Salmon return to lay eggs in historic habitat after largest dam removal project in US history
A giant female Chinook salmon flips on her side in the shallow water and wriggles wildly, using her tail to carve out a nest in the riverbed as her body glistens in the sunlight. In another moment, males ***** into each other as they jockey for a good position to fertilize eggs.
These are scenes local tribes have dreamed of seeing for decades as they fought to bring down four hydroelectric dams blocking passage for struggling salmon along more than 400 miles (644 kilometers) of the Klamath River and its tributaries along the Oregon-California border.
Now, less than a month after those dams came down in the largest dam removal project in U.S. history, salmon are once more returning to spawn in cool creeks that have been cut off to them for generations. Video shot by the Yurok Tribe show that hundreds of salmon have made it to tributaries between the former Iron Gate and Copco dams, a hopeful sign for the newly freed waterway.
“Seeing salmon spawning above the former dams fills my heart,” said Joseph L. James, chairman of the Yurok Tribe. “Our salmon are coming home. Klamath Basin tribes fought for decades to make this day a reality because our future generations deserve to inherit a healthier river from the headwaters to the sea.”
The Klamath River flows from its headwaters in southern Oregon and across the mountainous forests of northern California before it reaches the Pacific Ocean.
The completion of the hydroelectric dam removal project on Oct. 2 marked a major victory for local tribes. Through protests, testimony and lawsuits, the tribes showcased the environmental devastation caused by the dams, especially to salmon, which were cut off from their historic habitat and dying in alarming numbers because of poor water-quality.
There have been lower concentrations of harmful algae blooms since the dam removal, Toz Soto, fisheries program manager with the Karuk Tribe, said during a press conference after the dams came down. In October, the water temperature during the day was an average of 8 degrees Celsius (14 degrees Fahrenheit) cooler compared to the same month over the last nine years, according to the Klamath River Renewal Corporation, the nonprofit entity created to oversee the project.
“All in all, the fish that came up this year were really healthy,” Soto said. “I didn’t see fish with bacterial infections and things like that, so water temperature’s already having an impact on the fishes’ health.”
The number of salmon that have quickly made it into previously inaccessible tributaries has also been encouraging. Experts have counted 42 redds, or salmon egg nests, and have tallied as many as 115 Chinook salmon in one day in Spencer Creek, which is above the former J.C. Boyle dam, the furthest upstream of the four removed dams, said Mark Hereford with the Oregon Department of Fish and Wildlife.
“They’re showing us where the good habitat is; they’re showing us where there’s a lack of habitat,” said Barry McCovey Jr, director of the Yurok Tribal Fisheries department. “So we can use these fish to inform us as river managers, as scientists, where restoration needs to take place.”
Power company PacifiCorp built the dams to generate electricity between 1918 and 1962. But the structures halted the natural flow of the waterway that was once known as the third-largest salmon-producing river on the West Coast. They disrupted the lifecycle of the region’s salmon, which spend most of their life in the Pacific Ocean but return to the chilly mountain streams to lay eggs.
At the same time, the dams only produced a fraction of PacifiCorp’s energy at full capacity, enough to power about 70,000 homes. They also didn’t provide irrigation, drinking water or flood control, according to Klamath River Renewal Corporation.
McCovey said the return of so many salmon happened faster than he had expected and makes him hopeful for the future of the river.
“Out of all the milestones that we’ve had, this one to me is the most significant,” he said. “It feels like catharsis. It feels like the right path.”

India has successfully tested a domestically developed long-range hypersonic missile, it says, attaining a key milestone in military development that puts it in a small group of nations possessing the advanced technology.
The global push for hypersonic weapons figures in the efforts of some countries, such as India, which is striving to develop advanced long-range missiles, along with China, Russia and the ******* States.
The Indian missile, developed by the state-run Defence Research and Development Organisation and industry partners, is designed to carry payloads for ranges exceeding 1500km for the armed forces, the government said in a statement.
“The flight data … confirmed the successful terminal manoeuvres and impact with high degree of accuracy,” it said.
The test-******* took place from Dr APJ Abdul Kalam island off the eastern coast of Odisha state on Saturday, it said.
Defence Minister Rajnath Singh called the test a “historic achievement” in a post on X, adding that it placed India among a select group of nations possessing such critical and advanced technologies.

The first, ominous sounds came from deep within the massive stack of logs in the darkest hours of the Texas night. Witnesses described hearing the stack of thousands of logs moan and creak before the ****** of the center pole as it snapped, then collapsed.
More than a million pounds (450,000 kilograms) of timber tumbled. In an instant, 12 people were *******, dozens more were injured and a university campus rooted in traditions carried across generations of students was permanently scarred.
Texas A&M University is set to mark 25 years since the log stack collapsed in the early hours of Nov. 18, 1999. It was being built in preparation for the annual bonfire ahead of the Texas A&M-Texas rivalry football game in College Station.
The school will hold a Bonfire Remembrance ceremony at the site of the tragedy on Monday at 2:42 a.m., about the time the stack collapsed.
“Year after year, Texas A&M students have worked to ensure that we never forget those members of the Aggie Family who were taken from us 25 years ago,” school President Mark Welsh III said.
The tradition
The “Fightin’ Texas Aggie Bonfire” ranked among the most revered traditions in college football and symbolized the school’s “burning *******” to beat the University of Texas Longhorns in football. The first bonfire in 1907 was a scrap heap that was set ablaze. By 1909, it was a campus event and the bonfire stack kept growing as railroad lines were used to ship in in carloads of scrap lumber, railroad ties and other flammable materials, according to the school.
It reached a record height of 105 feet (32 meters) in 1969 before administrators, concerned about a ***** hazard, imposed a 55-foot (17-meter) limit. Over the years, the stack evolved from a teepee-style mound into the vertical timber formation, a shape similar to a tiered wedding cake, that collapsed in 1999.
The annual bonfire attracted crowds of up to 70,000 and burned every year through 1998. The only exception was in 1963, after the ************** of President John F. Kennedy.
The tragedy
The stack of more than 5,000, 18-foot (5.5-meter) logs toppled a week before it was scheduled to *****. The 12 who were ******* included five freshmen, four sophomores, a junior, a senior and a recent graduate. Several were members of the Corps of Cadets, Texas A&M’s student-led, military-style organization that played a large role in its construction.
Rescuers, including members of the Texas A&M football team, raced to remove the logs that had trapped and crushed some of the victims. At rival Texas, Longhorns players organized a blood drive to assist the survivors.
An investigation ordered by the school determined flawed construction led by unqualified student workers led to the collapse.
Campus memorial
In 2003, the school dedicated a memorial on the spot where the stack fell. It includes a “Spirit Ring” with 12 portals representing those who were *******. Each portal contains an engraved portrait and signature of a victim and points toward their hometown. By stepping into the open archway, the visitor symbolically fills the void left by the deceased.
Efforts to rekindle the bonfire tradition
The annual Aggie bonfire was discontinued as an official school event after the deadly collapse.
The school considered reviving the tradition this year to coincide with the renewal of the Texas-Texas A&M football rivalry on Nov. 30. The rivalry split in 2012 when Texas A&M left the Big 12 Conference for the Southeastern Conference, but has resumed this year as Texas joined the SEC.
A special committee recommended resuming the bonfire, but only if the log stack was designed and built by professional engineers and contractors. Some members of the public said it should not come back if it was not organized and built by students, according to tradition.
Welsh ultimately decided the bonfire would not return to campus.
“Bonfire, both a wonderful and tragic part of Aggie history, should remain in our treasured past,” the president said in June when he announced his decision.
Students have continued to organize and build unofficial off-campus bonfires over the years and plan to ***** this year’s edition on Nov. 29, the night before the Texas A&M-Texas football game.

I have been to Canberra more times than the country capital probably warrants, but it wasn’t until today that I finally did something that I think should be on everyone’s Canberra itinerary — take a seat in the public gallery at question time in Parliament House.
I’ve pre-booked my ticket so I’m skipping the ****** to enter the gallery (I still have to line up at the cloak room where you need to leave your phone, keys and anything else that makes a noise).
I’ve seen the highlights of question time on the television news for the best part of two decades but as I take my seat I’m realising that this experience is like going to watch the footy at Perth stadium instead of the telly.
You see all the behind-the-scenes shenanigans, the body language and side bar discussions, taking in our Parliament’s most theatrical element as a whole, not just the TV highlights.

I’m facing the Labor Government MPs so that’s who I have the best view of today. Immediately I’m noticing the gait of the MPs as they start to trickle in just before the 2pm start. I know what procrastination looks like, Tanya Plibersek for example takes one step, stops, looks around, takes another step, stops. To be fair she might’ve been waiting for a colleague to stop speaking.
Outgoing ex-leader Bill Shorten looks like he’s every bit in the departure lounge, slumped in the corner on the front bench, a few empty spaces beside him.
At 2.20pm Barnaby Joyce wanders across the floor (I can’t recall if he’s only just arriving or he went somewhere and is returning) and falls loudly — full ***** weight — into his chair.
I’ve worked in government and governing MPs mostly don’t like question time and today it looks every bit like that. There’s one notable exception to the lethargic entrances, and that’s our Prime Minister who strides in and takes his seat as the spectacle begins.
There’s a shout-out to former *** prime minister Liz Truss who is watching on, it takes me a while to spot where she is — she’s on the floor of Parliament not in any of the galleries. She leaves about halfway through, not before ex-Nationals leader Michael McCormack goes over to introduce himself and leaves her a business card, I’m presuming it’s his? The former PM reads it before placing it in her handbag.
I reckon I can pick a journo in a crowd, it’s a useless ability of mine. So I’m scanning for the press gallery and bang — spot the wild-haired, suited bloke — no one wears dishevelled like a print journo. I later meet him when the Canberra Press Gallery President and old friend Jane Norman is showing me around, turns out it’s The Saturday Paper’s Jason Koutsoukis, thoroughly lovely bloke, he greets Jane with a curtsy and addresses her as Madam President. I apologise to him for pegging him as a scruffy print journo.

My attention is drawn back to the floor as things are getting rowdy among the pollies. PM Anthony Albanese is getting continually interrupted by the ********’s Angus Taylor.
“Have you got Tourette’s or something? You know, you just sit there, babble, babble, babble,” the PM asks.
“Oh dear,” I think. “That’s not going to be good.” I’m wondering how much this will ***** up. I’m immediately recalling when West Coast Eagles coach John Worsfold called the press pack spastics at a training session. He was called on, via the back page of The West, to apologise.
Albo is on the same wave length. “I withdraw. I withdraw. I withdraw and apologise,” he immediately says, realising what he has done. He later returns for a more in-depth apology. He’s stuffed up big time and ashamed of the sledge.
It’s a fascinating exchange to be in the press gallery for. There’s both a chorus of laughter and jeers from the fellow MPs on both sides. The TV camera is focused on the PM but I can see the stern faces of his colleagues including WA’s Anne Aly, they know he’s offended not only the Tourette’s community but all those with disabilities.
Interestingly before the Tourette’s sledge, Albo also refers to Pauline Hanson as “a certain redhead used to sit in here” and I wonder when will we rule out ridiculing redheads? I mean, I’m meeting up with my good mate Ranga who’s in the capital for work for a ***** tonight, but how come hair colour is still fair game?
The Tourette’s comment takes up many newspaper inches, talkback radio and television space over the next few days (no one mentions the red hair) but for now, question time rolls on.
The Greens Max Chandler-Mather is howled down by almost everyone after telling the PM “we’re ready to negotiate” over housing policy. Albo’s response to him that “no one here (in Parliament) has the power to freeze rents”, which is a Greens demand, is another behind-the-scenes comment that exposes the theatre of politics — a literally impossible policy that still gets air time.
While others are asking questions and giving answers, Peter Dutton and Anthony Albanese are chatting to each other across the Despatch Box, I wonder what is being said. At some stages Albo scrunches up his face to whatever Dutton is saying, other times Albo initiates the conversation, there’s even smiles between them. Shortly after the two sides furiously disagree on a motion over the *******-****** war. The mood changes quickly in here.
Michael McCormack is restless, he’s out of his chair again showing something on his phone to the Labor Speaker Milton *****, both have a good laugh.
Suddenly it’s 3pm and it’s over. The MPs look a lot more agile at this end of question time.
I’m leaving thoroughly satisfied that I’ve finally added this to my Canberra schedule, a unique peak behind the curtain into our the Canberra bubble, a must-do for all visitors.

BEIJING (Reuters) -A former student went on a stabbing rampage at a vocational college in eastern China, ******** eight people and injuring 17, police said on Sunday, just days after the deadliest mass ******** in the country in a decade shocked ******** society.
Saturday evening’s ****** ******* took place at the Wuxi Vocational College of Arts and Technology in Yixing, part of Wuxi city in the eastern province of Jiangsu. The suspect was apprehended at the scene and confessed, police said.
Also on Saturday, authorities in the southern ******** city of Zhuhai said they had charged a 62-year-old man after a driver on Monday rammed his car into a crowd ******** 35 people and injuring 43.
The Zhuhai incident touched off a rare online discussion over the mental health of ******** society and whether a string of recent high-profile attacks in other major cities could reflect deeper stresses as the world’s second-largest economy slows.
At least six other high-profile ****** attacks have been recorded this year across China.
Police in Wuxi said the stabbing suspect was ****** over not getting his graduation certificate and failing an exam. The Zhuhai suspect was reportedly ****** at the terms of a divorce settlement.
“According to preliminary investigations, the suspect, surname Xu – male, 21 years old, a 2024 graduate of the college – attacked others after failing an exam and not receiving his graduation certificate, as well as being dissatisfied with his internship compensation,” the Yixing Public Security Bureau said in a statement.
The recent flare of ********* has prompted a heavily censored online discussion on the toll of the economic slowdown and whether young people will find themselves worse off than the generations before them that benefited from China’s rapid development.
One online commentator said the Wuxi ******* appeared to reflect a sense of entitlement for a generation that had not expected hardship, a “giant baby mentality”.
“Always thinking that they are so aggrieved, everyone is persecuting me, I study and struggle just to be a ****** of burden,” one person wrote on ******** social media platform Weibo on Sunday.
“I want to ‘lie flat’, I want to rot, but still want to have this and that, I want to have what others have,” the post said.

“At the top of the ballot, Harris does deserve our vote. She offers us a way forward lit by rationality and respect for all,” the editors wrote. They added, “One of two futures will materialize according to our choices in this election. Only one is a vote for reality and integrity. We urge you to vote for Kamala Harris.”
Helmut’s resignation was met with support for her work at the magazine. Writer and science journalist Sabrina Imbler wrote on Bluesky, “Laura Helmuth’s impact on Scientific ********* & science journalism is immeasurable. She demonstrated how a major legacy publication could be a moral one: rigorous reporting on the climate crisis & untangling how science is political, such as explaining why trans kids deserve gender-affirming care.”

Donald Trump’s team say that deportations will initially focus on public safety and national security threats.
Gabriela entered the ******* States more than two decades ago, gasping for breath under a pile of corn stalks in the boot of a smuggler’s car.
Now a housekeeper in Maryland, the Bolivian national is one of at least 13 million undocumented migrants living in the US – an umbrella term that includes those who entered the US illegally, overstayed their visas or have protected status to avoid deportation.
Across the US, migrants like Gabriela are grappling with what the incoming Trump administration’s vow to conduct mass deportations could mean for their future.
In over a dozen interviews, undocumented immigrants said it was a topic of heated discussion in their communities, WhatsApp groups and social media.
Some, like Gabriela, believe it won’t impact them at all.
“I’m not scared at all, actually,” she said. “That’s for ********** to worry about. I pay taxes, and I work.”
“In any case, I’m undocumented,” she added. “[So] how would they even know about me?”
In an election campaign where immigration loomed large as a major concern of US voters, Trump frequently pledged to deport migrants en masse from US soil from his first day in office if he were to return to the presidency.
But nearly two weeks after his sweeping election win, it ******** unclear what exactly these immigration enforcement operations will look like.
The president-elect has insisted cost won’t be an issue, but experts have cautioned that his promises may run into enormous financial and logistics challenges.
His newly appointed “border tsar”, Tom Homan, has said that undocumented migrants deemed to be national security or public safety threats will be a priority. And he has suggested the workplace raids – a practice ended by the Biden administration – could return.
Speaking to Fox News on Saturday, the former acting director of Immigrations and Customs Enforcement during Trump’s first term challenged the notion that “those who enforce the law are the bad guys and those who break the law are the victims”.
“What member of Congress, what governor or what mayor is against taking public safety threats out of their community?” he asked, adding that the new administration would “follow through on the mandate that ********* people gave President Trump”.
US authorities deporting migrants is nothing new. More than 1.5 million people have been expelled under President Joe Biden, in addition to millions swiftly turned away from the border during the Covid-19 pandemic.
During the eight-year administration of Barack Obama – whom some dubbed the “deporter-in-chief” – about three million people were deported, with a focus on single men from Mexico that could easily be deported from border regions.
Trump’s promised plans, however, are more wide-ranging and aggressive, including enforcement operations in the US far from the border. Officials are reportedly also mulling using the National Guard and military aircraft to detain and ultimately deport people.
JD Vance, Trump’s running mate and incoming vice-president, has said that the deportations could “start” with one million people.
Still, some undocumented migrants believe that they will benefit from a Trump presidency instead of being kicked out.
“A lot of Latinos, those who can vote, did so because they think he [Trump] can improve the economy. That would be very good for us too,” said Carlos, an undocumented ******** who lives in New York City. His son is a US citizen.
According to the ********* Immigration Council – a non-partisan organisation that conducts research and advocates for an overhaul of the US immigration system – there are more than five million Americans who were born to undocumented parents and have the security of US citizenship.
Carlos says he is “a little” worried about getting swept up in immigration raids. But that ***** is tempered by the possibility of an improved economy under Trump and more work.
“Things may be a bit tense right in our communities right now, but being worried isn’t a solution,” he said. “The best thing to do is avoid problems and not commit any *******.”

There are many others who don’t share in this optimism, and are living in *****.
Among them is California resident Eric Bautista, a so-called “Dreamer”, who benefits from a longstanding programme that protects from deportation those who were brought illegally into the US as children.
At 29, Mr Bautista has only fleeting memories of life in Mexico, the country in which he was born and left at the age of seven.
For the last four years, he has taught US history to high schoolers – including details of how waves of immigrants from Italy, Ireland, China, Japan and Mexico settled in the country, and often faced xenophobia.
“I don’t think I’ve ever felt this way, even after more than 20 years here,” Mr Bautista told the BBC. “It feels like we’re at a turning point, a new wave of nativism like those I teach about.
“It’s just a future of ***** and uncertainty for us.”
Advocates and legal experts said there was no guarantee that undocumented migrants without ********* convictions would not be ensnared in ramped-up deportation efforts.
Aaron Reichlin-Melnick, policy director at the ********* Immigration Council, said that he foresaw an uptick in “collateral arrests” – a term used in the first Trump administration to describe immigrants swept up during enforcement actions even though they may not have been the original targets.
“Let’s say they go after somebody with a ********* record, and that person lives in a house with four other [undocumented] people,” he said. “We saw with the first Trump administration, they’ll arrest those people as well.”
In a recent interview with CBS, the BBC’s US partner, Homan was asked about a hypothetical situation in which a grandmother was caught up in a “targeted” enforcement operation going after **********.
When asked if she would be deported, Homan responded “it depends”.
“Let the judge decide,” he said. “We’re gonna remove people that a judge’s order deported.”
The arrest and potential removal of such collateral arrests would mark a drastic departure from the Biden administration, which has focused on public safety threats and deporting people soon after their apprehension at the border.
While Homan recently dismissed suggestions that there could be “a mass sweep of neighbourhoods” or large detention camps set up, the stock prices of companies that could be involved in building detention facilities have jumped by as much as 90% since the election. They include publicly traded prison firms GEO Group and CoreCivic.
Undocumented migrants are employed throughout the US economy – from agricultural fields to warehouses and construction sites.
Mr Reichlin-Melnick said operations targeting such workplaces could lead to “indiscriminate” detentions.
“I don’t think that being a person with no ********* record [who] pays taxes protects anybody,” he said. “One of the first things that Trump will do is get rid of the Biden administration’s enforcement priorities. And we’ve seen that when there are no priorities, they will go after whoever are the easiest targets.”
The possibility of becoming “an easy target” has worried many migrants – particularly those from families with mixed legal statuses. Their biggest ***** is finding themselves separated.
Brenda, a 37-year-old Mexico-born “Dreamer” in Texas, is currently protected from deportation but her husband and her mother are not.
Her two children were born in the US and are ********* citizens.
While Brenda told the BBC she does not believe that “good people” would be the first targets for deportation, she can’t escape the thought that her husband could be send back to Mexico.
“It’s important for us that we see our sons grow up,” she said. “Of course, the thought of being separated leaves one frightened.”

The restoration of classic fog effects, improved draw distances, and enhanced environmental details have brought these beloved titles closer to their original vision while maintaining modern conveniences. The patch has also fixed numerous gameplay issues that plagued the collection since launch, from wonky targeting systems to inconsistent frame rates.

MOSCOW (Reuters) – President Vladimir ****** told ******* Chancellor Olaf Scholz on Friday that Russia was ready to look at energy deals if Berlin was interested, the Kremlin said, in their first phone conversation since December 2022.
It said the two men had a “detailed and frank exchange of views” on Ukraine and that ****** had set out the same position he has been stating for months: any peace deal must address Moscow’s security interests and be based on “new territorial realities” – a reference to the fact that Russian troops control a fifth of the country.
****** also spoke of an “unprecedented degradation” in relations between the two countries, for which he blamed unfriendly actions by Germany, a Kremlin statement said.
“It was emphasized that Russia has always strictly fulfilled its treaty and contractual obligations in the energy sector and is ready for mutually beneficial cooperation if the ******* side shows interest in this.”
Germany was heavily reliant on Russian gas before the war, but direct shipments ceased when the Nord Stream pipelines under the Baltic Sea were blown up in 2022.
Germany and other ********* Union countries have imposed successive waves of sanctions on Russia over the war and taken steps to wean themselves off their dependence on Russian oil and gas.
On Ukraine, the Kremlin said ******’s stance was the one that he stated in June, when he said that the war could end if Kyiv gave up its NATO ambitions and handed over the entirety of four regions claimed by Russia. Ukraine rejected those conditions as tantamount to surrender.
“Possible agreements should take into account the interests of the Russian Federation in the field of security, proceed from new territorial realities, and most importantly, eliminate the root causes of the conflict,” the Kremlin said.

The Seattle region will experience severe weather and a cold winter storm over the weekend that could impact you if you’re not prepared for an emergency. Here’s the weather outlook and what you could do to keep your family, friends and pets safe.
There was patchy fog into Saturday morning, but as we came toward dawn, the rain moved in at the coast and showered the area through the morning. This is the start of a soaker in the weather system throughout the weekend.
From Saturday afternoon and evening, it will be raining areawide and the rain could be heavy in some spots. It will also be breezy north and at the coast late in the day Saturday with wind gusts 30-40 mph at Whidbey Island and the coast. Elsewhere, it will be blustery with some wind gusts 20-30 mph, but the wind will be hit-and-miss. This is not a major wind event, and the wind will be getting lighter by midday Sunday.
Rain will be continuous through Saturday night and early Sunday, totaling between 0.5-1 inches in the lowlands with more at the coast. The rain will turn to showers Sunday afternoon but it stays rainy at times into Sunday night and Monday.
Because of the anticipated winter storm, the Kitsap County Department of Emergency Management provided the following tips to help the Kitsap community stay safe and prepared. The Kitsap area could experience coastal flooding, with the highest tides of the year possible, according to a press release from the department.
“When king tides coincide with storms featuring low atmospheric pressure, tides can surpass predicted levels. This exact combination triggered coastal flooding in Kitsap County in December 2022,” the press release said. “The first round of king tides begins this Sunday, and the National Weather Service does not anticipate any flooding along the interior coast this weekend.”

The department provided further recommendations to stay prepared during this winter storm, including:

JD Vance is right: Reduce the power of big foundations to help charity
In his 2021 campaign for Senate, JD Vance, now vice-president-elect, minced no words in expressing his disdain for two of America’s largest private, philanthropic institutions: the Ford Foundation and the Gates Foundations.
Both are, he said, “fundamentally cancers on ********* society but they pretend to be charities, so they benefit from preferential tax treatment.” Their endowments, he continued, contain “hundreds of billions of dollars in ill-gotten wealth,” funding “******** left-wing ideology.” He advocated, in response, a dramatic corrective: We should seize their assets.”
Vance went too far in his language, but he was not wrong to identify the nation’s biggest foundations — including Ford, MacArthur and Soros — as left-leaning. And although it’s not likely that his ******** prescription will pass legal or political muster, it’s well worth re-examining the tax advantages of private foundations he called out.
They have allowed them to grow dramatically, even as individual charitable giving — the beating heart of ********* civil society — is shrinking. Indeed, overall charitable giving adjusted for inflation and as a percentage of adjusted ****** income is declining as we enter the holiday, end-of-year giving season.
As the next Congress considers whether and how to extend President-elect Donald Trump’s 2017 Tax Cuts and Jobs Act, it should set as a priority providing a tax benefit for those who do not itemize their tax returns so that those other than the affluent will have an incentive to make charitable donations.
It should compensate (a “pay-for” in Hill jargon) for the decline in tax revenues that would result by increasing the minimal 1.39 percent excise tax on foundation asset appreciation—capital gains of their investment portfolios — notably lower than the 4 percent set in the Tax Reform Act of 1969.
That super-low tax rate (especially compared to the standard 15 percent capital gains rate) has encouraged the tax-advantaged growth of private foundations to balloon.
According to FoundationMark, which relies on publicly available data, “U.S. foundation assets rose nearly $200 billion in 2023 to set a new record and top the $1.5 trillion mark for the first time.
Over the past five years, foundation assets have grown from $1 trillion in 2018 to the current high due to a favorable investment climate and strong incoming contributions.” The latter are also tax-advantaged, through their deductibility of up to 30 percent of income and totaled $80 billion in 2023.
Because foundations must devote at least 5 percent of their assets to grantmaking, their growth has meant that their grants are an increasing share of all U.S. charitable giving. Over the past decade, according to Giving USA, foundation giving has grown from 16 to 18 percent of all IRS-tracked charitable gifts, while individual giving has fallen off from 71 percent to 67 percent.

This is much more than a minor statistical trend. Foundation giving is, by definition, the province of the wealthy who create the initial endowments. It’s often directed, however, by staffs of “philathropoids” with their own agendas, including Ford’s emphasis on reducing income inequality or Hewlett’s focus on reducing climate change.
Individual gifts may support similar goals — but they are best seen as a vast, decentralized group of donations, many supporting local causes, whether churches or historical societies, which help bind ********* society together, rather than focusing on social change above all.
Keep in mind that even as major foundations focus on such matters as climate change (MacArthur), ******* healing (Kellogg) or reducing incarceration (Open Society), donors overall, per the definitive Giving USA analysis, favor religious and human services far ahead of the environment and “public society benefit”.
Yet the tax code disfavors the small-dollar donor. The Tax Cuts and Jobs Act of 2017 arguably had many virtues. But by sharply increasing the “standard” deduction, it sharply reduced the number of taxpayers who itemize their returns. That means that all but the highest earners have reason to claim any specific tax deductions-including that for charitable giving.
Put another way, charitable giving, at least per the tax code, has become a luxury good. Or as the Congressional ****** Economic Committee has put it: “Only 9 percent of the charitable giving that avoided taxation because of the deduction occurred within the bottom four quintiles in 2018, while more than half came from the top 1 percent of Americans.”
A clear approach to correcting this imbalance is to include an “above the line” tax deduction, such that those who do not otherwise itemize their tax returns can still reduce their taxable income through charitable gifts. This was actually, albeit briefly, a part of the COVID-era CARES Act, which provided for an up to $300 deduction per taxpayer.
One cannot, of course, be certain that this will increase actual charitable giving; many taxpayers who don’t itemize their returns nonetheless leave money in the Sunday collection plate. However, there is a strong dimension of tax fairness involved in extending a charitable tax benefit to those of middle and low incomes.
The most significant barrier in Congress to doing so, however, is not whether an extended deduction will or won’t increase giving. Lawmakers, instead, worry about the revenue loss to the IRS that would result.
Indeed, the CARES Act incentive, now expired, has been estimated to have led to $4.8 billion in such losses. That leads those in Congress who, at this moment, are studying the issue, to look for ways to make up for that loss. That’s where they should turn their attention to the foundation excise tax.
Lawmakers contemplating expanding the charitable deduction must confront a difficult reality. An enhanced deduction will increase charitable giving — but that won’t show up in the federal budget. What will show up is a decline in tax revenue.
The Penn Wharton budget model group estimates that a non-itemizer charitable deduction could cost the IRS $151 billion over ten years; a tax credit (more valuable) could cost $267 billion.
This is where an increased excise tax on foundation asset growth could play a big role. If one assumes that increasing that tax from 1.39 to the top capital gains rate of 20 percent would increase revenue by a similar degree, that could mean increasing the excise tax take from $1 billion to $14.3 billion, a big step toward offsetting Treasury loss. This is obviously a rough estimate; the change would have to be rigorously modeled or “scored.”
Even limiting the increased tax to the largest foundations — those with assets of a billion or more, or roughly the top 50 — would be a significant “pay-for.”
This would have other benefits. Notably, it would serve as a step toward reducing the overall growth in these foundations, which have evolved from vehicles for those who have earned the funds being disbursed (e.g. John D. Rockefeller) to piggy banks for self-perpetuating boards and staffs with their own agendas.
Better to tax those foundations to make possible greater individual giving — and to push the big foundations toward eventually “sunsetting” or closing their doors, as the Gates Foundation has said it will do by 2047 — a good example for the field, Vance’s criticism notwithstanding.
The tax code, as it stands, stacks the deck against the small charitable donor. It’s time to restore a much-needed balance.

Bus services in every part of England will be boosted by nearly £1bn of new funding, the government is pledging.
The Department for Transport last month announced the investment for 2025.
Confirming details of its plans, the government said the money will be allocated based on need, population and levels of deprivation – instead of making areas compete for investment as in previous years.
In total, there will be £712m for local authorities to improve services, alongside a further £243m for bus operators.
The DfT says say Leicester, the Isle of Wight, Torbay, Southend, Cambridgeshire and Peterborough are set to receive “unprecedented” levels of investment.
About 3.4 million people in England travel regularly by bus, making it the most commonly used mode of public transport.
Local authorities in all English regions will be able to introduce new bus routes, make services more frequent and protect crucial routes, the DfT says.
It added the money will allow more urban areas to maintain high levels of service. Meanwhile, rural communities and small towns will be able to offer more services.
Writing in the Sunday Mirror, Transport Secretary Louise Haigh said: “It’s simple: buses need to turn up, be affordable, and be punctual. Our funding helps them do just that.”
Haigh said: “This represents record capital investment to the majority of places and a once-in-a-generation reform plan that aims to deliver London-style buses to every corner of the country – including those areas that are usually overlooked.”
The announcement comes ahead of the Buses Bill, which aims to give local transport authorities across England new powers to run their own services.
An extra £151m will also fund a cap in single bus fares outside London, which rose to £3 last month, until the end of 2025.
The ******** Democrats have called for the government to U-turn on the cap decision, with the party saying it will hit both commuters and local businesses.
Sir Ed Davey said on Friday: “The fare cap increase is like a bus tax for people across the country, impacting bus users and commuters already struggling to make ends meet.
“MPs must be given a say on this bus fare hike on behalf of their constituents.”
But Department for Transport said the fare cap introduced by the previous government was due to expire at the end of 2024 and some fares would have soared unless it intervened.
“Fares will only be allowed to increase with inflation in the normal way, and the £3 bus fare cap will lead to savings of up to 80% on some routes, keeping bus tickets affordable across the country,” it said.

The collision ripped the front left wheel off the chassis and sent pieces of bodywork flying as the car slid along the barrier before bouncing off and crashing into the opposite wall.
The smoking wreckage finally came to a rest halfway down Brabham Straight.
“Feeling a little bit shaken up after that,” Evans said soon after the ******.
“Never nice to be the one that ends up in the fence, especially here at turn eight.
“Obviously it’s qualifying, so we’re putting everything on the line. I feel like I didn’t turn in super early, maybe a little bit in the end and I just caught the inside fence, which put me into the outside fence, and from there on you’re a passenger.”
It was the same turn that ended Friday’s opening qualifying session early, when Richie Stanaway, Cam Hill and David Reynolds clipped the same kerb and collided into the same section of concrete within seconds of each other.
Evans was able to walk away from his ****** and was cleared by a medical assessment, but his condition deteriorated.
“This means that Jaxon will be unable to take any further part in this weekend and the SCT Motorsport Camaro will remain in the garage for the final race of the season,” his team Brad Jones Racing said in a statement.
Team principal Brad Jones said their engineers had been on track to repair the severely damaged vehicle before the race.
“The amount of work they’ve done in such a short space of time is staggering,” Jones said.
The ****** prompted calls for a review of the turn’s layout.
Supercars legend and commentator Mark Skaife suggested moving back the barrier on the outside of the turn, while three-time champion Scott McLaughlin questioned the positioning of the guardrail on the inside of the corner.
Jones fell victim to turn eight as a driver himself, but did not feel there needed to be any changes to the corner.
“I don’t know that you need to do anything, to tell you the truth,” he said.
“Motor racing is tricky and that’s a tricky corner. You take a risk and sometimes when it goes wrong you pay the price.”
Turn eight struck again in race three of the Porsche Carrera Cup, with Glen Wood and championship leader Harri Jones falling victim to the inside kerb-concrete barrier combo.

Missing Des Moines teen, 14, has returned home, her family reports
Kylie Sporer, a 14-year-old Des Moines girl missing since Monday, returned home on Saturday, her family reported.
“She just came knocking on mom’s door,” said her aunt, Kenda Moore, shortly after 6 p.m. “Someone dropped her home safe.”

The family and Des Moines police had asked the public for help in finding Sporer. She was last seen leaving her school Monday in the Union Park neighborhood.
“When she didn’t come home that night, we knew something was wrong,” Moore told the Register in an earlier interview Saturday afternoon. “That’s not her.”
Moore had spoken on behalf of Sporer’s mother, who she said was too distraught to talk to the press, and the rest of the family.
Sporer’s family had been searching every day.
“I’ve spent Wednesday, Thursday, Friday, driving everywhere… with her best friends and our cousins,” Moore said, “searching everywhere we can.”
Moore said her husband searched Saturday along the Des Moines River from Union Park to the Martin Luther King Jr. Park neighborhood.
Moore had taken days off work and made posters to give to neighbors, gas stations, stores and postal workers in hopes that would increase the possibility of someone seeing her.
“Her mom and her dad love her, and they miss her and they just want her to come home,” Moore had said Saturday afternoon, stopping at times to gather herself. “They don’t care what’s happened. What’s important is that she’s safe.”

Detectives are looking to speak with Kierah ***** Miller after an elderly woman was allegedly knocked to the ground and seriously injured in the carpark of a fast food restaurant.
An 84-year-old woman is recovering in Royal Perth Hospital after she was allegedly assaulted outside a Midland restaurant on Great Eastern Highway around 12.35pm on Saturday.
It is alleged the attacker fled the scene on foot after she approached the woman and knocked her over.
Police allege the elderly victim suffered serious head injuries before she was taken to Royal Perth Hospital in an ambulance.
She was in a stable condition on Sunday.
Police are now searching for 29-year-old Kierah ***** Miller, with police posting her photo across social media.
Ms Miller is known to frequent areas around the Perth metropolitan area and was last seen wearing a ****** shirt and shorts.
She is described as having a medium build, 160cm tall with brown hair and eyes.
Anybody who sees Ms Miller is strongly urged to not approach her but to call police immediately on 131 444 and quote incident number 161124 1245 17543.
Anybody with information regarding her whereabouts, or who witnessed the alleged ********, is urged to contact ****** Stoppers on 1800 333 000.
