The local authority in Gwynedd, north-west Wales, recently introduced a requirement to obtain planning permission to turn residential properties into second homes or holiday lets. It is also one of a number of Welsh councils which charges a 150% council tax premium on such properties. The council, Cyngor Gwynedd, said its aim was to “increase the availability of high-quality, affordable homes for local people”. The fall in value represents the biggest annual drop of any region in the Principality Building Society’s Wales House Price Index, covering residential property sales in the final three months of 2024. The average house price in Wales has remained broadly flat year-on-year and is now £233,194, according to the building society. Tom Williams and his family, who live in Lancashire, are struggling to sell the second home they own in Morfa Nefyn, Gwynedd. “I have four grandchildren who had a wonderful time there every summer and it’s been great, we’ve loved it,” said Mr Williams, who has owned the house for 20 years. Tom Williams has reduced the asking price for his house in Gwynedd by £40,000 Mr Williams and his wife put the house on the market in April 2024 but said they had had little interest from potential buyers, despite dropping the price by £40,000. “I put it down to all the other properties in the village that are up for ***** at the moment,” he said. Mr Williams believes some of the interventions by the council have prompted a lot of people to sell, while also putting off potential buyers. Cyngor Gwynedd has been trying to address the shortage of housing for local people in tourist areas and has more than doubled the council tax charge on second and holiday homes. Mr Williams’ second home in Morfa Nefyn has been on the market for nearly a year The council also recently introduced Article 4, which requires property owners to obtain planning permission to turn residential homes into second or holiday homes. “I’ve spoken to a lot of families who have had homes there for generations and they’re saying the same thing – how can we carry on with this?” said Mr Williams. North Wales estate agent Dafydd Hardy described the housing market in Gwynedd as “mixed”, with local interventions on second homes leading to “more properties coming on to the market”. But he said the price of a second home was often “outside the affordability of the local purchaser”. “What we need to see is balance in the market,” he said, including “more house building as far as first-time buyers are concerned”. How have house prices changed in the rest of Wales? According to the Wales House Price Index, Pembrokeshire saw the second biggest annual fall in prices at 8.9%. The council there recently voted to reduce the council tax premium on second homes from 200% to 150%. By comparison, Carmarthenshire saw the biggest year-on-year increase in house prices at 9.2%. The council there is introducing a council tax premium of 100% on second homes from April. Iain Mansfield of the Principality Building Society said the housing market across Wales had shown “resilience” over the past 12 months. Sales were up by 28% year-on-year, which Mr Mansfield said demonstrated “greater consumer confidence” with lower interest rates making mortgages more affordable. “I think we’re seeing a more positive outlook for those people who want to buy a house in 2025,” said Mr Mansfield. Locals ‘priced out’ Mr Mansfield said the “sizeable” drop in prices in Gwynedd over the past year was reflected in “some of the other coastal areas in Wales”. He said the drop could “potentially” be explained by “some of the interventions that have been made in the area around second home ownership”. Cyngor Gwynedd said “over 65% of Gwynedd’s population was priced out of the housing market” and tackling the housing shortage was a “key priority”. It said it introduced Article 4 to “gain better control over the existing housing stock” and they were “continuously monitoring its effects”. It added some of the money raised by the council tax premium was used to enable “the development of new homes, the creation of supported accommodation for those facing homelessness and grants and loans to help local people secure housing, amongst many other projects”. In Elden Ring, many of the bosses we fight teach us important new lessons. An example of this comes early into the game with Margit teaches us patience and that bosses can have long, winding attacks. But some bosses disregard all of these concepts. Malenia is the biggest one. She is widely regarded as one of the hardest fights in Elden Ring. But why? On paper, she is everything a great FromSoftware boss should be: graceful, aggressive, and mechanically unique. But many players argue that she crosses the line from being “challenging but fair” to having outright broken design. The Waterfowl Dance, in particular, has become one of the most iconic attacks in the Soulsborne franchise. The problem isn’t just damage but it’s how difficult it is to dodge. It’s easy enough if you’re already far from her but if she uses it in front of you, the dodge timing is extremely specific and often impossible. Add that to the fact that she life steals and heals herself with every attack she lands on you and it’s like she may as well have her own healing flasks. One second you’re dodging the stupid attack and the next you notice that all your hard-earned damage has already been healed up. The worst part is that she isn’t the only boss in the game with these problems. The dragon bosses in Elden Ring are also extremely annoying to fight. But it has nothing to do with difficulty this time. Big and Giant bosses in the game work terribly with the game’s camera because you often have to go up close to them to avoid attacks. But this also makes it so you can’t see half the actions they’re doing. We fight him on his big mount in an open area and he keeps spamming a charge attack that has an unusually big hitbox. So even if you dodge it, the tail end of his mount can still somehow hit you. Combine that with the fact that he keeps zooming around the battlefield and it’s just an all-round horrible experience. A defining part of Miyazaki’s games is that bosses often serve as learning experiences. While a lot of people saw Malenia as the pinnacle of Elden Ring’s difficulty, she is also a good example of a mistake in FromSoftware’s otherwise masterful boss design. In the end, Malenia represents both the best and worst of Elden Ring. Despite Elden Ring’s incredible success, it’s clear that some of its boss fights missed the mark. Of course, I didn’t, nor do I ever intend to – I feel I don’t have the right to,” he says. Founded in 1936 by an Epirus native from Konitsa, the restaurant initially operated as a small café-taverna before moving to its current location in 1964. It was later taken over by the Gerodimos family, first by Vasilis and his wife Chrysa, and later by their son Apostolos, who practically grew up in the kitchen. “I have a photo of the restaurant from when there were no apartment buildings around – Lycabettus was still a quarry, and the area was a grazing ground, which is why it was called ‘Goat Fields’ or ‘Sheep Fields,’” Apostolos recounts. (AP) — President Donald Trump toured a Boeing airplane to check out new hardware and technology features and highlight the aircraft maker’s delay in delivering updated versions of the Air Force One presidential aircraft, the White House said Saturday. Air Force One is a modified Boeing 747. Two exist and the president flies on both of the more than 30-year-old planes. Boeing Inc. has the contract to produce updated versions, but delivery has been delayed while the aircraft maker has lost billions of dollars on the project. Delivery initially was set for 2024, but has been pushed to some time in 2027 for the first plane and in 2028 — Trump’s final year in office — for the second, according to the U.S. Air Force. Trump has railed against the project’s cost and delivery delays. He told Tesla and SpaceX founder Elon Musk during an online chat in 2024 on Musk’s X social media platform that he was able to cut more than $1 billion from the project by playing hard ball with Boeing during his first term in office. “Over a course of about four weeks, by my saying I’m not going to do it, I got the price reduced by $1.6 billion for the exact same plane, other than we had a nicer paint job, if you want to know the truth, but for the exact same plane,” Trump said. Musk, a billionaire, helped bankroll Trump’s 2024 campaign and is leading a new Department of Government Efficiency that is working to shrink the size of government by cutting spending, eliminating agencies and slashing the federal workforce. Musk has been criticized for his methods. Boeing CEO Kelly Ortberg said last month that Musk is working with the company to help speed delivery of the Air Force One replacements. Trump is also interested in changing the color scheme of Air Force One from light blue to a darker blue. An earlier attempt by Trump to switch the colors was dropped by then-President Joe Biden after a study concluded that doing so would require additional testing and cause further delays, adding to the cost.
