However, if the Fed is allowing U.S. banks to flout some of those norms, experts told Fortune, other countries have little incentive not to let their big lenders do the same. It turns out JPMorgan might not want to boast about the size of its book. In fact, a whistleblower has alleged the world’s largest bank, along with several of its peers, has deliberately underreported the scale of its trading activity to minimize capital requirements the industry has long argued are onerous. JPMorgan, for its part, has called allegations it is evading capital requirements completely “false.” The requirements at issue are aimed at ensuring banks can survive if they sustain heavy losses, and they were tightened in the aftermath of the 2008 financial crisis. Regulators from around the world developed what is known as Basel III, or common standards to safeguard the health of so-called “globally systemic banks”—many of which required controversial government bailouts to avoid economic catastrophe. But if the Federal Reserve is allowing JPMorgan and other competitors to defy some of those norms, experts in corporate finance and administrative law told Fortune, other countries have little incentive not to let their banks follow suit. “It kind of diminishes the meaning of the rules and the extent to which people are going to take them seriously going forward,” said Itay Goldstein, who chairs the finance department at the University of Pennsylvania’s Wharton School. The Bureau of Investigative Journalism broke the allegations in January, citing a former JPMorgan employee who said the bank was improperly reporting its long and short positions in certain securities, obscuring the true size of its trading business. The publication also quoted another banker familiar with the matter, who said the Federal Reserve has given tacit approval for other U.S. banks to do the same. JPMorgan, meanwhile, has been adamant that it is following the law and referred Fortune to its previous statements on the matter. “We are confident in our methodology, which is fully transparent to our regulators,” the bank said. “We comply with all capital regulations, and claims suggesting otherwise are false.” The Federal Reserve, meanwhile, declined to comment. The central bank previously told the Bureau that American lenders are subject to higher capital requirements than their international counterparts but did not directly address the allegations. Story Continues The Fed treats its supervisory relationship with banks as confidential, said David Zaring, a professor of legal studies and business ethics at Wharton, to avoid exposing lenders’ sensitive information to competitors and trading counterparties. “Totally makes sense to me,” he added, “but it means that you often aren’t really sure what they’re looking at when they tell you, ‘We’re comfortable with this bank’s derivative book of business and how [the bank is] accounting for it.’” Netting refers to the process of consolidating and offsetting multiple financial obligations to reduce overall risk. Rules around netting are relevant because the size of a bank’s balance sheet and the risk profile of the investments it contains helps regulators determine how much of a lender’s assets should be financed by equity that can sustain losses. “Once the equity is wiped out, there’s nothing to absorb the loss,” Goldstein said. What’s left, he added, “is going to fall on the debt holders or the government.” That’s why several banks are deemed “too big to fail,” a term that gained in popularity after the U.S. government spent $700 billion to save Wall Street banks and other financial institutions critical to the nation’s economy. All of America’s largest banks are subject to a minimum 4.5% capital requirement, with additional buffers mandated based on the Fed’s stress tests of bank balance sheets. Then, finally, there’s a capital surcharge for banks deemed to be “globally systemic,” termed G-SIBs. JPMorgan sits alone atop the list, subject to an additional 50 basis point requirement compared to its closest peers, Citigroup and HSBC. The Bureau’s reporting suggested the G-SIB surcharge would be higher, however, if the Fed enforced international standards to which the central bank previously agreed. As Goldstein explained, there is often a strong economic rationale to netting, or allowing long and short positions in the same security to offset each other. In a simplified example, if a long is equivalent to a short, they cancel each other out on the balance sheet. “It is as if you don’t hold anything,” Goldstein said. But there are several reasons why regulators might want to see the whole gross position, or the longs added to the shorts, Goldstein said. On one side of the trade, for instance, there might be a higher possibility that the other party could default on its obligations. That’s why the Basel Committee on Banking Supervision instructs G-SIB’s not to net longs and shorts for securities that, “if sold quickly during periods of severe market stress, are more likely to incur larger fire-***** discounts or haircuts to compensate for high market risk.” Each country’s central bank, however, is ultimately responsible for enacting this standard. Banks have been very successful at pushing back on the Fed’s efforts to fully implement Basel III. The Fed scrapped its initial proposal last year, which would have raised capital requirements by 19%, and vice chair of supervision Michael Barr later stepped down to let President Donald Trump make his own pick for the role. “The idea of entering into an international agreement in the current administration, even an informal one, is pretty unpopular,” Zaring said. From low-impact options like Pilates and barre that focus on light weight or bodyweight-only moves, to athletic-style training that builds muscle through heavy lifting. While it’s great to have so many options, it can be a bit confusing. Influencers on social media with enviably muscular bodies post videos of them reaching new weight PRs, making slipping a few more plates on a barbell seem like the way to go. But watching sculpted physiques walk out of Pilates makes it clear that the low weight, high repetition approach is just as effective. The truth is, both methods can be an good way to build lean muscle. So let’s break down the benefit of lifting heavy weights for lower reps versus lifting light weights for higher reps — and how to decide which is the best way to strength train for your goals. What’s better: low weight, high reps or high weight, low reps? The isn’t ****** and white. Both approaches can be effective at burning ****, building muscle and toning the body. Lifting heavier weight for less repetitions builds muscle strength and causes muscles to fatigue faster. Moderate or lighter weights with more repetition develops muscle endurance. Depending on your goals, you may be interested in increasing muscle mass, or you may be hoping to preserve lean muscle mass, which is especially important as you get older. Pushups, pullups and tricep dips all challenge the upper body, while squats, lunges and calf raises are all exercises that build strength in the lower body sans weights. A 2024 study on women’s strength training confirmed previous research that primarily focused on men. Researchers found that the general advice from The American College of Sports Medicine did produce results: Performing 1 to 3 sets of 8 to 12 repetitions at 70 to 85 percent of your one-rep max weight helped beginners gain strength and muscle. How to strength train for your fitness goals When it comes to aesthetic goals, many women desire sleek, toned muscles. That look is usually achieved by doing more repetitions with lighter weights. I also always consider my client’s lifestyle when developing a training plan. Many people come to me stressed out or fatigued and unable to lose weight. When cortisol levels are high, the last thing their body needs is more stress on their body, which is why exerting yourself at maximum capacity with heavy weights can sometimes be counterproductive. In these cases, I shy away from lifting heavy and instead suggest exercising at a consistent and steady state with lower weights and higher repetitions. On the flip side, lifting heavy weights can increase muscle mass and strength. If you are someone who doesn’t feel stressed out by fitness and loves a challenge, heavier weights may be a good choice for you. Even if weight loss is your goal, if you aren’t battling chronic stress then exercising with heavier weights for less repetitions may be perfect for you at this stage in your fitness journey. I always advise my clients to try a workout program consistently for three weeks. If you don’t see results after 21 days, then it’s time to mix it up. So if you feel like lifting heavier weights with less repetitions is best for your body right now, give it a try! If you lift heavier weights, you’ll likely notice that your strength increases faster — which may be your goal! If you commit to the training style for a few weeks and aren’t seeing results, that’s a sign you may want to drop the weight and see if a lighter weight, higher rep approach is right for your body. How do I know when it is time to increase my weight or reps? We all want to feel like we’re making progress in our fitness routine. So if you’ve been committed to strength training, you may be wondering how to know when it is time to take things to the next level. And, does progress mean increasing weight, doing more reps or both? If you’re someone, like me, who bulks up easily — and doesn’t want to — then the answer is to stick to lower weights and progress your training by doing more reps or mixing up your exercises. I don’t lift weights heavier than 7 pounds because when I do, my shoulders, back and chest bulk up in a way that I don’t like. So, I prefer to stick to my 3- or 5-pound dumbbells. If I start to feel bored with my routine or like the workout is too easy, then I change the exercises entirely and challenge my body in a different way by using resistance bands or doing bodyweight moves. Instead of increasing the weight, I just change up the exercises altogether. If you prefer to track progression through weight or reps, try this: Start with 8 repetitions of 3-5 exercises using 3-pound weights. Perform three rounds of all of the exercises in the circuit. Then, after doing this every other day for 2-3 weeks, increase your repetitions to 10. Repeat for 2-3 weeks. Then increase the repetitions to 12, and finally up to 15. Once you’re performing 3 rounds of 15 reps for 2-3 weeks, increase the weight to 4- or 5-pound dumbbells, and then repeat the whole cycle. If this is too easy and you feel like the progress is too slow, then speed it up! But try to focus on your overall strength and muscle tone to gauge how effective your fitness routine is. Judge Calvin Taylor on Friday sentenced Huong Van Nguyen, 62, of Vancleave, to serve 18 years in prison on a felony charge of driving under the influence of alcohol causing death. Nguyen was legally drunk when he caused a Sept. 23, 2022, ****** that killed Gary Randall Mitchell, 46, of St. Martin. Martin left behind a wife, a daughter and other relatives and friends. In his obituary, Mitchell was described as someone who “always had a smile for you.” “He loved with his entire heart; he never knew the words, No, I can’t help,” the obituary said. “Gary loved being with his family, cooking, and fishing. Gary was a great dad to his loving daughter.” Nguyen said was on his way home and driving in a reckless manner when he swerved into an oncoming lane on Seaman Road and hit a motorcycle driven by Mitchelll. Mitchell died as a result of his injuries. Huong Van Nguyen A blood test showed that Nguyen had drunk enough alcohol that he registered more than the state’s legal limit to drive. Before his arrest, Nguyen had worked as a casino dealer and shrimper, according to his plea petition. Relatives and friends wrote letters of support for the judge to consider before sentencing. The Rev. Dominic Pham from Sacred Heart Catholic Church is among those to write in, asking the judge to consider leniency in sentencing Nguyen. Pham described Nguyen as a humble man who regularly attended mass at the church with his wife and children. “I really believe Huong is committed to continue living an honest life and better himself,” Pham said. “I have no reservation about the integrity of his character and his sincere desire to be a good and productive citizen.” Gary Randall Mitchell died after a drunk driver crashed into his motorcycle in September 2022. The Jackson County Sheriff’s Department investigated the case. District Attorney Angel Myers McIlrath and Assistant District Attorney Bill Barrett prosecuted the case. “Our hearts go out to the family of Gary Mitchell,” McIlrath said. “Gary was a loving husband, father and provider who was taken from them far too soon. While there is no sentence that can be imposed in this case that will bring Gary back, we hope that today’s sentence will help his family in the healing process. “ As for Nguyen, McIlrath said, “this case highlights how one irresponsible and reckless decision can have earth-shattering consequences.” “Despite having a loving and supportive family of his own, this defendant made the very irresponsible decision to drive drunk,” McIlrath said. “Because of his decision and actions, Gary Mitchell was killed, and his family is left to mourn his loss.
