Anxiety Aunt: How do we rein in an unruly resident at our lifestyle village?

Dear Aunty,

I live in a lifestyle village and we are a community of mainly friendly, neighbourly people. However, we have a problem with one resident who keeps feeding the birds and ducks at the oval that is adjacent to the village. When the rest of us walk our dogs they eat what’s left of the food and worse still, it attracts rats. Once the weather warms up the rats attract snakes. The gardening team at the village have put out rat bait but we don’t want our dogs to eat poisoned rats or be bitten by snakes. Management has requested this person refrain from feeding the birds on site and at the oval. There are enough seeds and native plants in the village and in the wildlife area to provide food for the birds but he ignored them. How do we go about stopping this behaviour?
