The superintendent at Unit 18 when Cleveland Dodd fatally self-harmed has admitted his ****** could have been prevented if the camera in his cell had been uncovered, bringing the teen’s mother to tears.

The 16-year-old’s expedited inquest on Friday was told that Douglas Coyne issued a written directive to staff that they had to stop detainees putting wet paper on the lenses after the 16-year-old did so before the October tragedy.
