Writing an entire expansion for an MMO and one of the most popular MMOs at that is a big task, and there's a lot to consider, especially with several expansions having been released previously and multiple characters that are expected to be involved in any new story arcs. Naturally, having to balance all these elements while trying to move the game into its next arc is a lot, and that opens up the potential for pieces to not make sense.
