Police take court action over Sheku Bayoh inquiry extension Police take court action over Sheku Bayoh inquiry extension Police Scotland is taking court action over the way the Scottish government is handling calls to extend the terms of reference of the inquiry into the death of a man in police custody. Sheku Bayoh, died after he was restrained by around six police officers who were called to Hayfield Road in Kirkcaldy, Fife, on 3 May 2015. Scotland’s Deputy First Minister Kate Forbes has been urged to extend the terms of reference of the public inquiry, which is investigating the circumstances of the 31-year-old’s death and whether race was a factor. Police Scotland said Chief Constable Jo Farrell had “reluctantly” applied for a judicial review to ensure the process behind any such extension is “lawful”. The Crown Office and Procurator Fiscal Service (COPFS) decided not to take legal action against the police officers involved in the 2015 incident following an investigation. The Bayoh family’s lawyer, Aamer Anwar, previously said they want Ms Forbes to extend the terms of reference to include how the Crown made its decisions. Police Scotland has raised concerns about the way the proposed extension is being handled. Deputy Chief Constable Alan Speirs said: “The death of Sheku Bayoh was, and remains, a terrible tragedy and the chief constable fully supports the inquiry with an approach of absolute candour in order to provide answers for Sheku’s family and friends. “Police Scotland has written to the deputy first minister to outline an unfair approach in the ongoing process in relation to the proposed extension to the inquiry’s terms of reference. “This includes a failure to share relevant material which has made it impossible for the service to properly engage with the Scottish government’s consultation.” He added that Police Scotland had “no desire to enter legal proceedings”. A spokesperson for the Crown Office said: “COPFS continues to be supportive of the inquiry and is respectful of the position of the Bayoh family and other inquiry participants. “The Crown examined the death of Sheku Bayoh in great detail and has reserved its right to prosecute.” A Scottish government spokesperson said they are aware of the proceedings. Trump signed an order slapping 25% tariffs on goods from Mexico and Canada, and a 10% duty on ******** imports, due to start on Tuesday. Energy resources from Canada face a lower, 10% tariff to “minimize any disruptive effects we might have on gasoline and home heating oil prices,” according to a senior administration official. In the executive order, Trump said that if the countries — the U.S.’s three-largest trading partners — retaliate, it could be met with an “increase or expand in scope” of the duties already imposed. In a post on X, Trump said the duties had been imposed “because of the major threat of ******** aliens and deadly drugs killing our Citizens, including fentanyl.” The U.S. does about $1.6 trillion in business each year with Canada, Mexico and China. The tariffs are expected to be used as both bargaining chips and methods to effect foreign policy changes — specifically regarding immigration and drug trade issues — by the Trump administration. China China said it would file a lawsuit with the World Trade Organization in response to the duties, and “take necessary countermeasures.” “The U.S.’s unilateral tariff hike seriously violates WTO rules, does nothing to resolve its own issues, and disrupts normal economic and trade cooperation between China and the U.S.,” the ******** Ministry of Commerce said in a statement Sunday, according to an NBC translation. “In response to this wrongful action, China will file a lawsuit with the WTO and take necessary countermeasures to firmly safeguard its rights and interests.” China has complained to the WTO over tariffs before, notably regarding the EU’s tariffs on ******** EVs last year. Washington and Beijing had previously agreed to cooperate on the issue. ‘Global trade war In a note on Sunday, Paul Ashworth, Capital Economics’ chief North America economist, said the tariffs were “just the first strike in what could become a very destructive global trade war.” He said he expects European Union imports to be targeted in the next couple of months, with universal tariffs — much heralded by Trump on the campaign trail — expected in April. North Korea’s soldiers are relentless, almost fanatical, in the face of death. They’re determined and capable in battle, even in an unfamiliar fight, and their tactics are outdated but brutal. That is what the West has been learning watching Kim Jong Un’s army in action after Russian President Vladimir Putin called on the North Korean leader to supply fighters for his war on Ukraine. Pyongyang deployed 11,000 men to Kursk in November disguised as Russian soldiers and carrying fake IDs. These troops are largely special operations forces, meaning they are more ardent in their beliefs and better trained than other units. Russia has been pushing the North Koreans headlong into bloody assaults. The costs are high, but Kim’s army is learning an important lesson in return: how to fight a modern war. North Korea sent some of its best soldiers North Korea’s forces fighting in Russia have been training with Moscow on different elements of the war, including how to counter drones.Korean Central News Agency/Korea News Service via AP, File This war is North Korea’s largest military deployment to a foreign conflict in its almost 80-year history. To determine what the West is learning from this moment, Business Insider spoke to experts who have been closely following North Korea’s performance, examined publicly released intelligence, and reviewed Ukrainians’ observations. Ukrainian and South Korean intelligence services have said that many of the troops that deployed to Russia are some of Pyongyang’s best, drawn from the 11th Corps, also known as the Storm Corps. The unit is trained in infiltration, infrastructure sabotage, and assassinations. Ukraine’s top general, Oleksandr Syrsky, has said the North Korean troops are “highly motivated, well-trained,” and “brave.” And the Pentagon said this month that “these are relatively well-disciplined, competent forces” that are by all accounts “capable.” Some Ukrainian soldiers have relayed their experiences to Western media, describing the troops as fast and nimble, good shots, and seemingly fearless as they rush into battle despite heavy losses. North Korean soldiers have also been found carrying diaries with written dedications to Kim and their country. “They, as individuals, are more skilled as soldiers, more disciplined as soldiers, more willing to fight as soldiers than some sources had presumed when they were first being sent there,” said Joseph Bermudez, an expert on North Korea’s armed forces at the Center for International and Strategic Studies. Ukraine has said the North Korean troops are proving to be capable and fierce foes.Anadolu/Anadolu via Getty Images North Korea has a culture driven by a martial philosophy that celebrates hard military power, and it maintains one of the world’s largest standing armies with around 1.2 million soldiers. The country’s direct entry into the war has complicated the situation for the Ukrainians, particularly in Russia’s Kursk where Ukraine is struggling to hold captured ground. Ukraine has lost roughly half of the territory it once held inside Russia, and the relentless human wave attacks and brutal assaults have worn down Ukraine’s already strained defenses, depriving Kyiv’s forces of time to rest and brace for further attacks. The South Korean Joint Chiefs of Staff said last month that North Korea may be planning to deploy additional forces and military equipment to Russia. Pyongyang has denied sending troops to Russia, and Kyiv has said Russian and North Korean forces attempt to remove dead North Korean soldiers from the battlefield or even burn the faces of dead North Koreans to make them difficult to identify. Russia is sending North Korean soldiers into bloody assaults Western assessments have said Russia is wasting both its own soldiers and North Korean troops in massive, devastating assaults.KIM WON JIN/AFP via Getty Images Russia has been sending the North Korean forces into very high-casualty front-line assaults. Biden’s White House said late last month that “it is clear that Russian and North Korean military leaders are treating these troops as expendable and ordering them on hopeless assaults against Ukrainian defenses.” A White House spokesperson previously described the North Koreans as “highly indoctrinated, pushing attacks even when it is clear that those attacks are futile.” The Trump administration did not respond to a request for comment on its assessment of North Korean forces fighting in Russia. Ukraine’s Special Operation Forces said Friday the North Koreans fighting for Russia had not been seen in the Kursk area for around three weeks and had likely been withdrawn due to the heavy combat losses. *** was unable to independently confirm these details. The soldiers are ruthlessly tough and determined, relentlessly pushing forward in “human wave” assaults, using fellow soldiers as bait, and casting aside armor for faster infantry movements. And they refuse to surrender, often opting to kill themselves with a grenade or bullet rather than be captured. This is a defining element of the North Korean special operations training: soldiers are trained to follow orders aggressively, even if they suspect it will cost them their lives. If they disobey orders or fail without sacrifice, their families could suffer the consequences, Bermudez said. North Korea is learning lessons in modern warfare Despite the war having a high cost, North Korea is learning from its involvement.Kim Won-Jin / AFP North Korean forces have suffered heavy losses fighting for Russia, per Western intelligence. Despite training with Moscow on infantry tactics, flying drones, artillery, and trench-clearing operations, the troops are still new to this war. The soldiers “have been observed engaging in light infantry operations of a Second World War vintage — one man draws out enemy fire (in this case, drones) to locate a target, and others attempt to neutralize said target,” said Michael Madden, a Stimson Center Korea expert. They have not prepared for a mechanized battlefield like Ukraine’s, filled with armored vehicles and tanks. “They’ve been trained to fight a war on the Korean Peninsula,” Bermudez said, and while North Korea has watched various armed conflicts closely over the decades, its forces are now getting a real taste for it on a battlefield and in an environment they haven’t been prepping for. In the short term, that could have devastating consequences for the North Korean forces fighting for the Russians. The Institute for the Study of War think tank assesses that the entire 11,000-man contingent of North Korean forces could be killed or wounded in action by April if the current casualty rate continues. The latest estimates put losses around 4,000. Time will tell how North Korea implements what it’s learned from the Ukraine war.Alexander NEMENOV / AFP North Korea may consider these sacrifices worth it — if not for the Russian cause, then for what it learns in return. “It is a dark version of the concept of ‘you learn by doing,'” Madden said, noting that it’s still early. “We will need further incidents and engagements to make more sound observations as to whether they are adjusting their tactics given the state of play in Russia and Ukraine.” But there is no doubt they’re learning, acquiring knowledge critical for future conflicts that will make North Korea a more challenging combat force in East Asia. They’re seeing the Ukrainian use of US- and Western-provided weapons systems, such as HIMARS and Abrams, for example, and how the Russians have adapted to them. “They’re bringing these lessons home in the hardest way possible: by bleeding for them,” Bermudez said. And during his conference call with investors for the fourth quarter of 2024 (ended Dec. 31), he made his boldest prediction yet. He thinks Tesla could be the most valuable company in the world one day, with a ******* market capitalization than the next top five companies combined. As of this writing, the five largest companies in the world are Apple, Nvidia, Microsoft, Amazon, and Alphabet, which have a combined value of $14.7 trillion. Could Tesla really be worth that much in the future? A new $10 trillion opportunity might be the secret to getting there, according to Musk, and it has nothing to do with electric vehicles (EVs). Read on. Image source: Tesla. Before diving into Tesla’s potential, it’s important to address the elephant in the room: Its core business, selling passenger EVs, isn’t doing so great. The company delivered 1.78 million cars during 2024, a 1% drop compared to 2023. That isn’t good news considering passenger EV sales still account for almost 79% of the company’s total revenue. Not so long ago, Musk was forecasting 50% annual growth in deliveries as far as the eye can see, but a series of challenges, such as increasing competition and softening demand for EVs, dampened Tesla’s sales. Plus, Musk feels absolutely certain that autonomous vehicles are the future, so rather than engaging in a race to the bottom by producing cheaper and cheaper passenger EVs, he wants Tesla to focus on its new Cybercab robotaxi instead. The Cybercab will run entirely on Tesla’s full self-driving (FSD) software, so it won’t come with pedals or even a steering wheel. FSD Version 13 is now available in beta mode, and owners of Tesla’s passenger vehicles can test it in the real world in a supervised manner. It’s the most advanced version so far. According to the company’s latest vehicle safety report, cars using FSD Version 13 are involved in one ****** per 5.9 million miles driven, versus the typical American driver, who crashes once every 700,000 miles on average. As a result, Musk believes there will be Tesla vehicles running entirely on unsupervised FSD in Austin, Texas, as well as several other cities by the end of 2025. Autonomous driving could transform Tesla’s economics. Rather than just selling cars, the company can build a massive ride-hailing network for its Cybercabs, which can earn revenue by hauling passengers and completing commercial deliveries 24 hours a day. Cathie Wood’s ARK Investment Management thinks this will be a $14 trillion opportunity by 2027, and other Wall Street analysts have also called this a trillion-dollar market for Tesla. Story Continues The Cybercab opportunity could pale in comparison to Optimus, a humanoid robot that Musk is more excited about than any other product in the company’s history. He says it probably has a thousand times more uses than a car, which means it can be sold into a variety of different markets. Musk says several thousand Optimus robots will be used internally at Tesla this year to complete repetitive jobs humans don’t want to do, like transporting sheet metal to a welding line. They could eventually be deployed in factories all over the world across countless industries, and they might also be popular in households to perform basic cleaning tasks. In fact, Musk thinks humanoid robots will outnumber humans by 2040. He believes Tesla will manufacture them at a cost of around $20,000, which opens the door to a ***** price of under $30,000. That price will probably decline over time as the company becomes more efficient, and as competitors enter the market. Musk put forward some ambitious targets in his fourth-quarter conference call with investors. He thinks the production ramp-up will potentially grow fivefold every year from now to eventually reach 100 million annual units. In the long run, he says Optimus could generate north of $10 trillion in revenue. If Tesla’s market cap does eventually exceed the combined value of Apple, Nvidia, Microsoft, Amazon, and Alphabet, it will translate into a stock price of around $4,660. That implies a 1,200% upside from where it trades today. The prospect of a 12-fold return sounds enticing, but investors need to consider the potential risks. Tesla’s earnings per share (EPS) plunged by 53% during 2024 to $2.04, placing its stock at a price-to-earnings ratio (P/E) of 190.7. That means the stock is substantially more expensive than Apple, Nvidia, Microsoft, Amazon, and Alphabet right now: PE ratio, data by YCharts. Tesla stock would have to fall by 78% just to trade in line with the average P/E of those five stocks (40.2). That is the potential downside investors could face if Musk and his team fail to deliver meaningful progress on platforms like FSD and Optimus over the next year. I think 2025 will be a transition year for the company. The Cybercab isn’t expected to reach mass production until 2026, and Optimus production figures will probably be nominal for several more years. In fact, Musk isn’t fully confident Tesla will hit its target of 10,000 humanoids this year. That means its financial performance will hinge almost exclusively on passenger EV sales for at least the next 12 months. Considering they shrank last year, it makes the company’s valuation even harder to stomach. I don’t recommend investors jump in on Tesla stock today, but if they do, they must be prepared to hold it for at least the next five years to maximize their chances of a positive return.
