The Library, Space Travel, and Town Hall are all possible spawn locations for the Power Bank. You can also try your luck at the Piazza Arbusto and Plaza Rosa. Ultimately, you'll want to look into every corner as Power Banks don't have any specific locations. The new Expedition project requires you to find Batteries, and the Power Bank is a great source of them. You can recycle a Power Bank to get two Wires and two Batteries. You can also salvage them. So far, there are no other uses for this item, but that could change with a future trial task or new quest.
