Children joined riots for the ‘thrill’, report says Children joined riots for the ‘thrill’, report says Children who took part in riots last summer were primarily driven by curiosity and the “thrill of the moment”, rather than far-right ideology and social media misinformation, the children’s commissioner for England has said. Deep distrust in the police and a lack of opportunities were also behind some children’s decisions to take part, a new report suggests. Violence broke out across the country in the days and weeks following the murders of three children at a Taylor Swift-themed dance class in Southport in July 2024. A government spokesperson said the mobilisation of the police and criminal justice system to bring perpetrators of all ages to justice was vital in restoring order. Dame Rachel de Souza said her interviews with children who had been charged over the disorder “paints a more complex picture” about why they became involved. The children’s commissioner’s findings come a week after Axel Rudakubana pleaded guilty to the murders of Alice da Silva Aguiar, nine, Bebe King, six, and seven-year-old Elsie Dot Stancombe. He was sentenced to 52 years in prison for the “meticulously planned rampage” in which 10 other people, mostly children, were also stabbed on 29 July last year. False rumours had spread online in the hours after the attack that the perpetrator had been a migrant, and a violent protest took place close to the scene the following day. Riots in which mosques and hotels housing migrants were attacked soon spread to many other towns and cities across England and Northern Ireland. Prime Minister Keir Starmer described the violence at the time as “far-right thuggery” and promised that those involved would “face the full force of the law”. The children’s commissioner’s report said at least 147 children had been arrested and 84 charged since the riots, with some as young as 12 sentenced over their involvement. Dame Rachel said her interviews with 14 of those “unheard and overlooked” children “raise some really serious questions about childhood in England and why our children feel so disaffected and disempowered”. However, she said her report “does not excuse criminality”. “As children’s commissioner, it’s my duty to listen to children, regardless of their circumstances,” she said. “The harm caused by these children’s actions is undeniable. Many – but not all – of the children acknowledged the need for accountability and consequences for their actions. “Today’s findings offer no simple solutions but paints a more complex picture than has been debated following the riots. However, it is one that we must grapple with in order to create a more positive experience of childhood.” Her report suggested that previous negative interactions and a deep-seated mistrust of the police had fuelled the actions of children, who viewed the riots as an opportunity to retaliate against the police. Poverty and a lack of opportunities in their communities also formed the background of their involvement, the report said. Dame Rachel criticised the “unusually severe and swift” charges which followed the riots, which she said overlooked children’s potential for rehabilitation. She added that variation between regions in terms of children’s outcomes amounted to a “postcode lottery” for those who became involved with the youth justice system. A government spokesperson said: “The senseless violence we saw on our streets after the tragic loss of Bebe, Elsie and Alice brought shame to our nation, and the mobilisation of our police and entire criminal justice system to bring perpetrators of all ages to justice was vital in restoring order. The rotary wing division of planemaker Airbus said in a business update that it had won 455 gross orders, or a net total of 450 after cancellations, up 15% from the previous year and marking the highest net order haul since 2012. Airbus said it had won a 57% share of the civil and parapublic market, which includes emergency services, in 2024. New business included 58 orders for the large Super Puma. Airbus will release its full results, including profit figures for the helicopter division, on Feb. 20. It showed a young boy, likely no older than five, suffering from severe shock after a bombing. His eyes are wide with fear and he is shaking furiously. “The look in his eyes has stayed in my mind since I saw the video,” Ms. Rachel, whose real name is Rachel Accurso, tells The Independent. “A kind doctor hugged him and told him the bombing was over and he finally broke down into tears. No child should experience that kind of fear, shock and terror.” That video was one of many that compelled Ms. Rachel to speak out on a conflict that has fiercely divided opinion in the US. Over the coming months, she would become one of the most prominent public advocates for children caught up in the war — but it also brought a backlash. A former child educator from Maine, Ms. Rachel has built an audience of more than 13 million subscribers on YouTube with her mix of educational videos and songs for young children. Parents worship her as a deity for the respite she gives them; her bright, high-pitched intonation is the background music to households across the country. Ms Rachel felt compelled to publicly advocate for the children of Gaza (Netflix) With billions of views on her channel, and millions more across Instagram and TikTok, she now sits atop a booming empire with her own line of toys and books, and on Monday her show debuted on Netflix. The New York Times called her “this era’s Mister Rogers.” In May last year, some seven months into Israel’s war against ******, children were bearing the brunt of relentless bombing. The United Nations estimated that some 14,500 children had been killed by intensive Israeli strikes across the Gaza Strip, with many more buried underneath the rubble. At least 1,000 children had one or both legs amputated due to injuries, more than 13,000 children were suffering from malnutrition, and around 17,000 children had been orphaned. Images of those atrocities were filtering through on social media, and to Ms. Rachel’s feed. “I couldn’t look away from the scale and gravity of suffering I was seeing every day,” Ms. Rachel says. “I know how crucial the first few years are for brain development and the lifelong effects trauma and malnutrition have on the brain. It’s a failure of humanity to deny children food, water, medical care, shelter and education, and to not protect children from violence,” she adds. Many careers have been ruined and many public figures ostracised for wading into the Gaza conflict, but Ms. Rachel says she felt a responsibility to use her fame for good. “I wouldn’t be true to myself if I didn’t use that platform to speak out for every child, everywhere,” she says. She first posted about the conflict in May last year to her 2 million Instagram followers, announcing that she would be raising money on Cameo, the personalized video messaging app, for Save the Children’s emergency fund for children in Gaza, Ukraine and Sudan. Within hours she had raised $50,000 with orders for 500 videos that she would personally record. A couple of days later she followed up with a written message, declaring that “Children should never experience the horrors of war – nor be killed, injured or taken hostage.” The messages appeared designed to be as universal as possible, non-political while being targeted enough to help in a practical way. The vast majority of the comments were positive, but her posts brought a backlash nonetheless. “You should be for all children not just the children in gaza. Do you not care what ****** did to all the innocent jewish children october 7th???” one Instagram comment among dozens of others said. “What about the hostages?!!!! do they matter” another wrote, before the comments were eventually turned off. Those messages had a noticeable impact on the usually cheerful children’s educator. Days later, Ms. Rachel posted a video of herself in near darkness, and in tears. “The bullying is so bad. It’s so bad. But I can handle this,” she said. “That is who I am. I love my neighbor. I love every child,” she added. “Imagining for one second what a mom is going through unable to feed her child or give her child clean water or keep her child safe.” “I care deeply for all children. ************ children, Israeli children, children in the US — *******, Jewish, Christian children — all children, in every country,” she wrote in the caption for the video. Despite her clear distress, Ms. Rachel didn’t stop. “I have no regrets. I’m guided by what’s in my heart and my unshakable belief that we owe our children more,” she says. The conflict in Gaza was triggered by an attack inside Israel by ****** on 7 October, 2023, during which around 1,200 Israelis were killed, and another 251 people were taken hostage. Israel’s retaliatory war from land and air, alongside a blockade, has killed 45,000 Palestinians, the majority of whom women and children, according to health authorities inside the besieged territory. Around 90 percent of Gaza’s 2.3 million residents have been forced from their homes. A tentative ceasefire agreement is now in place, but the situation is still devastating for children. The UN now believes that more than 13,000 children have been killed, an estimated 25,000 injured, and at least 25,000 hospitalized for malnutrition. “A generation has been traumatized,” Tom Fletcher, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, told the UN Security Council last week. “Children have been killed, starved and frozen to death. Some died before their first breath — perishing with their mothers in childbirth,” he added. And Ms. Rachel says that even as things hopefully get calmer with the ceasefire, she feels compelled to continue speaking out to protect children impacted by the war. “It’s right,” she says. “It’s human.” Now she occasionally receives brighter videos from Gaza, too. Earlier this month she shared a video of four young children gathered around an iPad in a tent. They sat in silence as Ms. Rachel sang and danced on screen. A young girl’s smile beamed across her face. “It’s so sweet,” Ms. Rachel says of the video. “I’m so grateful if I can help bring them even a little joy in the midst of such immeasurable suffering. Yes, the temperature is meant to drop for the rest of the week, but it’s unlikely that we’ve seen the last especially hot day of summer as we head into February. To help survive the sporadic heat waves, I have the Vornado 460 air circulator powered on throughout the day, both in my main living space and in my bedroom and I have nothing but glowing reviews for it. I use the Vornado 460 fan (currently AU$135, down from AU$169) in my main living space and, truth be told, it does function as more directional air flow as opposed to full room coverage. My main living space is quite large, and so it’s purely because of the fan’s smaller size that it can struggle to cover the entire area. I position it close to the air flow that comes from my air conditioning unit, and it’s able to push this colder air deep into the room. I have a second one in my bedroom, where it’s far more effective at creating circulating air because the room is smaller, and thanks to its quiet blades, I can leave it on throughout the night and not have my sleep disturbed. My colleague uses the larger 660 air circulator (AU$179.99, down from AU$259.99) at home and is a big fan of its performance (pun most definitely intended). Figures from the NHS-funded National Child Mortality Database reveal that 58 of those children were babies under the age of one. Dame Siobhain McDonagh, MP and chair of the All-Party Parliamentary Group (APPG) for Households in Temporary Accommodation, said the figures were “shocking”. They represented “more than one [death] every month… in the fifth largest economy in the world”, she added. Housing Secretary and Deputy Prime Minister Angela Rayner said the government would fix the system by allocating £1bn to councils to provide “safe, secure and stable housing”. Danielle from West London says her family of four has to share a 140-sq-ft (13-sq m) room The report found that child deaths were more likely to occur when homelessness was combined with overcrowding, mould and a lack of access to safer sleep options, such as cots and Moses baskets. Last year, government guidance was changed, recommending local authorities to help homeless families to access cots for children under the age of two. However, Dame Siobhain said the guidance “needs to be made law to ensure that deaths in temporary accommodation are zero”. A record 123,000 families are living in temporary housing in England. Temporary accommodation covers anything that isn’t a permanent home and is organised by the local authority. It can include hotels, hostels, caravans, holiday parks, or flats and houses. Families often face multiple moves while homeless. Danielle walks through a car park to get to a kitchen from her temporary housing Danielle from West London contacted the BBC about her concerns of being housed in a hotel for the last four months when she was evicted from her flat, because the owner wanted to sell. “It doesn’t surprise me that there’s children dying in these conditions when they’re not equipped for families to be there,” she says. She has to walk through a car park to get to a kitchen to cook and says the sleeping arrangement in her room was unsafe when she first moved in. Initially, she says she and her three children had to share two double beds in a 14ft x 10ft (4.3m x 3m) room. But that left her “constantly worried” and checking on her children, who are now one, three and six years old. Danielle has since bought bunk beds for her older children and has a travel cot for one-year-old Cameron – but says there are other concerns about such a long stay in a hotel, where she has to wash plates in the shower. “I have to be very diligent, making sure there’s no mould because of all the bodies in the room.” Since they have been housed more than four miles (6.4km) from her children’s school, she says the journey there can take up almost two hours. She says she has to stay out in the cold for most of the day until she picks them up. Danielle believes living in these conditions is potentially damaging the health of her children, who she says are “constantly getting ill”. Ealing Council said there had been “unprecedented” numbers of residents reaching out to ask for help with emergency housing and that 7,000 local families were on the waiting list for social homes. “We are working hard to drive down the numbers of people in temporary accommodation,” the council said. A spokesman said the council was rapidly moving people from hotels into B&Bs and looking to get them into more suitable accommodation. Dr Laura Neilson, chief executive of Shared Health, an organisation that works with homeless families, has been instrumental in uncovering the statistics on child deaths. She says the “deeply upsetting” findings are unsurprising and that the situation is “preventable and fixable”. Homeless children are at risk because of “lots of vulnerabilities” coming together, she adds. “We know that if you repeatedly move a child or baby, place them in accommodation without a cot or cooking facilities, and disconnect a family from support, the chance of death is increased. “The result is the deaths of 74 children that, outside of temporary accommodation, would still be alive.” The exact cause of the deaths of each child has not been published, but the data has been obtained from the reviews of every child death in England where a panel of experts – made up of doctors, pathologists and social workers – have named temporary accommodation as a contributing factor. Dr Neilson believes the impact on the health of homeless children is ******* than the data suggests and that the current data is likely an “underestimate”. Chloe, 23, with her six-week-old daughter Evie Separately, a report published on Friday, found almost 6,000 households with children were being housed in a B&B, of which almost 4,000 had been there for longer than the statutory six-week limit. Chloe, 23, from Oldham, became homeless while pregnant and began sofa-surfing until she was placed in a hostel. She and her daughter Evie, now aged six weeks old, have been placed in hotels by her council. Venue owners Ruzvelt Stevanovski and Krystle Dzajkovskalt said Monday they were blindsided by the nature of the metal show and abruptly halted it as the second of seven scheduled bands performed onstage. Harpos, a longtime east side Detroit rock club, is best known for its emphasis on hard rock, metal and punk. It regularly features both touring acts and local artists. Stevanovski, a longtime Detroit venue operator who purchased Harpos in January 2017, said he was working the venue’s concession area Saturday evening when he began getting “urgent phone calls” from friends. They were seeing outraged online posts claiming Harpos was hosting a neo-Nazi event. “As soon as I found out, I walked onstage and said: ‘We’re shutting down. Kill the sound,’” he told the Free Press. The crowd at the time numbered between 200 and 250 people, Stevanovski said. The bands onsite left without incident, he said. Stevanovski said the show was organized and booked by a musician in one of the participating bands. The Harpos owner said the band member, whom he had not previously met, approached him late last year to inquire about locking down a date for what the musician described only as “a ****** metal concert.” Police officers arrived at Harpos on Saturday after learning “there were threats made to that location,” Detroit Police spokesman Cpl. Would it make sense for us to take a show like that after trying to rebuild this venue for eight years? I would never have an event like that here.” Still, as word of the aborted Saturday show spread online, Harpos faced widespread criticism and vows of boycotts. It will cost farmers nothing to get their animals vaccinated as the government says it is footing the bill. But Robert Nkukuu, who keeps cattle in the Mai Mahiu area of Nakuru county – some 50km (30 miles) north-west of the capital, Nairobi, explained how it had become a toxic issue since President William Ruto announced the plan last November. “If the community here learns you are pro-vaccination they will slay you just now. So stop talking about it, we don’t want it,” he told the BBC. The government’s aim is to vaccinate at least 22 million cattle and 50 million goats and sheep over three years. Currently only 10% of the national herd get the necessary vaccinations and the authorities say they want to raise that rate to 85% to make Kenya’s livestock products eligible for export. The president, who is a farm owner and has several big herds himself, has said the vaccines are vital for expanding the sector by controlling foot-and-mouth disease in cattle and peste des petits ruminants (PPR) – also known as sheep and goat plague. But some of those who oppose the programme believe Microsoft co-founder Bill Gates is funding it, fuelled by people sharing videos of interviews featuring him talking about vaccinating cows to control methane emissions. AFP Kenya has one of Africa’s largest dairy sectors Methane expelled by livestock belching and farting contributes about 15% of global emissions each year, UN estimates show. It is the most common greenhouse gas after carbon dioxide (CO2). Jonathan Mueke, a senior official in Kenya’s agriculture ministry, has denied that Gates is involved in the livestock vaccination programme – adding that neither the US billionaire and philanthropist nor other foreign sources have provided funding. But this has not stopped the conspiracy theories being circulated on social media, often by high-profile personalities. Caleb Karuga, a former journalist and now an influential farmer, posted on X that he would resist the jabs, saying no-one will vaccinate his livestock just “because Bill Gates said so”. Ledama Olekina, an opposition senator and prominent Maasai pastoralist, wrote on X: “There [are] millions of cows in Europe and America and none of them are being vaccinated for farting … mine will not be vaccinated.” Gates has previously invested in projects to reduce methane emissions from cattle and is funding a US-based company looking to develop a vaccine, as are other US investors. But Prof Ermias Kebreab from the University of California, Davis in the US, who has researched how to reduce methane emissions from livestock, told the BBC there was currently no livestock vaccine for reducing methane emissions in use. “I wish we had one but that is still in development – and no-one has reached [the stage of] testing in animals yet,” he said. However, such assurances have done little to quell misunderstanding about the motives of the vaccine campaign. The distrust is being pushed by some opposition politicians, who have said the vaccines will alter the genetic make-up of livestock, potentially resulting in defective animals. “Ruto is advancing a sinister foreign agenda. This plan is reckless and must be stopped,” said Kalonzo Musyoka, an opposition leader, not long after the initiative was announced. When the BBC asked Musyoka about the specific claims that the vaccines could be harmful to the cattle, his spokesperson said the vaccination campaign was a “violation of the constitution”. He added that it had been “shrouded in secrecy” and the government had not shared details about resources, implementation or technical details about the vaccines. The suggestion that livestock vaccines will genetically change animals is misleading, according to Prof Ermias. “It is very similar to people getting vaccinated to fight against various diseases. There is no report that it causes deformities or alters DNA,” the academic told the BBC. Herder Robert Ngukuu is adamant that he will not vaccinate his livestock as everyone is opposed to the idea in his part of Nakuru county President Ruto has dismissed the views of those opposing the vaccinations as “simply misguided, unreasonable and possibly stupid”. “All of us who have been vaccinated, has anyone stopped farting?” Ruto said as he dismissed the methane claims as “nonsense”. Yet analysts say the spread of such conspiracy theories is down to poor communication by Ruto himself as well as low trust in his government following anti-tax protests last year and a series of corruption scandals. The government has faced a huge backlash over tax increases brought in since Ruto became president in 2022 – making it very unpopular. Last June it was forced to withdraw a controversial finance bill that would have included more tax increases. Alphonce Shiundu, Kenya editor at fact-checking organisation AfricaCheck, says the government was now facing a “trust deficiency” in the way it communicated the livestock campaign. When Ruto first announced it, details were scant – and it was not clear what the animals would be vaccinated against. This is when tools that monitor social media posts on X show there was a clear spike in mentions of both Gates and cows by accounts with their location listed as Kenya. The furore grew into a matter of national debate, with cartoonists even pushing for cows’ rights on social media with comical images captioned “my fart, my choice”. The Kenya Veterinary Association (KVA) has called on the government to halt the vaccination exercise and conduct a public awareness campaign first. “The politicisation of the vaccination exercise has adversely affected the entire campaign, thus distracting the public from the goal of controlling diseases,” Dr Kelvin Osore, KVA chairperson, told the BBC. But Dr Allan Azegele, the director of veterinary services at the agriculture ministry, said it could not be delayed given the recent severe outbreak of foot-and-mouth in western areas. This has forced several livestock markets to close this month – and the authorities have imposed strict quarantine measures in those places. “We cannot wait… because it is more expensive to respond to outbreaks. We have to be proactive rather than reactive,” Dr Azegele told the BBC. He said foot-and-mouth had no specific treatment, making prevention through vaccination crucial. Only 10% of the national herd is currently vaccinated – and the government wants this raised to 85% Agriculture Minister Mutahi Kagwe has sought to reassure everyone that the exercise will be voluntary and has pledged to engage all stakeholders to “cure misinformation” surrounding the issue. The government has also been reassuring the public that the vaccines are being produced locally. But some farmers are still vowing to resist the vaccination drive, citing possible foreign influence and mistrust of the government. David Tiriki, a livestock farmer in Kajiado county, south of Nairobi, told the BBC that he would not allow his animals to be inoculated, citing safety fears. “I suspect someone is trying to introduce a virus to our livestock so that the rich can start selling the cure to poor farmers who might not even afford it,” he said. The BBC did speak to one small-scale farmer from Makueni county, south-east of Nairobi, who welcomed the initiative. The BBC has been told Home Secretary Yvette Cooper does not agree with the central findings of a rapid “sprint” report she commissioned last year, and will order the government to continue to focus on Islamist and far-right extremism. It comes after sections of the report were leaked to the Policy Exchange think tank, which criticised the recommendations. A Home Office spokesperson said the government is “considering a wide range of potential next steps arising” from the report. “The counter extremism sprint sought to comprehensively assess the challenge facing our country and lay the foundations for a new approach to tackling extremism – so we can stop people being drawn towards hateful ideologies,” the spokesperson said. “This includes tackling Islamism and extreme right-wing ideologies, which are the most prominent today”. In July 2024, Cooper commissioned Home Office officials to conduct a rapid review of the ***’s approach to extremism, in the wake of the last summer’s riots across the *** following the ******* of three young girls in Southport. The review was tasked with shaping a new counter-extremism strategy, addressing online and offline threats from Islamist and the far-right alongside a broader spectrum of extremism. Speaking at the time, Cooper said the review would “identify any gaps in existing policy which need to be addressed to crack down on those pushing harmful and hateful beliefs and violence”. Leaked sections of the report, published by Policy Exchange, recommend the government’s counter-extremism strategy shift focus to “behaviours of concern” rather than “ideologies”. Behaviours of concern include violence against women, spreading misinformation and conspiracy theories, fascination with gore or involvement in the online subculture called the “manosphere” – which promotes misogyny and opposition to feminism. According to Policy Exchange, the report admits many who display such behaviours would not count as extremist. Policy Exchange has not made public the leaked version of the Home Office report, but published its own assessment which quoted extensively from the document. The government’s current strategy, known as Contest, is “ideologically agnostic”. But counter-extremist officers focus most their efforts tackling Islamism and right-wing extremism – the two most dominant threats to the ***. MI5 Director Ken McCallum said in October that *** counter-terror efforts deal 75% with Islamist threats and 25% with far-right extremists. The Policy Exchange authors, who released the Home Office findings, said the review “runs in the wrong direction”. Former journalist and government advisor Andrew Gilligan and Paul Stott, the head of security and extremism at Policy Exchange, said: “The purpose of counter-extremism and counter-terrorism is to defend the security of the country, its democratic values and institutions against those whose beliefs and acts intentionally threaten them. “Such threats come overwhelmingly from those with an ideological or political motive, principally Islamism but also far-right and other forms of extremism.” The report’s recommendations “risk swamping already stretched” security services, while redefining extremism “threatens free speech,” the authors said.
