Windrose Underground Network quest walkthrough

The Underground Network quest can be broken down into the following parts.

• Ask around on Tortuga about the Smugglers
• Talk to Long Ben in the tavern
• Talk to Marita at the smuggler's base (Smugglers Waters)
• Find Hale (Sail to location)
• Return to Marita
• Talk to Long Long Ben in the tavern
• Find and sink Marlowe's ship

Ask around on Tortuga about the Smugglers

The first task is to sail to Tortuga and follow the quest marker. You'll eventually reach a tavern that has several NPCs inside.
