Between one and two Festive Wrapping Paper spawn every two hours, and a maximum of four can be present at any given time. If four Festive Wrapping Paper are present, the respawn timer won't start until you pick at least one up. Because of this, it's a good idea to check for it as often as you can while the event is running.
