Najat El Agha has been inconsolable ever since. “I prepared everything for him, but he didn’t get out,” she said, overcome by emotion as relatives comforted her. “At the end, they took me and forced me to go home, but I wished I could have stayed until Diaa was released,” she added, sitting near a picture showing her son, now 50, kissing her hand during a prison visit. “I was staring at people like crazy, wondering why they were asking me to leave.” Diaa El Agha was imprisoned in 1992, aged 17, for killing an officer of the Israeli spy agency Mossad. On his family’s website a newspaper report shows a picture of an Israeli soldier holding up the pickaxe used to kill the Mossad agent. An image of Diaa, who the website said was sentenced to 99 years, is superimposed. One of 18 Palestinians detained for 30 years or more in Israeli prisons, he lost both his father and sister during his time in detention and became known as the “Dean of the Prisoners” for spending so long behind bars. RARE HOPE When Israel delayed delivering the Palestinians on Saturday it said it was seeking assurances that its hostages would be released without “humiliating ceremonies”, a reference to recent handovers by ****** that U.N. officials said went against international law because they were not respectful. ****** has made hostages appear on stage in front of crowds and sometimes speak before they were handed over. Coffins with hostage remains have also been carried through crowds. Sixty-three more captives, less than half of whom are believed to be alive, remain in Gaza and are due to be released under the three-phase ceasefire deal. SALT LAKE CITY (ABC4) — The family of Julia Reagan — a woman publicly known from billboard memorials across several states — is suing University of Utah Health claiming its staff’s negligence led to her “wrongful death.” Julia Reagan’s husband, William Reagan, is suing University of Utah hospitals seeking damages, or monetary compensation, for alleged negligence after Julia Reagan died at age 81 at the U of U Hospital. Who is Julia Reagan? Utah billboards prompt the question “The U is liable for the acts and omissions of its employees, agents and representatives, including but not limited to nurses responsible for Julia’s care after she was admitted to the hospital,” the lawsuit reads. On June 11, 2024, Julia Reagan was admitted to the hospital’s emergency department after experiencing vomiting, drowsiness, and an “altered mental status.” Medical professionals took several tests and determined she needed to be watched for “aspiration risk.” According to the lawsuit, doctors allegedly never removed the fluid from her enlarged stomach and nurses did not keep her head in an elevated position as directed. The following day, Julia Reagan experienced severe vomiting leading to brain and lung injuries, cardiac arrest, and death, the lawsuit says. Autopsy results allegedly determined the cause of death to be “sudden cardiorespiratory arrest after aspirating bilious emesis (vomit) due to small bowel obstruction from extensive abdominal adhesions.” The lawsuit claims the University of Utah Health staff breached the standards of care by failing to determine the most likely cause of her symptoms and decrease the risk of aspiration. “Despite Julia’s documented history of decreased mental alertness, repeated vomiting, distended and fluid-filled hiatal hernia and stomach, and the specific orders of aspiration precautions, Julia was not checked on sufficiently and was not kept in an elevated head position thereafter,” the lawsuit reads. The billboards popped up shortly after her death and several still remain posted along highways and busy streets today. According to the obituary, Julia Reagan had a Ph.D. from the University of Utah, was the mother of four children, and was deeply involved in several political and health organizations. The popular Model Y also ranked in the top 10, placing the two Tesla cars among the likes of Honda Civics, Toyota Corollas, and other stalwart gas burners. This study proves that while the price tags on Tesla electric vehicles haven’t always been as low as they are now, what it costs to own one after buying can’t be beat. The Model 3’s running costs clocked in at just over $5,000, about $1,400 lower than the industry average, Teslarati reported. According to the outlet, Self Financial’s calculations factored average costs for things like fuel or energy, maintenance, insurance, and fees and taxes. Gas was the biggest cost for most vehicles, which gave Tesla models an immediate advantage. The Model 3 required just $636 each year to stay charged up, while the study’s energy cost average was $2,246. The EV’s maintenance costs were also 30% less than the study’s average. The runner-up, the Hyundai Elantra, was only $43 behind the Model 3, thanks to its lower fees and taxes than Tesla’s. Plus, driving it off the lot will cost less than a Tesla. At a City Hall news conference, the mayor and Chief Financial Officer Jill Jaworski addressed their March 30 deadline to persuade the school board to make a $175 million pension payment that is blowing a hole in last year’s budget. His team’s pitch for the similarly cash-strapped school district to cover that cost — as well as the start of the upcoming Chicago Teachers Union contract — is to issue $242 million in bonds, the Tribune reported last week. Now, Johnson’s team is arguing that if the school board doesn’t follow suit, he must then ask aldermen to authorize dipping into city reserves to close the 2024 deficit. A significant drawdown of the city’s reserves could trigger another credit downgrade from the ratings agencies. S&P already placed the city on the second-lowest notch above junk status because of Johnson’s 2025 spending plan. That the mayor is now staring down the barrel of those two politically unsavory choices is a remarkable turn of events after he endeavored for months to flex his power over CPS CEO Pedro Martinez during Chicago’s final stretch of mayoral control of the Board of Education. But Johnson brushed off the insinuation that his administration could have better prepared for this outcome. “Look, I don’t know if any of the situations that I’ve been under have been ideal, right?” the mayor told reporters. “This is not just simply about responding to inconvenient circumstances. It’s about creating the ideal circumstances so that parents actually feel confident that the education that their child will get will reflect the education that children in certain parts of the city have gotten. That’s the ideal situation that we’re fighting for, and that’s why I’m mayor of this city.” Jaworski pinned blame for the city and school district’s financial predicament on CPS leadership, while acknowledging that aldermen were assured during the most recent budget cycle that the remaining deficit from 2024 would be balanced once the district got enough tax increment financing funds to pay for the pension cost. Though Johnson’s 2025 budget allocated $298 million in TIF surplus funds, CPS opted to “budget some of that for other uses,” Jaworski said. In a statement, CPS said the district can only make the pension payment with further TIF revenue from the city. “In July 2024, CPS put forward a balanced budget that was approved by the Board of Education,” the statement said. “Given our budget challenges, the district worked diligently to identify as many cost savings as possible while aiming to best support our students and staff, building on the district’s success and ongoing work of the past couple of years.” Last week, Johnson’s deputy mayor for labor relations, Bridget Early, began disseminating a plan for the school district to accept the obligation of the $175 million Municipal Employees’ Annuity and Benefit Fund, which covers non-teaching CPS personnel, by March 30. City officials clarified Tuesday that the swift turnaround is because of the city’s 90-day deadline to finish accounting for the 2024 fiscal year that ended Dec. 31. But such an amendment to the CPS budget would require two-thirds approval from the 21-member hybrid school board. The president of the board only votes in a tie, which means seven board members voting against the plan would kill it. Johnson, whose mayoral campaign was buoyed by the teachers union, currently maintains control of the board. Until 2027, the mayor gets 11 appointments while the rest are elected. Of the 10 members who won seats in November, four were endorsed by the teachers union and six were charter school-backed or independent. At least one of the elected members with CTU support has come out against taking out a loan for the district. “I think it’s damaging in the long run, and I’m not going to be voting in that capacity to do that,” Jennifer Custer, an elected school board member who won in the Far Northwest Side’s District 1, said. “In the absence of additional revenue, CPS lacks options to cover both the labor contracts and the pension payment without enacting midyear cuts to schools.” Custer said there is “potentially a strong cohort” — including appointed members — leaning against the mayor’s idea to borrow $242 million. But her colleague Jitu Brown, a union-backed elected board member who ran unopposed in the 5th District on the West Side, said the body is “examining strategies” to avoid cuts that have “historically been made on the backs of ****** and brown students.” “I’m one vote, but my position is if a loan is viable, then I’m in favor of it,” he said. One of the concerns board members are weighing is CPS leadership’s warning that green-lighting Johnson’s plan would violate the statutory requirement to present a balanced budget. CPS argues it cannot add debt and accomplish that. Johnson, for his part, contends Martinez — now in his six-month lame-duck ******* after the school board voted to fire him without cause in December — himself committed to CPS assuming the pension payment. However, at a 2024 City Council hearing cited by the mayor’s press office as proof of that stance, the CEO said the district must first get $325 million in additional TIF revenue for him to agree. After setting aside operating expenses and costs from the new Service Employees International Union Local 73 contract, CPS only has $139 million out of its current $298 million in TIF surpluses left — not enough to pay for the MEABF and CTU contract costs. Thus, district leadership as well as some board members argue the only two ways forward are finding additional revenue or making expenditure cuts. Johnson concurred with the first path on Tuesday, repeating his refrain that the city needs more “progressive revenue.” But it’s unlikely Springfield will come to his rescue before the March 30 deadline to figure out the city’s budget gap — or by the time CTU and CPS would need to agree on a contract to avert a strike. Jaworski, meanwhile, challenged CPS’ reservations on why it cannot take on more debt: “There is a manner in which they can come up with a plan of finance to do a borrowing, if that is fully necessary at the end of the day to meet their obligations to balance their budget.” Meanwhile, Johnson-appointed board President Sean Harden has hired financial advisory firm Baker Tilly to provide an outside opinion on the district’s economic challenges and risks with various funding approaches. That report, which will cost the board $35,000, has not come out yet. The $242 million in bonds floated by Johnson’s team would either be repaid with 4.37% interest in five years or 4.6% interest in 10 years. His administration projects CPS can pay the money back with freed-up revenues from expiring TIF districts. Asked Tuesday where the city’s year-end reserve balance stands, Jaworski said it’s too early to provide those figures. The last time the Johnson administration made a major dip into reserves was when he successfully sought City Council approval for an additional $70 million to pay for the migrant crisis last spring. His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) said in its report that in some cases the force did not act quickly enough or take any action to find them, or evaluate the levels of risk to the child thoroughly. The HMICFRS said although more improvements were required, the Met had “made positive progress” overall in how it handled ******* and criminal exploitation of children. The Met said the report acknowledged the “significant strides” made by the force and its work to safeguard children will continue to improve. The HMICFRS report is a follow-up to an earlier inspection of the Met’s handling of child exploitation which identified causes of concern. The 2023 report found the Met was failing children in care who go missing, was ineffective assessing the risk of ******* exploitation, used “victim-blaming language” and was slow to respond “if at all” to reports of runaways from local authority homes. The latest report has now closed those concerns after inspectors found a “renewed focus on child exploitation, its links to missing children and the language officers use”. Improvements include how the Met investigates the risk to missing children and crimes involving exploited children, making sure the child is the focus of investigations and use of innovative techniques to find children more quickly. But the inspectorate said the service still has more work to do. It described cases where the Met did not try to find missing children and there were too many missed opportunities to trace offenders involved in child exploitation. Boy went missing for eight hours In one case, the force took no action to try to find a 14-year-old boy who was a victim of criminal exploitation and had been stabbed in the past. The report said the force took no action to find him during the eight hours he was missing despite being reported to the police by his care provider, after he had missed his curfew. In another case highlighted in the report, a social worker reported a 15-year-old girl had been coerced to go to a hotel where she was given drugs and alcohol and made to carry out ******* acts on men. At the time of the inspectorate’s revisit, the force had not completed any enquiries to trace the suspects despite receiving intelligence the same people were exploiting other children. HMICFRS also found flagging and recording information about risk to children remains a problem, as well as missing opportunities to escalate concerns with safeguarding partners over children at risk and to do more to prevent children going missing. The Met said the report highlights improvements in response times, better training and increased resources to deal with vulnerable children. Cdr Kevin Southworth, the Met’s lead for public protection, said: “We are proud of the progress we have made since the last inspection, but we recognise there is always more to do. “Our commitment to safeguarding children is unwavering, and we are investing heavily in resources and training to ensure that officers at every level understand the complexities of child exploitation.” It added it had trained 11,500 officers to identify child exploitation and plans to expand its child exploitation teams as part of its Children Strategy launched last year. Last month, enhanced monitoring of the Metropolitan Police came to an end after the Met made progress on a range of fundamental concerns.
