Back in 2010, when I was working in IT in local government, shared services were hailed as a lifeline. Councils were facing unprecedented budget cuts, austerity was biting hard, and the subsidy for local government was evaporating. Shared services—where multiple public bodies pooled administrative functions like HR, payroll, finance, IT and procurement—seemed the perfect response.
