Civilization 7 suzerain guide: how to influence independent civs Civilization 7 suzerain guide: how to influence independent civs Civilization 7 has done away with the old Barbarians from past games and replaced them with a similar but distinct feature called Independent Powers. This new title comes with a host of new ways to interact with these minor players in your game that require a new set of tips and tricks to master. While you could invade and destroy them, there’s a lot more to gain if you use your Influence to become their suzerain and adopt them into your own civ for a faster and easier way to create a new town. You can’t take over any of these civs by force, so we’ll show you how to be more diplomatic and incorporate these NPC towns into your civ. How to become an Independent Power’s suzerain Independent Powers will typically be friendly when you first encounter them, but do have armies roaming the map. If you find and select their town, you will see a few options but they will all be greyed out despite having enough Influence to use them. Even then, becoming their suzerain isn’t on the list. Here’s what you need to do. Step 1: Find an Independent Power on the map. Step 2: Create any unit that can travel to that Independent Power’s town. A scout is the best option since they can travel the furthest in a single turn. Step 3: Without becoming hostile with them, send your unit to an adjacent tile to the town. Step 4: With that unit next to the town, click it and you can now start using your Influence to build a relationship with them. Step 5: Keep spending Influence to buff the town to work your way up to becoming the suzerain. After your first interaction with the Independent Power, you don’t need to keep a unit next to the town to spend Influence there anymore. Step 6: Eventually, the entire town, its army, and any resources it is sitting on, will all become under your full control. And by familiar faces, we mean bosses that have been giving players nightmares across multiple FromSoftware titles. From the Nameless King’s dramatic entrance atop his storm drake to the unsettling movements of the Centipede ******, these encounters have become etched into players’ memories. Now, they’re making a comeback in Elden Ring Nightreign, but not just for nostalgia’s sake. Speaking to GameSpot, Ishizaki explained the reasoning behind this decision: The primary reason for these existing bosses in Nightreign is from a gameplay perspective. Of course, with this new structure and with this new style of game, we needed a lot of different bosses. We needed a lot to add to this mix, so we wanted to leverage what we deemed appropriate from our previous titles. This practical approach makes sense, especially given Nightreign’s unique structure. With players facing different bosses at the end of each night cycle, having a diverse roster of challenging encounters is crucial. And who better to fill those slots than some of FromSoftware’s greatest hits? We obviously understand that our players have a lot of affection for these characters and they have a lot of fond memories of battling them in these games, so we didn’t want to encroach too much on that lore aspect. We wanted them to make sense within the atmosphere and vibe of Elden Ring Nightreign. The current roster of confirmed returning bosses reads like a greatest hits album. The Nameless King is bringing his lightning-infused arsenal to Limveld, while the Centipede ****** is ready to make players question their life choices once again. Even Margit, the Fell Omen, is showing up to stalk players throughout their sessions—because apparently, players didn’t get enough of him in the base game. And if fan wishlists are anything to go by, we might see even more familiar faces. The community is particularly vocal about wanting to see Knight Artorias of the Abyss make his triumphant return, alongside Dark Souls 2′s Burnt Ivory King and the relentless Pursuer. Some are even hoping for Sekiro’s ****** of Hatred, which would fit right in with Nightreign’s faster-paced combat system. With no fall damage, wall-jumping mechanics, and the ability to sprint at Torrent-like speeds, players will have new tools to tackle these old foes. Junya Ishizaki, who previously served as battle designer on Elden Ring, seems to understand exactly what makes these encounters tick. His transition from designing boss fights to directing an entire game might raise some eyebrows, but his enthusiasm for the project is infectious: But mainly from a gameplay perspective, we wanted to incorporate these bosses, make adjustments to them to suit the gameplay of Nightreign and to make sure they felt at home. But it was more so from a numbers perspective. And just to add to that quickly, also from a personal standpoint, I thought it’d be kind of fun. The game’s network test this weekend will give console players their first taste of what’s to come, with access to four out of eight planned Nightfarer characters. While some might draw comparisons to battle royale games due to the shrinking play area, Nightreign is clearly carving out its own unique identity in FromSoftware’s portfolio. Man Is Briefly ‘Swallowed’ by Whale in Chile Man Is Briefly ‘Swallowed’ by Whale in Chile Paddling through choppy waters under cloudy skies, Adrián Simancas and his father were packrafting only a few yards away from each other when something huge lunged, mouth open, from the waves below. A humpback whale appeared to gulp Mr. Simancas down, then rolled over into the waters of Chilean Patagonia. Moments later, Mr. Simancas bobbed back up to the surface, followed by his kayak-sized vessel. The dark curve of the whale’s back briefly emerged behind them, dwarfing the man, and then the animal dived out of sight. Mr. Simancas’s father caught the whole thing on video. “I felt something hit me from behind — all this happened in a second — something dark blue or white enveloped me, and a slimy texture brushed my face,” Mr. Simancas said in an interview on Thursday night. “Then it closed completely and I started to sink, and I just closed my eyes, expecting an impact. But instead I felt as if I was surrounded by water. I realized that I was in something’s mouth and I had been eaten.” After a second or so, he said, “I began to feel the life jacket pulling me up and then suddenly I was out again.” Mr. Simancas, 23, and his father, Dell, had been packrafting — they emphasized that they were using portable, inflatable craft and not kayaks — near the San Isidro Lighthouse and Bahía El Águila, a campground in Patagonia, a wilderness of vast forests. The area is home to sea lions, ****** eagles and whales. Dell Simancas, 49, said he and his son, a computer engineering student, did many outdoor activities together, and that they had planned their trip months in advance. The pair, who live in Chile, finally set out on their four-day trek and rafting trip last weekend, heading out through the Strait of Magellan for an island near Cape Froward. “I turned the camera on to record the waves, and I heard a very loud sound behind me like a big wave breaking,” Dell Simancas recalled. “I turned around and couldn’t see Adrián or the boat anywhere. Suddenly I saw him emerge from the water along with what looked like an animal.” He said that he felt a pang of fear as soon as his son vanished — and that his experience as an anaesthetist helped him retain his composure in the moments that followed. “Stay calm, stay calm,” he can be heard saying after his son was released from the whale’s mouth. “At the time, I didn’t know it was a whale,” Adrián Simancas said. “I was able to stay calm thanks to my dad’s advice.It was a pod of whales, not just one, but apart from being curious about us, they didn’t want to come closer.” After the whale disappeared, the men worked their way to shore — Adrián’s paddle was lost in the commotion — and began to worry about hazards other than whales. “My thoughts turned to what danger could be under the water that I wasn’t seeing, and I worried about the weather getting worse because I had been in the water for while,” the younger Mr. Simancas said. Such encounters between whales and humans are extraordinarily rare, scientists say, and although Mr. Simancas told The Associated Press he had been “swallowed,” humpbacks are filter feeders with throats too narrow to ******** a person. Despite the improbability of Mr. Simancas’s experience, he is not the first person to have landed in or near a humpback’s mouth in recent years. In 2021, a lobsterman diving off the coast of Massachusetts was caught in a humpback’s mouth, then was released to the surface with bruises to show for it. Last year, a 30-foot-long juvenile humpback capsized a 23-foot motorboat off the coast of New Hampshire, sending two men into the water. And in 2020, a breaching humpback off the Central Coast of California lifted a kayak about six feet into the air, along with the two women inside it. From the short video from Chile, “it is difficult to tell what happened,” said Dianna Schulte, a co-founder and director of research at the Blue Ocean Society for Marine Conservation in Portsmouth, N.H. “Humpbacks often feed in the manner seen in the video, by charging to the surface with their mouth open to capture concentrated prey (small fish or krill),” she wrote in an email. “It likely did not know the kayaker was above it, especially given the cloudy conditions and the assumed concentration of the prey.” She added that humpbacks, which lack biosonar or echolocation, rely primarily on their hearing, and small, motorless vessels like kayaks make very little sound, “which again leads to the point that the whale did not know it was there.” Ms. Schulte said that with cameras more prevalent, it was hard to say whether such whale encounters were taking place more frequently or simply garnering more attention. In her view, she said, “these interactions are occurring more frequently as whales seem to be shifting their feeding habitats closer to shore in some areas, where whale/human interactions are more likely to occur.” Adrián Simancas, who had never seen a whale before last weekend, said he harbored no resentments. “If it happens again, I hope it isn’t quite so close up,” he said. No concerns raised with me about my expenses No concerns raised with me about my expenses Billy Kenber Political investigations correspondent Becky Morton Political reporter PA Media Chancellor Rachel Reeves has said no concerns were raised with her about her expenses during her time working at Halifax Bank of Scotland. A BBC News investigation found that while at HBOS, Reeves was subject to a detailed whistleblowing complaint which raised concerns about her use of company money. Reeves said she “submitted and had her expenses signed off in the proper way”. However, the BBC has seen documents which show concerns about spending habits in the department Reeves worked in were raised with her. A spokesman for the chancellor previously said she had no knowledge of the investigation, always complied with expenses rules and left the bank on good terms. Asked what her understanding of the investigation was, Reeves told the BBC: “No one ever raised any concerns about my expenses when I worked for Halifax Bank of Scotland. “I submitted and had my expenses signed off in the proper way, as you would expect. “And no issues were ever raised during my time at Halifax Bank of Scotland.” Pressed over why some of her former colleagues were aware of an investigation, the chancellor said: “I don’t know what they are saying and of course none of them have gone on the record. “But I was never questioned, never asked to pay back any expenses.” Reeves said she was “really proud of the work that I did before I became an MP” but added: “In the end, people are going to judge me on the job that I’m doing now as chancellor of the exchequer to grow the economy and put more money in the pockets of working people.” A Facebook group for former HBOS employees included several joking about Reeves’s expenses spending and the fact she was investigated. In the late 2000s before entering politics, Reeves worked at HBOS as a senior manager. The BBC has learnt that during her time at the bank concerns were raised about Reeves, and two other managers, using the bank’s money to “fund a lifestyle”. The concerns raised about Reeves’s spending included a £400 leaving meal for a colleague, a £49 handbag for her PA and £152 spent on another bag, along with some perfume as a present for her boss in a joint gift with another manager. One of the other employees investigated was Reeves’s manager and the person who signed off her expenses. The bank’s internal audit department carried out the initial investigation and found there was evidence expenses rules appeared to have been broken, a senior source said. The BBC has not been able to establish what the final outcome of the investigation was, or whether it reached a conclusion. In late 2008, a memo was circulated to Reeves and others calling for tighter cost controls. It specifically raised concerns about “spending on travel” and on corporate spending cards, including Motivation cards which were used to reward staff. The proposals it laid out for improving cost controls included monthly discussions with Reeves and another manager to look at “claims, invoices, Thanks card use and reports”. That other manager was also one of those subsequently investigated over their use of expenses. Separately, Reeves was emailed in mid-December 2008 by an HBOS employee who suggested they should give a presentation to raise awareness of how much was being spent on taxis and on Motivation cards. Reeves replied to say that she was not sure a “huge analysis” was needed and she wanted to see the papers before they went any further. According to its announcement on Steam, Stalker’s 1.2 patch has more than 1,700 individual fixes and improvements, including a large number of bug fixes, NPC behavioral changes, revamped visuals, and more. There are truly too many changes to go over here in detail, but some of the major ones include an overhaul to NPC shooting accuracy, with reduced wall penetration and better shot randomization. The update also revamps how the game’s stealth works, gives some enemies (like the Controller) new abilities, and improves NPC behavior overall. It improves performance during certain sequences, and fixes dozens of major and minor issues that could affect main story and side quests. More than 450 improvements were made to the game’s map and level design, including several sections where the player could get stuck, such as X-17 Lab. Stalker 2 was generally praised for its atmosphere and unique presentation when it first released last year. However, many players and critics noted its many bugs. The body of retired postmistress Una Crown was found at her bungalow in Wisbech, Cambridgeshire, on 13 January 2013. She had been stabbed four times and her throat had been cut. Cambridgeshire Police did not treat her death as suspicious until two days later, but neighbour David Newton, 70, who was previously arrested but then released, was charged last April after a DNA breakthrough. Judge Mr Justice Garnham told Newton that “Mrs Crown must have been utterly terrified when you came into her house”. He said he must serve at least 21 years in prison. There was an intake of breath and whispers of “yes” from the public gallery at Cambridge Crown Court as the sentence was passed, and the defendant appeared to raise an eyebrow before being swiftly led to the cells. Ahead of the court hearing, Mrs Crown’s niece Judy Payne told the BBC she “could finally smile again” following Newton’s conviction. Una Crown’s family said Newton’s attack was “brutal and horrific” [Cambridgeshire Police] Mrs Crown’s body had been discovered in the hallway of her home by relatives who had arrived to take her to Sunday lunch. However, police officers initially treated the death as “unexplained”. It meant police, firefighters, paramedics and undertakers walked around the house and some even touched Mrs Crown’s body to move things around. It was not until two days later – after a post-mortem examination – that the death was finally deemed suspicious. At first, police did not treat Mrs Crown’s bungalow as a crime scene [Cambridgeshire Police] Cambridgeshire Police admitted that “mistakes were made during the initial investigation in 2013” and it had apologised to Mrs Crown’s family. However, DNA taken from Mrs Crown’s fingernails at the time of her death was retested by forensic scientists 10 years on, which led to Newton’s charge. At the time he had been an odd-job man, living in Magazine Close a few streets away. Following his trial, Newton was found guilty of her ******* by a majority of 10 to two jurors. During the sentencing hearing, barrister Claire Matthews, from the prosecution team, said Mrs Crown had been stabbed with a “very long” knife – of at least 24cm (9.5in) in length. It was believed to be a kitchen knife. Newton had attempted to destroy her body by setting fire to her – leaving her partially burned – and he had used the knife and Mrs Crown’s walking stick in the attack, she said. An audience that was largely expecting Mr. Vance to lay out the Trump administration’s priorities for the trans-Atlantic alliance, NATO military spending and negotiations with Russia over ending the war in Ukraine, instead received a lecture on what Mr. Vance described as the continent’s own failures in living up to democratic ideals. Those failures, Mr. Vance said, included efforts to restrict so-called “misinformation” and other content on social media and laws against abortion protests that he said unfairly silenced Christians. Perhaps most strikingly, the vice president called on Europeans to drop their opposition to working with anti-immigration parties, calling them a legitimate expression of the will of voters angered by high levels of migration over the last decade. Those parties include the Alternative for Germany, or AfD, parts of which have been classified as extremist by ******* intelligence. All other parties in Germany refuse to join with the AfD in forming governments, an effort known as a “firewall” against extremism in a country where memories of the Nazis still dominate its political culture. “There is no room for firewalls,” Mr. Vance said. He added: “If you are running in fear of your own voters, there is nothing America can do for you.” Germany’s political class, including the conservative Christian Democrats who currently lead the polls to form the next government, has largely adopted more restrictive measures on migration in recent years, following the AfD. According to Reuters, Washington wants to assess and change some of the requirements that the previous administration applied to the grant. “The CHIPS Program Office has told us that certain conditions that do not align with President Trump’s executive orders and policies are now under review for all CHIPS Direct Funding Agreements,” GlobalWafers spokesperson Leah Peng told Reuters. CHIPS Act awards distributed under the Biden administration often came with clauses, like requiring awardees to only use unionized labor for building out their infrastructure and to provide childcare to their workers. While it’s not clear yet what the White House wants to do, it may seem that it’s intent on making these requirements more lenient or maybe even remove them altogether, especially if they do not go in line with the direction Washington is taking. Because of this development, the Semiconductor Industry Association (SIA) is said to be surveying its members on how they think that the CHIPS and Science Act could improve. Nevertheless, SIA Vice President of Government Affairs David Isaacs told Reuters, “It’s important both the manufacturing incentives and research programs proceed without disruption, and we stand ready to work with Commerce Secretary Nominee Lutnick and other members of the Trump administration to streamline the program’s requirements and achieve our shared goal of strengthening U.S. leadership in chip technology.” However, aside from these potential loosening of prerequisites, sources also say that the current administration has raised concerns about CHIPS Act awardees using their subsidies to expand overseas. For example, Intel signed a $7.86 billion funding contract under the program, with the company already receiving $2.2 billion, but it still announced a $300 million investment in China to expand its packaging and testing facility there. This is in direct contravention of the CHIPS and Science Act’s purpose, which was to lure manufacturers into producing the most advanced semiconductors on American soil. There is no clear indication yet of what changes the White House wants to implement nor how they would affect the existing contracts. This likely has several members of the semiconductor industry, especially awardees who are yet to receive their payouts, getting a bit nervous. In questioning, he admitted deliberately driving into the demonstration and “gave an explanation that I would summarize as religious motivation,” Tilmann said. She didn’t give details, but added: “According to all we know at the moment, I would venture to speak of an Islamist motivation.” The man had no previous convictions.
