According to Zillow, the average 30-year rate is down seven basis points to 6.19% — its lowest point since October. To top it off, the 20-year fixed rate has declined by eight basis points to 5.86%, and the 15-year fixed rate has fallen by 10 basis points to 5.48%. Rates are dropping just in time for spring home-buying season, but there’s no guarantee they’ll stay low. It could be a good time to start shopping for mortgage lenders and real estate agents. Mortgage refinance rates are often higher than rates when you buy a house, although that’s not always the case. Use Yahoo Finance’s free mortgage calculator to see how various interest rates and term lengths will impact your monthly mortgage payment. It also shows how the home price and down payment amount play into things. Our calculator includes homeowners insurance and property taxes in your monthly payment estimate. You even have the option to enter costs for private mortgage insurance (PMI) and homeowners’ association dues if those apply to you. These details result in a more accurate monthly payment estimate than if you simply calculated your mortgage principal and interest. There are two main advantages to a 30-year fixed mortgage: Your payments are lower, and your monthly payments are predictable. A 30-year fixed-rate mortgage has relatively low monthly payments because you’re spreading your repayment out over a longer ******* of time than with, say, a 15-year mortgage. Your payments are predictable because, unlike with an adjustable-rate mortgage (ARM), your rate isn’t going to change from year to year. Most years, the only things that might affect your monthly payment are any changes to your homeowners insurance or property taxes. The main disadvantage to 30-year fixed mortgage rates is mortgage interest — both in the short and long term. A 30-year fixed term comes with a higher rate than a shorter fixed term, and it’s higher than the intro rate to a 30-year ARM. The higher your rate, the higher your monthly payment. You’ll also pay much more in interest over the life of your loan due to both the higher rate and the longer term. The pros and cons of 15-year fixed mortgage rates are basically swapped from the 30-year rates. Yes, your monthly payments will still be predictable, but another advantage is that shorter terms come with lower interest rates. Not to mention, you’ll pay off your mortgage 15 years sooner. So you’ll save potentially hundreds of thousands of dollars in interest over the course of your loan. However, because you’re paying off the same amount in half the time, your monthly payments will be higher than if you choose a 30-year term. Dig deeper: 15-year vs. 30-year mortgages Adjustable-rate mortgages lock in your rate for a predetermined amount of time, then change it periodically. For example, with a 5/1 ARM, your rate stays the same for the first five years and then goes up or down once per year for the remaining 25 years. The main advantage is that the introductory rate is usually lower than what you’ll get with a 30-year fixed rate, so your monthly payments will be lower. (Current average rates don’t reflect this, though — fixed rates are actually lower. Talk to your lender before deciding between a fixed or adjustable rate.) With an ARM, you have no idea what mortgage rates will be like once the intro-rate ******* ends, so you risk your rate increasing later. This could ultimately end up costing more, and your monthly payments are unpredictable from year to year. But if you plan to move before the intro-rate ******* is over, you could reap the benefits of a low rate without risking a rate increase down the road. But keep in mind that averages can vary depending on where you live. For example, if you’re buying in a city with a high cost of living, rates could be even higher. Mortgage rates will probably decrease by the end of 2025. However, any declines will likely be gradual. Mortgage rates have been dropping for the last weeks, but these probably won’t turn into long-term, drastic decreases. In many ways, securing a low mortgage refinance rate is similar to when you bought your home. Try to improve your credit score and lower your debt-to-income ratio (DTI). Refinancing into a shorter term will also land you a lower rate, though your monthly mortgage payments will be higher. The animals that didn’t change their behavior are at greater risk to predator species because they are out when the carnivores are. Why is animals changing their habits concerning? Some herbivores being out when their predators are out could change the population dynamics between the two, affecting the ecosystem. According to National Geographic, when the Yellowstone Park wolves were eradicated due to hunting, the elks overgrazed because they didn’t have their main predator. This had a domino effect on the ecosystem: Smaller animals, such as rabbits and mice, had nowhere to hide from predators, and their population declined. The elks even ate the berries that the Grizzly bears relied on. The study published in the Journal of Zoology isn’t the only research showing animals changing routines due to humans. Mountain lions in LA are also changing their habits due to increased levels of hikers, joggers, and cyclists. What’s being done about wildlife changing their habits? According to Earth.com, tourism is a big part of protecting wildlife, but as this study shows, tourism also impacts animals. It’s essential to strike a balance between the two. CFIT publishes blueprint for digital company business IDs CFIT publishes blueprint for digital company business IDs The government-backed Centre for Finance, Innovation and technology (CFIT) has outlined its plan to fight economic crime through digital business IDs. Digital IDs for business will improve business efficiency, security and trust, according to the CFIT, which was launched in February 2023 with £5.5m funding in response to a report into *** fintech carried out by WorldPay chairman Ron Kalifa in 2021. The organisation has published its blueprint for the plans it first announced in December. At the time, chancellor Rachel Reeves said she would “consider any findings that emerge from CFIT’s work”. The business IDs will consolidate information about companies in one trusted place, easing the process of accessing finance for them and streamlining compliance costs. CFIT said they will reduce regulatory and administrative burdens for businesses, particularly SMEs, and financial institutions could see compliance costs reduce by £1.7bn a year. It said the IDs, which it likens to digital passports for businesses, will also help reduce the annual £6.8bn cost of fraud. Fraud, it said, will be reduced directly “through unified and secure data sharing that will disrupt fraud networks and close exploitable gaps” and indirectly “by enabling financial institutions to redeploy compliance savings into strengthening anti-fraud efforts”. Emma Reynolds MP, economic secretary at HM Treasury, said: “The ***’s leading financial services sector is key to driving growth and putting money in people’s pockets through the Plan for Change. CFIT’s work in countering fraud demonstrates the ***’s position as an innovator within the global financial ecosystem. I look forward to considering the coalition’s findings as part of our range of work to grow the sector.” Charlotte Crosswell, chair at the CFIT, said the organisation has brought together “some of the brightest industry minds to work together and find solutions to reduce the fast-rising, multi-billion-pound annual cost of fraud to the economy”. “Access to verified, authenticated and centralised data sharing through Digital Company ID would help to dismantle systemic barriers, close the loopholes exploited by fraudsters, reduce compliance costs for banks and transform the business landscape in the ***,” she added. Elyn Corfield, Lloyds Bank CEO for business and commercial banking, said: “The coalition has proven that digitising how banks undertake know your customer obligations will help to make compliance checks more user-friendly for small businesses and support the ***’s fight against financial crime.” Jordan Shwide, general manager at Monzo Business, added: “Driving innovation and supporting initiatives that make life easier for SMEs is in our DNA – so we’re incredibly excited to be at the forefront of delivering a Digital Company ID solution. This will enable quicker access to financial services for legitimate businesses and ensure that key business information lives in one place. This will also make it harder for fraudsters to set up fake companies and ultimately help to prevent people falling victim to fraud.” The CFIT blueprint makes seven recommendations: Develop a prototype for digital company ID: The CFIT, in collaboration with industry, should launch and test a fully functional Digital Company ID prototype, preferably with the support of FCA Innovation services. Enable reciprocal and secure data sharing: The government should consider mandating all relevant organisations across the ecosystem to share data on economic crime, via Digital Company ID. Appoint a lead authority: To address market coordination failures, the government should consider appointing a responsible body to oversee implementation and governance. Promote standards for interoperability: CFIT should work with industry to establish standards that ensure interoperability, accountability and secure adoption of Digital Company ID. Create a multi-stakeholder taskforce: Establish a taskforce to identify, prioritise and develop high-value use cases for Digital Company ID within financial services. Review the regulatory framework: Policymakers, working closely with industry, must review the regulatory framework for Digital Company ID ensuring it is fit for purpose. Drive market confidence through government adoption: Government departments should lead by example, adopting Digital Company ID for critical interactions such as procurement, tax filings and confirmation statement submissions. Chemena Kamali of Chloé: The Queen of the Blouse Chemena Kamali of Chloé: The Queen of the Blouse On the second floor of a 19th-century villa near the Bois de Boulogne, overlooking a garden housing a child’s trampoline and various plastic scooters, there is a room filled with blouses. Hundreds of blouses. Lace blouses from the Victorian era and big-shouldered blouses from the 1980s. Blouses in paisley and leopard print. Blouses with familiar pedigrees — Ungaro, Yves Saint Laurent, Giorgio di Sant’ Angelo — and blouses with no pedigree at all. A rainbow of blouses arranged according to color on six clothing racks. Welcome to the mind — or, rather, the home office — of Chemena Kamali, the creative director of Chloé. If you want to understand how, in only two seasons, she transformed Chloé from an earnest but increasingly minor women’s wear house into one of fashion’s hottest labels, not to mention the uniform of cool girls like Suki Waterhouse and Sienna Miller (and, during her run for president, Kamala Harris), you have to understand Ms. Kamali’s obsession with the blouse. She has been collecting them for 25 years and has more than 1,500 blouses: at her parents’ home in Germany, in storage in France, almost 500 in her house alone. For her, the blouse — that relatively unappreciated top, redolent of school uniforms, Edwardian nannies and 1970s career girls that lost its primacy of place in the woman’s wardrobe to the T-shirt decades ago — is actually the Platonic ideal of a garment. “The evolution of the blouse is the evolution of femininity in a way, and the evolution of fashion,” Ms. Kamali said recently, tucked into one of the two giant leather chairs in her office. Aside from the blouses, a big modular desk from the 1980s and some pottery and family tchotchkes are the only objects in the room. She and her husband, Konstantin Wehrum, and their two sons, ages 3 and 5, moved into the house when she got the job at Chloé last year — they had been on their way to California — and she has not had a lot of time to unpack. “Historically, the blouse was a man’s undergarment,” she said. When she talks about something she loves, you can hear her working through her ideas in real time: “Then, in Victorian times, the blouse became feminized. Postwar, it got more tailored. In the 1970s, again, more fluid, and in the ’80s, more powerful. It can be formal and strict or playful and romantic. It reflects personalities. It reflects all of the things that make us who we are as women.” That’s a lot of meaning to load onto a garment, but to Ms. Kamali, the blouse is not just a bit of fabric with buttons. The Shirt on Her Back No one wears a blouse better than Ms. Kamali, not even converts like Karlie Kloss and Liya Kebede, who have begun to line the Chloé front rows in her lacy tops and wooden platforms. Ms. Kamali’s typical uniform starts with a Chloé blouse of her own design or one from her collection, often in an aged ivory with a touch of embroidery to lend it a vaguely bohemian air. “A blouse is so much easier than a dress,” she said. She pairs them with high-waist Chloé jeans, shredded at the hem, white Chloé high-top sneakers and a tangle of necklaces, some new, some sourced at the same vintage markets where she finds her blouses. With waist-length brown hair parted in the center and framing a face that seems makeup free, it creates a vibe that is both Venice Beach hippie — even though Ms. Kamali grew up mostly in Dortmund, Germany — and efficient. If Stevie Nicks had a day job at a venture capital fund, she might look like this. “She’s aspirational,” said the actress Rashida Jones, who met Ms. Kamali a year ago. “But it doesn’t feel unattainable. It feels grounded.” Kaia *******, who has modeled for Ms. Kamali and wears her clothes off the runway, put it this way: “Chemena herself is a testament to holding your power without having to adhere to the judgments society makes about women based on the way they dress.” Ms. Kamali, 43, started collecting blouses in 2003, which was around the time she got her first job at Chloé. She knew she wanted to be a designer when she was a child, and in Germany, she said, that meant being like Karl Lagerfeld, the most famous ******* designer, who was then at Chloé. She went to the University of Applied Sciences in Trier, Germany, and talked her way into Chloé as an intern during the Phoebe Philo era. “The first designer piece I ever bought, actually, was at the company’s employee ***** for 50 euros,” she said, pointing to a white T-shirt with a “necklace” of silver teardrops woven into the front. “That’s when my vintage obsession started, because I remember members of the team coming back from trips with big duffel bags and unpacking treasures they’d found. I realized how certain source pieces can trigger a creative process that can flow into the concept of a collection.” She got a degree from Central Saint Martins, worked at Alberta Ferretti; Chloé again, under Clare Waight Keller; and then Saint Laurent before returning to Chloé in the top job. But wherever she went, Ms. Kamali kept buying blouses. She does not buy, as many collectors do, for historic or material value but rather according to details that catch her eye — “the volume or the construction of the sleeve or yoke.” As a result, her pieces are not forbiddingly expensive. They range from “super cheap to maybe $700,” she said, though the average is about $300. She sources them from eBay, vintage fairs like A Current Affair in Los Angeles and what has turned into an extended network of vintage dealers. “You go to a store, you go to a market and you meet this person who says, ‘OK, you want more of this, I have some stuff in my basement,’” she said. “Then, connecting to this community, this group of obsessive people all about the rare find, becomes an addiction.” It also made her perfect for Chloé. All Blouses All the Time The blouse is such an important part of the Chloé aesthetic that when the Jewish Museum in New York held the first major retrospective devoted to Chloé in 2023, it dedicated an entire room to the blouse. As a garment, it encapsulates the easy-breezy-feminine tone set by the founder, Gaby Aghion, in 1952, and was replicated to varying extents by the designers who came after, including Mr. Lagerfeld, Stella McCartney, Ms. Keller and Gabriela Hearst. But while they all made blouses, none made them as central to their aesthetic as Ms. Kamali had. It is the way “she connects to the fundamental values of the house,” said Philippe Fortunato, the chief executive of the fashion and accessories maisons at Richemont, the Swiss conglomerate that owns Chloe. Indeed, Ms. Kamali’s first collection for Chloé was built around a blouse. Specifically, a piece Karl Lagerfeld designed for Chloé with a ****** capelet of sorts built into the top. The blouse, she said, got her “thinking about how the cape is an iconic piece in Chloé’s history.” Just as the lace in a Victorian blouse had inspired the lacy tiers of the last collection, which were visible not just in actual blouses, but also in playsuits with the affect of blouses and dresses that looked like longer versions of the blouses. And just as, for her third collection, to be unveiled March 6, Ms. Kamali was thinking about something Karl Lagerfeld once said about “the basic idea being the simplest of all: a blouse and a skirt.” “That kind of triggered in me the idea of really looking at the blouse not as a component of a look, but as the main component,” she said. That in turn led her to the idea of the blouse as a container of historical fragments: a dolman sleeve, say, or an exaggerated collar or shoulder. All of which made their way into the collection. “It’s not about copying,” she said. “It’s about using the blouse as a way to root things in the past or in tradition.” And signal that it has a place in the future. And as Lauren Santo Domingo, a founder of Moda Operandi, reports, it’s working. Chloé is “one of our fastest sellout designers,” Ms. Santo Domingo said, noting that sales of Chloé tops had grown 138 percent since Ms. Kamali’s first collections appeared. For the photographer David Sims, who shoots the Chloé campaigns, Ms. Kamali has essentially created “the representation of a new French kind of woman, with a play around nudity and embroidery that suggests ownership over a ******* energy and power that feels like an answer to so many of the questions that have sprung up recently.” Questions about gender and stereotype; questions about the male gaze. He was responding to a question during China’s “Two Sessions” annual parliamentary meeting about the country’s plans for proactive fiscal policy this year. China on Wednesday announced it was raising its on-budget deficit to 4% of the country’s gross domestic product — the highest since at least 2010. The government also plans to issue 1.3 trillion yuan ($178.9 billion) in ultra-long-term special treasury bonds in 2025, marking a 300 billion yuan hike from last year. The increased amount is primarily set to support the consumer trade-in program. China said it aims to issue 4.4 trillion yuan of local government special-purpose bonds this year — or a 500 billion yuan increase from last year — to help ease the financial strains of local authorities. The country on Wednesday also said it would target a gross domestic product increase of around 5% this year, while lowering its inflation target to 2% — the lowest in around 20 years. “China has delivered a pro-growth message here at the [National People’s Congress], in line with expectations,” said Aaron Costello, head of Asia at Cambridge Associates. What’s happening? The U.S. Census Bureau scored and ranked each state by its social vulnerability to winter weather, flooding, hurricanes, strong winds, wildfires, and earthquakes. The scores were based on factors like communication, healthcare, and internet coverage. Mississippi ranked highest with 26.02% of its population considered vulnerable, followed by New York at 25.47% and Louisiana at 24.74%. The best-protected states with the lowest scores were Utah, with 13.19%, and New Hampshire, with 15.55%. The agency released an interactive map of the data and said each score “measures the social vulnerability of a community that inhibits community resilience.” Why is this data important? Coastal states often face the brunt of natural disasters. California and other West Coast states are the hardest hit by wildfires every year, and the southeastern U.S. experiences the most hurricanes. Many of these states only received average rankings in the data because they tend to have better urban infrastructure in place for their frequent weather events. But most of the U.S. has seen an uptick in extreme storms over the last decade, due at least in part to changing weather patterns. Watch now: Giant snails invading New York City? These types of events have always existed, but scientists have reached a consensus that human-induced global heating “supercharges” extreme weather and makes natural disasters more powerful and dangerous. It’s a troubling pattern that can be tracked over time rather than a few isolated events. What can be done about extreme weather? Everyone can do their part to reduce planet-warming pollution, live a more sustainable life, and contribute to the fight against the changing climate. Start small by riding a bike or taking public transportation instead of using a gas-guzzling car, or shopping second-hand instead of buying new. For a ******* change, you can switch to energy-efficient appliances, install solar panels in your home, or upgrade your car to an electric vehicle. For better disaster recovery plans moving forward, the agency advised government officials to use the data to inform new policies and plans. “Local planners, policymakers, public health officials, and community stakeholders can use the estimates to help assess the potential resiliency of communities and plan mitigation and recovery strategies in the event of a disaster,” the U.S. Census Bureau said. The billionaire investor is known for his activist positions and even took on the Argentinian government for 15 years until it made debt payments on government bonds, resulting in billions for Singer’s fund Elliott Investment Management. Singer, who’s reportedly worth $6.2 billion, according to Forbes, founded Elliott in 1977 and has grown it to $65 billion in assets under management. Now, the 80-year-old is raising the red flag on the broader market and some of the high-flying artificial intelligence (AI) stocks that have fueled the bull run such as Nvidia (NASDAQ: NVDA). Instead, Elliott has tripled its position in a stock that Wall Street thinks can soar 115% from current levels (as of Feb. 27). In the fourth quarter of 2024, Elliott Investment Management purchased 1.45 million shares worth of put options in the AI king Nvidia. Put options are a bet that a stock will go down. The positioning somewhat aligns with recent comments made by Singer in a rare public interview: “This AI is way over its skis in terms of practical value being brought to users…There are uses, and there will be additional uses, but it’s way exaggerated.” Singer also opined that the stock markets “are just about as risky as I have ever seen,” citing increasing leverage and risk-taking including among various governments, which implemented negative interest rate and zero interest rate policies for years. Singer certainly isn’t alone in citing risks in AI and the broader market, as both have more or less become battleground areas for stocks. It still appears that the majority of investors, pundits, and analysts are bullish, but more negative sentiment is piling up as some investors appear to be simply waiting for the other shoe to drop. Nvidia recently reported strong earnings and forward guidance ahead of analyst expectations, but it failed to impress investors, as it can be difficult to impress when the market expects it regularly. There are also broader concerns looming over the AI space including the Trump administration’s potential export controls over chips and the emergence of China’s DeepSeek. DeepSeek, in particular, has raised questions over whether large tech companies need to spend tens of billions on capital expenditures or even use next-generation chips to create AI solutions. While betting against AI, Singer appears to have embraced crypto and Bitcoin (CRYPTO: BTC), the world’s largest cryptocurrency. In the fourth quarter, Elliott Management tripled its investment in the Bitcoin treasury company Strategy (NASDAQ: MSTR), increasing its stake from 5 million to 15 million shares. Founded by Michael Saylor, Strategy (formerly MicroStrategy) uses the capital markets to purchase massive amounts of Bitcoin, and now owns roughly 2% of all outstanding Bitcoin. Story Continues Interestingly, Singer also commented on crypto and how the Trump administration has embraced the sector: Countries around the world aren’t happy with the privilege that the U.S. government asserts as the reserve country in the world. They’d like alternatives. The dollar sits there, astride the world with all the abuses of that astride-ness. And the U.S., itself, is conjuring or supporting an alternative to the dollar? It makes my head spin. Still, a popular trade in the fourth quarter was to bet on crypto before the election. If Elliott purchased Strategy prior to the election and then sold not too long after, the fund likely did quite well — Strategy has given back most of its gains since then. Singer isn’t the only one bullish on the company. Of the 11 Wall Street analysts who have issued research reports on Strategy over the last three months, all recommend buying the stock with an average price target that implies roughly 115% upside from current levels (as of Feb. 27), according to TipRanks. Earlier this month, analysts at KBW initiated coverage on Strategy with an outperform rating, saying investors are drawn to the levered Bitcoin play, which will benefit from continued value-adding Bitcoin purchases, fueled by “highly demanded security issuances and a valuation that exceeds net asset value.” Remember, Strategy’s levered approach means investors will reap more gains when Bitcoin rises and also likely take heavier losses to the downside when Bitcoin struggles.
