NewsWire / Andrew Henshaw Credit: News Corp Australia “The responses show both a high degree of ‘pent-up’ demand – likely reflecting earlier plans that have been delayed – and an expectation that 2025 will provide a good opportunity to move on these,” Mr Hassan says. “In contrast the study found, the number of prospective first-home buyers intending to enter the market showed only a modest 0.3 per cent increase, underlining the affordability challenge still facing many looking to get on the property ladder.” Westpac’s data follows PropTrack figures which showed Australia’s housing market rebounded to a record high in February after the RBA cut rates. The Reserve Bank of Australia dropped the official cash rate by 0.25 basis points to 4.10 per cent, in February, for the first rate cut since November 2020. This saw a 0.4 per cent lift nationally, reversing the slight drop in house prices in both December and January. PropTrack senior economist Eleanor Creagh said the lift in house prices comes off the back of improved buyers demand seen through strong clearance rates. “Market sentiment has improved now that interest rates have started to move lower,” she said. “February’s rate cut boosted borrowing capacities while improved affordability and buyer confidence have driven renewed demand and price growth.” Price increases recorded across the combined capital cities grew 0.45 per cent while regions are up 0.28 per cent last month. Westpac said the tight housing market and persistent issues of Australia’s housing market will continue to support higher prices. Mr Hassan predicts dwelling completions holdings at around 171,000 in both 2025 and 2026 – a long way short of the 240,000 per year required to meet the Accord Target agreed by state and federal governments to deliver 1.2 million new homes over the five years to 2029. “While housing approvals are expected to see a sustained lift to just over 200,000 by the end of 2026, the flow through to dwellings under construction is more muted,” Hassan says. Part of that is due to the construction industry still clearing a hefty backlog of work. But he added a combination of affordability constraints and the state economies continue to hold Sydney and Melbourne back. “In Sydney, the affordability challenge remains acute, leading to weak turnover and a drop in new listings. In Melbourne, the weakness of the Victorian economy is having an impact, while housing supply is also higher than elsewhere, keeping price growth constrained,” Mr Hassan said. It couldn’t come at a worse time for the company Target is facing a 40-day consumer boycott starting Wednesday over the company’s shift away from diversity, equity and inclusion (DEI) policies. “We’re asking people to divest from Target because they have turned their back on our community,” Rev. Jamal Bryant, a prominent Atlanta-area megachurch pastor who started the boycott, said in an interview with CNN. The boycott, which begins during the start of Lent, comes more than a month after Target made changes to its DEI programs and at a difficult ******* for the company as it faces an onslaught of tariffs in the middle of a challenging economy. On January 24, days into Donald Trump’s presidency, Target announced it was eliminating hiring goals for ********* employees, ending an executive committee focused on racial justice and making other changes to its diversity initiatives. Target said it had a new strategy called “Belonging at the Bullseye,” which it first introduced last year, and the company remained committed to “creating a sense of belonging for our team, guests and communities.” Target also stressed the need for “staying in step with the evolving external landscape.” Target is one of dozens of Fortune 500 companies that have backtracked on DEI in response to conservative court decisions, pressure from activists and right-wing legal groups, and, more recently, the Trump administration’s threats to investigate what it characterizes as “******** DEI,” including potential criminal cases against companies. Companies are caught between pursuing efforts to increase diversity and avoiding a conservative legal crackdown. But no company has faced as fierce a blowback from DEI supporters as Target. Customers online have protested the decision and Anne and Lucy Dayton, the daughters of one of Target’s co-founders, called the company’s actions “a betrayal.” Target is under more pressure than companies like Walmart, John Deere or Tractor Supply, because Target went further in its DEI efforts, and it has a more progressive base of customers than those competitors. Target was a leading advocate for DEI programs in the business world in the years after George Floyd was murdered by police in the company’s home city of Minneapolis in 2020. Target also spent years building a public reputation as a progressive employer on LGBTQ issues. “****** people spend upwards of $12 million dollars a day, and so we would expect some loyalty, some decency and some camaraderie,” Bryant said. Melissa Butler, the CEO of the Lip Bar, one of the largest ******-owned makeup companies carried in Target, said on TikTok that she was disappointed about Target’s DEI pullback. The data “shows a clear drop in traffic in late January into mid-February following the company’s step back from DEI,” Joseph Feldman, an analyst at Telsey Advisory Group, said in a note to clients last week. The boycott also comes as Target faces pressure from tariffs and a consumer pullback. Target said Tuesday its sales declined in February and it expects sales to only grow around 1% this year. Target CEO Brian Cornell said in an interview with CNBC Tuesday that Trump’s tariffs on Mexico may force the company to raise prices on fruits and vegetables as soon as this week. Target also said that “tariff uncertainty” will impact its profit this quarter. Cornell said Target relies heavily on ******** produce imports during the winter. “Those are categories where we’ll try to protect pricing, but the consumer will likely see price increases over the next couple of days,” he said. The Dark Ages takes place some time before the events of 2016’s DOOM – and marks a previously uncharted section of the game’s overall lore and narrative. The game is built on top of the latest ID Tech 8 game engine, promising to bring with it numerous technological improvements with regards to both performance and visuals. To this extent, developer id Software has also released an extensive list of PC system requirements – detailing both minimum and recommended configs. Doom: The Dark Ages PC minimum system requirements The minimum PC requirements for Doom: The Dark Ages has been revealed | image Credit: id Software As per the official Steam page of the game, Doom: The Dark Ages comes with the following reasonable minimum PC system requirements: Operating System: Windows 10 64 bit or newer CPU: Intel Core i7 10700K or an AMD Ryzen 7 3700 X or newer RAM : 16 GB GPU: Nvidia RTX 2060 Super or an AMD RX 6600 Storage: 100 GB The configuration above is required for 1080p gameplay, at upwards of 60 frames per second. The page also went into quite a fair bit of detail regarding these components. For starters, the CPU in question must come equipped with 8 cores and 16 threads – which is certainly quite a high entry point. While there is no doubt that the game will run on weaker quad core systems, id Software’s 8-core requirement means that the game is expected to be a lot more CPU heavy this time around. Secondly, the game also mandates a GPU with ray tracing support, asking 8 GB of VRAM at minimum. This means that legacy cards such as the trusty RTX 1080 and weaker will likely not be able to run the game on account of them lacking RT support entirely. While certainly not as bloated compared to titles such as Call of Duty, 100 GB of storage is no joke, and could be a quirk of ID Tech 8. After all, 2016’s DOOM utilizes megatextures which resulted in the same bloated file size. Interestingly, id has clearly mandated the usage of fast, NVMe-based SSDs this time around. Would-be players cannot expect a good time playing the title on their hard drives (HDDs) or even SATA-based SSDs. NVMes offer far superior read and write speeds, and are likely necessary to prevent many texture and performance-related issues. A solid port or yet another unoptimized mess? While id Software has historically released very well optimized ports with support for multiple ‘niche’ PC features on launch, a few things stand out from its listed PC system requirements. The focus on ray tracing in particular, is quite disheartening. RT is mandatory this time around, and Doom: The Dark Ages truly joins the dark ages as a modern AAA title that forces ray tracing to achieve visual fidelity. While it is likely that id will manage to optimize the game well ahead of its official launch, one must wonder if it will manage to keep up its promises this time around. Global sea ice levels just hit a new record low Global sea ice levels just hit a new record low Sea ice on the Arctic Ocean Shutterstock / Kevin Xu There was less sea ice covering the oceans in February of this year than at any other point on record, according to satellite measurements from the European Union’s climate service Copernicus. “One of the consequences of a warmer world is melting sea ice, and the record or near-record low sea ice cover at both poles has pushed global sea ice cover to an all-time minimum,” said Samantha Burgess at the European Centre for Medium-Range Weather Forecasts in a statement. Global average temperatures in February of this year rose 1.59°C above the pre-industrial average, making it the third-warmest February on record, according to the service. These high temperatures impacted the global sea ice extent, which includes both the Arctic, where sea ice is currently near its annual maximum, and the Antarctic. The satellite record for both regions extends back to 1979. In the Arctic, sea ice remained at 8 per cent below average throughout February, missing an area of ice roughly the size of the ***. This was the third consecutive month to set a new monthly record low in the Arctic. This decline in the northern hemisphere has combined with a longer-term decline in Antarctic sea ice, seen over the past two years. Although Antarctic sea ice seemed to recover to near average levels in December of last year, it then rapidly declined again. In February, the ice reached its fourth-lowest extent on record for the month, remaining 26 per cent below average. The record low ice in both hemispheres is “cause for serious concern”, said Robert Larter at the British Antarctic Survey in a statement. He says the lack of ice will harm polar ecosystems and expose ice shelves to more ocean water, which could accelerate melting and sea level rise. The missing ice also has an effect beyond the poles: less ice means less solar radiation will be reflected to space, adding to warming. It also could weaken global ocean currents that depend on the dense, salty water produced when sea ice forms. Imaginima | E+ | Getty Images An expanding network of cybercrime marketplaces is making it easier than ever to become a professional fraudster, posing unprecedented cybersecurity threats worldwide, experts warn. Cybercriminals are often portrayed in popular media as rogue and highly skilled individuals, wielding coding and hacking abilities from a dimly lit room. But such stereotypes are becoming outdated. “Looking back to the 1990s and early 2000s, you needed to have a reasonable level of technical competence to pull off these types of crimes,” Nicholas Court, assistant director of Interpol’s Financial Crime and Anti-Corruption Centre, tells CNBC. Today, the barriers to entry have come down “quite significantly,” Court said. For example, obtaining personal data, such as email addresses, and sending them spam messages en masse — one of the oldest online scams in the book — has never been easier. Cybersecurity experts say the change is due to advances in scam technology and the growth of organized online markets where cybercrime expertise and resources are bought and sold. A growing cybercrime economy “The last decade or so has seen an evolution of rogue cybercriminals into organized groups and networks all of which are part of a thriving underground economy,” said Tony Burnside, vice president and head of Asia-Pacific at Netskope, a cloud security company. Driving that trend has been the emergence of global underground markets that offer “cybercrime-as-a-service” or “CaaS,” through which vendors charge customers for different types of malicious tools and cybercrime services, he added. Examples of CaaS include ransomware and hacking tools, botnets for rent, stolen data, and anything else that may aid cybercriminals in their illicit activities. “The availability of these services certainly helps in enabling more cybercriminals, allowing them to scale up and sophisticate their crime while reducing the technical expertise required,” Burnside said. CaaS is often hosted on markets in the “darknet” — a part of the internet that uses encryption technology to protect the anonymity of users. Examples include Abacus Market, Torzon Market and Styx, though the top markets often change as authorities shut them down and new ones emerge. Burnside adds that the criminal gangs operating CaaS services and markets have begun to operate like “legitimate organizations in their structure and processes.” Meanwhile, vendors on these illicit exchanges tend to accept payments only in cryptocurrency in attempts to remain anonymous, obscure proceeds and evade detection. Silk Road, an infamous dark web marketplace that was shut down by law enforcement in 2013, is recognized by many as one of the earliest large-scale applications of cryptocurrency. Darknet emerges from shadows Though the use of cryptocurrencies in the cybercrime market can help obscure the identities of participants, it can also make their activities more traceable on the blockchain, according to Chainalysis, a blockchain research firm that traces illicit crypto transactions. According to Chainalysis data, while darknet markets remain a major factor in the global cybercrime ecosystem, more activity is moving to the public internet and secure messaging services like Telegram. The largest of those marketplaces identified by Chainalysis is Huione Guarantee — a platform affiliated with Cambodian conglomerate Huione Group — which the firm says acts as a “one-stop shop for nearly every form of cybercrime.” The ********-language platform operates as a peer-to-peer marketplace where vendors offer services Chainalysis says are linked to illicit activity like money laundering and crypto-based scams. Vendors pay to advertise on the Huione website, often directing interested parties into private Telegram groups. If a ***** is made, Huione appears to act as an escrow and dispute intermediary to “guarantee” the exchange. Chainalysis data shows that vendors on Huione Guarantee have processed a staggering $70 billion in crypto transactions since 2021. Meanwhile, Elliptic, another blockchain analytics firm, estimates that Huione Group entities have received at least $89 billion in crypto assets, making it “the largest ever illicit online marketplace.“ The platform advertises and directs potential buyers to vendor groups on Telegram that offer everything from scam technology and money laundering to ******* services and illicit goods. Judging from the scale and volume of the transactions on Huione Guarantee, it is likely leveraged by numerous organized criminal groups, according to Andrew Fierman, head of national security intelligence at Chainlaysis. However, he adds that the many services don’t cost much money, providing a low barrier to entry and access point into cybercrime for “anyone with internet connection.” According to Chainalysis, individuals looking to facilitate “romance” or investment scams may be able to purchase the necessary tools and services on Huione for just a couple of hundred dollars. Costs can reach thousands of dollars, depending on the level of complexity they are looking to execute. Investing or romance scams involve a fraudster building a relationship with a victim via social media or dating apps, intending to **** them out of money through a sham investment opportunity. A scammer attempting to pull off this type of scam might shop Huione Guarantee for a portfolio of potential victims’ data, such as phone numbers; old social media accounts that appear to be from real people; and AI-powered facial and voice manipulation software, which can be used by a scammer to digitally disguise themselves. Other goods and services found on the site include fake investment and gambling platforms that scammers try to trick victims into depositing funds on. In a disclaimer on its website, the platform says it does not participate in or understand its customers’ specific businesses and is responsible only for guaranteeing payments between buyers and sellers, according to a CNBC translation of the ********-language statement. According to Fierman, Huione Guarantee’s activity appears to be concentrated in Cambodia and China, but there’s evidence that other platforms are emerging. ‘Child’s play’ As CaaS and cybercrime markets continue to grow, the technology that is offered and leveraged by criminal vendors has also advanced, allowing more sophisticated scams on scale — with less effort, experts say. AI-generated deepfake videos and voice cloning are increasingly looking more real, with previously infeasible attacks now realistic thanks to generative AI advancements, according to Kim-Hock Leow, Asia CEO of cybersecurity company Wizlynx Group. Last year, Hong Kong police reported that a finance worker at a multinational firm had been tricked into paying out $25 million to fraudsters using deepfake technology to pose as the company’s chief financial officer in a video conference call. “This would have been completely impossible to pull off just a few years ago, even for criminals with technical skills, and now it is a viable attack even for those without,” added NetSkope’s Burnside. Meanwhile, cybersecurity experts told CNBC that AI tools can be used to enhance phishing and social engineering scams, helping to write more personalized and human-like messages. “It has become child’s play to create really convincing fake emails, audio notes, images or videos designed to scam and trick victims,” said Burnside, noting that dark variants of legitimate generative AI tools continue to find their way into dark markets. Prevention efforts Because of the global and anonymous nature of CaaS vendors and cybercrime marketplaces, they are very difficult to police, cybersecurity experts told CNBC, noting that markets that are shut down often resurface under different names or are replaced. For that reason, Interpol’s Nicholas Court says cybercrime isn’t the type of activity “you can arrest your way out of.” “The volume of criminality is going up so fast that it is actually harder for law enforcement to catch the same proportion of cybercriminals,” he said, adding that this calls for a significant focus on prevention and public awareness campaigns to warn about the rapid sophistication of scams and AI tools. “Almost everybody receives scam messages these days. While it used to be enough to tell people not to send money to someone that refuses to video call, that’s not enough anymore.” On the enterprise level, Wizlynx Group’s Leow says that as cybercriminals become more tech- and AI-savvy, so must companies’ cybersecurity protocols. For example, AI tools can be used to help automate security systems on the enterprise level, lowering the threshold for detection and accelerating response times, he added. Meanwhile, new tools are emerging, such as “dark web monitoring,” which can track cybercrime markets and underground forums for leaked or stolen data, including credentials, financial data, and intellectual property. It’s “never been easier” to commit cybercrime, so it’s crucial to prioritize cybersecurity by investing in technological solutions and enhancing employee awareness, Leow said. Imaginima | E+ | Getty Images An expanding network of cybercrime marketplaces is making it easier than ever to become a professional fraudster, posing unprecedented cybersecurity threats worldwide, experts warn. Cybercriminals are often portrayed in popular media as rogue and highly skilled individuals, wielding coding and hacking abilities from a dimly lit room. But such stereotypes are becoming outdated. “Looking back to the 1990s and early 2000s, you needed to have a reasonable level of technical competence to pull off these types of crimes,” Nicholas Court, assistant director of Interpol’s Financial Crime and Anti-Corruption Centre, tells CNBC. Today, the barriers to entry have come down “quite significantly,” Court said. For example, obtaining personal data, such as email addresses, and sending them spam messages en masse — one of the oldest online scams in the book — has never been easier. Cybersecurity experts say the change is due to advances in scam technology and the growth of organized online markets where cybercrime expertise and resources are bought and sold. A growing cybercrime economy “The last decade or so has seen an evolution of rogue cybercriminals into organized groups and networks all of which are part of a thriving underground economy,” said Tony Burnside, vice president and head of Asia-Pacific at Netskope, a cloud security company. Driving that trend has been the emergence of global underground markets that offer “cybercrime-as-a-service” or “CaaS,” through which vendors charge customers for different types of malicious tools and cybercrime services, he added. Examples of CaaS include ransomware and hacking tools, botnets for rent, stolen data, and anything else that may aid cybercriminals in their illicit activities. “The availability of these services certainly helps in enabling more cybercriminals, allowing them to scale up and sophisticate their crime while reducing the technical expertise required,” Burnside said. CaaS is often hosted on markets in the “darknet” — a part of the internet that uses encryption technology to protect the anonymity of users. Examples include Abacus Market, Torzon Market and Styx, though the top markets often change as authorities shut them down and new ones emerge. Burnside adds that the criminal gangs operating CaaS services and markets have begun to operate like “legitimate organizations in their structure and processes.” Meanwhile, vendors on these illicit exchanges tend to accept payments only in cryptocurrency in attempts to remain anonymous, obscure proceeds and evade detection. Silk Road, an infamous dark web marketplace that was shut down by law enforcement in 2013, is recognized by many as one of the earliest large-scale applications of cryptocurrency. Darknet emerges from shadows Though the use of cryptocurrencies in the cybercrime market can help obscure the identities of participants, it can also make their activities more traceable on the blockchain, according to Chainalysis, a blockchain research firm that traces illicit crypto transactions. According to Chainalysis data, while darknet markets remain a major factor in the global cybercrime ecosystem, more activity is moving to the public internet and secure messaging services like Telegram. The largest of those marketplaces identified by Chainalysis is Huione Guarantee — a platform affiliated with Cambodian conglomerate Huione Group — which the firm says acts as a “one-stop shop for nearly every form of cybercrime.” The ********-language platform operates as a peer-to-peer marketplace where vendors offer services Chainalysis says are linked to illicit activity like money laundering and crypto-based scams. Vendors pay to advertise on the Huione website, often directing interested parties into private Telegram groups. If a ***** is made, Huione appears to act as an escrow and dispute intermediary to “guarantee” the exchange. Chainalysis data shows that vendors on Huione Guarantee have processed a staggering $70 billion in crypto transactions since 2021. Meanwhile, Elliptic, another blockchain analytics firm, estimates that Huione Group entities have received at least $89 billion in crypto assets, making it “the largest ever illicit online marketplace.“ The platform advertises and directs potential buyers to vendor groups on Telegram that offer everything from scam technology and money laundering to ******* services and illicit goods. Judging from the scale and volume of the transactions on Huione Guarantee, it is likely leveraged by numerous organized criminal groups, according to Andrew Fierman, head of national security intelligence at Chainlaysis. However, he adds that the many services don’t cost much money, providing a low barrier to entry and access point into cybercrime for “anyone with internet connection.” According to Chainalysis, individuals looking to facilitate “romance” or investment scams may be able to purchase the necessary tools and services on Huione for just a couple of hundred dollars. Costs can reach thousands of dollars, depending on the level of complexity they are looking to execute. Investing or romance scams involve a fraudster building a relationship with a victim via social media or dating apps, intending to **** them out of money through a sham investment opportunity. A scammer attempting to pull off this type of scam might shop Huione Guarantee for a portfolio of potential victims’ data, such as phone numbers; old social media accounts that appear to be from real people; and AI-powered facial and voice manipulation software, which can be used by a scammer to digitally disguise themselves. Other goods and services found on the site include fake investment and gambling platforms that scammers try to trick victims into depositing funds on. In a disclaimer on its website, the platform says it does not participate in or understand its customers’ specific businesses and is responsible only for guaranteeing payments between buyers and sellers, according to a CNBC translation of the ********-language statement. According to Fierman, Huione Guarantee’s activity appears to be concentrated in Cambodia and China, but there’s evidence that other platforms are emerging. ‘Child’s play’ As CaaS and cybercrime markets continue to grow, the technology that is offered and leveraged by criminal vendors has also advanced, allowing more sophisticated scams on scale — with less effort, experts say. AI-generated deepfake videos and voice cloning are increasingly looking more real, with previously infeasible attacks now realistic thanks to generative AI advancements, according to Kim-Hock Leow, Asia CEO of cybersecurity company Wizlynx Group. Last year, Hong Kong police reported that a finance worker at a multinational firm had been tricked into paying out $25 million to fraudsters using deepfake technology to pose as the company’s chief financial officer in a video conference call. “This would have been completely impossible to pull off just a few years ago, even for criminals with technical skills, and now it is a viable attack even for those without,” added NetSkope’s Burnside. Meanwhile, cybersecurity experts told CNBC that AI tools can be used to enhance phishing and social engineering scams, helping to write more personalized and human-like messages. “It has become child’s play to create really convincing fake emails, audio notes, images or videos designed to scam and trick victims,” said Burnside, noting that dark variants of legitimate generative AI tools continue to find their way into dark markets. Prevention efforts Because of the global and anonymous nature of CaaS vendors and cybercrime marketplaces, they are very difficult to police, cybersecurity experts told CNBC, noting that markets that are shut down often resurface under different names or are replaced. For that reason, Interpol’s Nicholas Court says cybercrime isn’t the type of activity “you can arrest your way out of.” “The volume of criminality is going up so fast that it is actually harder for law enforcement to catch the same proportion of cybercriminals,” he said, adding that this calls for a significant focus on prevention and public awareness campaigns to warn about the rapid sophistication of scams and AI tools. “Almost everybody receives scam messages these days. While it used to be enough to tell people not to send money to someone that refuses to video call, that’s not enough anymore.” On the enterprise level, Wizlynx Group’s Leow says that as cybercriminals become more tech- and AI-savvy, so must companies’ cybersecurity protocols. For example, AI tools can be used to help automate security systems on the enterprise level, lowering the threshold for detection and accelerating response times, he added. Meanwhile, new tools are emerging, such as “dark web monitoring,” which can track cybercrime markets and underground forums for leaked or stolen data, including credentials, financial data, and intellectual property. It’s “never been easier” to commit cybercrime, so it’s crucial to prioritize cybersecurity by investing in technological solutions and enhancing employee awareness, Leow said. You can never anticipate anything in this game,” Daley said at New South Wales Rugby League’s season launch. Daley attended the two NRL games that kicked off the season in Las Vegas but as of yet has no plans about who will be in the 17 for the Origin series, much less who will be captain. But Trbojevic’s limited game time in 2024 would not necessarily work against him as the coach determines which man leads the side. “(That’s) no issue at all,” he said. “I thought Jake did a terrific job (as captain). He’s a very passionate leader, the boys all love him, they respect him. The new National Institutes of Health policy would strip research groups of hundreds of millions of dollars to cover so-called indirect expenses of studying Alzheimer’s, *******, heart disease and a host of other illnesses — anything from clinical trials of new treatments to basic lab research that is the foundation for discoveries. Separate lawsuits filed by a group of 22 states plus organizations representing universities, hospitals and research institutions nationwide sued to stop the cuts, saying they would cause “irreparable harm.” U.S. District Judge Angel Kelley in Boston had temporarily blocked the cuts last month. Wednesday, she filed a preliminary injunction that puts the cuts on hold for longer while the suits proceed. The NIH, the main funder of biomedical research, awarded about $35 billion in grants to research groups last year. The total is divided into “direct” costs – covering researchers’ salaries and laboratory supplies – and “indirect” costs, the administrative and facility costs needed to support that work. The Trump administration had dismissed those expenses as “overhead,” but universities and hospitals argue they’re far more critical. They can include such things as electricity to operate sophisticated machinery, hazardous waste disposal, staff who ensure researchers follow safety rules and janitorial workers. Under prior policy, the government negotiated those rates with institutions. As an example, an institution with a 50% indirect cost rate would get another $50,000 to cover indirect expenses for a $100,000 project. The NIH’s new policy would cap indirect costs at a flat rate of 15% instead, calculated to save the agency $4 billion a year. Current and former health officials previously told CBS News they were shocked by the change, and stressed federal authorities already carefully scrutinize and negotiate down how much funding goes to indirect costs. “We fight like hell trying to keep the rates down,” one former federal health official, who had worked with the team responsible for auditing indirect costs on NIH’s behalf for years, said last month. Negotiations over requests to cover those costs are often contentious and involve inspections of the facilities and interrogations of the researchers working out of the buildings looking to “poke holes” in their submissions. “We do not give away the farm. Whoever said that has never gone out on a site visit with us,” said the former official. Dr. David J. Skorton of the Association of American Medical Colleges, one of the plaintiffs, applauded the ruling. “These unlawful cuts would slow medical progress and cost lives,” he wrote in a statement, saying the NIH-funded research “benefits every person and community in America.” The Department of Health and Human Services, which oversees NIH, did not immediately reply to a request for comment. During the trial, a call to police from one of the women led to questions over the quality of the interpreter made available. “It’s a matter of severe regret that the victims didn’t necessarily get that best translation at the time,” Southworth added. The euro was at a four-month high of $1.0808 in early Asian hours, on course for over a 4 per cent rise this week, its strongest weekly performance since March 2009. “Is it the gamechanger that switches Germany from a drag on activity to an engine of growth? It won’t be a magic bullet, but it is definitely a step in the right direction,” said Kyle Chapman, FX markets analyst at Ballinger Group. “While Germany has plenty of space to rack up some more debt, the likes of France and Italy do not have the same privilege, and a fiscal risk premium might put the reins on a stimulus-fuelled rally.” The dollar index, which measures the US currency against six other units, eased to 104.11, touching its lowest level since early November. In commodities, gold prices were steady at $2,924.11 per ounce as traders await the US non-farm payrolls report on Friday for cues on the Federal Reserve’s policy path. Oil prices tried to catch a break after stumbling in the previous sessions this week, undermined by a larger than expected jump in US crude stocks, OPEC+ plans to increase output, and US tariffs on key oil supplies. Brent futures hovered close to an over three-year low it touched on Wednesday.
