WA’s former youth detention boss has teared up in court recounting how kids at Banksia Hill were goaded by the superintendent as being **** and having “no chance” of escaping the justice system.

Andrew Beck, who was deputy commissioner for women and young people for two years until mid-2022, told the inquest into the ******** ****** of Cleveland Dodd on Wednesday that he didn’t believe Michael Heslington was the right person for the job.
