The 11 balloons are found in Apartment 207 of the Silent Hill 2 Remake.

First, players need to make their way through the game until they pick up the Flashlight in Apartment 202. From there, they must keep progressing until they acquire the Handgun, which is needed to complete the achievement. 

After getting the Handgun, players should grab the Apartment 212 key. Once inside Apartment 212, they can access the balcony, which connects to Apartment 210. After finishing up here, they should head down the hall to reach Apartment 207.

Inside, there are two Lying Figure enemies. These creatures can be tricky, so players are advised to ******* them two times with the Wooden Plank, and then quickly dodge their acid attacks.

Once these enemies are dealt with, players will spot a “Welcome Home” message on the wall, spelled out with balloons. There are 11 balloons in total, and players need to ****** all of them to unlock the achievement.

Ammo in the game is limited, so be careful not to miss any shots!

To do this, they need 11 Handgun bullets. If players don’t have enough ammunition, they can find extra ammo in Apartments 217, 210, and 207, as well as other previous locations in the game.

Ultimately, whether this achievement is worth 11 bullets will depend on whether the player is a trophy hunter or not.
