US judge declines to block Elon Musk’s DOGE from Labor Department systems US judge declines to block Elon Musk’s DOGE from Labor Department systems (Reuters) -A federal judge on Friday declined to block Elon Musk’s government cost-cutting department from accessing the U.S. Department of Labor’s systems, an initial setback for the government employee unions resisting his efforts to shrink the federal bureaucracy. The temporary ruling by U.S. District Judge John Bates in Washington, D.C., is the first step in a lawsuit against the Labor Department by one of the largest U.S. labor unions, which alleges billionaire Musk could obtain sensitive information about investigations into his own companies and competitors by accessing government computer systems. Bates ruled that “although the Court harbors concerns about defendants’ alleged conduct,” the American Federation of Labor and Congress of Industrial Organizations (AFL-CIO) had not shown it was harmed by the Labor Department’s actions. President Donald Trump has deputized Musk, the world’s richest person and owner of electric vehicle company Tesla, space technology company SpaceX and other businesses, with leading the so-called Department of Government Efficiency, or DOGE, to identify fraud and waste in the government. Musk’s efforts have alarmed lawmakers and advocacy groups who say he is overstepping his authority by seeking to dismantle agencies responsible for critical government programs and fire federal workers en masse. Another group of federal employee unions and retirees has sued the Treasury Department to block what it says is the unlawful transmission of sensitive payment records to DOGE personnel. Treasury temporarily agreed on Wednesday not to give further access while the case plays out. In the Labor Department lawsuit, the AFL-CIO asked the court to block what it said was Musk’s imminent plan to access department systems. The union, which represents roughly 800,000 government workers, said that would potentially give Musk access to non-public information from the Occupational Safety and Health Administration’s probes into SpaceX, Tesla and his tunneling company, The Boring Company, as well as investigations into his competitors. The union also said that in the absence of court intervention, DOGE could access Bureau of Labor Statistics data about the health of the economy and sensitive information about government employees, including the identities of those who have filed worker compensation claims or sought protection for wage and hour complaints. The White House has said Musk will recuse himself from matters in which he has a conflict of interest. As a so-called special government employee, he is subject to some but not all conflict-of-interest and ethics rules for federal workers. Musk’s rapid takeover of U.S. government agencies has enabled the South African-born businessman to exert unprecedented control over America’s 2.2-million-member federal workforce and begin a dramatic reshaping of government. Musk has already moved to shut down the U.S. Agency for International Development and says USAID is canceling scores of government consulting contracts and underutilized leases. Microsoft also created a page that looks like Google when you search for it on Bing, which could fool non-tech-savvy users who want to use Alphabet’s search engine, although it has since taken this down. Moves like this suggest that Microsoft is desperate to capture market share from Alphabet, especially as its products—namely Google Search, Google Workspace, and Google Chrome—dominate their specific industries. The Charity Commission made a disqualification order against Gary Mond in 2023, after a handful of historical “anti-*******” posts on social media were brought to light. The commission’s decision has now been quashed on appeal. It is the first time the commission has had a disqualification order overturned. Mr Mond, who is Jewish, was a trustee of the Jewish National Fund *** (JNF ***), which describes itself as “Britain’s oldest Israel charity”, for 12 years before the commission said it was investigating his posts. The commission disqualified Mr Mond from acting as a charity trustee or senior manager for two and a half years because it said his online activity could have brought the charities he worked with into disrepute. It is the shortest disqualification order that the commission has issued to date but the tribunal nonetheless ruled on Thursday that it was not proportionate or necessary and should be reversed. ‘Perceived as anti-Islam’ While the tribunal said some of Mr Mond’s social media activity could be “perceived as anti-Islam”, it agreed that “Mr Mond has the right to freedom of expression”. It also agreed that the online posts in question, dating from 2014 to 2021, did not constitute “the conduct of someone who is unfit” to be a trustee. In one such post, Mr Mond said that if a significant number of Muslims were elected as Labour MPs “the Britain that we knew will have gone forever”. In another he said that “civilisation” was “at war with Islam”. He has since clarified that he meant to refer to “Islamic fundamentalism” rather than the religion of Islam. The Commission also focused on posts made by others on Facebook which Mr Mond had “liked”. His social media activity came to the Commission’s attention after news outlets reported them. Mr Mond, who spent over £60,000 on his appeal, has consistently rejected any suggestion that he is “Islamophobic”. The tribunal found the Commission’s order to disqualify Mr Mond to be undesirable “in order to protect public trust and confidence in charities generally”. Mr Mond told The Telegraph: “The outcome of this case, which was an appalling waste of both taxpayers’ money and my own, says infinitely more about the Charity Commission than it does about me. “As a trustee I worked hard and behaved entirely properly. I did not steal money, nor did I mismanage any charity. It should not be any business of the Charity Commission what I choose to write on social media on matters totally unconnected to charities. “I hope that the powers that be will investigate the Charity Commission’s actions. Today, during the Civ World Summit livestream on the official Firaxis Games Twitch channel, the studios announced they will be bringing Sid Meier’s Civilization VII–the latest installment in the strategy franchise–to virtual and mixed reality for the first time ever in Civilization VII VR for the Meta Quest 3 and 3S. This new take on Civilization will position players above the playing area, which will be contained within a massive circular surface called the Command Table. Civ VII VR will support both single-player and online multiplayer modes, though online players will be limited to opponents also using a Meta Quest 3 or 3S. The leaders seated around the Command Table. Civilization VII VR will also support full virtual reality and mixed reality modes. With both options, players can give orders to their citizens from a far away, top-down perspective, or they can zoom in on the actions on the board by leaning forward while the little virtual citizens work on each project as instructed. The full VR setting will see the player transported into a a massive museum, with the area outside of the museum tailored to that player’s selected leader. Mixed reality, meanwhile, will place the surface of the Command Table onto a flat surface in the real-world physical space, transforming a kitchen table, for example, into an intense battleground. The product pages are live, but the pricing details have not been listed, at least publicly. The source of this information is likely a data scraper, and similar prices shown at PCPartPicker support this. AMD revealed the Ryzen 9 9950X3D and 9900X3D at CES last month, claiming 20% higher gaming performance versus Intel’s Arrow Lake processors. As with the Ryzen 7 9800X3D, these CPUs are packaged with AMD’s second-generation 3D V-Cache technology with the SRAM chiplet sitting beneath the CCD for improved thermals and higher clock speeds. As only one of the two CCDs (Core Complex Dies) features the 3D cache, the total cache count remains unchanged compared to the last generation. The image shared by momomo_us lists several Ryzen 9000 series processors, including the Ryzen 9 9950X3D and Ryzen 9 9900X3D, priced at $599.99 and $699.99, respectively. As expected, both SKUs are currently out of stock, but they’re rumored to hit shelves alongside the Radeon RX 9000 series GPUs next month. Conveniently for us, PCPartPicker also tracked the pricing of these CPUs at Newegg; however, it failed to capture any details about the Ryzen 9 9900X3D. Based on AMD’s latest Zen 5 architecture, the Ryzen 9 9950X3D offers 16 cores and 32 threads, with 144MB of total cache (128MB L3 + 16MB L2) and a 170W TDP. On the other hand, the 12-core Ryzen 9 9900X3D comes with 140MB of total cache (128MB L3 + 12MB L2) and a TDP of 120W. Both CPUs are rated at boost clocks of 5.7 GHz and 5.5 GHz, respectively. However, these numbers likely refer to the CCD without the 3D cache. You can expect some frequency delta between both CCDs, as was seen with the Ryzen 9 7950X3D. Unlike the Ryzen 7 9800X3D, which launched at a $30 premium ($479 MSRP) but is now impossible to find at MSRP, the Ryzen 9 9950X3D and Ryzen 9 9900X3D seemingly hold the same launch price as their predecessors. Assuming that AMD has sufficient inventory and the prices of these CPUs don’t spike up, will the 9800X3D eat into 9900X3D sales? That should depend on whether these processors can keep up with their non-X3D counterparts in productivity and offer comparable gaming performance versus the 9800X3D. Artificial intelligence is even peering through the most impenetrable of artifacts: ancient, charred scrolls that are too delicate to be unfurled. Once upon a planet Herculaneum scroll PHerc. 172 is the fifth intact scroll to be virtually unrolled as part of the Vesuvius Challenge. – Vesuvius Challenge Scholars have deciphered some of the first words from a Herculaneum scroll burned and buried in AD 79 during the eruption of Mount Vesuvius. One of the first words, written in ancient Greek, was translated to “disgust.” It appears twice within a few columns of text. The artifact is the fifth intact Herculaneum scroll to be virtually unrolled using AI and scans in the Vesuvius Challenge. The competition is spurring researchers to decode the wealth of information about ancient Rome and Greece contained within the papyri. The as-yet-unknown chemical composition of the ink has made this particular scroll easier to read through X-rays, but scientists believe it may contain one particular ingredient. Defying gravity If the asteroid Bennu were to collide with Earth, which it has a 1 in 2,700 chance of doing about 157 years from now, the impact would set off a global winter, according to a new study. The event, with reduced sunlight, dropping temperatures and less rainfall, could last for years and lead to food insecurity. And a recently detected asteroid, called 2024 YR4, has a 2.2% chance of hitting our planet in 2032. But astronomers are quick to point out that the chances of either asteroid strike are slim. Meanwhile, Elon Musk’s cherry red sports car, launched into space in 2018 on the inaugural flight of a SpaceX Falcon Heavy rocket, was recently mistaken for an asteroid — pointing to a larger issue of trying to track near-Earth objects in space. The find provides a glimpse into a time nearly 1,000 years ago that served as a key turning point in British history. The enigmatic artwork spans hundreds of feet and depicts William, Duke of Normandy, and his army killing Harold Godwinson, or Harold II, at the Battle of Hastings in 1066. Listen to the latest episode of “Quick Start” London, who now vocally speaks out to help others facing gender dysphoria, recently told CBN News about the “very dark headspace” many people facing gender confusion often experience. While London cautioned he can’t speak for everyone, he recalled his own challenges in detail. “For me personally and for many of these people, they are in a very dark headspace in the sense that they are extremely, extremely depressed,” he said. “They’re judging themselves every day; they’re not happy. I mean, the fact that you’re willing to chop off body parts and change yourself beyond repair is very indicative of the fact that you’re struggling mentally with something very, very difficult.” With that in mind, London encouraged people to show sympathy and to try and help those struggling with gender issues to help guide them toward clarity, especially as the truth of the matter is often shielded. “You’re cutting off these body parts … because … deep down, you hate yourself or some people — not myself, but some people — have been through abuse,” he said. “The trans lobby has a lot of money, a lot of power. They do try to suppress any study.” London also spoke about the medicalization of the issue and the reluctance many doctors and professionals have to telling the truth and steering kids away from gender medicines and surgeries. “I wasn’t told by a doctor … ‘If you don’t do this, you may end up taking your life,’” he said. “But many parents are being told this by doctors and therapists, and … I think it’s a very cruel thing to do to a parent.” Ultimately, London implicated the gender industry and those who suppress the truth — and explained the difficult place some parents might find themselves in. “It’s a very evil agenda, but there are a lot of parents that generally think they’re doing the best for their kid,” he said. “They’re being told by a medical professional and they trust that person. They’ve seen their kid going through something very difficult and they just want their kid to be happy.” And with some doctors claiming the children would be happier with trans-affirming changes — and with warnings kids might take their own lives if parents don’t comply — he said these guardians are being “very cruelly told” they must make a choice. “For any parent, that is the worst nightmare scenario,” London said. “So that is how they get a lot of parents to consent to these irreversible surgeries and hormones, and it’s a very, very cruel process.” London also explained the mindset, from his perspective, of many people who are trans-identifying, explaining that “all they think about all from the moment they wake up to the moment they sleep is being trans.” “That is the number one thing that consumes them and it’s almost like an opioid addiction,” he said. “Because it completely consumes the person. That’s all they’re focused on.” London continued, “All they’re thinking about is, ’OK, how can I get the hormones? How can I get the next surgery? What can I do next to change?’” This was his own mindset and struggle as he navigated gender issues. He recalled finding himself unhappy, even as he took extensive actions to try and transform himself into a female. “I was reflecting for many, many months about, ‘Do I continue down this path? Do I continue getting more and more surgeries?’” he recalled. “And, at the end of the day, it was only giving me a temporary happiness for a couple of months every time I would do something. And I was thinking, ‘Can I live my life, the rest of my life like this, being unhappy and pretending to be happy, putting on a smile, putting on the makeup, pretending to be happy, or can I actually take a step back and think, ‘How can I change this mentality? How can I fix my thinking?’” London said the journey was tough but that he was able to start down a path to correct himself and embrace his biological gender. In the process, he discovered Christianity and found peace in developing his faith — a peace that gave him strength to find inner healing. “That’s where going to church and Christianity came into my life, because that was the stepping stone for me to feel encouraged to change,” London said. “That was the stepping stone that helped me feel some strength that I can actually do this.” Ultimately, he is now working to help others find freedom as well, explaining the power people can find in faith to make change. “If you’re feeling trapped, if you’re feeling unhappy, why not just walk into a church?” he said. “Because I guarantee you that will change your life, because Christians are very kind people, they’re non-judgmental. And I think that’s what a lot of people trapped in this gender cult feel is that, ‘Oh, Christians are judging us, you know they’re not accepting, but actually Christians are the most accepting community. The Dyson V15s Submarine and WashG1 are both capable of mopping your floors. In fact, they’re the only models in Dyson’s floor-care lineup that can do so. In this article, we’ll compare the two, so you can see which model will suit your needs best. The V15s Detect Submarine launched in 2023 and is a hybrid vacuum and mop. It’s a V15 Detect vacuum, with an extra floorhead just for mopping. The vacuuming capabilities are advanced, but mopping functionality is relatively basic, and both are operated via a trigger that needs to be continually depressed. You can get the full low-down in our Dyson V15s Submarine review. In contrast, the WashG1 is a dedicated wet cleaner. It launched in 2024 and offers more advanced mopping capabilities: there are multiple mop modes to choose from; it will separate liquid from solid waste for easier disposal; and it has self-cleaning capabilities. It’s operated via a single-press button. It can’t vacuum at all, though. Find out more in our full Dyson WashG1 review. Which model you go for will depend on your needs. The V15s Detect Submarine is great if you’re short on space, and want a two-in-one appliance for vacuuming and mopping. It’s also perhaps a better choice if you only have a bit of hard floor, because the water tanks are far smaller than those of the WashG1. However, be aware that a design flaw means it’s very easy to spill dirty water back onto your newly clean floors. Those with lots of hard floor or wanting to deal with ******* or more challenging spillages would be better opting for the WashG1; but it’s a dedicated model that can’t clean your carpets, too. However, when you factor in that the V15s Submarine also comes with all the capabilities of the (not cheap) V15 vacuum, it appears to be slightly better value for money. There are a couple of different V15s options here – the standard model is called the Absolute and costs AU$1,549, and there’s an upgraded option with features borrowed from the Gen5detect vacuum, for AU$1,649. Those are all the list prices when purchasing direct from Dyson – it doesn’t account for deals or differences in price when shopping via third-party retailers. The V15s costs a fair bit more in all territories, but you’re perhaps getting better value for money with the V15s, because you’re also getting all the functionality of the V15 vacuum. Note that the Submarine floorhead isn’t compatible with any other stick vacuums, even the standard V15 – the software has been rewired in the V15s to support vacuuming and mopping. In fact, that’s exactly what it is – the difference is entirely in the additional mopping floorhead. The standard version is based on the V15 vacuum. In Australia only, there’s also an upgraded version that’s more similar to the Gen5detect, with a crevice tool integrated into the wand, and more advanced filtration. The V15s Detect Submarine will typically come with two vacuuming floorheads (plus the separate mop). The Motorbar floorhead is suitable for both hard floors and carpet, and is the head that needs to be attached if you want to use automatic suction adjustment. The Fluffy floorhead is specialized for use on hard floors only, and has a built-in laser to illuminate hidden dirt. You’ll also get a selection of detail tools (the exact bundle, including specific floorheads, will vary by territory, version and retailer, so do double-check before you buy.) All of this means the V15s can be used for a wide variety of vacuum cleaning tasks. The mop floorhead contains one velvety roller, and clean and dirty water tanks. Unlike most of today’s best wet-and-dry vacuums, there’s no suction when the machine is in mopping mode. The only cleaner head comprises two high-density microfiber rollers for liquid spillages, with a plate that presses into them to squeeze out dirty water. The floorhead also includes secondary rollers with big nylon bristles, designed to tackle solid mess. A key point of difference is that the WashG1 will separate solid and liquid waste as it cleans. So while the dirty water ends up in the dirty water tank, any solid debris is channeled into a tray that sits in the base of the floorhead, ready to be tapped into the bin. This makes emptying easier and is good news for long-term maintenance. The V15s has a small bottle for clean water, and the tank for dirty water is hidden behind the roller. This dirty water compartment isn’t sealed, so when you’re done mopping and remove the floorhead, you’ll end up sloshing dirty water over your newly cleaned floor. Dyson also specifically addressed the Submarine’s leaking issue when designing the WashG1. There, each tank is individually sealed with a ****** top. I isn’t quite perfect – the caps don’t ****** on especially deeply, and on test we found that unless handled carefully, the water inlet could also occasionally leak dirty water. Overall, though, it’s far, far better than on the Submarine. The tanks on the WashG1 are much larger and sit on the front of the handle (Image credit: Future) Another thing to be aware of is that the water tanks on the WashG1 are far larger than those on the Submarine. The WashG1 will hold about a liter of clean water at a time, while the Submarine will hold only 300ml. The Submarine will manage roughly a large living room before you’ll need to refill – if you have a number of rooms you want to mop, you’ll get round faster and with fewer interruptions with the WashG1. Controls and screen The V15s Detect Submarine is operated by a trigger, which needs to be continually depressed for use, whereas the WashG1 has the far more user-friendly single-press button. The Submarine has just one cleaning mode, plus there’s no way to choose different water levels (even via the MyDyson app). In contrast, the WashG1 has many: three different hydration modes, alongside a no-water mode and a Max mode. That last one is the wettest of the lot, and is designed for ingrained dirt. The V15s has one water mode, and the LCD screen shows remaining clean water (Image credit: TechRadar / Sharmishta Sarkar) Both models feature a small LCD screen on which to display a range of information. The V15s uses this to deliver real-time reports on what’s being sucked up when in vacuum mode; in mop mode, it will display the percentage of clean water available, so you know when you’re running out. Unfortunately, it doesn’t convey when the otherwise hidden dirty water tank is nearing full, which exacerbates the spillage issue. The WashG1 has various modes, and uses its screen to provide a range of info (Image credit: Future) The WashG1 uses its screen to show the hydration mode you’re using, and also provides a countdown of how much battery life remains. It display graphics informing you if you need to complete any tasks – so prior to self-cleaning, it will let you know if you need to empty the solid waste tray, for example. In terms of tank sensors, Dyson has gone the opposite way to the V15s, and will inform you when the WashG1’s dirty water tank is full but not when the clean water is empty. However, you can view this for yourself because the tank on this model is mounted on the handle. Dock You can dock the Submarine on a wall-mounted charger, to keep it out of the way. Plus, it comes with a drip tray for when the Submarine floorhead is wet. This is useful for catching spillages when removing the mop head, too. Alternatively, certain versions of the V15s (including our review model) come with a “Floor Dok Multi”, which is freestanding and includes spaces for all the different attachments. The WashG1 has a minimal floor dock (Image credit: Future) The WashG1 can’t be wall-mounted, although to its credit, the floor dock is very minimal – only marginally ******* than the floorhead, and very lightweight. Dyson WashG1 vs V15s Detect Submarine: maintenance WashG1 has a self-clean mode; V15s does not Both have removable and washable rollers WashG1 also separates solid from liquid waste for easier disposal The V15s Submarine’s mop roller is removable and fully washable. In fact, the mop floorhead comes apart and can be completely rinsed out. (For vacuuming, the dust cup is the easy-empty Dyson style one.) On the V15s, the whole mop section can be rinsed out (Image credit: TechRadar / Sharmishta Sarkar) A point of difference is that the WashG1 comes with a self-clean cycle. Taking two minutes to run, it’s designed to be used after every mopping session, when you place the cleaner back on its dock. It runs clean water through the machine and uses a brush bar to clear any lingering solid debris from the rollers, then completes a no-water cycle to dry everything off a bit. This needs to be supplemented with occasional deep cleans. For this, all the rollers can be removed and rinsed, as can the solid waste tray. The rest of the floorhead doesn’t come off, though. The water tanks are large enough to get your whole hand in, making them super easy to clean, and there are no sharp corners where grime can build up. Dyson WashG1 vs V15s Detect Submarine: performance WashG1 has multiple modes, and can handle more challenging cleans Dirty water tank of V15s is open and spills easily when removed WashG1’s single-press operation is less fiddly than V15s’ trigger Dyson always shines when it comes to maneuverability, and both the V15s Detect Submarine and Wash G1 are easy to drive around your home and great at pivoting around furniture and getting into corners. The mop parts are motorized, so they gently propel each machine forward in use, which helps negate the effect of the extra weight added by the water tanks. The weight is distributed differently on each machine. The V15s has a heavy vacuum motor and battery at the top, whereas much of the WashG1’s weight is in the base. Operation of the WashG1 is simpler – you just press a button once, whereas on the V15s you need to compress the trigger continually as you clean. The placement of the rollers is slightly better on the WashG1 versus the V15s Submarine. On the WashG1, the rollers fill almost the entire width and length of the floorhead, and there’s a thin cover that prevents wet marks on your baseboards. On the V15s, there’s slightly more of a gap along the short edges of the floorhead and the cover doesn’t drop down so far at the front, meaning you can end up with damp baseboards. However, both are generally very good at getting up close to the edges of rooms. The floorhead design is slightly better on the WashG1 (right) in terms of the roller placement (Image credit: Future) In terms of vacuuming, the V15s Detect Submarine boasts superb suction and a very powerful motor, and the vacuuming accessories are well designed and useful. An auto mode adjusts suction based on the dirt level on the floor, for a thorough, battery-efficient clean. Since there’s no counterpoint on the WashG1, we won’t get too in depth on the vacuum performance here – head direct to our Dyson V15 Detect review (the same base model) for more detail including the results of our suction tests – but the short version is we have no complaints on this front. Both the WashG1 and Dyson V15s Detect Submarine are great at tackling wet spills, small bits of debris, and mud. The Submarine also isn’t really geared towards liquid and debris spillages – cereal and milk, for instance. If you do use it to tackle any small bits of solid waste, you’ll need to make sure you clean it out thoroughly afterwards. Also bear in mind that because solids and liquids aren’t separated, you’ll need to account for that when getting rid of waste. Samsung has already debuted its latest premium phones and we’ve published a few long-term reviews of devices we’ve been testing for months. In this installment of the reviews roundup, we’ve got phones, a wearable, a robot vacuum and a smart grill. There’s something for everyone this week. Samsung Galaxy S25 Ultra Engadget For 2025, Samsung’s AI features are a bit more powerful and easier to use. However, aside from a faster chip, a new ultra-wide sensor and a few cosmetic tweaks, it looks and feels very similar to last year’s model, which makes the S25 Ultra a less impressive update than it should be considering it starts at $1,300. Thankfully, the longstanding brand learned from those missteps when it built the Searwood. The company’s second smart pellet grill offers more reliable performance, excelling at low-and-slow smoking. Weber opted for an all-new design for this model, from the cooking area to the new display. There’s also a manual mode that allows for open-lid griddling and searing. And while there are some caveats, the Searwood is a much-improved grill compared to its predecessor. Upcoming reviews: Apple, Beats, Technics and more According to Bloomberg, Apple will debut a new iPhone SE next week. This will be the first update to that model since 2022, and will reportedly nix the home button. The report also details specifics like a camera notch, USB-C and the use of Apple’s first in-house cellular modem. If the timing holds true, we’ll expect to begin our testing shortly after the news drops. In that same report, Bloomberg’s Mark Gurman explains that Beats’ PowerBeats Pro 2 earbuds are expected to debut next week as well. The Apple-owned brand first teased an update to its fitness-focused model with a over-the-ear hook design last September. Gurman reports that the new model will have heart rate monitoring, which will be a first for a set of Apple earbuds. If the PowerBeats Pro 2 are indeed announced soon, we’ll expect to have a review ready shortly after. I’ve got the Technics EAH-AZ100 earbuds in for testing too. These buds won one of Engadget’s Best of CES awards last month and I’ve been eager to get my hands… er, ears… on them ever since. During a brief hands-on in Las Vegas, the company’s newly designed Magnetic Fluid drivers offered impressive sound, but I’m looking forward to seeing how this set holds up during a full gamut of tests. As President Trump issues rapid-fire executive orders intended to drastically reduce the federal work force and dismantle several agencies, many federal employees are left wondering what the future holds. At the National Oceanic and Atmospheric Administration, the federal agency with wide-ranging responsibilities that include disentangling whales from fishing nets off Alaska, gathering satellite data on wildfires in California and issuing tornado warnings in Kansas, one question of many that remain unanswered is: What will happen to the National Weather Service? Mr. Trump has not yet described his plans for NOAA, whose research is considered essential to the study of climate change, or for the Weather Service, of which it is a part. But this week, staff members participating in Elon Musk’s efforts to downsize the government arrived at the agency, as they have at several others since Mr. Trump’s inauguration. Many of the Trump administration’s early actions have followed a blueprint set out by Project 2025, a policy blueprint created by the conservative Heritage Foundation. The 900-page document, published in 2023, envisioned a significantly pared down federal government, and it may offer clues to the fate of the Weather Service. But first, some history. It started with some shipwrecks. The first national meteorological service in the United States was established in response to tragedy. Across just two years, 1868 and 1869, more than 500 people were killed and more than 3,000 vessels sunk or damaged, many by storms, on the Great Lakes, according to “A Century of Weather Service,” a history of the agency by Patrick Hughes. By February 1870, President Ulysses S. Grant, pushed by calls for a storm warning system, formally established the country’s first meteorological service as part of the U.S. Army. This service was part of the Department of Agriculture and later moved to the Department of Commerce. In 1970, the National Weather Service was officially established when President Richard Nixon created NOAA, aimed at providing “better protection of life and property from natural hazards,” within Commerce. Since then, Congress has considered restructuring NOAA and its offices, which besides the Weather Service include the National Ocean Service; Office of Oceanic and Atmospheric Research; National Environmental Satellite, Data and Information Service; National Marine Fisheries Service; and the Office of Marine and Aviation Operations. Congress has also considered moving NOAA to another department or making it an independent agency. And for several decades, conservatives in the pursuit of free market goals have advocated increasing the role of the private sector in American weather forecasting. How a forecast works now Today, the Weather Service is a dispersed operation. Many of its more than 4,000 employees work from 122 forecast offices across the country, where they continuously monitor local conditions, issue multiple daily forecasts and release warnings ahead of dangerous weather. Its staff also operates some additional offices with a specialized remit, including one that is tasked with monitoring flooding, units that advise air traffic controllers, and the National Hurricane Center. By its own estimate, the Weather Service collects over six billion weather observations a day. To create a forecast, a meteorologist at a local office may analyze some of those data points, consult weather models and make judgments based on expertise. But the service’s mission goes beyond forecasting. In April 2011, after a large — and accurately predicted — tornado outbreak killed more than 300 people across the South, the department began providing advice to emergency agencies and public officials. It started telling people what to do with the information its forecasts were providing. Rob Dale, the deputy emergency manager for Ingham County, Mich., works closely with the Weather Service. “Michigan State University’s in our jurisdiction, and they send a meteorologist out to every football game here, just to monitor the lightning threat or severe weather threat,” Mr. Dale said. “There’s someone right in the room as we go through the decision-making process.” The Weather Service provides its forecasts and warnings to the public free of charge. NOAA’s observational data, from the agency’s vast network of satellites, buoys, weather balloons and sensors, is also available at no cost; companies like AccuWeather, Google and Apple use it to power their weather products. The Weather Service estimates that its services cost every American resident $4 per year. How the Weather Service could change The chapter of the Project 2025 document that includes proposals for NOAA describes the agency as a “colossal operation that has become one of the main drivers of the climate change alarm industry,” and calls for it to be “broken up and downsized.” It proposes that the Weather Service focus on its data-gathering services and “fully commercialize” its forecasting operations. Mr. Trump’s nominee for Commerce Secretary, Howard Lutnick, a billionaire Wall Street executive, told senators during his confirmation hearing in late January that he did not agree with Project 2025’s proposal to dismantle NOAA and eliminate many of its functions. He also said, during questioning from Senator Amy Klobuchar, Democrat of Minnesota, that he would maintain the Weather Service. But in the same exchange with Ms. Klobuchar, Mr. Lutnick also appeared to allow for the possibility that the private sector could take up the forecasts that have traditionally been Weather Service work. “I think we can deliver the product more efficiently and less expensively, dramatically less expensively,” he said, “but the outcome of delivering those services should not be changed.” The Weather Service during Mr. Trump’s first term Mr. Trump has shown a preference for the private sector when it comes to weather. During his first term, he nominated Barry Myers, the former chief executive of AccuWeather, one of the nation’s largest private weather forecasters, to lead NOAA. Mr. Myers remained unconfirmed by the Senate for more than two years. He withdrew from the process in 2019, criticizing Democrats who had voiced concerns over his possible conflicts of interest. (In a statement last year, AccuWeather appeared to distance itself from Project 2025’s proposal to fully privatize the weather system. “AccuWeather does not agree with the view, and AccuWeather has not suggested, that the National Weather Service (NWS) should fully commercialize its operations,” its chief executive, Steven R. Smith, said. The public-private partnership approach in forecasting “has saved countless lives,” he said.) Mr. Trump’s influence on the Weather Service was felt elsewhere during his first term. In a 2019 episode that came to be known as “Sharpiegate,” Mr. Trump was at odds with government meteorologists over the forecast for Hurricane Dorian. After he included Alabama on a list of states that he claimed would be hit by the storm, a Weather Service office in Birmingham clarified on social media that the hurricane would not affect the state. Days later, during a news briefing, Mr. Trump brandished an illustration of the storm’s path that had been altered with a thick ****** marker to include Alabama. Bowing to pressure, Neil Jacobs, then NOAA’s acting administrator, issued a statement that supported Mr. Trump’s assertions and criticized the Alabama forecasters for their post. An investigation found Dr. Jacobs had violated the agency’s policy for scientific integrity in issuing the statement. This week, Mr. Trump nominated Dr. Jacobs to the post of NOAA administrator again. The future of weather If confirmed, Dr. Jacobs would lead NOAA at a time when the balance of its public-private partnership may already be in flux. Studies show extreme weather events are becoming more frequent and more intense as a result of climate change. At the same time, weather models driven by artificial intelligence have demonstrated an ability to produce forecasts that are more accurate than traditional weather models. A crop of private companies that use A.I. to build their forecasts is leading the charge to adopt the technology more widely. Companies are now increasingly operating their own weather observation instruments, though many also still use NOAA data. In recent years, NOAA, too, has begun supplementing the data it collects with data purchased from the private sector. In Michigan, Mr. Dale worries that commercializing the Weather Service’s forecasting could set up a pay-to-play system for lifesaving warnings. “If someone says, ‘Hey, if you want a tornado warning for your county, you’re going to have to pay us, $100,000 a year,’ that’s just not viable,” he said.
