Jackson County man charged after getting arrested while paying taxes

KANSAS CITY, Mo. — In May of 2024, Kansas City resident Zak Nenno was arrested after trying to pay a bill at the historic Truman Courthouse in Independence, Missouri.

“I walked in the building there’s a lady standing there. I said ma’am I need to pay my personal property tax,” Nenno explained.

“Where do I do that? She says, ‘I need your I.D. What do you need my I.D. for?’”

Nenno says he was confused because he didn’t think he had to hand over identification. He was then told he was trespassing. He didn’t provide identification.

“No ma’am, I have business to attend here, and this is a public building,” he said he told the woman who asked for his I.D.

Nenno says he was trying to pay personal property taxes and was then told he needed to leave by a nearby officer.

“This is a public building you can’t trespass me, absent a ******, and I have business to attend here. He reaches out to grab me and I back up and I say sir you have no reason to talk to me. Back up and I’ll take care of my business,” he said.

Nenno then walked away and went to another window to take a seat. He said he’d wait his turn.

“I sat down, probably wasn’t two minutes, both officers come up get right up to me and say, ‘sir, you’re trespassing and creating a disturbance, you need to leave the building.’ I was like ‘no sir… the only one that created a disturbance was that officer right there.’ I said I have business to attend to. Pay my taxes. They reached down grabbed me, stood me up, put the hand cuffs on me. He said I was resisting arrest, spun me around, threw me on the concrete floor,” he shared.

He was arrested and ended up spending 12 hours behind bars.

The Jackson County Sheriff’s Office confirms to FOX4 he’s facing two charges, disorderly conduct and resisting arrest.

Nenno claims his case on those charges has been continued until October.

“I wasn’t resisting arrest,” he said.

He also shared that he contacted Internal Affairs and filed a complaint.

In the surveillance video, no audio was captured. FOX4 asked Nenno if he was using foul language, and he said he was not.

The Jackson County Sheriff’s Office says this is an active case in municipal court and the sheriff’s office is unable to provide further information until the case is adjudicated.
