Child ******* abuse: updated rules to address new technological risks | News Child ******* abuse: updated rules to address new technological risks | News Updating the EU-wide definitions of the crimes linked to child ******* abuse (CSA), the proposal endorsed by MEPs also adapts them to new technologies. The aim is to improve cooperation between national authorities on investigations and prosecutions and on victim support. Higher punishments and no limitation periods In their amendments, MEPs propose to raise the maximum punishments for a number of CSA offences, including for ******* activities with children above the age of ******* consent who do not consent. Other examples are recruiting children for exploitation in prostitution, possessing or distributing CSA material, and offering remuneration for certain CSA crimes. MEPs also want to abolish limitation periods for crimes covered by the updated law, since statistics show that the majority of victims only speak about their experiences a long time after the offence occurred. Victims should also be able to seek compensation indefinitely. New technological crimes To bring EU laws up to date with technological developments, MEPs want to criminalise explicitly the use of artificial intelligence systems “designed or adapted primarily” for CSA crimes. They have also endorsed provisions on the livestreaming of CSA, and dissemination online of related material. To make investigations more effective, MEPs are pushing for the possibility to conduct undercover investigations and employ covert surveillance methods, including “honeypots”. Definition of consent and exemptions for peers MEPs want a new definition of consent specifically for children who are above the age of ******* consent. No member state should criminalise consent-based interactions between peers, if it involves no abuse of trust or dependency, they argue. Pretending to be a peer should, however, be a punishable aggravating circumstance. Reporting and victim support Child victim support should be free of charge and include medical and forensic examinations, help with documenting evidence, gender-sensitive medical care and access to ******* and reproductive healthcare. MEPs want this to be in line with the Barnahus model, where services come together under one roof to support child victims. The committee report states that reporting mechanisms should have adequate funding and be user-friendly and gender-sensitive. Third parties, such as civil society organisations, should also be able to report crimes. Quote Rapporteur Jeroen Lenaers (EPP, Netherlands) said: “We need to make sure our laws to fight child ******* abuse are up to date and that we criminalise new phenomena, including so-called “instruction manuals” that facilitate abuse, livestreamed abuse and deep-fake CSA material. We also want tougher punishments and more mechanisms for reporting abuse. Because it often takes decades for victims to come forward, we need to abolish the limitation periods for these crimes. We owe it to victims to support them properly through the legal process and ensure that justice is done.” Next steps The Civil Liberties Committee adopted the draft position by 57votes in favour, 0 against, and with 0 abstentions. Parliament will debate and vote on this position in plenary during its 16-19 June session, after which negotiations with Council on the final form of the law can begin. Background The recast directive on ******* abuse and ******* exploitation of children, child ******* abuse material and solicitation of children includes measures to harmonise EU countries’ definitions of and punishments for crimes, covering both online and offline activity. A separate proposal for a regulation on child ******* abuse material is also being discussed by lawmakers. The European Parliament adopted its position on the draft regulation in 2023; legislative talks can begin once Council reaches a common position. Businesses directly linked to the US or China were among the major winners during Tuesday’s trading. Payment providers Block shares soared 5.86 per cent to 84.90 while Zip also jumped 8.77 per cent to $198, on the back of the trade pause which is predicted to boost US consumer activity. Corporate Travel Management, which previously flagged pressures on its US business also soared 9.94 per cent to $13.27 as did fellow travel business Flight Centre also finished higher up 5.21 per cent to $13.74. Kitchen appliance maker Breville Group initially soared following the trade announcement before settling up 7.76 per cent to $32.77 on trade boost. The Philippine Institute of Volcanology and Seismology said a moderately explosive eruption occurred at the summit crater of Kanlaon Volcano before dawn, lasting five minutes based on seismic and infrasound data. “The eruption generated a greyish voluminous plume that rose approximately 4.5 kilometers above the vent before drifting to the southwest,” the institute’s bulletin added. Ash fell in at least nine villages southwest of the volcano on Negros island, but no injuries or damage was reported. A level 3 alert — out of a scale of five — that was put in place during Kanlaon’s eruption in December remained unchanged, with officials keeping a 6-kilometer (3.7-mile) danger zone off limits. The alert means the volcano is in a state of magmatic unrest, with increased chances of short-lived, moderately explosive eruptions that could generate volcanic hazards. Kanlaon also briefly erupted in April. Its eruption in December prompted the evacuation of thousands of villagers to emergency shelters as the volcano continued showing signs of restiveness. The 2,435-meter (7,988-foot) volcano is one of the country’s 24 most active volcanoes. In 1996, three hikers were killed near the peak and several others were later rescued when Kanlaon erupted without warning, officials said then. The Philippines is located in the so-called Pacific “Ring of Fire,” a region prone to earthquakes and volcanic eruptions. The archipelago is also lashed by about 20 typhoons and storms a year, making it one of the world’s most disaster-prone countries. On the front, the handset also features a 50-megapixel front camera with an f/2.0 aperture. During the initial testing, the photos do look sharp and dynamic during the day. The selfie camera also captures decent images in a brightly lit environment. The handset comes with a dual-camera setup with a combination of a 50-megapixel primary sensor and a 50-megapixel ultra-wide lens. Lastly, the Motorola Razr 60 Ultra packs a 4,700mAh battery. GUR photo The claims about the Banderol were made by the Ukrainian Defense Ministry’s Main Directorate of Intelligence (GUR), which has also published photos of the weapon, which little was known about previously. A product of the Kronstadt company, which is best known for developing drones, the Banderol is said to be primarily intended for launch from the firm’s Orion uncrewed aerial vehicle, which is roughly similar in size to an MQ-1 Predator. At least one photo has appeared that purportedly shows a Banderol missile under the centerline of an Orion drone, apparently during testing in Russia. The warhead reportedly weighs 250 pounds. The GUR also claims that the Banderol is more agile than other Russian cruise missiles, suggesting that it may be intended to use flight profiles that are better able to evade Ukrainian air defense systems. Although the GUR doesn’t mention details of operational use of the Banderol, the detailed technical study that the agency provides suggests that it had access to one or more relatively intact examples of the missile, recovered after they crashed or were brought down by air defenses on Ukrainian territory. Unconfirmed accounts suggest that the missile has been used to attack targets in southern Ukraine on multiple occasions. The GUR’s analysis also provides a full rundown of what it says are foreign components used in the Banderol, part of an extensive effort that involves “around 30 companies” providing “more than 20 key components,” and potentially more that have not been identified. GUR photo There are also “almost two dozen microchips” in each missile, “from U.S., ********, Swiss, Japanese, and South Korean manufacturers,” the GUR adds. These are supposedly sourced mainly by the Chip and Dip network, one of Russia’s largest electronics distributors and a company that’s also under sanctions. Other components of the Banderol are apparently from Russian production, including a Kometa digital antenna for satellite navigation, designed to reduce the ability of enemy jamming. This equipment is also used in Geran long-range one-way attack drones and in various glide bombs. The use of foreign-sourced components in Russian-made weapons, especially drones and missiles, is by no means new. Notably, the GUR previously claimed it found dozens of Western-made components in the Russian S-70 Okhotnik-B (Hunter-B) flying wing drone that was downed over Ukrainian territory last year, in an incident you can read about here. Clearly, despite sanctions, components manufactured outside of Russia are being used in weapons employed in Ukraine. In particular, microelectronics and other high-tech components are found regularly in Russian defense products. Ukraine intelligence photo Russian weapons “depend on foreign components,” the GUR has stated on its database. “Without them, they cannot continue to fight, occupy, and kill.” As of November last year, the GUR said it had found more than 4,000 foreign-made components in nearly 150 captured or recovered Russian weapons. As we have explored in the past, components vital to Russia’s war in Ukraine don’t necessarily have to be sourced directly from the manufacturers. With a massive and largely unregulated market for recycled microelectronics, in particular, largely emanating from China, there are plenty of other options. Meanwhile, the SW800Pro jet engine that is said to power the Banderol is available to buy on the AliExpress website for around $16,000. It is mainly offered for aeromodellers. These kinds of items are much harder to prevent from falling into the wrong hands, although U.S. officials have the authority to prevent shipments of dual-use items if they consider the application to have critical military uses. Already, U.S. government agencies have issued sanctions against hundreds of companies around the world that provide Russia with technology, although obviously certain items are still making it through. Russia “has decades of experience evading export controls and sanctions, building a system of transshipment routes, cultivating networks of diverters in third countries, and employing sophisticated deception tactics,” the Semiconductor Industry Association (SIA) noted last year. “Malign actors go to great lengths to circumvent government restrictions and established company compliance actions, evading even the most sophisticated screening and due diligence efforts.” It’s worth noting, too, that Iranian and North Korean weapons used by Russia and recovered by Ukraine have also been found to contain large amounts of Western components. While the use of foreign components in weapons used by Russia in Ukraine is not new, the use of the Banderol cruise missile appears to be a novel development. We don’t know for sure, at this point, how the cruise missile was used, but the concept of a weapon of this type launched by a drone is an unusual one. While a relatively slow- and low-flying drone like the Orion would be a much more vulnerable launch platform than a fixed-wing tactical aircraft, the range of the Banderol would mean it could be launched a considerable distance from the target, including from across the border, in Russian airspace. For many months now, Russia has been seeking to expand the number of weapons it has for standoff strikes on Ukrainian targets. Mounting losses of Russian tactical aircraft to Ukrainian ground-based air defenses highlighted the need for weapons that can strike targets surgically at and well behind the front lines. Most notoriously, Russia fielded the UMPK, a fairly crude type of guided glide bomb that has caused considerable difficulties for Ukrainian air defenses ever since its introduction around early 2023. The Banderol’s small turbojet engine elevates it to the cruise missile category, and its reported range of 500 kilometers is very significant, if true. The long range is achieved at the expense of warhead size, with the Kh-69 air-launched standoff missile carrying a penetration or a cluster warhead weighing up to 680 pounds — more than twice as heavy as that reportedly used in the Banderol. The exact guidance method used in the Banderol is unknown, so it’s unclear if the weapon can be programmed with a target’s coordinates after the aircraft has taken off, which would be required for the most time-sensitive targets. The fact that it features an inertial navigation system and a jamming system should provide the weapon with a significant degree of resistance to electronic warfare jamming of the kind that is now increasingly being employed by Ukraine. The addition of satellite navigation, to correct for drift, is also an important factor since an inertial navigation system has accuracy limitations that get more pronounced the longer the weapon travels. This is important bearing in mind the number of targets Russia is prosecuting and the fact that more expensive weapons are likely in short supply. This is not only due to the heavy campaigns of airstrikes, but also Russia’s limited ability to manufacture high-technology weapons — at least without access to Western components. Meanwhile, if it’s the case that the Banderol is optimized for launch from non-traditional platforms, namely drones and attack helicopters, it means that Russia’s bomber fleets and fixed-wing tactical aircraft can concentrate on their primary roles and use their established weapons. Ultimately, however, the Banderol could also be adapted to launch from other aircraft, too. Especially considering its drone launch, the end result would appear to blur the boundaries between a cruise missile and air-launched effects, an idea that is also fast gaining traction in the United States. Presuming that Banderol is now being used in the conflict, we likely won’t have to wait long to learn more about this intriguing weapon. For Ukraine, meanwhile, the apparent addition of this new and apparently relatively low-cost standoff weapon to the Russian arsenal will be another cause for concern for Ukraine. How Nintendo forced Palworld to clip its wings The patent infringement lawsuit against Pocketpair has been steadily chipping away at Palworld‘s unique features since it was filed last September. That didn’t happen!” The mod cleverly restores the removed feature without requiring players to roll back their game version or miss future updates. “For those of you who love flying with your pals, this mod uses sleight of hand to reverse the sleight-of-hand ‘removal’ of gliding pals,” Primarinabee explains. There’s a small catch—you still need a glider in your inventory—but the mod restores the visual and mechanical joy of soaring with your Pals rather than using a boring parachute. Within just three days of release, the mod has already been downloaded over 700 times, showing just how much players missed this feature. Of course, console players are left out in the cold, forced to use standard gliders while their PC counterparts enjoy the restored feature. What’s happening? MPR News reported in mid-April that the Minnesota Department of Health issued new warnings about PFAS in certain fish. Roughly 44 water bodies in 10 counties, both in the Twin Cities and greater Minnesota, are included in the new guidelines. People should avoid all fish from the Minnesota River Valley ponds and Long Meadow Lake in Hennepin County. Warnings also advise limited consumption of Mooney Lake bass, George Lake walleye, and yellow perch and common carp from Otter Lake, McCuen Creek, Bear Creek, and the Crow River’s south fork. However, guidelines were loosened for one lake, with the Department of Health saying that one serving of smelt caught from Lake Superior per week is OK — previously, it was one serving per month. Why are PFAS concerning? The updated guidelines indicate officials are finding higher concentrations of PFAS in these areas and species. PFAS are synthetic chemicals used in the manufacturing of products like non-stick cookware, stain-resistant fabrics, and food packaging. These forever chemicals accumulate in the body and are linked to certain health issues. According to WebMD, the presence of PFAS can cause high cholesterol, low birth weight, early puberty, childhood obesity, decreased fertility, hormone changes, weakened immunity, thyroid problems, and more health issues. Angela Preimesberger, who leads the health department’s fish consumption guidance program, said, “It’s really important that people understand that our guidelines are affected by where you’re fishing and who you are, and that we have different guidelines for people that are in sensitive populations.” Sensitive populations include pregnant women, children under 15, and women who are breastfeeding or plan to become pregnant. Other populations are advised to consume these fish with caution and in limited quantities. PFAS also harm the environment. They build up in animals, causing reproductive, immunity, and developmental problems. This can weaken populations and topple ecosystems, reducing biodiversity that is vital to a healthy planet for everyone. What can be done about PFAS in water? Officials have implemented several standards regarding drinking water, swimming areas, and seafood contaminated by high levels of PFAS. However, removing these chemicals is difficult, requiring targeted filtration, osmosis, or ion exchange, according to the Environmental Protection Agency. It can’t be done on a large scale, either. The disease, which can be avoided with a vaccine, is spread through the air when someone who is infectious coughs or sneezes. Symptoms of measles include fever, cough, sore or red eyes, runny nose, and feeling generally unwell, followed by a red maculopapular rash. The rash usually starts on the face before spreading down the body and symptoms can develop between seven to 18 days after exposure. People with measles are potentially infectious from 24 hours prior to the onset of initial symptoms until four days after the rash appears. Global case numbers are also rising, potentially exposing *********** travellers to the virus, the department said. “There are currently outbreaks reported in multiple countries and regions, including Pakistan, Indonesia, Vietnam, Thailand, India, Africa, Europe and the ***, the Middle East, and North America,” the alert states. The Internal Revenue Service’s estate-tax exemption on wealth transfers during a person’s lifetime and upon their death is $13.99 million per person for 2025. The annual exclusion for gifts is $19,000 for 2025; it’s double that for married couples. But unless Congress takes action, that exemption is scheduled to revert to the previous level of $5 million in 2026. It’s unfortunate that you and your wife see things differently when it comes to who will inherit your marital property, but at least you are being honest with each other about your plans. Your wife, for instance, is not promising to split your community property four ways and then waiting until after you’re gone to give it to her two children. That seems to happen — in the pages of this column, at least — more times than I’ve had hot dinners. This reader, for example, said his stepmother, who had been with his father for 25 years, was leaving everything to her two kids. “I had a wonderful relationship with my father as well as my stepmother,” he wrote. “Unfortunately, she doesn’t see it the same way I do. Your two children, whatever happens, will end up with a collective inheritance of $1 million. That’s not a bad outcome.
