The flare-up means that two of the region’s largest militaries are again in face-to-face conflict. The stand-off pits India, a global defence giant, against a country that may be much smaller, but is nevertheless heavily militarised and has dedicated a significant share of its resources to preparing for war. As the world’s most populous nation, India has one of the largest militaries, numbering around 1.4 million active service personnel, which include 1.2 million in the army, 60,000 in the navy and 127,000 in the air force. India also has 1.6 million-strong paramilitary forces and a reserve of 1.1 million. The country is a defence expenditure heavyweight. Its defence spend reached £58 billion ($77.4 billion) in 2024, the second-highest outlay in Asia after China. Last year, Pakistan’s defence budget was estimated to have been a 10th of that of its eastern neighbour. Pakistan has become heavily militarised to fend off Indian control, which has come at great cost to its democracy. The military exerts significant control over the civilian government, with Gen Syed Asim Munir, the head of the army, widely seen as the most powerful man in the country. While India’s military is increasingly deployed to face China, Pakistan has built up a defence posture and doctrine revolving almost entirely around India. Pakistan fields a total of around 650,000 active service personnel, including 560,000 in the army, 23,800 in the navy and 70,000 in the air force. It also has 280,000-strong paramilitary forces, according to the International Institute for Strategic Studies. In limited exchanges, such as those seen in the past 24 hours, Pakistan can punch above its weight, though analysts say that Delhi’s numerical and economic superiority could come to bear very quickly in a full-blown war. Pakistan has leaned heavily in recent years towards China for its arms, shifting away from more costly Western suppliers. India has significant quantities of equipment from Russia, but has begun buying more from France and America. On the battlefield, India is thought to have around 3,100 main battle tanks, including Arjun, T-72 and T-90 models. In a memo to employees that OpenAI published on its blog, Altman said that Simo, who joined the artificial intelligence startup’s board last year, is assuming the title of CEO of Applications. “Applications brings together a group of existing business and operational teams responsible for how our research reaches and benefits the world,” Altman wrote. He said that Simo will “focus on enabling our ‘traditional’ company functions to scale as we enter a next phase of growth.” The announcement comes two days after OpenAI said that its nonprofit would retain control of the company even as it restructures into a public benefit corporation, bowing to pressure from civic leaders and ex-employees. Founded as a research lab in 2015, OpenAI has been engulfed in a heated legal battle with Elon Musk, a co-founder who now runs AI rival xAI. Musk is trying to keep OpenAI from converting into a for-profit company as he competes in the generative AI market with his own startup, xAI. Simo, who was one of CNBC’s Changemakers in 2024, took Instacart public a year earlier, helping to break the longest tech IPO drought in three decades. More than 30 companies, including Microsoft and Google, will meet the government today to explore how technology could help monitor offenders in the community more effectively and tackle violence in prison. Lord Timpson says tagging more people instead of sending them to prison is a potential alternative punishment. But critics have questioned his previous comments about the *** being “addicted” to sentencing and punishment, and how “only a third” of inmates should be in prison. “I don’t think I’m soft on crime at all,” Lord Timpson says in the wide-ranging BBC interview. “I think I’m pretty tough in my style. In business, I’m tough but I use the evidence – and in this job I’m using the evidence.” He says he is passionate about rehabilitating offenders in prison so they don’t commit further crimes when released. However, more than 26% of adult criminals in England and Wales go on to reoffend within a year of being let out of prison. “How do we reduce re-offending? How do we deal with people’s drug addiction, mental health problems, the fact that people leave prison they don’t know where to live, people don’t have a job? That is also a really important part of my job,” he says. The former CEO of the Timpson Group, which provides key cutting and shoe repair services, is known for hiring ex-offenders and is a former chairman of the Prison Reform Trust. Lord Timpson took up his role at the Ministry of Justice in July last year, when the penal system in England and Wales was close to breaking point. Prisons were full, and months later thousands of inmates were released early as part of an emergency plan to ease overcrowding and free up space. He says prisons are still in a state of “crisis”, with fewer than 1,000 spare places and more than 88,000 people in custody in England and Wales. “We recently opened HMP Millsike,” he says, describing the new category C prison which opened in East Yorkshire in March, with capacity for up to 1,500 inmates. “We’ve got more cells opening across the country. We need to keep building prison places because the population is going up.” Last month, three prison officers were seriously injured at HMP Frankland, in Durham, after they were attacked with makeshift weapons and hot oil by one of the men responsible for the Manchester Arena bombing. Hashem Abedi was being held in a separation centre – used to house a small number of the most dangerous and extremist inmates – at the category A, maximum security jail. “What happened in Franklin is absolutely shocking,” Lord Timpson says. “The level of violence in prisons is far too high – and it is increasing. “Our prison staff did an incredible job. I don’t want them to turn up to work thinking that there’s going to be violence. I want them to turn up to work helping people turn their lives around.” However, the number of assaults on staff in prison is the highest in a decade, with 10,605 recorded in 2024. More prisons reporting by Sima Kotecha Lord Timpson refutes claims that gangs are in charge of some of Britain’s biggest jails, but acknowledges that serious organised crime is the one thing that “keeps me awake at night”. “Serious organised crime brings drugs in and creates violence and intimidation in prisons,” he says. “This has been a long-term problem in prisons, but it is even more of a problem when the capacity is as full as it is. “If we had people who went to prison who didn’t get drugs and weren’t intimidated by serious organised criminals, they’d be far more likely to engage with a sentence and get well enough so that when they leave they don’t commit further crime.” The government has commissioned an independent sentencing review to explore alternatives to prison in an attempt to ease overcrowding. The review will provide long-term solutions for the justice system and examine the use and composition of non-custodial sentences, including community alternatives to prison and the use of fines. Increased tagging will also be considered. There are three types of ankle tags currently used to monitor offenders: alcohol, GPS, and curfew tags. A new study suggests tags that monitor curfews cut reoffending by 20%. “We want them to have a one-way ticket – not a return back into prison or back into non-custodial sentences,” Lord Timpson says. “What’s really important is we embrace technology and look at the evidence – tagging can have some very important benefits.” But the use of electronic tagging to monitor offenders has been problematic. In recent months several probation staff have told the BBC offenders who should be tagged, have not been. The security company Serco has been contracted by the government to manage tagging since October 2023. “We inherited a contract with Serco and it’s been far from perfect,” Lord Timpson says. “We’re putting a lot of pressure still on them to perform, but we need to work together to make sure that people are tagged on time in the right way. Preston would have been able to accept a $1500 fine for his grade-one crusher tackle on Gold Coast’s Tino Fa’asuamaleaui had he not been charged with two grade-one offences already this season. But the second-rower’s rap sheet meant he could only accept a three-match ban with an early plea, with that suspension increased to four games when he lost his fight at the judiciary on Tuesday. A four-game ban puts the grade-one crusher tackle on a par with Fetalaiga Pauga and Justin Olam’s ugly high shots from the 2024 season that resulted in on-field send-offs. Preston’s seemingly more minor hit has left the Bulldogs without their 2023 player of the year for the next month, and a disappointed Ciraldo scratching his head. “Obviously I don’t think Jacob deserved four weeks. We went and fought that and got a fair hearing,” the coach said. “It is what it is but if you look at the things that have got four weeks in the past, I think it’s a bit unfair for Jacob to get four weeks.” It’s left Ciraldo to suggest the NRL considers tweaking its match review system. Preston’s two previous offences this season were not for crusher tackles; the first time the 23-year-old was charged for the offence in his career, he has been handed a four-game ban. That has left Ciraldo frustrated, with the coach intimating the Bulldogs had been punished for taking early guilty pleas rather than fighting Preston’s two previous charges this season. “I definitely think there could be a review into the system … especially when it’s not a repeat offence,” he said. “The first couple (of charges this season) as well, he only took the early guilty plea just to pay the cash and avoid missing a week (under) suspension. “You end up agreeing to a $1500 fine and try and move on from it, and then a couple of weeks later you’re getting a four-week suspension. I don’t think it’s ideal.” Preston has turned his attention to preparing the ladder-leading Bulldogs for a top-of-the-table away clash against Canberra this Saturday. The second-rower is also missing matches against the Sydney Roosters, Dolphins and Parramatta. Drop any of those in Preston’s absence and the Bulldogs risk giving up top spot in a tightly-run season. “(Preston) is pretty shattered, you look at some of the games that are coming up in that ******* and they’re big games, they’re really important for us as a football club,” Ciraldo said. The NRL’s best attacking side through nine rounds, the Raiders have already declared a sold-out crowd for Saturday’s game against defensive leaders Canterbury. “They play a different brand of footy to everyone else but it’s exciting. Russian flag carrier Aeroflot on Wednesday morning canceled more than 100 flights to and from Moscow. More than 140 Aeroflot flights also were delayed because of what officials described as the Ukrainian drone threat and amid heightened security measures around the Victory Day events. Russian air defenses repelled an attack by nine drones close to the Russian capital, Moscow Mayor Sergei Sobyanin said in the early hours of Wednesday. In the evening, Sobyanin reported thwarting 15 more drones targeting Moscow, as flights were restricted in Moscow’s airports once again. Though Ukrainian drones have targeted Moscow in the past, the sustained attacks appeared designed to disrupt preparations for the 80th anniversary celebrations marking victory over Nazi Germany in World War II — Russia’s biggest secular holiday of the year. The repeated assaults could unnerve Russians, who have been told by President Vladimir Putin that the more than three-year war with Ukraine is going well, as well as potentially embarrass him in front of his illustrious guests. Security is expected to be tight for Friday’s centerpiece parade. Foreign dignitaries, including China’s President Xi Jinping and Brazilian President Luiz Inácio Lula da Silva, arrived on Wednesday. Russia plans a unilateral 72-hour ceasefire to coincide with the celebrations in Moscow. In March, the United States proposed a 30-day truce in the war, which Ukraine accepted, but the Kremlin has held out for ceasefire terms more to its liking. Vice President JD Vance said Wednesday that the U.S. appreciated Ukraine’s willingness for a ceasefire, but the U.S. is trying to move beyond that. “What the Russians have said is ‘a 30-day ceasefire is not in our strategic interests.’ So we’ve tried to move beyond the obsession with the 30-day ceasefire and more on the, what would a long-term settlement look like?” he said. Vance said that the next steps are to have the Russians and Ukrainians directly negotiating. Ukrainian President Volodymyr Zelenskyy said last weekend that his country cannot provide security assurances to foreign officials planning to visit the Moscow events. Russia could stage provocations and later attempt to blame Ukraine, he said. “Our position is very simple: we cannot take responsibility for what happens on the territory of the Russian Federation,” he said. “They are the ones providing your security, and we will not be offering any guarantees.” Zelenskyy said that he had instructed Ukraine’s Foreign Ministry to advise foreign delegations against visiting Russia during this *******. Russian flight restrictions Baltic countries Estonia, Latvia and Lithuania, which border Russia and its Kaliningrad exclave, announced plans to close their airspace to the planes carrying Serbia’s and Slovakia’s leaders to Moscow this week for the celebrations out of safety concerns, officials there said. “Who could deny that in such a quite active cyber background … that somebody will not use this as a possible provocation to create problems and risks for the flight of these people through the Republic of Lithuania,” Lithuanian President Gitanas Nausėda said Wednesday. Russian Foreign Minister Sergey Lavrov, in comments to Russian state TV, called the move “a disgrace.” Flight restrictions across Russia because of Ukrainian drone threats, including temporary closures at airports in Moscow, St. Petersburg, Sochi and elsewhere, affected at least 350 flights and at least 60,000 passengers, the Russian Tour Operators Association said. Russian public holidays in early May, including the days around Victory Day, is a popular time for many Russians to go on vacation and travel abroad. Xi’s visit to Russia is his third since the Kremlin launched a full-scale invasion of Ukraine on Feb. 24, 2022. Xi last visited in Moscow in March 2023 on a trip that offered an important political boost to Putin just days after the International Criminal Court issued an arrest warrant for the Russian leader on charges of alleged involvement in abductions of thousands of children from Ukraine. He also traveled to the Russian city of Kazan in September 2024 for a summit of the BRICS bloc of developing economies. The Kremlin announced Tuesday that Putin will travel to China at the end of August and beginning of September. Since Russia’s all-out invasion of its neighbor, Moscow has drawn closer to China as Western countries have sought to isolate Putin diplomatically. Russia has become increasingly dependent economically on China because of Western sanctions. Residential buildings hit Meanwhile, Russia launched a ballistic missile and a barrage of drones at Ukraine’s capital before dawn on Wednesday, killing at least two people in apartment buildings, Ukrainian officials said. Eight people were also wounded in the attack, including four children, the Kyiv City Military Administration said in a post on Telegram. Russian planes also dropped two glide bombs on a village in Ukraine’s eastern Donetsk region, killing two women, regional administration head Vadym Filashkin said. Russia launched a total of four ballistic missiles and 142 drones at Ukraine overnight, Zelenskyy said. At least one of the ballistic missiles and 28 drones were recorded in Kyiv’s airspace, authorities said. Air defense forces shot down the missile and 11 drones. A five-story residential building in the Shevchenkivskyi district in the center of the capital was hit by drone debris, sparking a fire in several apartments where the victims were found, he said. Four people, including three children, were hospitalized, while others received treatment on site. In the Sviatoshynskyi district, a fire broke out across multiple upper-floor apartments of a nine-story building after an impact of drone debris, according to the Kyiv City Military Administration. Paul Gould, a new detectorist with the Ninth Region Metal Detecting Group, hit on a flat metal object toward the end of a long day of detecting on Jan. 8. He thought the gold band, inlaid with triangular garnets and studded with tiny beads of gold, was an Anglo-Saxon ring. But as fellow detectorist Chris Phillips searched nearby, he hit on something even more extraordinary: a decorated raven’s head. “It’s unbelievable — I’m a bit emotional,” Phillips said in a video of the discovery posted to his YouTube channel. The raven’s head, also believed to be Anglo-Saxon and date to the seventh century, included a stunning garnet eye and tiny gold spheres outlining the garnet-flecked “feathers.” Phillips estimated it weighed about 2 ounces (57 grams). After discovering the two gold objects, the group contacted the landowner and the local finds liaison officer, who is part of the U.K.’s Portable Antiquities Scheme. The program encourages members of the public to report the discovery of archaeological objects to enhance the understanding of England’s history. According to the U.K.’s Treasure Act, artifacts crafted from precious metals that are at least 300 years old can qualify as treasure. As a part of the “treasure process,” the objects are being cleaned by experts at the British Museum, where Phillips and Gould went to visit their finds earlier this year, documenting the journey in another video. Initial cleaning revealed the right side of the raven’s head, which is missing a garnet eye, as well as incised nostrils on its beak. Phillips noted that, with the dirt removed from the inside of the raven’s head, small pins could be seen. Those may have attached the decorative head to a drinking *****, he thinks, similar to an example found in the Anglo-Saxon ship burial at Sutton Hoo. We look forward to proving his innocence through the evidence and not thru the media. It is a shame to miss more footy but I’m definitely on the way back now.” King, who sat out his first year at St Kilda in 2019 with a knee injury, kicked a career-best 52 goals in 2022. But he was restricted to just 11 games the following season and 12 last year as a series of injury setbacks took their toll. King’s most recent appearance was in a loss to Port Adelaide in June last year. “It’s tough at times,” he said. “I love playing footy and love playing for St Kilda. “When you’re a footballer who’s not playing football, it’s not very fun. “But I’ve got amazing people around me, the club’s been so supportive and I feel like I’m in a good space with everything. “It’s easier when there’s a bit of light at the end of the tunnel now and I feel like I’m working towards something.” King spoke to media at the launch of Spud’s Ride, a 24-hour cycling relay around the MCG in honour of late St Kilda champion Danny Frawley. The now-closed site was credited for boosting the Cave Junction area’s economy by offering overnight stays and dining options to guests. “The National Historic Landmark Chateau exemplifies rustic ‘Parkitecture’ by integrating architecture with nature using local wood and stone, featuring unique elements including a dining room with a stream running through it and many original furnishings, including the most extensive public collection of historic Monterey furniture in the United States,” the National Trust added. However, the National Park Service shut down the hotel for a rehabilitation project in 2018 and has yet to reopen it. Although the federal agency has reported the site is still being renovated to meet modern safety and accessibility standards, the National Trust says the lengthy closure could further harm the site and the surrounding community. “The ongoing closure of the Chateau is significantly impacting the local economy and the region, and the community is concerned that a prolonged closure could leave the Chateau vulnerable to weather damage and deterioration,” the organization said. But Dr. Peter Attia, a physician and longevity influencer, doesn’t believe it has to be that way. Our later years, he argues, are something we can start training for now. At the New York Times Well Festival on Wednesday, Dr. Attia said that the way to increase your odds of enjoying that decade as much as possible was “to be very deliberate about how you would prepare for it.” Dr. Attia said he talked with his patients about training for “a centenarian decathlon.” The idea is to make a list of the 10 most important — and most difficult — physical activities or movements you want to be able to do in the last decade of life. For him, these include being able to walk easily, drive a racecar (Dr. Attia is an avid Formula 1 fan) and sit on the floor to play with children without needing help getting back up. For many of his patients, he said, sex, dancing, and living independently are often high on the list. “To be able to dance is actually a very complicated physical and cognitive task as you age,” Dr. Attia said. Depending on where they are starting out, he said, people in their 40s might need to do certain types of training now — jumping exercises, for example, or balance-building activities — to be able to still dance in their 80s. Many widely recommended health habits, such as exercising often, eating well, getting enough sleep and managing your emotional health, can help people achieve their decathlon goals and enjoy their last decade. But it can be difficult to do all of that in a busy life, he acknowledged. To prioritize the activities that will deliver the greatest benefit, he said, “take stock of how you’re doing on each of those things.” A person who is sleeping only five hours a night is likely to get the greatest benefit from increasing that to seven hours a night. Going from no exercise to 90 minutes per week, he added, could significantly reduce a person’s risk of death. “There are very few things you can point to that will have that much of an effect,” he said. “Whereas if somebody is exercising seven hours a week, going to nine hours a week is very marginal in its gain.” Dr. Attia emphasized the benefits of strength or resistance training with heavy weights, which he said were just as important as cardiovascular or aerobic exercise. He highlighted its importance for women in particular. Women’s bodies produce less estrogen with age, which leaves them more susceptible to osteoporosis, injury and ultimately, death. Not only can this kind of training reduce your risk of death later in life, he said, but it can also improve your quality of life. “I mean, have you ever met a person at the end of their life that said, ‘God, I wish I had less muscle, I just wish I wasn’t so strong’?” Dr. Attia asked. “It makes an enormous difference,” he added.
