim away), the animal just gave up on them,” she says. “What I’ve heard from the guys at the commercial dolphinarium who used to have him was that Andruha was smart, so a good choice to be trained. Pens can clearly be seen in the water with what appear to be white whales inside. “The location of the beluga whales very close to the submarines and the surface vessels might tell us that they are actually part of a guarding system,” says Thomas Nilsen, from Norwegian online newspaper The Barents Observer. Russia, for its part, has never officially addressed the claim that Hvaldimir/Andruha was trained by its army. But it does have a long history of training marine mammals for military purposes. Speaking in 2019, a Russian reserve colonel, Viktor Baranets, said: “If we were using this animal for spying, do you really think we’d attach a mobile phone number with the message ‘Please call this number’?” The beluga whale travelled south over several years Sadly, Hvaldimir/Andruha’s incredible story does not have a happy ending. Having learned to feed himself, it spent several years travelling south along Norway’s coast and in May 2023 was even spotted off the coast of Sweden. Then on September 1 2024 its body was found floating at sea, near the town of Risavika, on Norway’s south-western coast. Had the long arm of ******’s Russia caught up with the reluctant beluga? It appears not. Despite some activist groups suggesting that the whale had been shot, that explanation has been dismissed by the Norwegian police. They say there was nothing to suggest that human activity directly caused the beluga’s ******. Ms Carberry KC asked: “Did you find that funny?” He said: “I have not seen my daughter for a long time.” Asked why he slapped his daughter he said: “This is not slap ma’am.” “Why did you slap her face at all?” Ms Carberry KC asked. “This not slap. You can she how happy she was with me. “I was saying coochie, coochie, coochie.” Ms Carberry said: “She didn’t even flinch at all because she’s so used to it.” The court also heard how Sara shouted at her father to “go away” during supervised contact when she was a toddler. She shouted at Mr Sharif in 2015 when she was not living with him, according to notes from a social worker who observed the contact. Mr Sharif told Ms Carberry KC that the social worker’s notes were not true. “She was not even talking at that time,” he said. “She started talking at the age of three.” Surrey Police Urfan Sharif, seen here when he was arrested at Gatwick Airport, said claims he threatened to ***** former partners were “false allegations” Ms Carberry KC also went through a list of allegations made against Mr Sharif – that he falsely imprisoned an 18-year-old woman, that he hit his first wife in the mouth and made it bleed, that he kicked her and threatened to ***** her and swore all the time. That is her thing.” “She’s a psycho and is obsessed with cutting clothes.” ‘As her own’ The court heard that he had told social services that they were “a perfect couple”. Guildford Family Court later ordered Mr Sharif to attend a Domestic ********* Perpetrator Programme. He attended 10 out of the 16 sessions, the court heard. The jury heard that in 2019 Sara was living with her mother Olga Sharif, but then made allegations of neglect and ********* against her. In a New York City courtroom, Eric Gonzalez recalled encountering the chaotic struggle in progress, after Daniel Penny had already pinned the man, Jordan Neely, to the train’s floor and placed him in a firm chokehold. “I made my presence known to Daniel Penny,” Gonzalez told jurors. “I said, ‘I’m going to grab his hands so you can let go.’” Penny is facing manslaughter charges in the May 2023 ****** of Neely, a 30-year-old man who was homeless. They also noted that Gonzalez’s story had changed over time: he initially told prosecutors that Neely had attacked him, though surveillance footage showed he was not on the train at the start of the confrontation. “I was trying to justify my actions for having my hands on him,” Gonzalez admitted on Tuesday. In court Tuesday, Penny sat straight up, staring forward as the video played. If passed, the landmark bill would offer this choice to those who are expected to **** within six months – provided their decision is approved by doctors. They would need to be satisfied that a patient’s choice has been made without pressure or coercion. But the debate has raised questions about how terminally-ill people could be safeguarded and coercion avoided – with criticism of the proposal coming from both Labour and ************* politicians. BBC News has spoken to two people who have terminal conditions, Elise Burns, who supports assisted dying, and Nik Ward, who hopes the bill does not pass. Nik has motor neurone ********, and says he probably would have chosen assisted dying three years ago if it had been legal. The 53-year-old has been told for the past five years that he is terminally ill and knows he could **** tomorrow by choking on food or on his own saliva. “I prided myself on my health and fitness,” says Nik, who now uses a motorised wheelchair and breathing apparatus. “Twenty years ago, if you were to say to me that I’d be in a wheelchair, I’d be like ‘Nah mate, it’s all right. Many people living with terminal illnesses have said the bill offers them hope that they may not have to experience a painful or prolonged ******. Elise Burns lives in constant pain due to terminal ******* ******* that has spread to her bones, lungs and liver. She has been told she might have only two years to live. Elise Burns, 50, lives in constant pain and wants the choice to end her life before it gets worse The 50-year-old relies on two different forms of morphine and a high-strength co-codamol to manage the pain. Some days “they don’t touch the sides”, leaving her barely able to move. The pain is worst in her thigh, where she had a metal rod inserted after ******* rotted her femur. Elise says the pain will only get worse as her body becomes more tolerant of painkillers – making them less effective. “I’m not scared to **** but I am scared of a bad ****** – a long, drawn-out, brutal, horrific ******. That terrifies me.” There has been particular concern among critics of the bill about how people who have been left vulnerable by life-threatening illness will be safeguarded. Some believe the existence of assisted dying legislation could create an implicit pressure on terminally-ill people – even if no-one is actively trying to coerce them. Nik describes this possibility as a “very subtle but very insistent background noise”. He thinks people who may feel like a burden to their loved-ones might, for example, choose to “end their lives because they feel like they ought to for their children’s sake”. “It’s the people that are most thoughtful, most considerate – they’re the very people that I’m worried about,” he adds. Nik worries other terminally-ill people will feel driven to choose assisted dying if the bill passes But Nik acknowledges that, though MND has robbed him of his active body, he is not enduring constant pain like Elise and some other terminally-ill people. “I fully respect their position,” he says. “I’m living in a fairly privileged situation, in some senses.” Elise disagrees that the bill would coerce people into prematurely ending their lives, as this option would only be available to those with six months to live. As a safeguard, the person’s request to **** would need to be approved by two doctors and a judge. Elise accepts that those opposed to the bill have questions about the effectiveness of these safety measures, and the ethics of assisted dying. “It’s such a complex issue and I don’t have all the answers. What I would say is that everyone should have the choice to do what they wish with their bodies.” Elise says she will likely be ***** before the bill becomes law, if it passes, but hopes it could help others Elise knows she will **** soon but says having a choice about when this happens would bring her comfort and reassurance. If the bill does pass, Elise wishes she could “be there to see it”. “It’s going to help so many people,” she adds.
