He has said they should be given the death penalty “for their heinous acts.” On the first day of his second term, he signed an executive order listing cartels as “terrorist organizations.” But many public health and addiction experts fear that his budget proposals and other actions effectively punish people who use drugs and struggle with addiction. The Trump administration has vowed to reduce overdose deaths, one of the country’s deadliest public health crises, by emphasizing law enforcement, border patrols and tariffs against China and Mexico to keep out fentanyl and other dangerous drugs. But it is also seeking huge cuts to programs that reduce drug demand. The budget it submitted to Congress this month seeks to eliminate more than a billion dollars for national and regional treatment and prevention services. The primary federal agency addressing drug use, the Substance Abuse and Mental Health Services Administration, has so far lost about half its workers to layoffs under the Trump administration and is slated to be collapsed into the new Administration for a Healthy America, whose purview will reach far beyond mental illness and drug use. And if reductions to Medicaid being discussed by Republicans in Congress are realized, millions of Americans will be unable to continue, much less start treatment. The White House did not respond to requests for comment. The budget itself says that ending drug trafficking “starts with secure borders and a commitment to law and order” and that it is cutting addiction services deemed duplicative or “too small to have a national impact.” Those cuts are agonizing, public health experts say, because they come just as the country is making sustained progress in lowering the number of fentanyl deaths. Many interventions may be contributing to that progress, including greater availability of the overdose reversal spray naloxone; more treatment beds, sober housing and peer counseling; and declines in the strength and quantity of the illicit drug supply, they say. But studies so far have not demonstrated convincingly which of those factors merit greater focus and investment. “It would be a tragedy if we defund these programs without fully understanding what’s working and then our overdose rate starts to climb again,” said Dr. Matthew Christiansen, an addiction medicine physician in Huntington, W.Va., a city once labeled ground zero for the opioid crisis. A letter signed by more than 320 behavioral medicine academic experts, sent Monday to congressional leaders, decried the cuts, including those to “community-based naloxone distribution, peer outreach programs, drug-use-related infectious disease prevention programs and drug test strip programs.” The president’s budget calls for ending grants for “harm reduction,” a strategy to prevent disease transmission and keep drug users alive that has become largely accepted by mainstream addiction treatment providers. The budget derides federal financial support for “dangerous activities billed as ‘harm reduction,’ which included funding ‘safe smoking kits and supplies’ and ‘syringes’ for drug users.” That language is a callback to false reports in 2022 that a $30 million federal harm reduction grant could be used to purchase pipes for smoking crack and meth. In fact, a small portion of that grant, designated for “safer smoking kits,” was for supplies like alcohol swabs and lip balm. The grant also supported programs in states that permit sterile syringe exchanges, effective in reducing hepatitis C and H.I.V. infection rates. “You can’t just tell people to stop using drugs with a snap of the fingers,” said Dr. Christiansen, a former director of West Virginia’s drug control policy. “These are tools to reduce the harm of opioids while also helping them be successful long-term.” According to the federal agency’s annual survey of substance use, in 2023, 27.2 million Americans ages 12 or older had a drug use disorder, 28.9 million had alcohol use disorder, and 7.5 million had both. The budget does leave intact block grants for states to combat addiction and mental illness. But without the agency’s additional grants, hands-on training and monitoring, in addition to possible Medicaid reductions, states will not be able to afford the many medical and social services required to prevent and treat addiction, Dr. Christiansen said. David Herzberg, a professor of drug policy and history at the University at Buffalo, said that Mr. Trump’s almost single-minded linking of the nation’s drug problems with border issues harks back to late 19th-century America, when the government associated opium dens with ******** immigrants. Fearing the incursion of ******** workers and inflamed by press reports of ******** men using opium to lure young white women into prostitution, Congress severely restricted ******** immigration. Then as now, Mr. Herzberg said, political conservatives found that targeting foreign drug suppliers was a muscular means of advancing broader agendas. In contrast with highly publicized drug seizures, people who chronically use drugs have become afterthoughts, usually visible only as street irritants, their addiction perceived to be the result of their own choices, he said. Pakistan said the targets were all civilian and denies Indian accusations that it was behind the Kashmir attack. Pakistan’s military said on Tuesday the dead in the attacks comprised 40 civilians and 11 of its armed forces. India has said at least five military personnel and 16 civilians died. It was the worst fighting between the two nations in nearly three decades and they agreed to a ceasefire on Saturday, following diplomacy and pressure from the United States. The Pakistani foreign ministry said Islamabad categorically rejects the “provocative and inflammatory assertions” made by Modi on Monday. “At a time when international efforts are being made for regional peace and stability, this statement represents a dangerous escalation,” it said in a statement. “Pakistan remains committed to the recent ceasefire understanding and taking necessary steps towards de-escalation and regional stability,” it said, adding that any future aggression will also be met with full resolve. India said late on Tuesday it had declared an official working at the Pakistani High Commission in New Delhi persona non grata “for indulging in activities not in keeping with his official status in India”. Pakistan also declared a staff member at the Indian High Commission in Islamabad persona non grata “for engaging in activities incompatible with his privileged status”. In both cases, the individuals were told to leave the country within 24 hours. Both countries have already reduced the strength of their embassies after relations nosedived following the April 22 Kashmir attack. Hindu-majority India and ******* Pakistan each rule part of the Himalayan region of Kashmir, but both claim it in full. So when he arrives in Marvel Rivals during the mid-season update as a Strategist, it’s only fitting that he avoids becoming just another healing bot with a shiny ultimate. Because let’s face it: in a game with a wide variety of heroes, the Strategist role has one thing in dangerously short supply: variety in ultimate. With the rogue AI on the way, it’s time to chop off that tired formula, just like he did that guy’s arm. Ultron needs to shake things up in Marvel Rivals‘ strategist class Ultron’s arrival follows the high-heeled footsteps of Emma Frost, whose debut as a Vanguard at the start of Season 2 completely shifted how people approached that role. She was bold, stylish, powerful, and even the meta bent around her (just like players). He won’t bring the hot legs or diamond skin, but he can bring something just as impactful: a unique and game-changing ultimate. Strategists in Marvel Rivals are supposed to be a blend of brains and clutch plays. You know, the silent heroes. Instead, they’ve all been relegated to being walking hospitals. Mantis, Rocket, Sue, Luna, they all essentially hit a button, and here comes your heals and invincibility. There’s no real variation. The animations change, sure. The impact? Not so much. The community knows it too. Strategist mains have been vocal, frustrated that their ultimate lack identity. It feels like every new Strategist is just a remix of the last. Ultron, with his rumored drone-based kit and possible synergy with Iron Man, has the perfect opportunity to end this loop finally. From player count concerns to strategist mains threatening to go on strike (yes, that’s been a thing), the game is teetering between a bright future and burnout. NetEase has promised changes in Season 3, like shorter seasons and more frequent hero releases, but that’s all down the road. What they need right now is a win, and that win could come from making Ultron’s ultimate actually innovative. Not just another mega-heal that turns the whole team immortal for six seconds. Instead, something unique and different that makes people think, “Whoa, maybe I’ll give Strategist a try.” A unique ultimate could inject life into the Strategist role and ripple through the game unexpectedly. It could bring back disillusioned mains, attract players from other roles, and prove that NetEase is listening. It’s not just about making one hero cool, it’s about sending a message: we’re evolving. Because in a live-service game, evolution is everything. If you don’t evolve with the players, you get left behind. And with the speed at which players’ minds change, it is hard to catch up. So, enough with the samey-samey ultimate abilities. It’s time to show with Ultron why he was built to evolve past his creator, and in the game, he should do the same with his Strategist role. The Ottawa-based mom was in her early 40s when she began noticing the first signs of amyotrophic lateral sclerosis (ALS). The now 44-year-old was experiencing “weird muscle cramps” that would occur seemingly out of nowhere. “It’s normal to get cramps in your feet, and I had those too, so I didn’t think much of it,” she said in an interview with Yahoo Canada. “But then I’d be brushing my hair and my hand would seize up, clamping around the brush so tightly I had to pry my fingers loose.” The cramping worsened over time to the point that she recalled not being able to lift her head from her pillow. Still, it would be two years before Thompson felt they were serious enough to see a doctor. (Image via Stephanie Thompson) In September 2023, two years after she first began noticing symptoms, the cramps had progressed to the point where Thompson needed to brace herself to stand up. Her doctor referred her to a specialist for an Electromyography (EMG), a procedure that measures muscle and nerve function. “My first EMG and physical exam showed weakness, but I didn’t get the results then,” Thompson said. Thompson was referred to a neurologist in December 2023 for more tests and a second EMG; a month later, she received an MRI. February brought more tests and another EMG. Five months after she visited her doctor for her symptoms she received the devastating diagnosis: she had ALS. “I went to a very dark place where I couldn’t function…,” she said. “You think about your life, even just the day before the diagnosis, and you start grieving the future you thought you’d have. It’s like, that’s not going to happen now.” Despite the heartbreak of learning she has ALS, Thompson acknowledged that she received her diagnosis relatively quickly. Dr. Lorne Zinman, head of Sunnybrook Hospital’s ALS Clinic in Toronto agreed. Most family doctors will encounter only one or two ALS cases in their entire career Dr. Lorne Zinman “In Canada, it typically takes patients one and a half to two years from their first symptom to receive a diagnosis,” he explained in a separate interview with Yahoo Canada. One reason for the delayed diagnosis is that ALS has no “diagnostic biomarkers” and a diagnosis is made “ruling out every other possibility. Adding to the challenge is the disease’s rarity. ALS affects only two to three people per 100,000 annually, and there’s a lack of awareness among general practitioners. “Most family doctors will encounter only one or two ALS cases in their entire career,” says Zinman. “Stroke, by comparison, is far more common.” ALS, also known as Lou Gehrig’s disease, is a progressive neurodegenerative disorder. It destroys the nerve cells that control muscles, severely impairing speech, swallowing, movement, and eventually breathing. Unfortunately, today, there is no cure. Approximately 3,000 people in Canada are diagnosed with ALS each year; one thousand Canadians die annually from the disease. The life expectancy for people with ALS varies, however Health Canada reports that 80 per cent of people die two to five years after their diagnosis. “For reasons we don’t fully understand, yet, the nerves controlling muscles begin to degenerate,” said Zinman. “In most patients, the disease starts in one region of the body. If it begins with speech or swallowing, it’s called bulbar-onset ALS; if it starts in the arms or legs, it’s known as spinal-onset ALS.” The ‘bankruptcy disease’ Living with ALS comes with a huge financial burden, something that Thompson and her fiancé Devin Duquette, have learned first-hand. They purchased a home in July 2023, seven months before Thompson received her diagnosis. “Unfortunately, we did not get insurance on the mortgage. That was a financial hit for us because we have to maintain that mortgage throughout this process,” explained Thompson. In addition, the new home required upgrades such as the chair lift to help keep her as mobile as possible. Stephanie’s fiancée, Devin, has taken on the role caregiver following her ALS diagnosis. Although the job wasn’t physically demanding, she ultimately had to stop working. “I came to the point where the physical requirement to even be at a desk for that long was something that I couldn’t do,” she said. “Because of the continuous typing, I’ll cramp up my hands. And then there was the stress of work and [after the diagnosis] the stress of [learning that] I’m dying.” Despite the public health care system and provincial home care programs that offer some support, coverage is inconsistent across Canada. Families must grapple with the expensive treatments and out-of-pocket costs of medicines and specialized equipment that could provide comfort and care. The ALS Society of Canada says the average financial burden a household incurs with a member living with ALS between $150,000 and $250,000 over the course of the disease. It’s considered the “bankruptcy disease” because the yearly cost of ALS care is much higher than that for people living with ****/AIDS, stroke survivors in their first year, or those with Alzheimer’s. With a reduced income, keeping up with everything is challenging Stephanie Thompson Although Thompson received help from the ALS Society of Canada, she and Duquette turned to GoFundMe to help raise money for bedroom equipment “With a reduced income, keeping up with everything is challenging. The ALS Society of Canada provides some devices and equipment, but you don’t have a say in what you receive. For example, I had to pay out of pocket for specific bathroom equipment,” she said. As per the ALS Society of Canada, the direct costs associated with ALS (including medical expenses, mobility aids, home modifications, and specialized services) on average add up to $32,337 per year, with families paying about 61 per cent of that — approximately $19,574 — out of pocket. Indirect costs, which are a result of loss of job or unpaid caregiving responsibility are an approximately an additional $56,821 annually. Private insurance has been crucial in covering ALS-related expenses. “Critical illness insurance helped with some costs, and the Assistive Devices Program will partially cover a specialized electric chair— which costs as much as a car— but I’ll have to cover the rest,” she said. Thompson has also turned to social media for support. In addition to her GoFundMe page, she has an Amazon wish list that includes items like a hydration system for people with limited mobility and a hand splint to help straighten her fingers. “I’m grateful to social media for connecting me with the community. If someone wants to help but can’t donate directly, an Amazon wish list with a $30 item could be a way. I’m happy with whatever works for them,” said Thompson. ‘ALS needs to be in the forefront’ Social media is not only a way for Thompson to connect with the community but also raise awareness for ALS. She’s documenting her ALS journey on Instagram through her handle ALS Gets On My Nerves. The guilt of this is something that I’m still working through. I’m proud how of Devin and my kids have adapted into our new normal. Stephanie Thompson “This happened [to me] for a reason and I’m going to make the most of it to spread awareness because there’s never enough awareness,” she said. To pivot and to become one of my caregivers has been inspiring to me. He has to carry the household plus take care of me,” she says. “His workload has increased substantially and he does it out of love. It’s not the future that I thought we would be having. But I can’t control it. The guilt of this is something that I’m still working through. I’m proud how of Devin and my kids have adapted into our new normal. “We had a few detours and side quests along the way but are planning on getting married this year. People wouldn’t realise – I was high most of the time for many years.” Wiggins – a gangly north Londoner, from a broken home, brought up in poverty – made it to the very top of a sport that requires clinical preparation and a calm head under pressure. In interviews during his career, Wiggins exuded calm and charm. He seemed to have everything under control. And perhaps it was, with the hyper-organised, big-budget Team Sky around him between 2010 and 2015, run by Dave Brailsford and Rod Ellingworth – with whom he would win the 2012 Tour, the 2014 world time trial championship and much more. Wiggins’ talent and presence inspired the team to a ******* of domination in road cycling never before seen. But post-career, his troubles spiralled. In 2020, his marriage to Cath came to an end. They have two children: Ben – now a rider himself with Hamens Berman Jayco – and Isabella. Then came the collapse of Team Wiggins, which he had founded in 2015. The team lacked enough blue chip sponsors, despite having so many talented British riders. There was an awful more of Wiggins’ own money invested in the team than most realised. That, and a ******** addiction, would spell trouble for anybody’s wallet – even a sporting icon. And Wiggins was declared bankrupt. “I already had a lot of self-hatred,” said Wiggins of his post-career addiction. “But I was amplifying it. It was a form of self-harm and self-sabotage. It was not the person I wanted to be. I realised I was hurting a lot of people around me. “There’s no middle ground for me. I can’t just have a glass of wine – if I have a glass of wine, then I’m buying drugs. I was just about to fall asleep, naked with a robe on,” she told the court. “Honestly, a lot of terrorist attacks were happening in the world, and I thought it was some sort of terrorist attack, and I didn’t immediately understand it was for my jewelry.” She said the suspects arrived at her hotel dressed as police officers and held the concierge hostage. He was dragged into her room, handcuffed, according to Kardashian. One attacker began gesturing at her diamond ring. “He said, ‘Ring! Ring!’ and he pointed to his hand,” she recalled. Kardashian grabbed her phone to call the police, but didn’t know the French emergency number. She then tried to contact her sister and bodyguard, but was stopped by one of the masked assailants. The group of criminals was dubbed “les papys braqueurs” — “the grandpa robbers” — by the French press, but Kardashian’s lawyers insist the men are far from a wholesome gaggle of senior citizens. In our previous update, we showed that per the Elliott Wave (EW) Principle, (ETH) was completing five waves lower for the red Wave-c (W-c) as part of the large ****** W-4. See Figure 1 below. In this case, the 4th wave is a running flat where the red W-c failed to go below the red W-a. Besides, from a technical pattern perspective, we also showed Ethereum is most likely forming a Bull flag pattern (****** dotted lines). The flagpole was the rally from the 2020 low to the 2021 ATH. The flag is the sideways 4th wave pattern, and a breakout can then target $6000+, assuming last month’s low holds, which we believe it will. See below Figure 1. Our preferred long-term EW count for Ethereum. Zooming in on the path since the December 2023 high, we were tracking a final wave lower for the completion of the red W-c to ideally around $1085, where the green W-5 would equal the length of the green W-1, measured from the green W-4 high: green dotted arrow. Moreover, that level was the 2.618x extension of W-1 measured from W-2. However, the bears could not push the price of lower, and we were left with a failed 5th wave. This is why we stated, “However, if ETH moves above at least the 50-d SMAs, the DT line, and $2093 without making a lower low first, we must consider the four-month-long downtrend complete and look towards the low $6000s over the next several months. As such, there’s an increasingly favorable risk/reward setup in the making for those who would like to have exposure to Ethereum, contingent on holding above its 2019 high at $356.” Figure 2. Our detailed, short-term EWP count for Ethereum. Yes, we don’t sweat the small stuff as it prevents one from seeing the forest for the trees. Knowing that a larger correction is completing, and will be followed by a >400% gain, is much more important than focusing on the last few percentage points lower. In our last update, ETH was in a strong downtrend. What a difference a month makes as it is now in an uptrend: above the (red dotted) downtrend (DT) line, which has held all upside in check since the December high above its ascending 20-day simple moving average (20-d SMA), which is above the (blue) 50-d SMA. above the now-increasing Ichimoku Cloud The only obstacle in its way is the (red) 200-d SMA. Honda Canada confirmed in a statement on Tuesday that it was pausing its Ontario plans by two years — stopping work on the battery plant, retooling its vehicle assembly facility and two battery part facilities. “Due to the recent slowdown of the EV market, Honda Motor has announced an approximate two-year postponement of the comprehensive value chain investment project in Canada,” Honda said in a statement. “The company will continue to evaluate the timing and project progression as market conditions change.” Honda said the decision would not impact its existing Honda manufacturing facility in Alliston, Ont. Between the battery plant and its parts facilities, along with the electric vehicle facility retooling, the Honda project had been expected to create 1,000 jobs on top of retaining the existing 4,200 jobs at the assembly plant. The House Ways and Means Committee, which has jurisdiction over tax, released the full text of its portion of the bill Monday afternoon, and started to debate over provisions on Tuesday. GOP lawmakers included several of Trump’s campaign priorities, including tax cut extensions, no tax on tips and tax-free overtime pay. Rather than cutting taxes on Social Security, the plan includes an extra $4,000 deduction for older Americans. The early bill did not include a higher tax rate on some of the wealthiest Americans or plans to end the so-called “carried interest loophole,” which are both ideas that Trump supported. However, the final bill could change significantly before the committee vote. That’s under the Republicans’ $4.5 trillion limit, which could leave room for other priorities to be added or increased during Tuesday’s negotiations, experts say. “It’s really important for any additional tax cuts to be paid for,” which will impact individual provisions, said Shai Akabas, vice president of economic policy for the Bipartisan Policy Center. As the debate heats up, here are two key areas to watch. The battle over the ‘SALT’ deduction With a slim House Republican majority, the limit on the deduction for state and local taxes, known as SALT, has been a key issue in tax package negotiations. Enacted via the Tax Cuts and Jobs Act, or TCJA, of 2017, the current $10,000 cap will expire after 2025 without action from Congress. The House text released Monday would boost the SALT deduction limit to $30,000 for most taxpayers. This would phase out once modified adjusted gross income exceeds $400,000. Some lawmakers have already pushed a higher SALT deduction cap, which could still be possible with wiggle room in the budget, experts say. Child tax credit boost Republican lawmakers also want to expand the child tax credit, a change that was passed via a bipartisan House bill in February 2024. TCJA temporarily increased the maximum child tax credit to $2,000 from $1,000 per child under age 17, and boosted eligibility. These changes are scheduled to sunset after 2025. The preliminary House GOP text calls for raising the credit to $2,500 per child through 2028, as long as both parents have a Social Security number. The $1,400 refundable portion, which is available without taxes owed, would be indexed for inflation. However, the proposal “does nothing for the 17 million children who currently don’t get the full $2,000 child tax credit because their families’ incomes are too low,” said Chuck Marr, vice president for federal tax policy for the Center on Budget and Policy Priorities. But now, Assassin’s Creed Shadows has taken that same feature, thrown it in a feudal Japanese blender, and come out with something totally fresh. And somehow, it works better than it has any right to. Why Assassin’s Creed Shadows succeeded where Syndicate stumbled Ubisoft has flirted with the idea of dual protagonists before, but Assassin’s Creed Shadows is the first time the idea feels fully realized. It took the idea and gave it meaning, depth, and gameplay that demands you pay attention to who you’re controlling. It’s not just about switching characters, it’s switching your mindset. Back in Syndicate, Jacob and Evie Frye were a likable duo. But gameplay-wise, they were essentially copy-paste assassins with a few minor tweaks. Jacob leaned a bit more into brawling, Evie into stealth, but you could still approach most missions the same way with either. The biggest difference? Dialogue and personality, not playstyle. However, Shadows‘ Yasuke and Naoe couldn’t be more different. Yasuke is a walking earthquake. A former African samurai wielding heavy weapons and covered in full armor, he’s built for raw, head-on combat. Forget hiding in bushes, he walks through the front door and takes on five guards at once. He’s a force of nature, a power fantasy in motion. Then there’s Naoe, the polar opposite. A lithe, quick-moving shinobi trained in the art of stealth, deception, and precision. She has all the classic ninja tools you could ask for: grappling hook, shuriken, and silent takedowns. She’s a ghost, a shadow on the rooftop, the embodiment of the series’ original roots. Where Syndicate gave you two characters to choose from, Shadows gives you two distinct genres. One plays like an action-RPG tank—the other, like a stealth-focused infiltration sim. The game doesn’t just let you switch between them; it encourages you to adapt your entire strategy depending on who you’re playing. That depth? That’s what Syndicate was missing. Air-Launched ‘Fighter Drone’ Collaborative Combat Aircraft Being Eyed By Air Force Air-Launched ‘Fighter Drone’ Collaborative Combat Aircraft Being Eyed By Air Force The U.S. Air Force is looking into the idea of air-launching Collaborative Combat Aircraft (CCA) drones from other airplanes in addition to other ways of reducing dependence on traditional runways. Air-launched CCAs also fit in with the service’s larger vision of CCAs having a disruptive impact on future aerial combat and presenting enemies with new challenges to address. At the same time, launching CCAs from mothership aircraft would present other operational challenges and limitations that would have to be overcome. Air Force Maj. Gen. Joseph Kunkel raised the possibility of procuring air-launched CCAs on May 8 during a virtual talk hosted by the Air & Space Forces Association’s Mitchell Institute for Aerospace Studies. Kunkel is currently Director of Force Design, Integration, and Wargaming and Deputy Chief of Staff for Air Force Futures at the Air Force’s headquarters at the Pentagon. The Air Force’s CCA program is being run in iterative development cycles. General Atomics and Anduril are currently developing what have now been designated as the YFQ-42A and YFQ-44A as part of the program’s first phase, Increment 1. Requirements for the follow-on Increment 2 are now in the latter stages of being finalized, and Kunkel has previously said his service may be leaning toward lower-cost and less complex designs for the second tranche. The Air Force has said it looking to acquire between 100 and 150 Increment 1 CCAs, and around 1,000 of the drones, at least, across all the future increments. General Atomics/Anduril “As you look at how we generate combat power and the number of sites we can use, there’s something to a shorter takeoff length, and there’s something to vertical takeoff,” Kunkel said. “We [have] got to figure out what that takes, because generally, when you do a vertical takeoff aircraft, you decrease the payload, you decrease the range. And so there’s a balance that we need to strike here as we’re thinking about how we generate combat power, how survivable it is, but then what the requirements are on the aircraft in terms of payload and range? But we’re absolutely looking at that and what it takes.” “We’re also looking at, maybe we don’t generate them [CCAs] from the ground at all,” he continued. “Maybe we generate them by dropping them out of the aircraft. And so those are, those are all concepts we’re looking at. But you’re absolutely right. We don’t necessarily want to be tied to air bases for our CCAs.” YFQ-42A and YFQ-44A are both designed to take off and land from traditional runways, but are already being engineered from the ground up to align with the Air Force’s Agile Combat Employment (ACE) concepts of operations. ACE focuses heavily on the ability to deploy in irregular ways to a disaggregated array of operating locations, which include remote sites with limited infrastructure. This, in turn, helps upend enemy targeting cycles and reduces vulnerability. General Atomics has previously said the YFQ-42A incorporates specific design features that could help with operations from shorter and less well-maintained runways. The Fury design that serves as a base for Anduril’s CCA, originally developed by Blue Force Technologies, also has features that allow for shorter field performance. TWZ regularly highlights how CCAs with complete runway independence, or at least independence from traditional airstrips, could be especially attractive additions in the context of the ACE construct. Beyond being less vulnerable to attacks that will stop their operations, runway-independent CCAs would be able to launch and/or recover from a much larger pool of potential operating locations, which could create even more uncertainty for opponents. Air Force officials have made clear that they expect to have to be able to fight while under attack during any future high-end fight, such as one against China in the Pacific. Based on prior discussions about expected range capabilities, at least for CCA Increment 1, airfields that would put the drones within direct reach of likely operating areas in the Indo-Pacific region would be especially vulnerable to enemy bombardment. “We know that the adversary is going to try and target our bases,” Maj. Gen. Kunkel said last week in an obvious reference to China. “For the last 30 years, they’ve developed a rocket force. They’ve developed cruise missiles and ballistic missiles, and all these things are meant to counter our bases, meant to keep us from reliably generating combat power from bases. One of the ways to thin out the adversary’s mass is to put yourself in multiple locations.” So, “the ability to achieve air superiority in the future is going to be more complex, and there’s a couple things that we’re going to need. We’re going to need mass, and we’re going to need some type of affordable mass that can counter our adversaries where they are. And so CCAs help us out with achieving affordable mass,” he continued. “The other thing that CCAs do that some people often overlook is they increase complexity for the adversary.” A look at a production representative YFQ-44A drone. Courtesy photo via USAF “As an air-to-air guy, you know that the easiest threat picture to counter is the ‘Hey, *******, ******* up the middle.’” Kunkel continued. With “the ability to position CCAs and posture them in different places in a theater, you can increase the complexity of the picture that our adversaries see dramatically. And so that’s another point that we’ve found, is increasing dilemmas for the adversary, increasing the complexity of the picture that they’re going to see, increasing the complexity of what it takes for them to counter us.” Being able to air-launch at least some types of CCAs would only add to the complexities for a defender, who might suddenly find themselves facing a force that has multiplied substantially from what was originally seen on their sensors. Drones launched in mid-air could also approach a target area from multiple vectors at once or break off from the main group to head to a different adjacent operating area. Less survivable aircraft could also air-launch CCAs from rear areas and send them into higher-risk zones where more survivable aircraft like crewed stealth fighters could then take control. Air-launched CCAs could also offer valuable added on-station time for more localized missions like defending high-value, but more vulnerable assets, such as airborne early warning and control, tanker aircraft. These aircraft could even be launched on warning only when needed after a threat is detected. A very long-range and stealthy platform with a high payload capacity, like the forthcoming B-21 Raider bomber, might also be able to extend its reach even further by launching CCAs inside highly contested airspace. This could be for defense or offensive mission needs. The Air Force has separately been exploring how CCAs might pair with the B-21, in general. The Air Force also has a formal agreement with the Navy and the Marine Corps regarding the development of CCAs that includes a requirement for a common architecture that allows for seamless exchange of control during operations. USAF “So as we’re charting our path, they’re charting their path, and you’ll see that we’re going down the same road,” Kunkel said. “What we really want to get ourselves to is this interconnectedness, and this being able to pull up to a CCA, whether it’s an Air Force CCA or a Navy CCA, and being able to operate it.” “As you look at CCAs, they’re going to be up in the sky, and there’s going to be opportunities to be controlled by multiple different aircraft,” he added. All of this still leaves open key questions about where and how air-launched CCAs might be recovered after missions, especially if bases closer to operating areas are deemed too high risk or if missions take the drones deep inside contested airspace. Any need to save range capacity to be able to recover at a location further away from hostile threats would trim back a drone’s useful combat radius and limit on-station time after it arrives at its designated objective area. How those drones would be regenerated for other air-launched missions once recovered at remote locales is also another question that needs to be answered. Mid-air refueling capability is something that’s been on the table for future CCAs, wherever they are launched and/or recovered from, and that could help extend the time on station and overall reach of CCAs. It could also open up better recovery options for air-launched and ground-launched variants alike. At the same time, this would add complexity to the drone’s design and impact its cost. The U.S. military has also been struggling for years already to meet existing demands for tanker support, which would only grow in scale and complexity in any future high-end conflict. Finding aerial refueling options that can survive in more contested airspace presents its own challenges. Lockheed Martin Skunk Works Air-launched CCAs designed to be outright expendable or at least optionally recoverable might be another option, but one that would demand a very low-cost to have any chance of being operationally relevant. It is worth remembering here that the Navy has previously presented a vision for lower-cost CCAs that are “consumable,” and that would be expended as one-way-attack munitions or training targets at the end of very short service lives that can include as few as a handful of missions. It’s important to note that the idea of air-launching ‘loyal wingman’ type drones is not new, and is something the Air Force in particular has been experimenting with for years now. The Air Force has also been cooperating with the Defense Advanced Research Projects Agency (DARPA) on the LongShot air-launched drone program, the stated goal of which is “to disrupt the paradigm of air combat operations by demonstrating an unmanned air-launched vehicle capable of employing current air-to-air weapons, significantly increasing engagement range and mission effectiveness” of fighters or bombers. In other words, this is an air-to-air missile carrier of sorts. As of March 2024, the expected timetable for the drone’s maiden flight had slipped to Fiscal Year 2025, which began last October, per Pentagon budget documents. Whether or not LongShot has flown now is unclear. How LongShot may now tie in to the Air Force’s CCA program is unknown. Kunkel last month about how the program’s focus could be leaning toward lower-cost and less complex drones for Increment 2. As he mentioned last week, there are still questions about capability tradeoffs that could come with various kinds of runway-independent designs. Regardless, “we want to provide dilemmas for the adversary that they weren’t even thinking of. All locations have been given a photorealistic look, and even the deadly post-apocalyptic creatures have been enhanced. The concept just doesn’t enhance what Bethesda has already crafted. You can have a giant spider running in the trailer, something that wasn’t originally a part of the game, but it fits right in there.
