The demand for ARC Synthetic Resin has gone up in ARC Raiders post the Headwinds update, as it's one of the several items you'll need for the Trophy Display project.

The new project has five different stages to complete. Every step has four item requirements, and there are different rewards. Completing the full project will be immensely rewarding, but you'll need ARC Synthetic Resin for the journey.

Like all crafting materials, ARC Synthetic Resin doesn't have a fixed location. They can only be obtained from killing ARC enemies and then scavenging their remains. You can also find them by scavenging ARC Probes. ARC Probes don't have fixed locations, and you're not guaranteed to find one.

ARC Synthetic Resin can also be recycled into Plastic Parts, which are required in several recipes. You can also salvage them as well. Recycling them will fetch you more Plastic Parts. You can also choose to sell them (I won't recommend it unless you're short and desperate for cash).
