trigger randomly after you've completed all story quests featured in the main storyline. It seems to be a bit glitchy, as I had to reload the game around four times before it decided to appear.

If you're not seeing this quest, close out of the game and reboot it entirely. Repeat this process until you get it to appear. If this still doesn't work, you may need to make sure you have all story quests done.
