Say what you will about the natural wonders of the universe, there are enough dead planetoids out there that turning one into a junk heap isn't much of a loss. Earth's moon may serve a purpose, turning night silvery-blue, but Skubalon IV? Eh, it's way over there and nobody cares. The Old Empire used it as a waste facility for countless years, possibly centuries, and now it's just a brown, blotchy junkheap in a forgotten corner of the sky. Which means the moon is a perfect target for an industrious recycling project, sifting through the heaps of garbage in search of reclaimable components and processing them into more valuable items. The sky's the limit so long as you don't mind getting your machines dirty.
