It seems the only way to get Fate Fabric is to buy it from the Wretched Broker in your camp. He won’t be available till after the Summoning of Mercantile Fortune incantation. So before you reach this point in Hades 2, you can’t get the resource at all. Once you unlock the vendor, you can also get Nectar which is equally as important.
