This means you can't use your Combat Telemetry at all, at least for now. The good news is that

One possible explanation is that Bungie might have been a victim of its own currency bloat. The API lists multiple versions of Combat Telemetry for different iterations of Arms Week. Players seem to be receiving an outdated version of this resource from before Renegades,

, leaving guardians with nothing to do.

You can't use your Combat Telemetry regardless of how much of it you have, though you can check your actual amount by finding it in your Inventory tab. Until Bungie fixes it, you'll have zero Combat Telemetry from Ada-1's menu, and you won't be able to use this resource either. You can get Arms Week gear from the Event Shop, using a different currency from daily and weekly challenges. The latter, however, is also glitched.
