Screenshot by Destructoid If you angle your mouse carefully, you'll find the plug (use the image above as a reference). In my image, you'll find that the phone is plugged correctly. If you find the wire unplugged, you'll find the socket empty, and the cablehead lying beside it.

Align the cablehead carefully with the socket, and plug it in. If you complete the process correctly, your phone should start working, and there will be a dialer tone. However, you can still make a call and not find anyone responding to it. That can happen if the NPC you're calling isn't available at home.
