‘Frightened’ paramedics commended for ‘phenomenal’ response during Westfield Bondi Junction rampage
The first paramedic who entered Westfield Bondi Junction after the fatal rampage, knowing a second offender may have been inside, broke down on the stand in an emotional morning of evidence at an inquest.
Six people were killed and 10 others were injured by killer Joel Cauchi in the attack at Westfield Bondi Junction on April 13, 2024.
Dawn Singleton, Yixuan Cheng, Faraz Ahmed Tahir, Ashlee Good, ***** Young and Pikria Darchia died in the incident.
Inspector Brett Simpson, who was the forward commander and first responding paramedic on the day of the fatal attack, broke down in tears while sitting in court on Friday morning,
“My deepest condolences to you and your families from me. I’d also like to note that a number of my staff and team that were on the day haven’t been called to give evidence expressed that I pass on their condolences to you as well. I’m sorry for your losses,” he said through tears.

He said he was told there was a slim chance there was a second offender when he arrived on scene about 3.42pm, but decided to go in anyway because he needed to get to the critically ill patients inside.
“I did that because based on the probability of the police officer saying he was fairly confident there was only one offender at that point and that he had been shot, and on the condition of the patients inside,” he said.
“(On the) balances of safety and for the patients, I decided to go in.”
However at 4.01pm he heard there may have been a second offender through a police broadcast.
“I started to panic because I thought that I put my staff in quite significant danger,” he said, tearing up.“A lot of them are my friends, so that was a very difficult moment.”
Of course, there was only one offender, which was later confirmed.

Paramedics ‘phenomenal’ actions
He thanked paramedics for their “phenomenal” actions on the day in an emotional address.
“They were frightened, we were all frightened, but they did not hesitate, they did not question my orders … my directives, they knew that what they were going into was a very serious incident,” he said.
“Not one of them hesitated, not one of them flinched.”
He said those working in dispatch “didn’t skip a beat” while co-ordinating and responding.
He thanked his senior managers for their support over the last 12 months.
“My discomfort is quite minimal compared to people who lost family and loved ones on that day, but it has not been an easy 12 months,” he said.
The court was told some of the paramedics who attended on the day were so committed to their patients they had trouble moving on, which Inspc. Simpson agreed with.
It is not suggested they did not adequately perform their duties.
Inspc. Simpson agreed a 10-second triage, which allows for the quick triage of patients, would be beneficial.
The court was told about the system using the term “category silver” rather than deceased for first responders on scene.
“I wouldn’t say that it was a problem, it was definitely a factor in that our crews are very well trained but in a situation like that when their bandwidth is completely and wholly exceeded by the environment they’re in, some of them potentially may not have felt comfortable in making that declaration (of deceased),” Inspc. Simpson said.
“That’s a role that I ended up performing … it was apparent to me that based on their injuries and what I saw of them that was in fact the case and being able to take that burden off of those crews …(so they could) conserve some of their supplies and move on and treat other patients.”

Family of Faraz thank paramedic
At about 4.28pm the area was officially declared a hot zone and all crews were directed out of the centre.
However, it has been made clear on several occasions that this did not have any affect on any patient outcomes, and all patients had been taken out of the centre by then.
“By that stage I was very confident given the discussions I’d had with police locally within the centre, and the fact that there seemed to be no more calls coming through, and no more reports or police physically approaching us saying ‘I’ve got this person’,” Inspc. Simpson said.
“I was very confident … that we had collected everyone.”
A lawyer speaking on behalf of security guard Faraz Tahir’s family thanked Inspc. Simpson for his courage.
“On behalf of the family of Faraz Tahir, thank you for treating him, thank you for treating every person you did on this day, thank you for your courage shown on this day, and every day,” he said.
“Thank you to every one of the ambulance officers who attended … Thank you to every ambulance officer that you have referred to.”
More to come …

President Trump fires Librarian of Congress Carla Hayden
President Trump fires Librarian of Congress Carla Hayden
WASHINGTON (AP) — President Donald Trump abruptly fired Librarian of Congress Carla Hayden on Thursday as the White House continues to purge the federal government of those perceived to oppose the president and his agenda.
Hayden was notified in an email late Thursday from the White House’s Presidential Personnel Office, according to an email obtained by The Associated Press. Confirmed by the Senate to the job in 2016, Hayden was the first woman and the first African American to be librarian of Congress.
“Carla,” the email began. “On behalf of President Donald J. Trump, I am writing to inform you that your position as the Librarian of Congress is terminated effective immediately. Thank you for your service.” A spokesperson for the Library of Congress confirmed that the White House told Hayden she was dismissed.
Hayden, whose 10-year term was set to expire next year, had come under backlash from a conservative advocacy group that accused her and other library leaders of promoting children’s books with “radical” content and literary material authored by Trump opponents.
“The current #LibrarianOfCongress Carla Hayden is woke, anti-Trump, and promotes trans-ing kids,” the group, American Accountability Foundation, said on its X account earlier Thursday, just hours before the firing was made public. “It’s time to get her OUT and hire a new guy for the job!”
The unexpected move infuriated congressional Democrats, who initially disclosed the firing.
Connecticut Rep. Rosa DeLauro, the top Democrat on the House Appropriations Committee, said Hayden was “callously fired” by Trump and demanded an explanation from the administration as to why she was dismissed.
House ********* Leader Hakeem Jeffries, D-N.Y., applauded Hayden as “an accomplished, principled and distinguished Librarian of Congress.”
“Donald Trump’s unjust decision to fire Dr. Hayden in an email sent by a random political hack is a disgrace and the latest in his ongoing effort to ban books, whitewash American history and turn back the clock,” Jeffries said. “The Library of Congress is the People’s Library. There will be accountability for this unprecedented assault on the American way of life sooner rather than later.”
At a gala Wednesday, Secretary of State Marco Rubio joked that he has assumed three other positions in the Trump administration as national security adviser, acting archivist and acting director of the U.S. Agency for International Development. During his remarks at the Congressional Hispanic Leadership Institute event, he said leading the Library of Congress “would be a good job,” then paused and jokingly proposed Florida Rep. Mario Diaz-Balart for the position.
“You know what would be good? Library of Congress. That would be a good job,” Rubio said. “Acting librarian Mario Diaz-Balart. Do you want it?”

New Pope Leo XIV slammed JD Vance and now the internet can’t stop mocking him
JD Vance has been made fun of in a myriad of hilarious ways, from people accusing him of having ******* with a sectional to people pointing out that he was acting like a weird robot during the presidential campaign, to him being blamed for Pope Francis’ death. But now the vice president is being dunked on because the new pope was chosen, and it seems like he might hate Vance as much as Democrats do.
Pope Leo XIV, perviously known as American Cardinal Robert Prevost, has been an outspoken critic of the way Vance tried to use Catholic teachers to justify the Trump administration’s draconian immigration policy, writing on social media, “JD Vance is wrong: Jesus doesn’t ask us to rank our love for others,” USA Today reports.
Pope Leo XIV also posted his approval of a public letter Pope Francis wrote, giving Vance, who only converted to Catholicism in 2019, a lesson on theology. This means that two popes in a row have thought that Vance needs to do better as a Catholic.
This has predictably led to the internet tearing Vance to shreds. ”This new Pope had me at ‘JD Vance is wrong,’” one person wrote on X (formerly Twitter). Another person joked, “jd vance killed pope francis only for the new pope to hate him even more,” while someone else posted, ”good news everyone, the new pope still hates jd vance.”

How good is Trump’s deal for America?
How good is Trump’s deal for America?
When President Donald Trump unveiled sweeping taxes on imports from around the world last month, he said the measures aimed to right America’s trade relationships.
In his new pact with the ***, we got a glimpse of the kind of agreements he might seek to negotiate across the globe.
Both the US and *** have so far offered limited details about the new trade deal, which both say is still being worked out in the weeks ahead.
But anyone hoping the White House will either significantly roll back its tariffs – or win major concessions abroad – seem bound for disappointment.
Under the outline presented on Thursday, the 10% import tax that Trump announced last month on most *** goods will remain intact.
Otherwise, the plans mostly amounted to the White House agreeing to walk back some of the import taxes it has unveiled on strategic sectors, such as cars and steel.
In exchange, the White House said it had won changes – which were unspecified – that would expand opportunities for sales of American beef, ethanol and other agricultural products in the ***.
“The actual substantive items that they negotiated are pretty narrow,” said Stan Veuger, a senior fellow in economic policy studies at the American Enterprise Institute. “In some sense you could say they basically took the status quo, made marginal changes and called it a deal.”
The Trump administration, which has seen markets panic at its tariff announcements, was eager to sell the announcement as significant, describing it as a “breakthrough”.
In the ***, Sir Keir Starmer, who also has incentive to want to be seen as a solid negotiator, called it “historic”, while noting there was more work to be done.
Steelmakers and car firms in the *** did express relief, saying the tariff rollback would help save jobs.
But it was hardly missed on anyone that despite progress, goods from the *** are still facing higher tariffs than they were a few weeks ago.
In the US, most analysts agreed that substantive benefits would be limited, despite the two sides discussing trade on and off for nearly a decade.
Mr Veuger noted that Trump in his first term was similarly willing to declare victory on deals with China, Mexico and Canada that experts likewise said would have narrow impact.
“I think for Trump the goal really is to have a deal and it doesn’t really matter what it looks like in the substance, ” he said. “It tells me it’s not that hard to get to a deal but it also tells me there’s not that much room to make changes.”
Thursday’s announcements drew an unusually sharp rebuke from American carmakers, which noted that the plans made ***-cars less expensive to import than many of the models made by their companies, which have operations in Mexico and Canada.
Other analysts pounced on the irony of the president dismissing concerns that tariffs are driving up prices for dolls while he agrees to lower imports on cars for the ultra-wealthy like Rolls-Royces and Bentleys, which are *** companies.
The National Cattlemen’s Beef Association said it welcomed the deal but other groups representing farmers, a key part of Trump’s political base, were notably muted.
The American Farm Bureau Federation called it an “important first step”, while noting “more work is needed”.
“This is a good deal for American farmers … but it is at the end of the day a fairly narrowly-focused framework,” said Lewis Lukens, former acting US Ambassador to the *** and deputy chief of mission to the US embassy in London during part of Trump’s first term.
“It gives Trump a political victory with not too much really to show behind it.”
Republicans, traditionally a free-trade party, were quick to celebrate the achievement.
Rep Adrian Smith, a Republican from Nebraska, who chairs a subcommittee on trade, told the BBC he was “pleased” over the initial trade pact.
“This is a significant step toward eliminating barriers to American products in foreign markets and friendshoring supply chains,” he said, commending the administration for the swift negotiations, though noting he was happy to see details of the deal were still being negotiated “to address additional concerns”.
In a note to clients after the press conference, Paul Ashworth, chief North America economist at Capital Economics, said the announcement indicated “rising desperation” in the White House to ease its tariffs before they caused significant economic damage.
Those economic risks are coming not from the ***, but America’s relationship with China, which sent more than $400bn worth of goods to the US last year, more than six times that of the ***.
Trump has hiked import taxes on ******** products to at least 145%, prompting Beijing to retaliate with its own duties on American goods.
Trade traffic between the two countries has dropped precipitously since last month, raising fears that the tariffs will lead not only to price rises, as had been widely predicted, but shortages as well.
The two sides are set to have their first talks this weekend, but what will come out of them remain unclear.
Meanwhile, the clock is ticking on a 90-day pause that Trump placed on some of the highest tariffs he had announced last month on partners such as the European Union, Vietnam and Cambodia.
Earlier this week, Trump appeared testy when asked by reporters about his trade negotiations.
“Everyone says, ‘When, when, when are you going to sign deals?'” he said. “I wish they’d … stop asking.”
But it seems unlikely that this announcement with the *** will be the one to get the critics off his back.

Trump Names Fox News’ Jeanine Pirro Acting US Attorney General
Trump Names Fox News’ Jeanine Pirro Acting US Attorney General
President Donald Trump named Fox News host Jeanine Pirro acting U.S. attorney general for Washington, D.C. on Thursday, continuing the dizzying revolving door between the conservative cable-news network and the Trump administration.
In an afternoon Truth Social post, the president said, “Jeanine is incredibly well qualified for this position, and is considered one of the Top District Attorneys in the History of the State of New York. She is in a class by herself.”
Pirro was previously a judge and later district attorney in Westchester County, New York. She later joined Fox News in 2006. Until being tapped by Trump for the acting U.S. attorney general gig she has served as one of the co-hosts of “The Five” – one of the highest-rated programs on cable news, a distinction that Trump noted in making the announcement.
Trump chose Pirro after his first choice, Ed Martin, lacked the support to make it out of Judiciary Committee from a key Republican senator. Martin’s nomination had faced multiple controversies, including several revisions of his disclosures to Congress regarding past appearances on Russian state media, and his public praise of Capitol rioter Timothy Hale-Cusanelli, an alleged Nazi sympathizer.
After announcing Pirro, Trump stated on his Truth Social account that Martin would join the Department of Justice in another capacity as Associate Deputy Attorney General and pardon attorney.
Pirro, a longtime friend of Trump’s and outspoken supporter, had previously annd successfully lobbied the president during his first term to pardon her ex-husband, Albert Pirro, over a more than two-decade-old conviction on 34 counts of conspiracy and tax evasion.
In leaping from TV to the Trump administration, Pirro joins a long list of Fox News talent, contributors and alumni — totaling 21 in all — including Defense Secretary Pete Hegseth, Secretary of Transportation Sean Duffy and FBI deputy director Dan Bongino.
Several of those appointments have come under intense criticism, none more so than Hegseth, who has been under siege since news broke of the Signalgate scandal and subsequent revelations about the way that he has treated sensitive information, such as including his wife and brother on the channel.
Fox News’ Bret Baier announced Pirro’s exit on air, saying, “We obviously wish her well.” Fox said that the network will feature rotating hosts in Pirro’s place on “The Five” until a permanent replacement is named.

Failed Soviet probe will soon ****** to Earth – and we don’t know where
A model of Kosmos 482, which was originally set to go to Venus
Wikimedia Commons
More than 50 years after its launch, a Soviet spacecraft called Kosmos 482 is about to come crashing back to Earth. It was originally intended to land on the surface of Venus, but it started to fall apart in low Earth orbit and never made it beyond there. After decades of circling our planet in an oval-shaped orbit, it’s finally about to hurtle back to the ground.
Kosmos 482 launched in 1972, but because of secrecy during the cold war *******, little is known about its structure or its exact mission. We only know it was headed for Venus because of other Soviet missions that were focused on our neighbouring world at the time and because the spacecraft appeared to attempt to launch on a trajectory there before it went to pieces. It isn’t clear what exactly caused the spacecraft failure, but three of the four fragments fell in New Zealand shortly after the launch.
The last fragment drifted into a higher orbit, with its closest point to Earth at about 210 kilometres up and its most distant about 9800 kilometres away. Over the years, particles from the very top of Earth’s atmosphere have slowed down this piece, shrinking its path around Earth, and it has finally gotten close enough to fall. It is expected to come down on 9 or 10 May.
The remaining bit of the spacecraft, its landing capsule, is estimated to be more than a metre wide with a mass of nearly 500 kilograms. Between its size and the likelihood that it was designed to survive a trip through Venus’s hot, dense atmosphere, it seems likely that it will survive its descent intact and hit the ground hard, at upwards of 200 kilometres per hour.
It is impossible to predict where exactly the last piece of Kosmos 482 will smash down. Based on its current orbit, it could hit anywhere on Earth between the latitudes of 52° north and 52° south – an area that covers everywhere from the southern tip of South America to parts of Canada and Russia. Thankfully, despite that huge swathe of possible landing spots, the probability that it will hit an inhabited area is low. “It’s an infinitesimally small number,” said Marcin Pilinski at the University of Colorado Boulder in a statement. “It will very likely land in the ocean.”
Pilinski is part of a team tracking the debris. As it continues to get closer, the possibilities for where and when it will land will narrow down. Space junk falling to Earth like this isn’t uncommon: about one orbiting object that NASA is tracking falls every day, and most either burn up in the atmosphere or hit the ocean. Kosmos 482 is just a particularly big and hardy piece of space junk.

Hughes makes hot start in hunt for third PGA title
Hughes makes hot start in hunt for third PGA title
Canada’s Mackenzie Hughes holds a slight lead at the PGA Tour’s Myrtle Beach Classic after starting out with an eight-under-par 63 in South Carolina.
Hughes finished with five birdies over his final six holes, including each of the last four on Thursday at Dunes Golf and Beach Club.
The 34-year-old credited his team for getting him on a new putting method where he isn’t overthinking his shots.
“Honestly I kind of just made the decision coming here driving down from Charlotte on Monday,” he said.
“My caddie and my mental game guy, we just kind of said, ‘Hey, look, we’re going to free it up.’ It’s kind of mentally freed me up too. Yeah, it was nice to see it pay off right away.”
Hughes played with Irishman Seamus Power, who along with American Will Chandler and Denmark’s Thorbjorn Olesen are tied one stroke behind at seven-under 64.
Power turned in a bogey-free round, highlighted by an eagle 2 at No.8. From 162 yards out, he landed his approach on the green and watched it make a beeline for the hole.
“It was a funny one. It was right between clubs,” Power said.
“With the greens being firm and that pin once you got past it, it’s just not going to stop. I just tried to lean on a 9-iron and came out perfectly. It landed right where I wanted it, and obviously it was very lucky to go in.”
Hughes has won a pair of fall events on the PGA Tour in 2016 and 2022, while Power is also hunting for his third title after wins at the 2021 Barbasol Championship and the 2022 Bermuda Championship.
Tied for fifth at six-under 65 were Andrew Putnam, New Zealand’s Ryan Fox, Argentina’s Alejandro Tosti and Cristobal Del Solar of Chile.
Defending champion Chris Gotterup opened with a four-under 67, while the only *********** in the field Aaron Baddeley had a one-over 72.
The winner of the event — held opposite a signature event at the Truist Championship this week — gets a spot in the PGA Championship if not already eligible.

Florida’s former lieutenant governor named sole finalist for university presidency
Florida’s former lieutenant governor named sole finalist for university presidency
TALLAHASSEE, Fla. (AP) — Florida’s former lieutenant governor has been named the sole finalist to become the next president of Florida International University.
The presidential search committee’s unanimous selection of former Republican state lawmaker Jeanette Nuñez is no surprise — she has been the school’s interim president since February and has the backing of Republican Gov. Ron DeSantis.
With more than 56,000 students, FIU is one of the country’s largest universities, serving a significant population of Hispanic, first-generation and low-income students.
Nuñez was appointed to the temporary position after FIU Board of Trustees Chair Roger Tovar was contacted directly by DeSantis’ office about tapping her for the job.
“I can think of no better advocate for FIU than a two-time alumni from South Florida who has the experience of having served in the Florida Legislature and her time as lieutenant governor,” Tovar said at the time.
Nuñez earned a bachelor’s and a master’s degree from the university, which two of her children also attended.
In a statement Thursday, Carlos Duart, the head of FIU’s search committee and vice chair of the board of trustees, announced Nuñez was selected after two other finalists indicated they would only stay in the running if they were named the lone candidate.
“Interim President Nuñez’s distinguished career and commitment to further cement FIU’s position as a leader in higher education in Florida and across the country make her an excellent leader for FIU at this pivotal point in our university’s journey,” Duart said.
Under DeSantis’ influence, the boards tasked with hiring presidents for the state’s public colleges and universities are increasingly choosing Republican politicians allied with his conservative agenda — a pattern that has alarmed many students and professors.
Selecting DeSantis’ second-in-command for a presidential post — which generally comes with a multiyear contract for a six-figure salary and a plush on-campus residence — is among the latest and clearest example of the governor’s impact on higher education.
Measures designed to curb the governor’s influence on university presidential searches failed to pass this legislative session.
Next week, FIU will hold campus forums with Nuñez for students, faculty and staff to ask questions. She will then go before the school’s board for a public interview. Her appointment is subject to confirmation by the state’s board of governors.

Global militaries to study India-Pakistan fighter jet battle
Global militaries to study India-Pakistan fighter jet battle
By Tim Hepher and Mike Stone
(Reuters) -A dogfight between ********-made Pakistani jets and French-made Indian Rafale fighters will be closely scrutinized by militaries seeking insights that could offer an edge in future conflicts.
A ********-made Pakistani fighter plane shot down at least two Indian military aircraft on Wednesday, two U.S. officials told Reuters, marking a potential major milestone for Beijing’s advanced fighter jet.
The aerial clash is a rare opportunity for militaries to study the performance of pilots, fighter jets and air-to-air missiles in active combat, and use that knowledge to prepare their own air forces for battle.
Experts said the live use of advanced weapons would be analyzed across the world, including in China and the United States which are both preparing for a potential conflict over Taiwan or in the wider Indo-Pacific region.
One U.S. official, speaking on condition of anonymity, told Reuters there was high confidence that Pakistan had used the ********-made J-10 aircraft to launch air-to-air missiles against Indian fighter jets.
Social media posts focused on the performance of China’s PL-15 air-to-air missile against the Meteor, a radar-guided air-to-air missile produced by European group MBDA. There has been no official confirmation these weapons were used.
“Air warfare communities in China, the U.S. and a number of European countries will be extremely interested to try and get as much ground truth as they can on tactics, techniques, procedures, what kit was used, what worked and what didn’t,” said Douglas Barrie, senior fellow for military aerospace at the International Institute for Strategic Studies.
“You have arguably China’s most capable weapon against the West’s most capable weapon, if indeed it was being carried; we don’t know that,” Barrie said.
The French and Americans would likely be hoping for similar intelligence from India, Barrie said.
“The PL-15 is a big problem. It is something that the U.S. military pays a lot of attention to,” a defense industry executive said.
Rafale manufacturer Dassault Aviation declined comment and the MBDA consortium,, could not immediately be reached for comment on a French public holiday.
SCANT DETAILS
Western analysts and industry sources said crucial details remained unclear including whether the Meteor was carried and the type and amount of training the pilots had received. Arms firms would also be anxious to separate technical performance from operational factors, analysts said.
“There will be audits of what works and what doesn’t work, but I think the other overlay is the proverbial fog of war,” said Byron Callan, a Washington-based defense expert and managing partner of Capital Alpha Partners.
U.S. arms companies are getting constant feedback about how their products are working in the war in Ukraine, he said.
“So I absolutely expect the same to be the case with India’s European suppliers, and Pakistan and China are probably sharing the same feedback. If the PL-15 is working as advertised or better than expected, the ******** would like to hear that.”
A defense industry source from a Western country operating the Meteor said an online picture of a seeker appeared to feature the component of a missile that had missed its target. There are conflicting reports on whether Pakistan has the domestic version of the PL-15 from the PLAAF, China’s air force, or the lower-range export version publicly unveiled in 2021.
Barrie, who has written extensively on the missile, said he believed that Pakistan most likely has the export version.
A Western industry source dismissed claims that the rocket-powered PL-15 had longer range than the air-breathing Meteor but acknowledged that its capability “may be greater than was thought.” The Meteor’s range has not been officially published. “At the moment it’s not possible to judge anything. We know so little,” the industry source said.
The PL-15’s range and performance have been a focus of Western interest for years. Its emergence was seen as one of many signals that China had moved well beyond reliance on Soviet-era derivative technology.
The United States is developing the AIM-260 Joint Advanced Tactical Missile via Lockheed Martin partly in response to the PL-15 and its beyond-visual-range performance – part of a broader reset of Western priorities toward China.
European nations are exploring a mid-life upgrade for Meteor, which specialist publication Janes says could involve propulsion and guidance, but analysts say progress has been slow.
U.S. President Donald Trump in March awarded Boeing the contract to build the U.S. Air Force’s most sophisticated fighter jet yet, which would likely include stealth, advanced sensors and cutting-edge engines.

Up to 1,000 transgender troops are being moved out of the military in new Pentagon order
Up to 1,000 transgender troops are being moved out of the military in new Pentagon order
WASHINGTON (AP) — The Pentagon will immediately begin moving as many as 1,000 openly identifying transgender service members out of the military and give others 30 days to self-identify under a new directive issued Thursday.
Buoyed by Tuesday’s Supreme Court decision allowing the Trump administration to enforce a ban on transgender individuals in the military, the Defense Department will begin going through medical records to identify others who haven’t come forward.
Defense Secretary Pete Hegseth, who issued the latest memo, made his views clear after the court’s decision.
“No More Trans @ DoD,” Hegseth wrote in a post on X. Earlier in the day, before the court acted, Hegseth said that his department is leaving wokeness and weakness behind.
“No more pronouns,” he told a special operations forces conference in Tampa. “No more dudes in dresses. We’re done with that s—.”
Department officials have said it’s difficult to determine exactly how many transgender service members there are, but medical records will show those who have been diagnosed with gender dysphoria, who show symptoms or are being treated.
Those troops would then be involuntarily forced out of the service. And no one with that diagnosis will be allowed to enlist. Gender dysphoria occurs when a person’s biological sex does not match up with their gender identity.
Officials have said that as of Dec. 9, 2024, there were 4,240 troops diagnosed with gender dysphoria in the active duty, National Guard and Reserve. But they acknowledge the number may be higher.
There are about 2.1 million total troops serving.
The memo released Thursday mirrors one sent out in February, but any action was stalled at that point by several lawsuits.
The Supreme Court ruled that the administration could enforce the ban on transgender people in the military, while other legal challenges proceed. The court’s three liberal justices said they would have kept the policy on hold.
Neither the justices in the majority or dissent explained their votes, which is not uncommon in emergency appeals.
When the initial Pentagon directive came out earlier this year, it gave service members 30 days to self-identify. Since then, about 1,000 have done so.
In a statement, Pentagon spokesman Sean Parnell said the 1,000 troops who already self-identified “will begin the voluntary separation process” from the military.
Under the new guidelines, active duty troops will have until June 6 to voluntarily identify themselves to the department, and troops in the National Guard and Reserve will have until July 7.
While it may be difficult to see which troops have changed their gender identity in their military records, it will be easier to determine who has gotten a gender dysphoria diagnosis because that will be part of their medical record, as will any medication they are taking.
Between 2015 and 2024, the total cost for psychotherapy, gender-affirming hormone therapy, gender-affirming surgery and other treatment for service members is about $52 million, according to a defense official, who spoke on condition of anonymity to discuss personnel issues.
Pentagon officials in an earlier memo defended the ban, saying that “the medical, surgical, and mental health constraints on individuals who have a current diagnosis or history of, or exhibit symptoms consistent with, gender dysphoria are incompatible with the high mental and physical standards necessary for military service.”
The new Pentagon policy would allow for limited exemptions.
That includes transgender personnel seeking to enlist who can prove on a case-by-case basis that they directly support warfighting activities, or if an existing service member diagnosed with gender dysphoria can prove they support a specific warfighting need, never transitioned to the gender they identify with and proves over 36 months they are stable in their biological sex “without clinically significant distress.”
If a waiver is issued, the applicant would still face a situation where only their biological sex was recognized for bathroom facilities, sleeping quarters and even in official recognition, such as being called “Sir” or “Ma’am.”

Wall Street cheered U.S.-*** trade deal, but not London
Wall Street cheered U.S.-*** trade deal, but not London

The U.K. is the first country to seal a trade deal with the U.S. Cue the jubilations. And investors certainly did, giving the three major U.S. indexes back-to-back winning sessions. Curiously, the mood across the Atlantic wasn’t as upbeat: the U.K.’s FTSE 100 closed lower following the announcement of the agreement.
To be sure, the U.K. extracted some concessions, such as a lower tariff rate on its first 100,000 vehicles exported to the U.S. and securing new discussions for U.S. President Donald Trump’s universal 25% levies on steel and aluminum imports.
That said, the deal does seem more advantageous to the U.S., at least based on the fact that a 10% tariff will remain on all U.K. imports, alongside other compromises allowed by Britain.
The U.S. already runs a trade surplus with the U.K., meaning that it exports more to the country than it imports. And a 10% tariff was what Trump slapped on the U.K. on April 2, so there was no reduction in those levies despite both countries reaching an agreement.
“What we heard today is just noise for most U.K. imports. It doesn’t affect the majority of products,” Andy Abbott, CEO of niche ocean liner company Atlantic Container Line, told CNBC’s Lori Ann LaRocco.
Based on the available details, Washington seems to have got the better end of the deal.
What you need to know today
*** takes lead: strikes a deal with U.S.U.S. President Donald Trump on Thursday laid out the outline of a trade agreement with the United Kingdom. Many specifics about the deal were not immediately clear, and nothing was signed during the Oval Office event. A White House fact sheet stated that the U.S. will keep a blanket 10% tariff on U.K. imports, which Trump said will be floor for tariffs. The impact of the deal could be limited, a freight CEO said.
Most markets rally on trade deal newsU.S. stocks climbed Thursday on news of the freshly minted U.S.-U.K. agreement. The S&P 500 added 0.58%, the Dow Jones Industrial Average gained 0.62% and the Nasdaq Composite advanced 1.07%, boosted by a broad rise in tech shares. The pan-European Stoxx 600 index rose 0.4%. The U.K.’s FTSE 100 dropped 0.32%, giving up earlier gains as the country and the U.S. announced a trade deal and its central bank cut interest rates.
Britain’s central bank lowers ratesThe Bank of England on Thursday cut interest rates to 4.25% from 4.5%. The cut had been widely expected, especially after a slowdown in price rises, with annual inflation cooling to 2.6% in March, down from 2.8% the previous month. Five of the BOE’s nine policymakers voted for the cut, with two members wanting a larger 50-basis-point reduction, and two wanting to keep rates on hold.
Coinbase misses estimates as bitcoin jumpsCoinbase shares fell nearly 3% in extended trading after it reported first-quarter revenue that failed to meet expectations. The company said consumer trading volume fell 17% from the fourth quarter. The same day, bitcoin prices rose almost 7% to above $100,000 for the first time since February, and a Standard Chartered analyst wrote a tongue-in-cheek apology that his target of $120,000 for bitcoin “may be too low.”
First American pope electedCardinal Robert Francis Prevost was elected as pope on Thursday, the first time an American has been selected as pontiff of the Roman Catholic Church. Prevost, 69, chose the papal name Leo XIV. Following the news, Trump congratulated the new pope, writing on Truth Social that Leo being the “first American Pope” is “a Great Honor for our Country.”
[PRO] Trade deal only a temporary stimulus?Even though investors cheered the U.S.-U.K. trade deal and sent stocks higher Thursday, CNBC Pro contributor Josh Brown, CEO of Ritzholtz Wealth Management, is keeping his expectations of a prolonged market rebound in check — and points out two defensive tech stocks because they behave more like consumer staples.
And finally…

Why the Bank of England governor thinks uncertainty is here to stay despite a trade deal
Bank of England Governor Andrew Bailey told CNBC on Thursday that the U.K. was heading for more economic uncertainty, despite the country being the first to strike a trade agreement with the U.S. under President Donald Trump’s controversial tariff regime.
“The tariff and trade situation has injected more uncertainty,” Bailey told CNBC in an interview. “A U.K.-U.S. trade agreement is very welcome in that sense, very welcome. But the U.K. is a very open economy.”
That means that the impact from tariffs on the U.K. economy comes not just from its own trade relationship with Washington, but also from those of the U.S. and the rest of the world, he said.
