Only Miis who have a superb bond have a chance of asking to move in together. Unfortunately, there's no direct way to force Miis to live together. Instead, all you can do is push for it to happen by bringing the Miis you want to live together close together as often as possible, either by dragging and dropping them close to each other wherever they are, or by having them dine together at the restaurant. Overall, you need to try your hardest to help them build a strong friendship or romantic relationship. Both friendly and romantic Miis have a chance of asking to move in together, so either option works. Generally, though, you want them to be at least great friends or better to have a shot at this option appearing.
