Feb. 3 (UPI) — Two hikers recently have been found dead in national parks in Tennessee and Utah.
On Sunday, the body of Cesar Herrera-Ruiz, a 37-year-old ********* national, was found at Zion National Park in Utah, and Ann Houghton, age 73, was found deceased in Great Smoky Mountains National Park in Tennessee, authorities said.
Zion National Park
Sgt. Brett Bonner with the Washington County Sheriff’s Office in Utah confirmed to The Salt Lake Tribune the identity of the victim Monday. The sheriff’s office is investigating the cause of the man’s death.
The sheriff’s office received a report of possible fall of a hiker at 7:06 a.m. Sunday and worked with park service personnel in a search-and-rescue mission.

The popular mile-long Overlook Trail was temporarily closed for recovery operations.
In October, a 40-year-old man fell approximately 200 feet to his death while canyoneering with three others, according to the National Park Service.
Zion National Park, which is 232 square miles, ranges from 3,666 feet at Coalpits Wash to 8,726 feet at Horse Ranch Mountain.
Smoky Mountains National Park
Houghton was reported missing Saturday.
Her vehicle was located at the Smokemont Campground.
Law enforcement and search and rescue included personnel with the Cherokee Fire and Rescue, BUSAR, Macon Volunteer Fire Department, Cowee Volunteer Fire Department, Appalachian Mountain Rescue Team and Jackson County Sheriff’s Office.
She was found deceased at 1:53 p.m. roughly a quarter mile off Enloe Creek Trail.
Houghton was a resident of Jackson County, N.C., and had volunteered in the park for more than 20 years.
“Ann was an enduring and beloved member of our Smokies Community,” said Charles Sellars, acting superintendent of Great Smoky Mountains National Park, said. “She was a dedicated volunteer and avid hiker who shared her passion for the park with many visitors.”
Great Smoky Mountains National Park straddles the border between North Carolina and Tennessee as part of the Blue Ridge Mountains.
The park encompasses 816.28 squares miles. Elevations range from about 875 feet to 6,643 feet at the summit of Kuwohi.

Trump brinkmanship appears to pay off

President Trump’s high-stakes confrontation with the United States’ closest trading partners appears to have paid off, with both Mexico and Canada agreeing to stricter border security and taking ******* steps to address fentanyl trafficking.
The strategy to leverage the US economy to force concessions from other countries notches a win for Trump’s “America first” agenda, allowing him to follow through on core domestic issues without American consumers feeling the sting of the economic consequences of a continental trade war.
His tariff playbook is hardly new.
Trump’s tariffs on steel and aluminium during his first term prompted backlash from Mexico, Canada and the European Union, but economists say those measures were more limited in scope.
This time, Trump has promised sweeping tariffs on goods from Mexico and Canada, and China, which is still set to see a 10% tariff increase on goods starting at midnight on Tuesday.
But it remains unclear whether Trump will follow through on his threats to Canada and Mexico once the 30-day deadline is up. That uncertainly stirs fears that could see businesses reducing their reliance on American markets, holding off on investing in building new factories or hiring workers until the trade stand-off becomes more clear.
Lame-duck Trudeau pulls off a trade truce

That was not a January Arctic blast from the north – it was a widespread sigh of relief from ********* politicians and business leaders at the 30-day pause on US tariffs.
While the threat of tariffs remains, ********* Prime Minister Justin Trudeau can claim a political win: a temporary truce in what was shaping up to be a devastating trade war.
********* politicians have been scrambling to figure out what exactly would satisfy Trump – a situation not helped by Canada’s domestic politics, with Trudeau wrapping up his last weeks in power as a lame-duck prime minister.
The border security measures announced on Monday aren’t all new.
In December, Canada announced C$1.3bn ($900m; £700m) in measures that included efforts to disrupt the fentanyl trade, new tools for law enforcement and enhanced co-ordination with US law enforcement.
********* surveillance drones and two ****** Hawk helicopters recently began patrolling the boundary between the two countries.
Officials have cited those efforts for weeks to show they are taking Trump’s border concerns seriously.
A new element appears to be the appointment of a “fentanyl tsar” and a C$200m intelligence directive to fight organised crime and fentanyl.
One question that remains is what this means for the future of the Canada-US relationship. The partnership between the allies has been deeply shaken by Trump’s economic threats.
Mexico’s Sheinbaum buys herself time

Throughout this trade crisis, President Claudia Sheinbaum has called for “cool heads” and “calm”.
Even on Friday, she said she was confident of a last-minute reprieve from the 25% tariffs on ******** goods. And so it proved, following an early morning telephone call with President Trump.
Announcing the agreement soon after, she could barely wipe the smile from her face and her supporters have heralded what they see as a masterclass in how to negotiate with Donald Trump.
Yes, she agreed to send National Guard troops to the border to focus on fentanyl-smuggling, but crucially she secured what she wanted from Trump, too.
As well as the obvious – a pause on tariffs – she also got Trump to “promise” the US would do more to tackle the traffic of high-powered weapons from the US into Mexico, to prevent them from ending up in the arms of cartel gunmen.
But she also bought herself another vital commodity: time.
She now has several weeks to build on the points agreed in that phone call and turn the temporary hold on tariffs into a permanent one.
The expectation is that now Secretary of State Marco Rubio will visit Mexico soon to discuss these matters and a joint group on fentanyl will be established with ******** and US health and security officials.
If in fact Sheinbaum does manage to prevent further trade hostilities, it will go down as the first significant victory of her new government, having only been office since October.
And may set the tone for future interactions with President Trump and his administration.

That adds up to an impressive $122,000 a year in rent.
Add this to his annual parliamentary salary of $564,356 a year, and Mr Albanese is in an enviable financial position, raking in $686,556 a year before tax as he faces the possibility of finding himself out of office after the looming Federal election.

“As Prime Minister, I earn a good income; I understand that. I understand that I’ve been fortunate, but I also know what it’s like to struggle.
“My mum lived in the one public housing that she was born in for all of her 65 years, and I know what it’s like, which is why I want to help all Australians into a home, whether it be public homes or private rentals or home ownership.”
When asked about the purchase at the time, Opposition Leader Peter Dutton — who previously owned several investment properties but sold them in recent years — said the purchase was a matter for Mr Albanese but the Opposition Leader’s focus was elsewhere.
“They’re obviously planning for the next stage of life, post-politics, and I wish them well in that,” Mr Dutton said.
“But the homeowners in Australia that I’m worried about at the moment are people who can’t afford their mortgages.
“People have had 12 interest rate increases under this government and interest rates should come back, as they’re doing in the United Kingdom, the United States, Canada and New Zealand but because of Mr Albanese’s bad economic management, we’re seeing inflation remain higher here, and therefore the interest rates remain higher as well.”

The principal of an Abbeville County charter school has been arrested and accused of participating in ******* acts with minors.
According to Spartanburg County Detention Center records, Spartanburg County deputies arrested Kalan Rogers, 31, of Calhoun Falls, on Friday. The principal and the track and field coach at Calhoun Falls Charter School was accused on Oct. 21 of ******* battery with a student 16 or 17 years of age in Spartanburg.
Between 2016 and 2017, Rogers, while a school administrator in Spartanburg, performed a ******* act on a minor, according to an indictment filed by the South Carolina Attorney General’s Office.
The *****’s office declined to release additional details about the case, including identifying the school.
The Calhoun Fall School Board did not give Rogers status with the charter school.
“While we are unable to comment on an active investigation, we are aware of this situation,” Calhoun Falls Board of Trustee Tracy Lindler said. The board has acted in accordance with our policies to ensure our school’s operational needs are met during this time to ensure no interruption for our students and families.”

Killer whales ******* great white sharks for their livers
The recent autopsy of a partially devoured great white shark confirms a brutal hunting trend—killer whales around the world are not afraid to attack the fearsome fish, especially when they get a taste for liver.
Great white sharks are apex predators, but that doesn’t mean they’re invincible. In October 2023, the remains of a Carcharodon carcharias washed ashore in southeastern Australia showing clear evidence of having been attacked by an unknown species. The carcass featured four distinct bite wounds around its underside, and notably lacked its liver, digestive, and reproductive organs. Researchers identified their suspect almost immediately, but hesitated to offer a definitive answer before conducting a postmortem investigation.
According to their results recently published in the journal Ecology and Evolution, the culprit is clear: a killer whale fatally assaulted the over-15-foot-long shark, then proceeded to devour its innards. While it most likely zeroed-in on the nutrient-rich liver, multiple scavengers also got in on the meal.
“Swabs were taken from bite wounds on the white shark and sequenced for remnant genetic material from the shark’s predator,” Isabella Reeves, study lead author and a PhD candidate at Flinders University’s Southern Shark Ecology Group and the West *********** Cetacean Research Center (CETREC), said in an accompanying statement. “We were able to confirm the presence of killer whale DNA in the primary bite area, while the other three wounds revealed DNA from scavenging broadnose sevengill sharks.”
The wildlife forensic analysis supported eyewitness statements from 2023. Two days before the great white washed ashore, multiple local beachgoers reported seeing killer whales (including local legends “Bent Tip” and “Ripple”) hunting down an unknown “large prey” target in Australia’s Bridgewater Bay. But this isn’t the first time researchers have documented killer whales attacking great white sharks.
According to Reevers and her colleagues, similar situations of cetaceans “specifically targeting the liver” were previously seen off the coasts of South Africa and California. While experts theorized similar feeding patterns may also occur around Australia, they lacked direct evidence until the postmortem.
“These findings provide compelling evidence of killer whale predation on white sharks in *********** waters, with a strong indication of selective liver consumption,” said Reeves. “This suggests that such predation events may be more widespread and prevalent across the globe than previously believed.”
For the moment, however, it remains unclear just how much these hunting parties may affect Australia’s oceanic ecosystem.
“We don’t know how frequently these events occurred in *********** waters and therefore how significant these findings are,” added Adam Miller, a study senior author and ecologist at Cesar Australia.
Given the effects in South Africa and California, it’s possible such attacks have substantial ripple effects. Miller explained that current evidence suggests fewer great white sharks (regardless of being either chased away or eaten) “has led to cascading shifts in the wider marine ecosystem.”
“We know that white sharks are key regulators of ecosystem structure and functions, so it’s very important we preserve these top predators,” he added. “Therefore, it is important that we keep a tab on these types of interactions in *********** waters where possible.”

Former USAID Global Health director Dr. Atul Gawande criticized the Trump administration’s plan to merge the United States Agency for International Development into the State Department and the funding freeze putting key aid programs in jeopardy, saying the decisions aren’t an “overhaul” but rather a “destruction.”
Gawande, a surgeon and medical professor, told CBS News on Monday that the “destruction” began a week ago after the White House Office of Management and Budget released a memo that ordered a freeze on federal assistance. The memo was walked back days later and the ordered freeze has been halted by a federal court, but some programs appear to still be in limbo.
“You’re talking about 20 million people in the global **** program, that has reduced **** around the world, they are going without medication that keeps them alive, Gawande said. “You’re talking about disease outbreaks that are not being stopped, like Bird Flu, where monitoring has been turned off in 40 countries.”
“There is a great deal of harm being done, and this change to take away the independent status is just a nail in the coffin after a purge of personnel that this may have decimated the agency,” Gawande said.
Gawande hit back at President Trump and billionaire Elon Musk‘s comments, who have both slammed the agency, with Mr. Trump recently saying the USAID is “run by a bunch of radical lunatics.”
“What we’re talking about are disaster relief workers. We’re talking about health workers and people who are doing good and protecting America around the world,” Gawande said.
The Trump administration is expected to announce details in the coming days about the disruption to the USAID, a 60-year-old organization that provides humanitarian aid to more than 100 countries. The agency provides humanitarian assistance abroad, particularly to countries recovering from disaster and trying to escape poverty. In fiscal year 2023, USAID managed more than $40 billion in appropriations, the Congressional Research Service said, a figure that is less than 1% of the federal budget.
Gawande said it’s “dangerous for the country to denigrate” the agency, saying it’s the country’s “largest civilian operational capacity for advancing” the work of the U.S. abroad.
“We’re talking about world-class expertise. For example, the Malaria program. Two-thirds have been fired, and the activity shutdown includes one of the global experts in Malaria for us. How does that make us safer? How does that make us stronger,” Gawande said.
“Every administration goes through an overhaul that says they want to change policy, they want to change some direction, but you don’t decimate and demolish the institution in the process,” Gawande said. “There was no need to close down all of its functions, which is harming people.”

WELLINGTON, New Zealand (AP) — Samoa’s top health official on Monday denounced as “a complete lie” remarks that Robert F. Kennedy Jr. made during his bid to become U.S. health secretary, rejecting his claim that some who died in the country’s 2019 measles epidemic didn’t have the disease.
“We don’t know what was killing them,” Kennedy said during tense U.S. Senate hearings last week on whether he should oversee the U.S. Department of Health and Human Services, suggesting that the cause of the 83 deaths — mostly of children under age 5 — was unclear.
“It’s a total fabrication,” Samoa Director-General of Health Dr. Alec Ekeroma told The Associated Press of Kennedy’s comments.

U.S. senators grilled Kennedy last week over his 2019 Samoa trip, accusing him of downplaying his role in the epidemic.
What happened in Samoa?
The outbreak devastated the Pacific island nation in 2019, killing 83 people in a population of 200,000. Vaccination rates were historically low because of poor public health management and the 2018 deaths of two babies whose vaccines were incorrectly prepared, prompting fears that the MMR immunization was unsafe before the nature of the error was discovered.
The government suspended vaccinations for 10 months before the outbreak — the ******* when Kennedy visited. His trip was organized by a Samoan anti-vaccine influencer, according to a 2021 blog post by Kennedy.
On Wednesday, Kennedy denied that his visit had fueled anti-vaccine sentiment. A spokesperson didn’t immediately respond to a request for comment on Monday.
“Anti-vaxxers from New Zealand came to be with him here,” Ekeroma said. “That’s how I know that his influence can be far-reaching.”
What did Kennedy say about the deaths?
“When the tissue samples were sent to New Zealand, most of those people did not have measles,” Kennedy told U.S. Sen. Ron Wyden, an Oregon Democrat.
Ekeroma, a medical doctor who also holds a doctorate in health, said that the claim was a “huge denial” of the fact that doctors from several countries traveled to Samoa to treat measles patients.
The Samoan official wasn’t the health chief during the outbreak, but confirmed key details with his predecessor, he said. Only one autopsy was carried out and no postmortem tissue samples were sent abroad, which was not unusual because measles is a simple disease to diagnose, said Ekeroma.
Blood samples from living patients were sent to Australia and New Zealand, where the public health agency said Monday that testing had confirmed the same strain of measles circulating in New Zealand at the time.
Why did Kennedy travel to Samoa?
“I went there – nothing to do with vaccines,” Kennedy said Wednesday. “I went there to introduce a medical informatics system that would digitalize records in Samoa and make health delivery much more efficient.”
Ekeroma rejected that assertion, referring to social media posts by anti-vaccine advocates who posed for photos with Kennedy during his trip. One later wrote on the blog of Kennedy’s then nonprofit, Children’s Health Defense — which has decried MMR vaccines as unsafe — that during the outbreak he received advice from people assembled by Kennedy encouraging the alternative treatments he was supplying to Samoan families.
In the same blog post, Kennedy recalled meeting Samoa’s then prime minister, who he said was “curious to measure health outcomes following the ‘natural experiment’ created by the national respite from vaccines.”
In late 2019, Kennedy wrote to the leader, saying that the deaths could have been caused by a measles vaccine — statements he repeated in written responses to senators’ questions following the hearing. He urged the Samoan leader to approach a particular laboratory to investigate the source of the outbreak.
Did Kennedy’s visit have any sway?
“My words had nothing to do with vaccine uptake in Samoa or with the 2019 epidemic,” Kennedy said in his written responses.
But Kennedy emboldened anti-vaccine contacts in Samoa, Ekeroma said, and the epidemic was fueled by disinformation in social media posts in the island nation and abroad.
Moelagi Leilani Jackson, a Samoan nurse who worked on the vaccination campaign, told the AP in 2023 that anti-vaccine campaigners “got louder” after Kennedy’s visit.
“I feel like they felt they had the support of Kennedy,” she said.
However, Ekeroma said that Kennedy’s overtures weren’t heeded by the nation’s leaders. A vaccination campaign resumed in 2019 and measles vaccines are now compulsory for Samoan children.
Would Kennedy’s appointment impact the Pacific?
If Kennedy is affirmed as the top U.S. health official this week, it would be “a danger to us, a danger to everyone,” Ekeroma said. Kennedy would control U.S. funding for vaccination initiatives and could make affordable vaccines harder for small nations like Samoa to access, the official said.
“If he’s going to be appointed, then we will have to actually discuss around the Pacific as to how we’re going to try to neutralize his influence in the region,” he added.

Just last week, Bayern’s hierarchy were praising Tel for his potential.
“Mathys is an unbelievably sought-after player. That’s why the transfer [from Rennes] was the right decision for Bayern,” Max Eberl, the club’s director of sport, said last Friday.
For quite some time neither Bayern nor Tel were willing to part ways, hoping the Frenchman would be able to break through at the club he joined with great hopes from Rennes in 2022.
However, his playing time was declining following the managerial change from Thomas Tuchel to Vincent Kompany during the summer.
Eberl said in the summer that Tel would feature more this campaign, but he has found himself in the role of a bit player. Kompany never delivered a clear-cut explanation for Tel’s limited role.
“It is just the case that there is always competition at Bayern,” Kompany said in December. “There are top players for every position. [Tel] actually does a very, very good job. This is a player we all love.”
One issue for the undoubtedly-talented Frenchman has been the fact that he is generally viewed as a winger.
Bayern possess several top-level wingers with international experience in Michael Olise, Kingsley Coman, Leroy Sane, and Serge Gnabry, making it difficult for Tel to claim a place in Kompany’s line-up.
At the same time, Tel has been rarely considered for the striker position, despite making a few brief appearances in that role.
Even when Harry Kane went down with a thigh injury in the ******* “Klassiker” between Bayern and Dortmund in late November, Tel did not fill the vacant striker role. Instead, Kompany used veteran Thomas Muller or even Jamal Musiala, a traditional number 10, up front.
While his playing time was alarmingly low until December, Tel remained determined to stay at Bayern despite growing interest from Premier League clubs and the ******* club were reluctant to sell.
But, after a late change of mind from both parties, Tel will now hope he gets more regular football in the Premier League.

STORY: Argentinian farmer Dario Sabini’s corn plants should be green at this time of year.
Instead, they are dry and crinkle between his fingers as his town suffers under a recent drought.
“We are seeing here corn that’s already gone. The plant is already yellow, it will not come back,” he said.
Sabini is a farmer in Veinticinco de Mayo, about 125 miles from Buenos Aires.
He’s one of thousands of rural farmers affected by dry and hot weather since January amid the La Niña climate phenomenon.
Argentina is the world’s top exporter of soy oil and meal, as well as the third top exporter of corn.
Dry weather has forced grains exchanges in the country to cut their forecasts for the current crop.
The Buenos Aires grains exchange currently estimates 49.6 million tons of soybeans and 49 million tons for corn in the 2024/2025 harvest.
Farmers like Sabini say the reality is likely worse.
Agro-climatologist Eduardo Sierra, who advises the grains exchange, explains:
“If it started raining now you could have 45 million tons of each crop (soy and corn). Every week that passes in February without rain, you lose 5 million tons of each crop.”
Juan Gardey is also a farmer in Veinticinco de Mayo.
Looking over his wilting soybean plants, he says they urgently need rain to improve crop yields.
“The first soybeans were doing very well, they were very beautiful up to the blooming stage and then it got complicated without water. You can see many ruined flowers from stopping during development.”
A smaller harvest could be a major problem for Argentina, which relies heavily on grain exports for much-needed foreign currency to prop up its embattled economy.
Concerned by the situation, the government of President Javier Milei last month cut taxes at least until the end of June on agricultural exports, in order to speed up grain sales.
Some experts are predicting rain to arrive in the next few weeks, but the amount and area of coverage are big unknowns.

Nearly 700,000 women are to be recruited to take part in an NHS artificial intelligence (AI) breast ******* screening trial in England.
Five different AI platforms will be tested across 30 sites from April to see if the technology can speed up diagnosis as well as free up radiologists.
It comes as the government launches a call for evidence to help it shape its national ******* plan, which is due to be launched later this year.
AI is already being tested in the NHS in a variety of ways, including helping to deliver ******* treatment, managing waiting lists and checking ******* scans. However, this is the biggest trial yet covering breast *******.
Women who are already booked in for routine NHS screenings will be invited to take part in the £11m Early Detection using Information Technology in Health (Edith) trial.
Screening is offered to those between the ages of 50 and 53 and then every three years until they turn 71.
At the appointments, X-rays known as mammograms are taken to look for cancers that are too small to see or feel.
Currently, two radiologists are required to review the images from each screening to ensure accuracy.
However, it is hoped the AI being trialled will enable one of the speciality doctors to complete the process, freeing up radiologists to see more patients and, in turn, cut waiting lists.
More than two million mammograms a year are carried out under the screening programme, so it could have a major impact on the workload of radiologists.
Department of Health and Social Care chief scientific adviser Prof Lucy Chappell said the study could lead to a “significant step forward”.
Health Secretary Wes Streeting said this should just be the start of a wider improvement in ******* care.
He said “urgent action” was needed given ******* survival here was lagging behind other countries, promising to publish a dedicated national ******* plan to “unleash Britain’s potential as a world leader in saving lives from this deadly disease”.
As part of that, the government has launched a call for evidence, urging patients, staff and experts to contribute ideas on the Change NHS website.
However, the Royal College of Radiologists said while AI had “immense potential”, the NHS was still 30% short of the radiologists it needed.
“This study will take time to yield results. The need to build radiology capacity remains urgent,” she added.
