The tropical cyclone slammed into Taiwan on Wednesday night with wind speeds equivalent to those of a Category 3 hurricane in the Atlantic Ocean. It submerged roads, led to flight cancellations, and forced the closure of schools and businesses. As of Thursday the storm had ******* at least 15 people in the Philippines, officials said. The island’s Central Weather Administration estimated that the storm could drop more than seven feet of total rainfall. More than 700,000 electricity customers in Taiwan have experienced power outages since Wednesday, according to Taipower, a state utility. About 13 percent of them were still without power on Thursday afternoon.
